Faculty at many colleges and universities are redesigning courses to address differences in student learning preferences. In this study, the researchers surveyed students in two similar American Politics classes. In one, the instructor used a traditional large-class lecture format. In the other, lectures were supplemented with weekly small-group discussions to facilitate more in-depth engagement with course material. We subsequently surveyed students in both classes about their political knowledge gains, perceptions of politics, and views on critical thinking. Due to nonrandom group assignment, we estimate the effects using propensity score matching. Our results indicate that there were different types of students enrolled in each class. Students who experienced the small-group discussions were more likely to score better on critical thinking questions, but they were not as likely to demonstrate more general knowledge about political science in their responses. There are almost no estimation differences based on whether we use propensity score matching or linear regression.

Tiebout's theory of local expenditures predicts the efficient provision of local tax and expenditure bundles via market forces occur when individuals "vote with their feet" (Tiebout 1956). Private amenity choices may distort market signals to local governments. Thus we conduct a conjoint experiment to explore how citizens make choices among hypothetical apartment homes, varying public and club good attributes. This allows us to vary both apartment community and city amenities independently to determine whether private club or public amenities are more influential in shaping residency choices. Regardless of the quality of city services, citizens on average are willing to pay for an additional layer of safety provided by an apartment complex. We conclude that the city's tax expenditure bundle is not the only consideration in residential location choice, suggesting that there is disruption in the efficient provision of public goods. Given the weaker ties to community as noted by scholars such as Robert Putnam, survey researchers should not be surprised by a decline in survey participation over the past 10 years. This research analyzes the use of incentives coupled with introductory themes emphasizing cooperation and helpfulness--cooperative norms in American society--to understand their effects on survey response. This article analyzes two separate experiments (one phone and one mail) that provide evidence that norms of cooperation matter in the decision to participate in a survey, suggesting that this is particularly true at the refusal conversion stage. These results indicate that survey researchers may use such themes to their advantage, especially when conducting a nonresponse follow-up in a mail survey.

An increasing number of public policy issues are decided by ballot measures in the United States. We examine residual votes (the difference between the total ballots cast and the votes cast in a particular contest) on ballot issues and the presidential contest in 34 states that had issues on the ballot in the 2004 election. Residual vote levels for ballot issues are substantially higher and more varied than for the presidential contest. Residual votes in both types of contests are a function of ballot features, voting technology, campaign context, and demographic measures. However, some factors, especially voting machinery, have different effects on residual votes for president than on residual votes for ballot issues. A case study further indicates that full-face electronic voting machines sharply increase the number of residual votes on ballot measures. The 2000 presidential election and the recount battle in Florida focused attention on local election administration in the United States. The Help America Vote Act, passed by the federal government in 2002, requires wholesale changes in voting equipment and other election procedures. However, the law did not address the selection of individuals who manage elections: both state and local election officials play a great role implementing federal and state election laws. Recently, several election reform advocates have argued for shifting to nonpartisan election administrators in the United States. Others, particularly associations representing election officials, have not endorsed that position. To inform this debate, we provide data on the selection methods and party affiliations for all local election officials in the United States (more than 4,500 individuals or commissions). Scholars such as Kahn and others have shown that the print news media have covered women candidates in ways likely to diminish their electoral viability. Those effects have yet to be verified in a non-experimentalsetting or extended to television. We offer non-experimental evidence of news-based effects for print news and television. We examine the effects of media coverage patterns by analyzing Senate races using the 1988-92 ANES Senate Election Study. Our results provide consistent support for the contention that news media coverage has disadvantaged women candidates in the eyes of voters. This work suggests a need for greater attention to research on broadcast news coverage of women candidates.
