The North Sea has a diverse forage fish assemblage, including herring, targeted for human consumption; sandeel, sprat, and Norway pout, exploited by industrial fisheries; and some sardine and anchovy, supporting small-scale fisheries. All show large abundance fluctuations, impacting on fisheries and predators. We review field, laboratory, and modelling studies to investigate the drivers of this complex system of forage fish. Climate clearly influences forage fish productivity; however, any single-species considerations of the influence of climate might fail if strong interactions between forage fish exist, as in the North Sea. Sandeel appears to be the most important prey forage fish. Seabirds are most dependent on forage fish, due to specialized diet and distributional constraints (breeding colonies). Other than fisheries, key predators of forage fish are a few piscivorous fish species including saithe, whiting, mackerel, and horse-mackerel, exploited in turn by fisheries; seabirds and seals have a more modest impact. Size-based foodwebmodelling suggests that reducing fishing mortality may not necessarily lead to larger stocks of piscivorous fish, especially if their early life stages compete with forage fish for zooplankton resources. In complex systems, changes in the impact of fisheries on forage fish may have potentially complex (and perhaps unanticipated) consequences on other commercially and/or ecologically important species., JRC.G.4-Maritime affairs

The North Sea provides a useful model for considering forage fish within ecosystem based management as it has a complex assemblage of forage fish species. This paper is designed to encourage further debate and dialogue between stakeholders about management objectives. Changing management of fisheries on forage fish will have economic consequences for all fleets in the North Sea. The predators that arevulnerable to depletion of forage fish are sandwich terns, Great skua and common guillemots, and to a lesser extent marine mammals. Comparative evaluations of management strategies are required to consider whether maintaining reserves of prey biomass or a more integral approach of monitoring mortality rates across the trophic system, is more robust under the ecosystem approach.In terms of trophic energy transfer, stability and resilience of the ecosystem, forage fish should be considered as both a sized-based pool of biomass and as speciescomponents of the system by managers and modellers. Policy developers should not consider the knowledge base robust enough to embark on major projects of ecosystem engineering. Management plans appear able to maintain sustainable exploitation in the short term. Changes in the productivity in forage fish populations are inevitable so management should remain responsive and adaptive., JRC.G.4-Maritime affairs

The abundance and spatial occupation of European anchovy Engraulis encrasicolus have in- creased in the North Sea since the mid-1990s. We use a cross-disciplinary approach combining genetics, transport modelling, survey time series analyses and physical oceanographic modelling to investigate 3 hypotheses on the reasons for this change. Evidence from connectivity studies suggests that the population of North Sea anchovy is separate from that in the Bay of Biscay. The recruitment pulses observed in survey data fit a life cycle which includes spawning in early summer and larval development in late summer. This also supports the concept of population expansion originating from local remnant population(s). In terms of growth physiology, suitable thermal windows have expanded, making conditions more favourable for life cycle closure and population persistence/productivity. In addition to the increased frequency of warm sum- mers, which favour larvae and juvenile growth, the decrease in the number of severe winters is also likely to improve overwinter survival. Overall, the evidence supports the hypothesis that the increase in anchovy abundance originated from the improved productivity of existing populations. This increase was associated with an expansion in thermal habitats and is probably not due to a northward shift in the distribution of southern conspecifics.

Scientific debate on whether or not the recent increase in reports of jellyfish outbreaks represents a true rise in their abundance has outlined a lack of reliable records of Cnidaria and Ctenophora. Here we describe different jellyfish data sets produced within the EU programme EURO-BASIN. These data were assembled with the aim of creating an improved baseline and providing new data that can be used to evaluate the current diversity and standing stocks of jellyfish in the North Atlantic region. Using a net adapted to sample gelatinous zooplankton quantitatively, cnidarians and ctenophores were collected from the epipelagic layer during spring–summer 2010–2013, in inshore and offshore waters between lat 59 and 68° N and long 62° W and 5° E. Jellyfish were also identified and counted in samples opportunistically collected by other sampling equipment in the same region and at two coastal stations in the Bay of Biscay and in the Gulf of Cádiz. Continuous Plankton Recorder (CPR) samples collected in 2009–2012 were re-analysed with the aim of identifying the time and location of cnidarian blooms across the North Atlantic Basin. Overall the data show high variability in jellyfish abundance and diversity, mainly in relation to different water masses and bathymetry. Higher densities were generally recorded on the shelves, where the communities tend to be more diverse due to the presence of meropelagic medusae. Comparison of net records from the G.O. Sars transatlantic cruise shows that information on jellyfish diversity differs significantly depending on the sampling gear utilised. Indeed, the big trawls mostly collect relatively large scyphozoan and hydrozoan species, while small hydrozoans and early stages of Ctenophora are only caught by smaller nets. Based on CPR data from 2009 to 2012, blooms of cnidarians occurred in all seasons across the whole North Atlantic Basin. Molecular analysis revealed that, contrary to previous hypotheses, the CPR is able to detect blooms of meroplanktonic and holoplanktonic hydrozoans and scyphozoans. Through combination of different types of data, key jellyfish taxa for the spring–summer period were identified in the northern North Atlantic regions. Key species for the central and southern North Atlantic could be inferred based on the blooms identified by the CPR survey, although this should be confirmed further by comparison with quantitative data. The identification by DNA barcoding of 23 jellyfish specimens collected during the EURO-BASIN cruises contributes to increasing the still very limited number of jellyfish sequences available on GenBank. The European anchovy Engraulis encrasicolus population of the North Sea has increased and spread in recent decades, probably in response to the relaxation of limiting factors in its life history. We use models and empirical data to explore the effects of temperature and food availability during the first growing season on the adult anchovy population across the North Sea. First, we compare simulated growth during summer and autumn, from a dynamic energy budget model, with trends in the time series of anchovy survey catch per unit effort. The proportion of the area of the North Sea in which anchovy can grow to 10 cm (the potential growth habitat) correlates with the abundance of anchovy caught in surveys the following year. Second, spatio-temporal statistical modeling is used to show that anchovy abundance in surveys is related to environmental variables (temperature and food availability). Temperature explains the distribution and abundance of anchovy in the North Sea better than food availability or a combination of both environmental factors. We conclude that variations in growth during the first months of life can impact anchovy life cycle closure. Specifically for the North Sea anchovy, changes in temperature are more important than changes in food availability in allowing the fish to grow to overwintering size, under probably non-food-limited conditions.

European anchovy Engraulis encrasicolus increased its abundance and distribution in the North Sea during the mid-1990s and may consume similar zooplankton to and/or compete with other occupants of the North Sea like herring Clupea harengus and sprat Sprattus sprattus. The diets of adult anchovy, sprat and juvenile herring of comparable sizes, sampled close in time and space, were compared to understand how the 3 species prey on zooplankton and establish whether their diets overlap or not. Anchovy was found to be more generalist, consuming a higher diversity of prey items. Herring was more specialized, with low diversity of food items. Sprat was intermediate between anchovy and herring. The dietary overlap between anchovy and sprat was highest, followed by herring and sprat before anchovy and herring. The mean weight of stomach contents did not differ between species. We conclude that of the 3 species, anchovy is likely to be the least affected by changing plankton communities.
