This paper describes the development of a new and efficient agri-environmental measure, gypsum amendment of arable fields, and its inclusion as a voluntary measure in national agricultural support schemes. Gypsum reduces erosion and both particulate and dissolved reactive phosphorous loads to surface waters, thus having high potential in the Finnish agriculture in contributing Finland to meet phosphorous reduction targets set by the HELCOM Baltic Sea Action Plan. Gypsum amendment suits clayey soils located also in other Baltic Sea countries. A large scale gypsum pilot was organized in Southwest Finland, along the Savijoki River that flows to the Baltic Sea. Structured surveys and discussions in workshop explored how 55 farmers adopted gypsum amendment and gathered experience from spreading gypsum and its impacts on soils, yields and aquatic systems. Gypsum amendment is an investment in nutrient load reduction that entails high upfront costs to farmers and requiring, in case of large farms, a public tendering. As these may hinder large-scale adoption of an efficient measure, the paper suggests to include a completely new option to CAP framework: national environmental protection investments that facilitate ex-ante payment schemes to overcome the financial challenge to farmers.

The aim of the BONUS Pilot Scenario Workshop, organized 6-7 April 2016 in Helsinki, was todevelop harmonised regional storylines of socio-ecological futures in the Baltic Sea region. Based on the background material (Part 1 of this publication) and plenary and panel sessions (see Part 2 of thispublication for workshop agenda), the workshop participants worked in three groups through threethemes: eutrophication, marine traffic, and biodiversity (Part 3 of this publication).

Eutrophication of the Baltic Sea is a serious problem. This thesis estimates the benefit to Finns from reduced eutrophication in the Gulf of Finland, the most eutrophied part of the Baltic Sea, by applying the choice experiment method, which belongs to the family of stated preference methods. Because stated preference methods have been subject to criticism, e.g., due to their hypothetical survey context, this thesis contributes to the discussion by studying two anomalies that may lead to biased welfare estimates: respondent uncertainty and preference discontinuity. The former refers to the difficulty of stating one s preferences for an environmental good in a hypothetical context. The latter implies a departure from the continuity assumption of conventional consumer theory, which forms the basis for the method and the analysis. In the three essays of the thesis, discrete choice data are analyzed with the multinomial logit and mixed logit models. On average, Finns are willing to contribute to the water quality improvement. The probability for willingness increases with residential or recreational contact with the gulf, higher than average income, younger than average age, and the absence of dependent children in the household. On average, for Finns the relatively most important characteristic of water quality is water clarity followed by the desire for fewer occurrences of blue-green algae. For future nutrient reduction scenarios, the annual mean household willingness to pay estimates range from 271 to 448 and the aggregate welfare estimates for Finns range from 28 billion to 54 billion euros, depending on the model and the intensity of the reduction. Out of the respondents (N=726), 72.1% state in a follow-up question that they are either Certain or Quite certain about their answer when choosing the preferred alternative in the experiment. Based on the analysis of other follow-up questions and another sample (N=307), 10.4% of the respondents are identified as potentially having discontinuous preferences. In relation to both anomalies, the respondent- and questionnaire-specific variables are found among the underlying causes and a departure from standard analysis may improve the model fit and the efficiency of estimates, depending on the chosen modeling approach. The introduction of uncertainty about the future state of the Gulf increases the acceptance of the valuation scenario which may indicate an increased credibility of a proposed scenario. In conclusion, modeling preference heterogeneity is an essential part of the analysis of discrete choice data. The results regarding uncertainty in stating one s preferences and non-standard choice behavior are promising: accounting for these anomalies in the analysis may improve the precision of the estimates of benefit from reduced eutrophication in the Gulf of Finland. Suomenlahden rehevöityminen haittaa ekosysteemin toimintaa ja ihmisten virkistysmahdollisuuksia. Tutkimuksessa arvioitiin rahamääräisesti Suomenlahden rehevöitymisen torjumisesta suomalaisille koituvat hyödyt soveltamalla valintakoemenetelmää (choice experiment), joka on eräs ilmaistujen preferenssien (stated preferences) menetelmistä. Valintakoemenetelmä perustuu kyselyyn, jossa vastaaja ilmaisee maksuhalukkuutensa Suomenlahden tilan paranemisesta valitsemalla ehdollisissa valintatilanteissa mieleisensä Suomenlahden tilan. Maksuhalukkuus kuvaa tilan paranemisesta kansalaiselle koituvaa hyötyä. Menetelmän on kritisoitu tuottavan harhaisia hyötyarvioita esimerkiksi siksi, että vastaajien on vaikea ilmaista varmasti preferenssejään hypoteettisessa valintatilanteessa tai siksi, että heidän preferenssinsä ovat epäjatkuvia, jolloin he eivät käyttäydy valintatilanteessa kuten perinteinen kuluttajan teoria olettaa. Tutkimuksessa tarkasteltiin valintaepävarmuuden ja epäjatkuvien preferenssien esiintymistä ja sitä, vaikuttaako niiden huomiointi analyysissä maksuhalukkuusarvioihin. Valintakoeaineistoa analysoitiin multinomiaalisella logit-mallilla (multinomial logit) ja mixed logit-mallilla. Keskimäärin suomalaiset ovat halukkaita maksamaan Suomenlahden tilan paranemisesta. Todennäköisyys maksuhalukkuuteen kasvaa, jos henkilö on keskimääräistä nuorempi tai hän asuu vakituisesti tai omistaa kesämokin Suomenlahden rannikkokunnassa tai jos kotitaloudessa ei ole lapsia tai jos kotitalouden tulot ovat keskimääräistä korkeammat. Suomalaisille tärkeimpiä vedenlaadun ominaisuuksia ovat veden kirkkaus ja vähäinen sinileväkukintojen määrä. Kotitalouden keskimääräinen maksuhalukkuus Suomenlahden rehevöitymisen vähenemisestä on 271 448 euroa vuodessa ja suomalaisten yhteenlaskettu maksuhalukkuus on 28 54 miljardia euroa riippuen ravinnevähennyksen voimakkuudesta ja analyysissä käytetystä mallista. Vastaajista (N=726) 72.1% ilmaisi olevansa varma tai melko varma valintakokeessa tekemistään valinnoista. Osaotoksen (N=307) analyysissä 10.4% vastaajista määriteltiin sellaisiksi, joilla saattoi olla epäjatkuvat preferenssit. Valintaepävarmuuden taustatekijöitä selitettiin järjestetyllä (ordered) logit-mallilla ja preferenssien epäjatkuvuuden taustatekijöitä binäärisellä (binary) logit mallilla. Molempien taustalta löytyi sekä vastaajaan että kyselylomakkeeseen liittyviä tekijöitä. Tulokset valintaepävarmuuden ja epäjatkuvien preferenssien huomioinnista analyysissä olivat lupaavia, sillä perinteisestä analyysistä poikkeamalla pystyttiin tuottamaan tarkempia arvioita Suomenlahden suojelun hyödyistä.
