According to the Barca report and the OECD, the place-based development approach is a new paradigm of regional policy. It underlines the necessity to distribute policy design and implementation among different policy levels in order to tailor policy measures to the specific local conditions. Place-based initiatives inherit a strong bottom-up element in public governance. Taking the innovation orientation in European cohesion policy as a starting point, it is the objective of this paper to analyse whether the recent implementation of structural and cohesion policy shows indications for place-based policy designs and governance. Germany is used as a case study, because it can be expected that in federal systems multi-level and bottom-up policy structures are already strongly evident. The major question the paper seeks to answer is whether the recent experiences from German cohesion policy formulation and implementation allow to identify starting points for the future design of European cohesion policy.

Taking the implications of the cohesion policy framework for innovation governance as a starting point, it is the objective of this paper to discuss the challenges for regional policy-making with regard to a policy mix that is new to regional policy-makers. Based on two German regions representing "convergence" and "competitive and employment" regions it will be discussed how regional policy-makers can deal with this new policy approach and what could be the appropriate strategies, programmes and learning tools. What can be seen from both the Bavarian and the Saxony case studies is that the two regions apply a broad mix of different innovation policy measures, supporting all innovation policy tasks with relevance to the regional development. In both regions, innovation policy is not a new task, but Saxony as well as Bavaria can look back to a quite a long tradition in the implementation of this policy. Differences exist with regard to policy-learning in a way that, due the longer innovation policy experiences of Bavaria, more sophisticated structures and activities can be found in this federal state.

The innovation system approach has become a current and frequently used tool for the assessment of innovative activities in different fields of study. So far, however, there is no unanimous agreement on the issue of the most relevant perspective which has to be taken when applying the approach to the study of individual cases - the territorial or the sectoral. This paper argues that it is both unlikely and analytically undesirable that any one of them should prevail. We will point out that taking the ICT sector as a case study, in most cases both territorial and sectoral determinants influence the develop-ment of innovative activities. We thus argue that neither the sectoral perspective can be thought of without taking into account territorial framework conditions nor vice versa. Even when the individual academic undertaking requires lying emphasis on one of the perspectives, the other needs to be included in the analysis.

This paper deals with the regionalization of the technology and innovation policies in the context of the so-called multilevel governance. Such regionalization involves several problems. The scope of policies with numerous actors and multilevel governance structures transform the political action into a complex process of negotiations among the different levels and groups of actors. This paper describes the recent theoretical and political developments that relate to the multilevel governance of innovation with numerous actors in the regional field. It is based on a German regional innovation system to assess if the political innovation is suitable to be transferred to the regional governments.

Eine bedeutende Ausprägung des Brückenschlages zwischen Unternehmen und Hochschulen im deutschen Innovationssystem stellen die Institute an Hochschulen (An-Institute) dar. Sie spielen im Kontext der Transfer- und Anwendungsorientierung der Hochschulen schon seit vielen Jahrzehnten eine wichtige Rolle. In den vergangenen Jahren haben sich aber neue Kooperationsformen zwischen Hochschulen und der Wirtschaft und entsprechende Einrichtungen entwickelt. Vor allem große Unternehmen bauen zunehmend strategische Forschungskapazitäten in Kooperation mit Universitäten, außeruniversitären Forschungseinrichtungen und anderen Unternehmen auf. In dieser Studie werden die Landschaft der An-Institute in Deutschland dargestellt und die Rolle von An-Instituten und neuen strategischen Partnerschaften zwischen Wissenschaft und Wirtschaft im deutschen Innovationssystem diskutiert.

Das Förderprogramm INNO-WATT des Bundeswirtschaftsministeriums unterstützt KMU sowie externe Industrieforschungseinrichtungen in benachteiligten Regionen der neuen Bundesländer bei der Entwicklung neuer Erzeugnisse und Verfahren. Die Leistungsfähigkeit der Zuwendungsempfänger soll dadurch gestärkt und die Zahl der Arbeitsplätze ausgeweitet werden. Das Fraunhofer ISI zeigt mit seiner Programmevaluierung, dass die Förderung wesentlich zur positiven wirtschaftlichen Entwicklung der Zuwendungsempfänger beiträgt. Die Analyse von Einflussfaktoren des Erfolgs der geförderten FuE-Projekte belegt zudem, dass die konsequente Ausrichtung der Förderung auf Wachstumsträger die Effizienz der Förderung erhöht.

Start-ups in knowledge-intensive services contribute decisively to national and regional structural change. Against this background it is the authors' objective to analyse the foundation pattern of knowledge-intensive services, their regional ties and their functional integration, supported by measures of regional innovation governance. Taking the example of the innovation system of Bremen, it will be shown which regional supply and demand conditions support the emergence and development of knowledge-intensive service firms and which ties can be identified in this environment, characterised by a catching-up technological and knowledge-based regional development process. Finally, innovation policy conclusions for a further support of knowledge-intensive service start-ups will be derived.

Trotz aller Erfolge stellt sich den neuen Bundesländern nach wie vor eine ganze Reihe von Schwierigkeiten in ihrer wirtschaftlichen Entwicklung (v.a. geringer Industriebesatz, hohe Abwanderung). Inzwischen setzt die Bundesregierung verstärkt auf die Innovationsförderung, um der wirtschaftlichen Situation Ostdeutschlands eine nachhaltige Wendung zu geben. Ungeachtet einzelner Erfolge konnten mit den eingesetzten Fördermaßnahmen die Wachstumsraten bisher allerdings nicht auf ein zufrieden stellendes Maß angehoben werden. Das Buch zeigt den derzeitigen Stand der Innovationsaktivitäten und das Spektrum der bisherigen Innovationspolitik in Ostdeutschland auf. Auf der Basis dieser Untersuchung und regionaler Fallbeispiele werden Leitlinien für eine Weiterentwicklung der Innovationsförderung in den neuen Bundesländern entwickelt.

A key feature of the knowledge-based economy is a remarkable increase in the number, foundation rates, and employees of knowledge-intensive business service firms (KIBS). KIBS are knowledge-intensive, in the sense that they are founded upon highly specialised knowledge. Based on the assumption, that knowledge and knowledge-organisation is tied to personal capabilities and information, spatial "proximity" to knowledge-providers and –users appears to be crucial in the development- and growth-process of KIBS. The idea, that a region matters to foundation activities primarily derives from a resource-based view. Different regional environments (e.g. configurations of incubator and intermediate organisations, regional "entrepreneurial social infrastructure") and the foundation pattern of KIBS are obviously interrelated. In addition to environmental factors affecting the development or growth of newly founded KIBS, factors related to the entrepreneur of KIBS as well as factors related to characteristics of the KIBS-firms have to be taken into consideration. Based upon a survey with founders of KIBS firms in three German regions, a selection of indicators will be used as determinants for new KIBS growth. Comparing the successful KIBS start-ups with those showing an employment decrease in the relevant time period, it has to be emphasized, that KIBS with employment in-crease are co-operating with other firms and institutions on all spatial levels, regardless of the function of the partner-firms for the KIBS activities. FuE-Dienstleistungen sind das Ergebnis mehrerer, sich teilweise überlagernder Entwicklungstendenzen bei der Innovationstätigkeit. Zur Beherrschung der Komplexität neuer Technologien und der Verknüpfung von Grundlagenforschung und problem- bzw. anwendungsorientierter Umsetzung der FuE-Ergebnisse sind Unternehmen gehalten, alle Möglichkeiten zur Erhöhung ihrer Wettbewerbs- und Leistungsfähigkeit zu nutzen. Die Einbindung von FuE-Dienstleistungen in Innovationsprozesse stellt eine solche Möglichkeit dar. Die Untersuchung setzt sich mit dem Themenfeld der öffentlichen und privatwirtschaftlichen FuE-Dienstleister in Deutschland auseinander. Sie versucht, Antworten auf folgende Fragen zu geben: Wie haben sich die externen FuE-Aufwendungen der deutschen Wirtschaft im Zeitablauf entwickelt? Welche öffentlichen und privaten Innovationsakteure nehmen in Deutschland FuE-Dienstleistungsfunktionen wahr? Wie hoch ist deren Auftragsvolumen, wie groß ist der Markt für FuE-Dienstleistungen in Deutschland? Wer sind die wichtigsten Nachfrager nach FuE-Dienstleistungen? Welche Bedeutung spielt das Outsourcing von Dienstleistungsfunktionen aus Unternehmen für die Dynamik des FuE-Dienstleistungsmarktes? Wie kann man sichern, dass FuE-Dienstleister durch industrielle Grundlagenforschung ihre Kompetenz aufrecht erhalten und erweitern?

This paper reviews the literature that analyses network economies and cooperation, specially in the field of innovation. First, main concepts are defined and studied, both from the perspective of the transactional costs theory and from the network economic theory. Afterwards, the different functions of networks are presented, and the main reasons for their failure are studied. Finally, it conciders the importance of spatial dimension in network colaboration, and summarises the main characteristics of high-tech networks.

Using empirical data from innovation survey carried out in the Republic of Slovenia in 1997, 1998, the paper analyses the innovation-relevant co-operation pattern between different kinds of research institutes and industry. The hypothesis is made that system transformation is not yet accomplished in Slovenia, and that the innovation system is still fragmented. While there is intense co-operation between Slovenian research institutes and companies, the level of co-operation between university institutes and industrial firms remains below the average of all Slovenian research institutes. Although one focal point in the co-operation activities of university institutes is the support of firms in market introduction. Mainly larger institutes co-operate with larger firms, whereas small institutes hardly co-operate. Consequently the challenge of innovation policy is to integrate all participants of the Slovenian innvation system in a structure of mutual and information exchange.

The "New Economic Geography": This paper aims at a critically scrutinizing the "new economic geography" derived from the new growth and new trade theory and to illuminate its spatial understanding more closely. On the basis of models which deal with the generation and diffusion of innovation, an attempt will be made to sketch a new, innovations- and technology-oriented economic geography, which is oriented towards the level of discussion about the spatial dimension of the creation of new knowledge.

Der vorliegende Bericht beschreibt, analysiert und interpretiert gestützt auf ein komplexes System von Indikatoren (Ressourcen-, FuE-Ertrags- und Fortschrittsindikatoren) die technologische Leistungsfähigkeit Deutschlands. Er erlaubt Rückschlüsse auf die wirtschaftliche Durchsetzungsfähigkeit Deutschlands am Weltmarkt und gibt Hinweise zum politischen Handeln im Bereich der Forschungs- und Innovationspolitik. Gleichzeitig bietet er für Innovatoren, Investoren und Produzenten eine Orientierungshilfe bei ökonomischen Entscheidungen. Die jährlichen Berichte untersuchen einzelne Aspekte oder Sektoren in unterschiedlicher Intensität. Die Auswahl berücksichtigt dabei jeweils die Schwerpunkte der Vorjahresberichte. Aktuelle Themen werden aufgegriffen, doch auf Grund der Orientierung an den mittel- bis langfristigen Veränderungen der technologischen Leistungsfähigkeit ist die Kontinuität zu vorherigen Arbeiten eine wichtige Voraussetzung für eine tiefgehende Analyse und umfassende Berichterstattung. Der Bericht 2001 umfasst im Hauptteil zehn Kapitel. Vorab werden die aktuellen Entwicklungen zentraler Kenngrößen der technologischen Leistungsfähigkeit im Zeitablauf und im internationalen Vergleich beschrieben. Im Gegensatz dazu befasst sich Kapitel eins mit den mittel- und langfristigen Trends von wichtigen Indikatoren der technologischen Leistungsfähigkeit sowie mit der Dynamik der wissensintensiven Wirtschaft im weltweiten Strukturwandel. Während Kapitel zwei den technologischen Aufholprozess in den östlichen Bundesländern thematisiert, eröffnet Kapitel drei den Blick auf FuE-Indikatoren einiger ausgewählter asiatischer und osteuropäischer Länder. Die Analyse der aktuellen Entwicklungen des Innovationssystems in ausgewählten Sektoren steht in Kapitel vier (Maschinenbau), fünf (Optische Technologie) und sechs (führende Märkte) im Mittelpunkt. Die Wissenswirtschaft wird im Hinblick auf Internationalisierung (Kapitel sieben), Wissensdiffusion (Kapitel acht) und Gründung sowie Wissenstransfer aus Forschungseinrichtungen (Kapitel neun) diskutiert. Abschließend rundet Kapitel zehn mit einem Rückblick auf die Entwicklung der FuE-Struktur in Deutschland in den letzten 150 Jahren den Bericht ab.

Managing New Product Development and Innovation provides a new approach to the micro economics of innovation by measuring the technical quality of new products and guiding the managers of innovation and technology in the central considerations of today's knowledge-based companies. The volume features a selection of practical micro economic tools for managing new product development and innovation. By quantifying product features and evaluating the costs and market value of improving each, a simple yet powerful conceptual framework, creative business models can be built, along with innovative products, services and processes that achieve market place success. Our paper summarizes some of the main results of the European Regional Innovation Survey (ERIS) as far as they are discussed in this special issue of European Planning Studies. The overall target of the ERIS project is a quantitative and qualitative assessment of determinants crucial for the innovation potential of any region, i.e. innovative and non-innovative manufacturing firms, business services and research institutions, as well as the innovative linkages and networks between these actors. Empirical research is based upon almost 86000 questionnaires collected in 11 European regions. Results confirm some of the common hypotheses on the relationship between space and innovation networks but others are contrary to existing scientific knowledge. Obviously the impact of national innovation systems on the innovation activities of manufacturing firms in a given European region is-at least-as strong as the impact of the respective regional innovation system. The spatial range of innovative linkages significantly depends on the size , the type of the cooperation partner, the R&D intensity and the industry of the analysed manufacturing firm. For example the higher the technology intensity of the industry, the greater is the need of each firm to use intraregional knowledge via innovation linkages. It is therefore an important task in regional innovation policy to promote network-building among firms and other regional innovation system and to interlink these intraregional networks with national and international knowledge sources.

In recent years, not only has the network paradigm become the starting-point for policy measures aiming at a better exploitation of innovation potentials, but also the region, i.e. sub-national spatial entities, has been made an important platform for innovation policy implementation by national governments. Specifically, the cluster concept and other theoretical approaches of the new economic geography contributed to the popularisation of regional development concepts. A substantial feature of this focus on the region is that measures, which have so far had a national orientation (and for those the question about the distribution of innovative potentials in space was not or was only implicitly raised), have to be adapted to the specific structures and potential of individual regions. However, not every region in a country can develop into a high-tech island equipped with leading-edge technology, industry and research. For many regions and their economic actors, the only development option is to carry out supplementary functions for other regions, clusters and economic activities or to focus on the exploitation of endogenous potential and strengths. ...

Anhand einer Befragung von slowenischen Industriebetrieben und Forschungseinrichtungen wird mittels deskriptiver und multivariater Statistik der Frage nachgegangen, in welcher Intensität und in welchen Formen Industriebetriebe mit externen Partnern im Innovationsprozess koorperieren und wie sich diese Kooperationsbeziehungen seit der Unabhängigkeit des Landes 1991 verändert haben. Es kann gezeigt werden, dass vertikale Beziehungen zu Abnehmern und Zulieferern nicht nur eine hohe Bedeutung, sondern auch den stärksten Erklärungsbeitrag für betriebliche Innovationstätigkeit haben. Zum Management dieser Kontakte ist eine deutlich geringere betriebliche Absorptionskapazität erforderlich als zur Pflege horizontaler Netzwerke. Vor allem Kontakte zu Forschungseinrichtungen spielen aufgrund negativer Kooperationserfahrungen aus der sozialistischen Vergangenheit sowie einer noch nicht ausreichenden Wirtschaftsorientierung des Forschungsangebotes eine geringe Rolle im slowenischen Innovationssystem. Universitäten haben zwar das Potential zur Efüllung einer wissenschaftsbasierten Brückenkopffunktion, nur wird diese von den Unternehmen noch nicht entsprechend wahrgenommen. Während auf betrieblicher Ebene die Erhöhung ihrer Absorptionskapazität zur verstärkten Nutzung externer Wissensangebote führen kann, ist bei den Forschungseinrichtungen eine noch stärkere Orientierung auf die Unterstützungsbedürfnisse der Industrie erforderlich. Nur dann kann die noch bestehende Fragmentierung zwischen den slowenischen Innovationsakteuren aufgehoben werden.
