The aim of this study is to reveal the opinions of individuals living in Gümüşhane who do not have private health insurance about general health insurance, private health insurance and health services and to try to determine why they do not need private health insurance. In this context, a questionnaire was applied to individuals who live in Gümüşhane and do not have private health insurance. Implementation data were analyzed using t-test, analysis of variance (ANOVA), correlation analysis and factor analysis. According to the results obtained, no significant difference was found between the demographic characteristics of the participants and their perspectives on general health insurance. A significant difference was also found between individuals' perspectives on private health insurance and the variables of occupation, income level and health insurance. In addition, a significant difference was found between the participants' perspectives on health services and the variables of gender, educational status, occupation, income level and the number of people living in the household., Bu çalışmanın amacı, Gümüşhane ilinde yaşayan ve özel sağlık sigortası bulunmayan bireylerin genel sağlık sigortası, özel sağlık sigortası ve sağlık hizmetleri ile ilgili görüşlerini ortaya koymak ve özel sağlık sigortasına neden gerek duymadıklarını belirlemeye çalışmaktır. Bu kapsamda Gümüşhane ilinde yaşayan ve özel sağlık sigortası bulunmayan bireylere bir anket uygulanmıştır. Uygulamaya ilişkin veriler t-testi, varyans analizi (ANOVA), korelasyon analizi ve faktör analizi kullanılarak analiz edilmiştir. Elde edilen sonuçlara göre, katılımcıların demografik özellikleri ile genel sağlık sigortasına bakış açıları arasında herhangi bir anlamlı bir farklılık tespit edilememiştir. Bireylerin özel sağlık sigortasına bakış açıları ile meslek, gelir düzeyi ve sağlık güvencesi değişkenleri arasında da anlamlı bir farklılık tespit edilmiştir. Ayrıca katılımcıların sağlık hizmetlerine yönelik bakış açıları ile cinsiyet, eğitim durumu, meslek, gelir düzeyi ve hanede yaşayan kişi sayısı değişkenleri arasında anlamlı bir farklılık bulunmuştur.

COVID-19 virüsü, dünyada olduğu gibi Türkiye’de de hızlı bir şekilde yayılmıştır. Meydana gelen salgın, tüm yaşam alanlarını olumsuz etkilemiştir. Bu alanların başlıcaları arasında şehir içi ve şehir dışı ulaşım gösterilebilir. Bu çalışmada, salgının toplu taşımayı ne şekilde etkilediği ve toplu taşıma üzerindeki kişisel algı değişiminin nasıl gerçekleştiğinin incelenmesi amaçlanmıştır. Çalışma kapsamında, İstanbul ve Ankara ilindeki salgın öncesi ve sonrası dönemlere ait verilerle birlikte, kullanıcıların toplu taşımaya karşı algılarını gösteren anket verisi kullanılmıştır. 1,5 yıllık salgın sürecinde toplu taşımada taşınan yolcunun %45 azaldığı gözlemlenmiştir. Vaka sayılarının artmasıyla hükümetin sıkı tedbirler aldığı dönemlerde ise %80’den fazla azalma olduğu görülmüştür. Kullanıcı anketlerine göre, COVID-19 salgın sürecince maske kullanımı, ulaşım araçlarının dezenfekte edilmesi, ayakta yolcu alınmaması ve taşıma kapasitesinin azaltılması gibi tedbirler alınmasına rağmen toplu ulaşımın salgın öncesine göre daha az tercih edildiği ve %20’lik bir azalma olduğu tespit edilmiştir. Virüse yakalanma durumu toplu taşıma araçlarına olan güven ve seçim etkisinde belirleyici olmaktadır. Özellikle virüse birden fazla kez yakalananların daha rahat hareket ettikleri ve toplu taşımaya yönelik daha az endişe duydukları görülmüştür. Ayrıca, özel araç kullanımının artış gösterdiği, şehir içi ulaşımda dolmuşların ve şehirlerarası ulaşımda otobüslerin en güvensiz araçlar olarak algılandığı görülmüştür., COVID-19 virus has spread rapidly in Turkey as well as in the world. The pandemic has adversely affected all living areas. Among the main of these areas, urban and intercity transportation can be shown. This study aims to examine how the pandemic affects public transportation and how the change in personal perception of public transportation takes place. Within the scope of the study, survey data showing users' perceptions of public transportation were used, together with data from the pre-pandemic and post-pandemic periods in Istanbul and Ankara. During the 1.5-year pandemic period, it was observed that the number of passengers carried in public transportation decreased by 45%. With the increase in the number of cases, it was observed that there was a decrease of more than 80% during the periods when the government took strict measures. According to user surveys, it has been determined that public transportation is less preferred than the pre-pandemic and there is a decrease of 20%, although measures such as the use of masks, disinfection of transportation vehicles, and reduction of carrying capacity are taken. The situation of contracting the virus is determinant in the effect of trust and choice in public transportation vehicles. It has been observed that those who have caught the virus more than once, move more freely and worry less about public transportation. In addition, it has been observed that the use of private vehicles has increased, minibuses in urban transportation and buses in intercity transportation are perceived as the most unsafe vehicles.

İç denetim her sektörde olduğu gibi sağlık sektörü için de önem arz etmektedir. Özellikle pandemi döneminde bu önemin daha çok arttığı söylenebilir. Çünkü pandemi sağlık sektöründe belirsizliği ve riskleri arttıran bir dönem olmuştur. Bu durum sağlık kuruluşlarında iç kontrol sisteminin etkinliğini değerlendiren iç denetimin rol ve sorumluluklarını ve iç denetçilerin işlerini yapma şekillerinin değişmesine neden olmuştur. Pandemi döneminde iç denetçiler iç denetim faaliyetlerini uzaktan çalışarak yürütmek zorunda kalmıştır. Bu zorunluluk ise uzaktan iç denetim kavramını ortaya çıkarmıştır. Bu çalışmada pandemi döneminde sağlık sektöründe uzaktan iç denetim faaliyetlerinin nasıl yürütüldüğü, ne tür sorunlarla karşılaşıldığı ve teknolojik altyapının uzaktan iç denetime uygun olup olmadığının tespit edilmesi amaçlanmaktadır. Araştırmada nitel araştırma yönteminden yararlanılmıştır. Nitel araştırma desenlerinden ise Fenomenoloji (olgubilim) deseni kullanılmıştır. Araştırmada verilerin toplanmasında yarı yapılandırılmış görüşme formu kullanılmıştır. Görüşme formu araştırmaya gönüllü olarak katılmayı kabul eden Sağlık Bakanlığı İç Denetim Birimi Başkanlığı’ndaki iç denetçilere uygulanmıştır. Araştırma sonucunda pandeminin getirdiği kısıtlar çerçevesinde uzaktan iç denetim faaliyetlerinin mevcut program dâhilinde geleneksel denetim anlayışıyla yürütülmeye çalışıldığı tespit edilmiştir. Yaşanan en büyük sıkıntının denetlenen birimle iletişim kurmak olduğu görülmüştür. İç denetim faaliyetlerinin başlatılması noktasında gecikmelerin yaşandığı ifade edilmiştir. Son olarak sağlık sektöründe kullanılan yönetim karar destek sistemleri ve yazılımların altyapısının iyi durumda olduğu ve yaygın olarak kullanıldığı belirlenmiştir. Ancak iç denetim faaliyetlerinin uzaktan yürütülmesi noktasında bu teknolojik altyapının denetlenecek süreçleri de desteklemesi ve uzaktan denetime imkân verecek şekilde geliştirilmesinin gerektiği üzerinde durulan ana başlıklardır., Internal audit is also important for the health sector as it is in every sector. It can be said that this importance has increased especially during the pandemic period. Because the pandemic has been a period that increased uncertainty and risks in the health sector. This situation has led to a change in the role and responsibilities of internal audit, which evaluates the effectiveness of the internal control system in health institutions, and the way internal auditors, do their work. During the pandemic period, internal auditors had to carry out their internal audit activities by working remotely. This necessity has revealed the concept of remote internal auditing. In this study, it is aimed to determine how remote internal audit activities are carried out in the health sector during the pandemic period, what kind of problems are encountered and whether the technological infrastructure is suitable for remote internal audit.Qualitative research method was used in the research. Phenomenology (phenomenology) design was used as one of the qualitative research designs. A semi-structured interview form was used to collect data in the study.The interview form was applied to the internal auditors in the Internal Audit Unit of the Ministry of Health, who agreed to participate in the research voluntarily.As a result of the research, it has been determined that within the framework of the limitations brought by the pandemic, remote internal audit activities are tried to be carried out with a traditional audit approach within the current program. It has been seen that the biggest problem experienced is communicating with the audited unit. It has been stated that there are delays in starting the internal audit activities. Finally, it has been determined that the infrastructure of management decision support systems and software used in the health sector is in good condition and is widely used. However, the main topics emphasized are that this technological infrastructure should support the processes to be audited and that it should be developed to allow remote auditing in order to carry out the internal audit activities remotely.

Sağlık işletmelerinde stok yönetimi sağlık hizmetlerinin etkin bir şekilde sunulması için önem arz etmektedir. Özellikle, pandemi gibi olağanüstü dönemlerde artan belirsizlikle birlikte stokların temini, saklanması ve kullanımı daha da önemli hale gelmektedir. Bu çalışmanın amacı, pandemi sürecinin beraberinde getirdiği belirsizlik koşullarında bir kamu hastanesinde kullanılan tıbbi sarf malzeme stok harcamalarını stok kontrol tekniklerinden Always Better Control (ABC), Vital-Essential-Desirable (VED) ve ABC-VED Matris yöntemlerini kullanarak sınıflandırmak ve hastanelerde etkin bir stok yönetimi için en uygun yöntemi tespit etmektir. Çalışmada, hastanenin Covid-19 servislerinde 2020 yılında kullandığı tıbbi sarf malzemeler öncelikle ABC analizi ile maliyet kriterine göre, VED analizi ile hasta hayatı için ifade ettiği önem kriterine göre sınıflandırılmıştır. ABC-VED matris yöntemiyle ise her iki kriter birlikte ele alınmış ve tıbbi sarf malzemeler 3 kategoriye ayrılmıştır. Kategori I'de bulunan ve sıkı stok kontrolüne tabi tutulması gereken malzeme tutarı 579.491,98 TL (%79,96); Kategori II'de yer alan ve orta stok kontrolüne tabi olması gereken malzeme tutarı 126.476,92 TL (%17,45) ve Kategori III'te yer alan ve düşük stok kontrolüne tabi tutulması gereken malzeme tutarı ise 18.781,46 TL (%2,59)'dir. Çalışma sonucunda, kullanılan sarf malzemelerin maliyet ve önem düzeylerinin değiştiği pandemi döneminde, etkin bir stok yönetimi için sadece maliyet veya hayati önem kriterini dikkate almak yerine her iki kriterin birlikte değerlendirildiği ABCVED matris yönteminin kullanılması önerilmiştir, Stock management in health enterprises is important for the effective delivery of health services. In particular, with the increasing uncertainty in extraordinary periods such as pandemics, the supply, storage and use of stocks becomes even more important. The aim of this study; to classify the stock expenditures of medical consumables used in a public hospital under the uncertainties brought by the pandemic process, using stock control techniques ABC, VED, and ABC-VED Matrix; and to determine the most appropriate method for effective stock management. In the study, the medical consumables used by the hospital in Covid-19 services in 2020 were classified according to the cost criteria with ABC analysis, and according to the important criterion for patient life with VED analysis. With the ABC-VED matrix method, both criteria were considered together and medical consumables were divided into 3 categories. The amount of material in Category I that must be subject to strict stock control is 579,491.98 TL (79.96%); The amount of material in category II that must be subject to medium stock control is 126,476.92 TL (17.45%), and the amount of material in category III that must be subject to low stock control is 18,781.46 TL (2.59%). As a result of the study, it has been suggested to use the ABC-VED matrix method, in which both criteria are evaluated together, instead of considering only the cost or vitality criteria for effective stock management during the pandemic period when the cost and importance levels of the consumables used to change.

YÖK Tez ID: 596107 optimizasyonuna dayalı Hibrid Trafik Kontrol Sistemi (HTKS) geliştirilmiştir. Geliştirilen sistemde Çiçek Tozlaşma Algoritması (ÇTA), Karga Arama Algoritması (KAA) ve Tip-2 Bulanık Mantık (Tip-2 BM) yaklaşımları kullanılmış olup, gecikmenin minimize edilmesi amaçlanmıştır. İki ana modülden oluşan sistemde, birinci modül ile ÇTA kullanılarak faz plan optimizasyonu yapılmakta, ikinci modülde ise KAA ile optimize edilen Tip-2 BM yaklaşımı ile süre optimizasyonu gerçekleştirilmektedir. Faz optimizasyonuna ilaveten faz seçimi de sağlanmış ve belirlenen faz düzeninde hangi faza öncelik verileceği tayin edilmiştir. Geliştirilen sistemlerin simülasyonları KU-Trsim mikroskobik simülasyon programında gerçekleştirilmiştir. KU-Trsim simülasyon programı kuyruk uzunluklarını ve araç sayılarını verecek şekilde revize edilmiş, ayrıca farklı trafik kontrol sistemleri ile uyumlu hale getirilmiştir. Simülasyon programının kullanım kolaylığı ve çıktı parametrelerinin görselliği için girdi ve çıktı ara yüzleri kontrol sistemlerine uygun olarak oluşturulmuştur. HTKS 4 farklı kavşak geometrisi ve 15 farklı trafik hacim senaryosuna göre farklı kontrol sistemleri ile karşılaştırılarak sistemin performansı ve uygulanabilirliği ortaya konulmuştur. Sabit zamanlı sistem, Diferansiyel Gelişim Algoritması (DGA) ile optimize edilen sabit zamanlı optimum devre süresi (DGA-ODS) sistemi, sadece faz optimizasyon modülünün kullanıldığı ÇTA-TKS sistemi ve Tip-1 BM-TKS sistemi performans karşılaştırılmasında kullanılan farklı kontrol sistemleridir. Kontrol sistemlerinden elde edilen gecikme değerlerine göre, HTKS'nın sabit zamanlı sisteme göre % 17 ile % 33 arasında, DGA-ODS sistemine göre % 9 ile % 19, ÇTA-TKS sistemine göre % 1,5 ile % 5 ve Tip-1 BM-TKS sistemine göre % 3 ile % 6 arasında iyileştirme sağladığı görülmüştür. In this study, a Hybrid Traffic Control System (HTCS) was developed for isolated signalized intersections based on the optimization of phase plan and signal timing. In the developed system, Flower Pollination Algorithm (FPA), Crow Search Algorithm (CSA) and Type-2 Fuzzy Logic (Type-2 FL) approaches were used and it was aimed to minimize the delay. In the system consisting of two main modules, phase plan optimization is performed using FPA in the first module, while in the second module, signal timing optimization is performed with CSA optimized the Type-2 FL approach. In addition to phase optimization, phase selection has also been achieved and it has been determined which phase will be given priority in the determined phase sequence. Simulations of the developed systems were performed in KU-Trsim microscopic simulation program. In the KU-Trsim simulation program, codes were revised to give queue lengths and the number of vehicles and were also made compatible with different traffic control systems. The input and output interfaces are built in accordance with the control systems in terms of the ease of use of the simulation program and the simple visibility of the output parameters decisively. The performance and applicability of the HTCS was demonstrated by comparing it with different control systems based on 4 different intersection geometry and 15 different traffic volume scenarios. The fixed time, the fixed time optimized via Differential Evolution (DE) algorithm (DE-OCL), the FPA-TCS where only phase optimization module is used and Type-1 FL-TCS were different control systems. According to the delay values obtained from control systems, the HTCS was able to improve between 17% and 33 % compared to the fixed-time system, between 9 % and 19 % compared to the DE-OCL system, between 1.5 % and 5 % compared to the FPA-TCS system and between 3 % and 6 % compared to the Type-1 FL-TCS system.

In this study, vehicle ownership inTurkey is modeled using a new meta-heuristic optimization technique andprojection are executed for the future.The models that estimate the number of vehicles per 1000 people has beendeveloped via the Flower Pollution Algorithm (FPA) which is one of the mostrecent and most popular optimization methods in recent years, While the modelswere being developed, linear and force forms were proposed using 3 independentparameters. For the input parameters of the models, the License Number (LS) between2004 and 2016, the Domestic Product per Capita (GNP) as dollars and fuel prices(as gasoline, diesel and LPG) were used. The coefficients of the two modelswere optimized by FPA and models were created to obtain the number of vehiclefor each fuel consumption. The sum of number of vehicle according to fuel typesshows the vehicle ownership in Turkey and the performances of the models havebeen evaluated statistically. The statistical results have showed that the FPAapproach demonstrated its usefulness in vehicle ownership by showing anefficient and successful performance. In parallel with the increase instability and welfare in Turkey, it is estimated that the number of vehicleswill continue to increase rapidly and will increase by about 30% in 2025., Bu çalışmada yeni bir metasezgisel optimizasyon tekniği kullanılarak Türkiye’deki araç sahipliğimodellenmiş ve geleceğe yönelik tahminler yapılmıştır. Son zamanların en güncelve en popüler optimizasyon yöntemlerinden birisi olan Çiçek TozlaşmaAlgoritması (ÇTA) ile 1000 kişi başına düşen araç sayısını tahmin eden modellergeliştirilmiştir. Modeller geliştirilirken, 3 bağımsız parametre kullanılarak,doğrusal ve kuvvet formlarında modeller önerilmiştir. Modellerin girdiparametreleri için 2004 ile 2016 yılları arasındaki Ehliyet sayısı (ES), dolarbazında Kişi Başına Düşen Gayri Safhi Milli Hasıla (GSMH) ve yakıt fiyatları(benzin, dizel ve lpg olarak) kullanılmıştır. Ortaya konan iki modelinkatsayıları ÇTA ile optimize edilerek belirlenmiş ve her bir yakıt tüketimiiçin araç sayılarını veren modeller kurulmuştur. Yakıt türlerine göre araçsayılarının toplamı, Türkiye’deki araç sahipliğini göstermekte olup, modellerinperformansları istatistiksel olarak değerlendirilmiştir. İstatistiki sonuçlarÇTA yaklaşımının etkin ve başarılı bir performans göstererek araç sahipliğindekullanılabilirliğini ortaya koymuştur. Ayrıca Türkiye’deki istikrar ve refahdüzeyinin artışına paralel olarak, araç sayısının hızla artmaya devam edeceğive 2025 yılında yaklaşık %30 artacağı tahmin edilmiştir.

Cycle length is determined by employing some parameters such as arrival flow, number of phase, lost time etc., but each parameter has different effects on a cycle length model. If the effects of parameters and their interactions in the cycle length model are known, the performance of the model can be effectively increased. In this study, the sensitivity of optimal cycle length model proposed by Webster and its parameters were analysed with the factorial design method. The reason for selecting this model is that the model has still been used in signal timing practice and has lead many studies of researchers over 50 years. The evaluation of sensitivity analysis shows that while arrival flow as single parameter has a major effect on the optimal cycle length model, the remaining single parameters of the model (i.e., the number of phase in a cycle length, saturation flow and lost time) have secondary importance. Additionally, two parameter interactions of arrival flow-saturation flow have major effect on the model results. For three parameter interactions, the number of phase-arrival flow-saturation flow interaction has a slightly larger effect than the other three-parameter interactions. As a result, the factorial design method is an effective tool to determine the importance of the model parameters for researchers, and it can be employed to other traffic engineering applications.

In other words, car ownership is defined the number of cars per 1000 people. In the models development, population (P), per capita Gross Domestic Product (GDP) as dollars and fuel prices as Petrol, Diesel and Lpg were selected as model parameters. Two different ABC models were developed using the data covering from 2004 to 2015. According to fuel type, the coefficients of models were determined for each fuel type. Therefore, the sum of number of cars for each fuel type presented car ownership in Turkey. Developed models' results were statistically compared to observed values in terms of root mean square errors (RMSE), mean absolute percentage errors (MAPE) and coefficient of determination (R-2). The results of the ABC models showed that they were suitable to estimate the number of cars. To investigate the performance of ABC models for future estimations, a ten-year period from 2016 to 2025 was considered. Thus, future values of population were obtained from the projection of Turkish Statistical Institute (TSI) and the projections of other parameters, per capita GDP and fuel price, were executed according to current growth curve. The results obtained from future estimations reveal the suitability of ABC approach for determination of car ownership. Forecasting of this traffic, might help to local authorities to take safety precautions decisions on a road segments. This study aims to compose models to forecast weekend traffics using weather conditions and average weekday traffic variables. For this aim, two main models were composed: The Saturday traffic model and the Sunday traffic model. The Saturday traffic model variables are mean weekday daily traffic, maximum temperatures of Saturday and precipitations. The Sunday model is a linear model with only one variable: the predicted traffic values from the Saturday traffic model. In the modeling Saturday traffics, six-month (from January to June) data, which belongs to year 2015 and Ankara Kinkkale highway in Turkey, were used and 2014-March data were used for testing the models. The used temperatures were normalized and the precipitations data were involved as logical (0 or 1) inputs in models. To find best equation type for Saturday traffic model, four various equation forms were selected: (1) Linear, (2) polynomial-1, (3) polynomial-2, (4) multiplicative equation from. The linear and polynomial-1 have three, multiplicative has four, and polynomial -2 equation has five coefficients need to be determinate. Differential evolution algorithm was utilized to determinate best fitted values for these coefficients. Performance of the models were calculated using mean square error and coefficient of determination. The model with the polynomial-2 equation has minimum errors for the modelling stage and R-2 value is around 0.80. The model with the polynomial-2 showed the best performance on testing stage (R-2=0.96). These results show that the weekend traffic is related to weather conditions and it can be modeled convenient equation form and differential evolution algorithm. Bu amaçla, Corsim simülasyon programı üzerinde dört kollu bir kavşak oluşturulup, bu kavşağa ait farklı trafik durumları için 750 adet gecikme değerleri elde edilerek girdi parametre değerleri bulunmuştur. Gecikme üzerinde en çok etkili olan parametrelerden devre süresi (C), yeşil süre (g), hacim (v), doygunluk akımı (s) ve periyod (T) bu çalışmada kullanılmıştır. Dört farklı formda (doğrusal, yarı kuadratik, kuadratik ve kuvvet) gecikme modeli ortaya konup, bu modellerin optimizasyonu DGA ve YAKA'ya göre gerçekleştirilmiştir. Elde edilen modellerin performansları analitik yöntemlerden Highway Capacity Manual (HCM) ve Avustralya modelleri ile karşılaştırılmıştır. Karşılaştırma sonuçları grafiksel olarak bulgular ve değerlendirme bölümünde detaylı olarak verilmiş ve yorumlanmıştır. In this study, named as Delay Models Using Artificial Intelligence Techniques at Signalized Intersections; an application of Differential Evolution Algorithm (DEA) and Artificial Bee Colony Algorithm (ABCA) on delay estimation which is one of the transportation problems was performed. For this purpose, a four-leg intersection was created on Corsim simulation program and 750 delay values for different traffic situations on this intersection were obtained as input parameters. The most influential parameters on delay which are the cycle time (C), the green time (g), volüme (v), saturation flow (s) and period (T) were used in this study. Four different forms for delay models (linear, semi quadratic, quadratic and power) were proposed and the optimization of these models were performed according to DEA and ABC. The performances of proposed models were compared with HCM and Australian analytical models. Comparison results are graphically presented in the findings and evaluation section. Results were interpreted also.

In the model development, population (P) and the number of vehicles (N) are selected as model parameters. Three different ANFIS structure models are developed using the data covering from 2000 to 2014. Developed models' results are statistically compared to observed values for training and test data in terms of root mean square errors (RMSE), mean absolute percentage errors (MAPE) and coefficient of determination (R-2). The results of the ANFIS models showed that they was suitable to estimate the number of accidents, injuries and fatalities. To investigate the performance of ANFIS models for future estimations, a ten-year period from 2015 to 2024 is considered. Thus, future values of population was obtained from the projection of Turkish Statistical Institute (TSI) and the vehicle ownership rate is expected to reach 0.4 by 2024. Therefore, population and the number of vehicles are considered to reach approximately 85 and 34 million, respectively. The results obtained from future estimations reveal the suitability of ANFIS approach for road safety applications.
