This study analyses EU and Lithuanian documents on countering disinformation/fake news to present the plurality of the Union’s approaches to ensuring resilience. Currently, there are three approaches to the problem in the EU. The first one, used by the European Commission, is the recognition of citizens’ right to information as well as of the need to promote critical thinking and information literacy. This approach fits into the adaptive paradigm of action in the information space and the concept of autopoietic resilience. The second approach, taken by the European External Action Service, is to expose fake news and the media spreading it. In combining adaptive and paternalistic paradigms of action in the information space, this approach employs a more static interpretation of resilience. Lithuania has adopted a third approach, which is dominated by the paternalistic paradigm and homeostatic resilience. This approach consists of the state isolating citizens from certain information. Thus, the popular use of the term ‘resilience’ in the EU disguises the plurality of approaches to both disinformation and resilience itself. Theoretically, this study draws on the concept of resilience and paradigms for countering disinformation/fake news. Methodologically, it relies on critical discourse analysis. The article suggests several possible causes of intra-EU differences in countering disinformation/fake news/propaganda and interpreting resilience

3. A RICH Multiplicity Veto for the HERA-B Experiment

We present the design and commissioning of a new multiplicity veto for the HERA-B detector, a fixed-target spectrometer originally designed to study the physics of B mesons in proton-nucleus interactions. The HERA-B trigger is a message-driven multi-level track trigger. The first level trigger (FLT) consists of custom-made electronics, and the higher trigger levels are implemented as PC farms. The multiplicity veto has been designed to reject high-multiplicity events before they enter the trigger chain. A veto signal is generated based on the comparison of the number of photons in part of the HERA-B ring-imaging Cherenkov counter (RICH) with a programmable threshold. The RICH Multiplicity Veto is a modular system. First the hits in 256 detector channels are summed by Base Sum Cards (BSC), then FED Sum Cards (FSC) sum the subtotals of up to eight BSCs. Finally the Veto Board (VB) takes the veto decision based on the sum of up to 14 FSCs. The RICH Multiplicity Veto has been successfully installed and commissioned in HERA-B. The measured veto efficiency is (99.9991+/-0.0001)%, and the system is used in the routine data-taking of the HERA-B experiment., Comment: 16 pages, 17 figures. to be published in IEEE Transactions on Nuclear Science

We present the design and first test results of a new flash analog-to-digital-converters (FADCs)-based data acquisition (DAQ) system for the Grande array of the KASCADE-Grande experiment. The original KASCADE experiment at the Forschungszentrum Karlsruhe, Germany, has been extended by 37 detector stations of the former EAS-TOP experiment (Grande array) to provide sensitivity to energies of primary particles from the cosmos of up to [10.sup.18] eV. The new FADC-based DAQ system will improve the quality of the data taken by the Grande array by digitizing the scintillator signals with a 250-MHz sampling rate. The signals of each of the 37 detector stations are continuously recorded using interleaved 12-bit FADCs located on custom-made digitizer boards at each station. The digitizer boards feature a self-triggering mechanism, initiating the data transmission to the Grande DAQ station using programmable thresholds, a timestamp mechanism, and optical data transmission. The control logic is implemented using field progammable gate arrays (FPGAs). Five optical receiver and temporary storage modules receive the data from up to eight stations each (at an approximate rate of 2.5 MB/s per station) and transfer them into the memory of one of five PCs via a customized PCI interface card. Running on a master PC, the data acquisition software searches for coincidences in the timestamps, incorporates triggers generated by the other KASCADE-Grande components, and builds air shower events from the data of the individual stations. Completed Grande events are sent to the central DAQ of KASCADE-Grande at an approximate rate of a few air shower events per second. Two Grande stations have been equipped with the FADC-based data acquisition system, and first data are shown. The experiments at the planned 14 TeV proton-proton collider LHC will need a good identification and measurement of muons with energies of up to about 800 GeV. The production of electromagnetic secondaries by muons of energy from 10 to 300 GeV has been measured at the RD5 experiment at CERN using various detector types proposed for LHC experiments. It is demonstrated that the detectors can recognize the presence of individual hits from em secondaries, and that the muon measurement would be seriously compromised if these hits are not suppressed.

Previous EAS investigations have shown that the charged particle density becomes independent of the primary mass at certain distances from the shower core and can be used as an estimator for the primary energy. In the context of the KASCADE-Grande experiment, the particular distance to shower core at which t his effect takes place is around 500 m, hence the study at this particular distance and the notation S(500) for the charged particle density. It has been shown that S(500) maps the primary energy. We present results of further investigations in this direction. An attenuation correction function can be derived from the S(500) attenuation with the EAS angle of incidence, allowing us to build an all event S(500) spectrum. In view of a future conversion of the recorded S(500) spectrum to the primary energy, based on simulations a calibration of the observed S(500) values with the primary energies has been worked out (in the energy range accessible to the KASCADE-Grande array, 10 16 – 10 18 eV ).

Data from the Pierre Auger Observatory are analyzed to search for anisotropies near the direction of the Galactic Centre at EeV energies. The exposure of the surface array in this part of the sky is already significantly larger than that of the fore-runner experiments. Our results do not support previous findings of localized excesses in the AGASA and SUGAR data. We set an upper bound on a point-like flux of cosmic rays arriving from the Galactic Centre which excludes several scenarios predicting sources of EeV neutrons from Sagittarius A. Also the events detected simultaneously by the surface and fluorescence detectors (the 'hybrid' data set), which have better pointing accuracy but are less numerous than those of the surface array alone, do not show any significant localized excess from this direction. © 2006 Elsevier B.V. An upper limit of 16% (at 95% c.l.) is derived for the photon fraction in cosmic rays with energies greater than 1019 eV, based on observations of the depth of shower maximum performed with the hybrid detector of the Pierre Auger Observatory. This is the first such limit on photons obtained by observing the fluorescence light profile of air showers. This upper limit confirms and improves on previous results from the Haverah Park and AGASA surface arrays. Additional data recorded with the Auger surface detectors for a subset of the event sample support the conclusion that a photon origin of the observed events is not favored. © 2006 Elsevier B.V. Cosmic ray air showers produce radio emission, consisting in large part of geosynchrotron emission. Since the radiation mechanism is based on particle acceleration, the atmospheric electric field can play an important role. Especially inside thunderclouds large electric fields can be present. We examine the contribution of an electric field to the emission mechanism theoretically and experimentally. Two mechanisms of amplification of radio emission are considered: the acceleration radiation of the shower particles and the radiation from the current that is produced by ionization electrons moving in the electric field. We selected and evaluated LOPES data recorded during thunderstorms, periods of heavy cloudiness and periods of cloudless weather. We find that during thunderstorms the radio emission can be strongly enhanced. No amplified pulses were found during periods of cloudless sky or heavy cloudiness, suggesting that the electric field effect for radio air shower measurements can be safely ignored during non-thunderstorm conditions., Comment: accepted for publication in A&A, 11 pages, 17 figures

The total punchthrough probability of showers produced by negative pions, positive pions, positive kaons and protons, has been measured as a function of depth in an absorber in a magnetic field ranging from 0 to 3 Tesla. The incident particle momentum varied from 10 to 300 GeV/c. The lateral shower development and particle multiplicity at several absorber depths have been determined. The measurements are compared with the predictions of Monte Carlo simulation programs.

Data taken with a radio antenna array in combination with the ground-level air shower experiment KASCADE-Grande at the Forschungszentrum Karlsruhe open up the possibility to measure large extensive air showers with this new technique. The pulse height of the observed radio signals scales with the primary energy of the particles initiating the air shower. The dependence of the radio signal on the angle of the shower axis with respect to the Earth's geomagnetic field and the coherence of the radiation suggest that the radio signal generation is due to the geosynchrotron mechanism.

Data taken during half a year of operation of 10 LOPES antennas (LOPES-10), triggered by showers observed with KASCADE-Grande have been analyzed. We report about results of correlations found of the measured radio signals by LOPES-10 with shower parameters.

The radiation consists in large part of geosynchrotron radiation. The intensity of this radiation depends, among other factors, on the energy of the primary particle and the angle of the shower axis with respect to the geomagnetic field. Aims: Since the radiation mechanism is based on particle acceleration, the atmospheric electric field can play an important role. Especially inside thunderclouds large electric fields can be present. In this paper we examine the contribution of an electric field to the emission mechanism theoretically and experimentally. Methods: Two mechanisms of amplification of radio emission are considered: the acceleration radiation of the shower particles and the radiation from the current that is produced by ionization electrons moving in the electric field. For both mechanisms analytical estimates are made of their effects on the radio pulse height. We selected lopes data recorded during thunderstorms, periods of heavy cloudiness and periods of cloudless weather. We tested whether the correlations with geomagnetic angle and primary energy vary with atmospheric conditions. Results: We find that during thunderstorms the radio emission can be strongly enhanced. The present data suggests that the observed amplification is caused by acceleration of the shower electrons and positrons. In the near future, extensions of lopes and the construction of lofar will help to identify the mechanism in more detail. No amplified pulses were found during periods of cloudless sky or heavy cloudiness, suggesting that the electric field effect for radio air shower measurements can be safely ignored during non-thunderstorm conditions.

This is important, since a possible neutrino detection has to fulfill two requirements. First: antennas should be able to detect very inclined cosmic ray air showers, and second: it should be possible to estimate the distance to the shower maximum, since neutrinos are most likely to travel far through the Earth's atmosphere without interaction and induce air showers close to the ground. Methods: LOPES (LOFAR PrototypE Station; LOFAR - LOw Frequency ARray), an array of dipole antennas, is used for the detection of inclined cosmic ray air showers. LOPES is co-located and triggered by the KASCADE (KArlsruhe Shower Core and Array DEtector) experiment, which also provides information on air shower properties such as electron and muon numbers on the ground, as well as the arrival direction. Radio emission of nearly vertical cosmic ray air showers has been detected by LOPES. Results: LOPES-10 (the first phase of LOPES, consisting of 10 antennas) detected a significant number of cosmic ray air showers with a zenith angle larger than 50°, and many of these have very high radio field strengths. The most inclined event that has been detected with LOPES-10 has a zenith angle of almost 80°. This is proof that the new technique is also applicable for cosmic ray air showers with high inclinations, which in the case that they are initiated close to the ground, can be a signature of neutrino events. Conclusions: .Our results indicate that arrays of simple radio antennas can be used for the detection of highly inclined air showers, which might be triggered by neutrinos. In addition, we found that the radio pulse height (normalized with the muon number) for highly inclined events increases with the geomagnetic angle, which confirms the geomagnetic origin of radio emission in cosmic ray air showers.

Contains fulltext : 36384.pdf ( ) (Open Access), When Ultra High Energy Cosmic Rays (UHECR) interact with particles in the Earth's atmosphere, they produce a shower of secondary particles propagating toward the ground. LOPES-30 is an absolutely calibrated array of 30 dipole antennas investigating the radio emission from these showers in detail and clarifying if the technique is useful for large-scale applications. LOPES-30 is co-located and measures in coincidence with the air shower experiment KASCADE-Grande. Status of LOPES-30 and first measurements are presented.

Contains fulltext : 36597.pdf (Publisher’s version ) (Open Access), The energy spectrum of cosmic rays, following over large energy ranges a simple power law, steepens at energies around 4 PeV. This so-called knee is believed to be an imprint of corresponding steepenings or even cut-offs in the energy spectra of single cosmic ray elements, thus implying a change of composition in the range between 1 PeV and 100 PeV. One of the sophisticated experiments aiming at detailed measurements in the knee region is the KASCADE experiment and its successor, KASCADE-Grande. In the following, existing data on the knee and their limitations are briefly discussed. Concluding, an update on the KASCADE composition analysis is presented.
