9. Features of criminal liability for offences against road safety and transport operation

The relevance of this study was conditioned by to the need to investigate and comparatively analyse international legislation on criminal liability for violations of road safety, since this issue is one of the key problems of law and order in Ukraine. Comparison of the approaches of different countries allows examining possible areas of improvement for Ukrainian criminal legislation considering the elevated fatality and injury rates on the roads. The purpose of this study was to identify the specific features of criminal liability for encroachments on road safety and operation of transport in the laws of such countries as Georgia, the Republic of Moldova, Lithuania, Poland, Spain, France, and Turkey. The methodology of the study included a comparative legal analysis of the criminal codes of these countries, considering the systematisation and structure of the rules relating to traffic offences. It was found that most countries use a two-tiered system of codification of criminal offences, with general provisions covering public safety issues and separate chapters dedicated to road safety. The study found that in some countries, such as Lithuania and Moldova, criminal liability for negligent acts is stricter than in Ukraine. The analysis showed that intentional acts that do not lead to real consequences but pose a potential threat, as is the case in Spain and Poland, are also criminalised. It was concluded that foreign legislation tends to impose harsher penalties for violations that pose a risk of grave consequences for life and health. The practical value of this study lies in the possibility of using its findings to improve Ukrainian criminal legislation, specifically, to increase liability for violations of traffic rules and operation of transport, which will help reduce road accidents and increase the level of law and order in the country

13. Towards Writing Style Adaptation in Handwriting Recognition

One of the challenges of handwriting recognition is to transcribe a large number of vastly different writing styles. State-of-the-art approaches do not explicitly use information about the writer's style, which may be limiting overall accuracy due to various ambiguities. We explore models with writer-dependent parameters which take the writer's identity as an additional input. The proposed models can be trained on datasets with partitions likely written by a single author (e.g. single letter, diary, or chronicle). We propose a Writer Style Block (WSB), an adaptive instance normalization layer conditioned on learned embeddings of the partitions. We experimented with various placements and settings of WSB and contrastively pre-trained embeddings. We show that our approach outperforms a baseline with no WSB in a writer-dependent scenario and that it is possible to estimate embeddings for new writers. However, domain adaptation using simple finetuning in a writer-independent setting provides superior accuracy at a similar computational cost. 14. Finetuning Is a Surprisingly Effective Domain Adaptation Baseline in Handwriting Recognition

In many machine learning tasks, a large general dataset and a small specialized dataset are available. In such situations, various domain adaptation methods can be used to adapt a general model to the target dataset. We show that in the case of neural networks trained for handwriting recognition using CTC, simple finetuning with data augmentation works surprisingly well in such scenarios and that it is resistant to overfitting even for very small target domain datasets. We evaluated the behavior of finetuning with respect to augmentation, training data size, and quality of the pre-trained network, both in writer-dependent and writer-independent settings. On a large real-world dataset, finetuning provided an average relative CER improvement of 25 % with 16 text lines for new writers and 50 % for 256 text lines., Comment: Submitted to ICDAR2023 conference

Стаття присвячена детальному аналізу впливу міжнародного співробітництва на підвищення рівня безпеки дорожнього руху в Україні. Автор акцентує увагу на тому, що щороку внаслідок дорожньо-транспортних пригод у світі гине близько 1,3 мільйона людей, а ще десятки мільйонів отримують травми різного ступеня важкості, що робить цю проблему однією з найбільш актуальних на міжнародному рівні. З огляду на це, міжнародна співпраця в галузі безпеки дорожнього руху набуває надзвичайно важливого значення. Однією з основних тем статті є аналіз міжнародних угод, таких як Віденська конвенція про дорожній рух 1968 року, яка є ключовим документом у регулюванні дорожнього руху на міжнародному рівні. Конвенція встановлює єдині стандарти для країн-учасниць, сприяючи уніфікації правил дорожнього руху, що особливо важливо в умовах глобалізації транспортних систем. У статті розглядається, як Україна поступово імплементує положення цієї конвенції у своє національне законодавство, що є важливим кроком у гармонізації з міжнародними стандартами. Окремо розглянуто такі глобальні ініціативи, як «Vision Zero», яка ставить за мету досягнення нульової смертності на дорогах. Ця ініціатива з’явилася у Швеції і набула поширення в багатьох країнах Європи та світу. У статті проаналізовано успішні кейси імплементації цієї ініціативи у країнах ЄС, що дозволило значно знизити рівень смертності на дорогах. Україна також прагне адаптувати ці стандарти, що може стати важливим фактором у зменшенні ДТП на її дорогах. Методологія дослідження, викладена у статті, базується на глибокому аналізі нормативно-правових актів, порівняльному дослідженні міжнародних і національних стандартів безпеки дорожнього руху, а також на вивченні успішних міжнародних практик у цій сфері. Такий підхід дозволяє комплексно оцінити роль міжнародної співпраці в удосконаленні національної політики безпеки дорожнього руху. У висновках автор підкреслює, що міжнародна співпраця не лише сприяє покращенню інфраструктури і нормативного регулювання, але й стимулює подальший розвиток культури безпеки на дорогах. Для України надзвичайно важливо продовжувати співпрацю з міжнародними організаціями та адаптувати світові стандарти до своїх умов. Це дозволить не лише покращити безпеку дорожнього руху, але й знизити рівень аварійності та смертності на дорогах.

16. A qualitative study of how structural vulnerability shaped COVID-19 testing behaviors in Portland, Maine

BackgroundPeople with structural vulnerabilities (including immigrants, people who use drugs, and those who are unhoused or uninsured) are more likely to experience COVID-19 testing disparities relative to other groups. We documented barriers and facilitators to COVID-19 testing and explored how structural vulnerabilities created and/or exacerbated COVID-19 testing barriers.MethodsBetween 2021 and 2022, we conducted semi-structured interviews with 34 members of structurally vulnerable populations and 27 key informants who provide health and social services to them. Our abductive analysis was iterative, utilizing both inductive and deductive coding processes. Recognizing that adequate and appropriate testing for COVID-19 is a complex health behavior that involves both decision-making and issues related to access, we developed a hybrid model of COVID-19 testing behavior to organize reported barriers. We then used that model for more in-depth analysis of structural vulnerabilities in the context of testing.ResultsOur model of testing behaviors provides a framework for understanding the many barriers and facilitators relevant to COVID-19 testing. After identifying locally-reported barriers, we found that specific conditions—economic precarity, legal precarity, the confusing U.S. healthcare landscape, English-exclusive environments, and stigmatizing medical encounters—make adequate and appropriate testing less likely by making COVID-19 testing feel riskier (entailing legal, financial, and psycho-social risks) and making healthcare, and thus vicariously testing, more difficult to access.ConclusionThe COVID-19 pandemic exposed disparities in health care delivery. To avoid under-testing and its associated health consequences during the next pandemic, public health efforts should address structural conditions to ameliorate risks and bolster testing infrastructure to improve access.

Актуальність дослідження стратегії Vision Zero зумовлена зростаючими викликами у сфері безпеки дорожнього руху, які стоять перед сучасними суспільствами. Попри досягнення в технологіях та інфраструктурі, кількість загиблих та травмованих у дорожньо-транспортних пригодах залишається значною проблемою, що вимагає нових підходів до вирішення. У контексті посиленої уваги до сталого розвитку та зменшення шкідливого впливу на навколишнє середовище, Vision Zero пропонує інноваційні рішення, спрямовані на гармонізацію людської безпеки з екологічними та економічними вимогами сучасних транспортних систем. Стратегія Vision Zero є сучасним і амбітним підходом до забезпечення безпеки дорожнього руху, який ставить перед собою мету досягнення повної відсутності смертей та серйозних травм на дорогах. Це дослідження присвячене всебічному аналізу основних цілей та принципів стратегії Vision Zero, а також її застосування в контексті безпеки дорожнього руху в ЄвропейськомуСоюзі. Метою дослідження є детальне вивчення ключових цілей Vision Zero, таких як досягнення нульового рівня загибелі в ДТП і зменшення серйозних травм. Особлива увага приділяється визначенню серйозних травм і методам їх зменшення, що включає як технічні, так і інфраструктурні рішення. У статті розглядаються основні принципи стратегії, включаючи забезпечення безпеки транспортних засобів, інфраструктури і поведінки учасників дорожнього руху, а також принципи системного підходу і проактивного управління ризиками. Результати дослідження підтверджують, що стратегія Vision Zero є ефективним інструментом для зменшення кількості ДТП і серйозних травм, завдяки її комплексному підходу до безпеки дорожнього руху. Зокрема, дослідження показує, що досягнення цілей Vision Zero має значний соціально-економічний вплив, включаючи зменшення витрат на медичні послуги і підвищення якості життя громадян. Реалізація цих цілей також сприяє впровадженню нових технологій і інновацій у сфері безпеки, що робить транспортні системи більш ефективними і надійними. Завдяки аналізу і обґрунтуванню важливості досягнення цілей стратегії Vision Zero, дослідженняпідкреслює необхідність комплексного підходу до управління дорожньою безпекою та демонструє потенціал цієї стратегії для забезпеченнябільш безпечного і сталого транспортного середовища в Європейському Союзі.

Актуальність. Інклюзія в спорті є важливою для забезпечення рівних та справедливих можливостей для всіх спортсменів. При цьому поведінка тренерів є вагомою детермінантою. На попередніх етапах установлено, що тренери не готові до тренування спортсменів з особливими освітніми потребами (ООП). Використання SWOT-аналізу дасть змогу оцінити сильні й слабкі сторони, можливості та загрози в контексті поточного стану, забезпечуючи збалансоване розуміння внутрішніх ресурсів і зовнішніх умов імплементації інклюзивності в роботу тренерів. Мета статті – обґрунтування внутрішніх ресурсів та зовнішніх умов розвитку інклюзивних практик у спорті з використанням SWOT-аналізу. Методи дослідження – аналіз, синтез, узагальнення, методи логічного й системного аналізу; SWOT-аналіз на основі моделі COM-B, аналіз відкритих відповідей. Результати. Використання SWOT-аналізу дало змогу встановити, що в контексті дослідження сильними сторонами тренерської спільноти є наявність у них навички міжособистісного спілкування, щоб тренувати різних спортсменів, бажання та наміру тренувати спортсменів з ООП протягом наступних двох років. Серед слабких сторін – брак необхідних знань, технічних і тактичних навичок, а також часу для тренування спорт- сменів з ООП. Можливості стосуються соціальної підтримки від колег, що має бути використано, розвиваючи мережу взаємодії й співпраці між тренерами. Освітньо-наукова діяльність є іншим перспективним напрямом для забезпечення тренерів відповідною підготовкою та методичними ресурсами. Ідентифіковані загрози вказують на значне ускладнення імплементації інклюзивності без таких фундаментальних аспектів, як забезпечення відповідних обладнання й умов, а також підтримки інклюзивного шляху тренера від спортивної організації. Деякі з описаних у відкритих відповідях застережень та острахів тренерів спричинені стереотипами, що посилюють нерівність й обмежують доступ осіб з ООП до спорту, що потребує подальшого врахування.

Визначається основні передумови підписанняУкраїною Будапештського меморандуму. Наведено огляд основних прорахунків, які спричинили укладення Меморандуму. Проаналізовано саму форму міжнародного документа «меморандум» та його юридичну силу. Наведено твердження щодо причин недієвості норм Будапештського Меморандуму та запропоновано шляхи удосконалення безпекових угод. Досліджується, що підписуючи Меморандум, Україна та її політичне керівництво трактували такий як гарантію безпеки для України, однак фактична війна починаючи з 2014 року та повномасштабне вторгнення з боку терористичногосусіда на сході, викликали ряд питань щодо ефективності такого документа та ще більше питань щодо того як у подальшому мають бути викладені, зафіксовані та передбачені до реалізації механізми, що мають гарантувати реальну безпеку, а не лише нести декларативних характер норм, за порушення яких агресор не понесе справедливого покарання. В статті аналізується, що підписання Україною Будапештського меморандуму, а також приєднання до Договору про нерозповсюдження ядерної зброї мало ряду передумов, які носили не лише об’єктивний характер, проте цей документ не містить ані гарантій, ані безпеки на забезпечення, яке було викликано з точки зору його представлення. Також в статті наведено аргументи з приводу того, що основною помилкою, що привела Україну до тих наслідків, які зараз переживаютьукраїнське суспільство фактично є слабка правова свідомість останнього, яка плекалася маріонетковими політиками і цілеспрямовано просувалась. Планомірне ослаблення армії нашої держави, знищення військово-промислового комплексу та наступна агресивна експропріація української культури та самоідентифікації були чітко запланованими агресором, з метою реалізації ним своїх терористичних і загарбницьких намірів. Дана стаття покликана покласти початок науковому дослідженню безпекових угод як форми міжнародного гарантування захисту всім сторонам таких домовленостей, не залежно від їх значення на політичній арені.

Imagery-based survey is capable of producing archaeological datasets that complement those collected through field-based survey methods, widening the scope of analysis beyond regions. The Geospatial Platform for Andean Culture, History and Archaeology (GeoPACHA) enables systematic registry of imagery survey data through a 'federated' approach. Using GeoPACHA, teams pursue problem-specific research questions through a common data schema and interface that allows for inter-project comparisons, analyses and syntheses. The authors present an overview of the platform's rationale and functionality, as well as a summary of results from the first survey campaign, which was carried out by six projects distributed across the central Andes, five of which are represented here. In the Andean highlands, hilltop fortifications known as pukaras are common. Dating predominantly to the Late Intermediate Period (AD 10001450), pukaras are important to archaeological characterisations of a political landscape shaped by conflict but the distribution of these key sites is not well understood. Here, the authors employ systematic satellite imagery survey to provide a contiguous picture of pukara distribution on an inter-regional scale covering 151 103[km.sup.2] in the south-central highlands of Peru. They highlight the effectiveness of such survey at identifying pukaras and capturing regional variability in size and residential occupation, and the results demonstrate that satellite surveys of high-visibility sites can tackle research questions at larger scales of analysis than have previously been possible. The current study aimed to extend existing research concerning HPV vaccination rates, sexual behaviour practices, and risk of HPV-related morbidity and mortality among Canadian university students. A survey research firm recruited an online sample of Canadian university students between 18 and 24 years of age and from across Canada for a study of student sexual health. The current report represents a secondary analysis of responses to this sexual health survey that is focused on HPV morbidity risk. An analysis sample of 1,412 university students responded to an assessment of demographic characteristics, HPV vaccination status (vaccinated or unvaccinated), and recent and lifetime sexual behaviours and condom use. Conservative estimates indicated that approximately one-quarter of university student women, at least two-thirds of university student men, and at least one-third of trans/ non-binary university students had not been vaccinated against HPV. Recent and lifetime sexual behaviours of HPV vaccinated and HPV unvaccinated university students were strikingly similar. HPV unvaccinated status, HPV-risk sexual behaviour, and HPV-related morbidity and mortality risk were very common in this national sample of Canadian university students. Cost-free catch-up HPV vaccination programs for unvaccinated university students are urgently needed to mitigate substantial HPV-related health risks in this population. Summary: Background: In industrialized countries, the incidence of inflammatory bowel disease (IBD) appears stabilized. This study examined the incidence and phenotype of IBD in Northern France over a 30-year period. Methods: Including all IBD patients recorded in the EPIMAD population-based registry from 1988 to 2017 in Northern France, we described the incidence and clinical presentation of IBD according to age, sex and time. Findings: A total of 22,879 incident IBD cases were documented (59% (n = 13,445) of Crohn’s disease (CD), 38% (n = 8803) of ulcerative colitis (UC), 3% (n = 631) of IBD unclassified (IBDU)). Over the study period, incidence of IBD, CD and UC was 12.7, 7.2 and 5.1 per 105 person-years, respectively. Objective: Living in a food desert is a known negative health risk, with recent literature finding an associated higher mortality in patients with cancers. Gynecologic cancers have not specifically been studied. We aimed to describe patients with gynecologic cancers who live in a food desert and determine if there is an association between living in a food desert and gynecologic cancer mortality. Methods: The 2013–2019 California Cancer Registry (CCR) was used to identify patients with endometrial, ovarian, or cervical cancers. Patient residential census tract was linked to food desert census tracts identified by the 2015 United States Department of Agriculture Food Access Research Atlas. Comorbidity data were obtained from the California Office of Statewide Health Planning and Development database (OSHPD). Treatment, diagnosis, and survival outcomes were obtained from the CCR’s variables and compared by food desert status. Five-year disease-specific survival was analyzed by applying Cox proportional hazards analysis. Results: 40,340 gynecologic cancer cases were identified. 60.1 % had endometrial cancer, 23.2 % had ovarian cancer, and 15.9 % had cervical cancer. The average age of the cohort was 59.4 years, 48.0 % was non-Hispanic White, 50.3 % was privately insured, and 6.8 % of lived in a food desert. Depending on the length of the cotton growing season, the area of cultivation and its highest productivity potential are determined, and the prompt ripening of raw cotton allows for home-grown harvesting and high-quality soil preparation. The purpose of this study was to identify samples adapted to the conditions of the Southern Steppe of Ukraine from the cotton gene pool. The study used methods of plant variety expertise: phenological observations, morphological studies, and evaluation of breeding material for valuable traits. Based on the study results, parental components were selected to expand the process of forming early-ripening forms and productivity of raw cotton. The ability of cotton plants to grow in extreme conditions of the Southern Steppe of Ukraine was assessed and its homogeneity or stability, the index of growing conditions, the coefficient of variation – the difference in the numerical values of the trait duration of the period “germination – beginning of flowering” of plants in varieties with different growing season and their fluctuations around the average value were determined. It was found that according to the determined plasticity (bi), the variance of stability (𝑆𝑖 2 ), and the coefficient of variation of the duration of “germination – the beginning of flowering” higher tolerance to environmental factors was characterised by ultra-early ripening varieties. The average regression coefficient (bi ) was -0.36; the variation in the duration of the period by year was 10.1%, which is significantly lower compared to early-ripening varieties – -0.77% and 12.9%, mid-ripening varieties – -0.80% and 15.0%, and late-ripening varieties – -1.30% and 16.6%, respectively. Abstract In brain, the striatum is a heterogenous region involved in reward and goal-directed behaviors. Striatal dysfunction is linked to psychiatric disorders, including opioid use disorder (OUD). Striatal subregions are divided based on neuroanatomy, each with unique roles in OUD. In OUD, the dorsal striatum is involved in altered reward processing, formation of habits, and development of negative affect during withdrawal. Using single nuclei RNA-sequencing, we identified both canonical (e.g., dopamine receptor subtype) and less abundant cell populations (e.g., interneurons) in human dorsal striatum. Pathways related to neurodegeneration, interferon response, and DNA damage were significantly enriched in striatal neurons of individuals with OUD. DNA damage markers were also elevated in striatal neurons of opioid-exposed rhesus macaques. Sex-specific molecular differences in glial cell subtypes associated with chronic stress were found in OUD, particularly female individuals. Together, we describe different cell types in human dorsal striatum and identify cell type-specific alterations in OUD.

This paper describes a system prepared at Brno University of Technology for ICDAR 2021 Competition on Historical Document Classification, experiments leading to its design, and the main findings. The solved tasks include script and font classification, document origin localization, and dating. We combined patch-level and line-level approaches, where the line-level system utilizes an existing, publicly available page layout analysis engine. In both systems, neural networks provide local predictions which are combined into page-level decisions, and the results of both systems are fused using linear or log-linear interpolation. We propose loss functions suitable for weakly supervised classification problem where multiple possible labels are provided, and we propose loss functions suitable for interval regression in the dating task. The line-level system significantly improves results in script and font classification and in the dating task. The full system achieved 98.48 %, 88.84 %, and 79.69 % accuracy in the font, script, and location classification tasks respectively. In the dating task, our system achieved a mean absolute error of 21.91 years. This article is devoted to the evolution of personnel management models from their emergence to their use in practice. Making use of system and synergetic approaches, methods of analysis and synthesis, deduction and induction, historical, comparative and content analysis, it is found that the study of the development of models allows to understand their impact on organizational culture and management efficiency. It also helps to single out the key features of these models and tendencies in their development. The present study makes it possible to form more effective approaches to organizational management in the modern economic environment. Also, it is determined that personnel management is an integral part of the general theory of management of modern enterprises, because it appears not as a separate function, but as the main element of a successful management strategy. Thus, considering the views of different scientific schools on the role of a person in the economic system, including in a company, it is possible to distinguish three approaches to scientific research of the phenomenon of management: humanitarian, economic, and organizational. To clarify these processes, this paper analyzes the three most well-known models of personnel management: American, European, and Japanese, highlighting their strengths and weaknesses and disclosing the impact of these systems on human resource management. The authors of the article try to identify possible synergies between these models, given that each of them has a number of strengths. Given that these models are different, the article allows us to understand how they stimulate the professional development of employees and increase the success of the enterprise. Furthermore, this study can be useful for those who form a strategy for management of staff in various sectors of the economy, thereby increasing the competitiveness of the enterprise and its stable development.

Introduction. The problem of finding optimal strategies for overcoming stress by elite athletes remains relevant. Many authors study the problem of stress resistance in sports from the standpoint of forming a set of athlete’s personal qualities. The emotional intelligence is such athlete’s personal characteristics that affect the ability to withstand competitive stress. The aim of the study: to establish a relation between coping strategies and emotional intelligence of elite women’s handball players. Materials and methods: Athletes of the Ukrainian national women’s handball team (21 players aged 17 to 28, experience in this sport from 5 to 19 years) took part in the research. The following methods: questionnaire «Ways of coping behaviour» by R. Lazarus, the Nelson-Hall methodology devised to diagnose EI, was used. Data was processed by non-parametric descriptive statistics, Shapiro-Wilk normality test, and correlation analysis. Results: Strategies using by athletes to increase the ability of the psyche to adapt to anxiety, the level of emotional intelligence and its components, the characteristics of motivation to succeed and motivation to avoid failure have been identified. 61.9 % of elite women’s handball players showed a low level of general emotional intelligence; 38.1 % of people showed a middle level. Correlation analysis between athletes’ choice of coping strategies and manifestations of emotional intelligence revealed certain patterns. «Confrontational coping» correlated with empathy (r = 0.45). Coping «Distancing» correlated with self-control (r = 0.59) and self-motivation (r = 0.53). Coping «Positive reappraisal» correlated with emotional awareness (r = 0.47), self-emotion management (r = 0.52) and overall emotional intelligence (r = 0.59). Coping «Self-control» had a positive correlation with self-motivation (r = 0.53). Conclusions: The obtained results give grounds to assert the expediency of applying the correction of emotional intelligence by increasing one in the practice of psychological training of athletes, which will increase their stress resistance.

47. Experience from a light trap Lepidoptera survey in a populated settlement: effects of meteorological factors and changes in lunar phases

In the framework of the research, light trap Lepidoptera collections were carried out in the territory of a settlement (Velyki Berehy, Zakarpatska Oblast, Ukraine), which is bordered by nature reserves, forests, and agricultural areas, as well as by the remains of a large marsh (Szernye bog) that had been drained in the past. A Jermy light trap with a household LED bulb was used to capture the moths and butterflies. In addition to assessing the Lepidoptera fauna of the area, the study aimed to find out which species of Lepidoptera are attracted to energy-saving light bulbs commonly used in households in a settlement located in a habitat-diverse environment. In addition to the artificial light pollution conditions and other anthropogenic influences of the settlement, the direction and magnitude of the effects of temperature, relative humidity, cloud cover, wind speed, and moon phase parameters at the time of collection on the flight trends of nocturnal Lepidoptera species were also investigated. A total of 97 days of collecting between May 2018 and May 2019 resulted in the collection of 122 Lepidoptera species from 16 families. In terms of their ecological requirements, species were found in closed and open forest, forest edge, scrub, meadow, actively cultivated and abandoned agricultural areas, as well as in dry and wet areas. Several species considered being agricultural, forestry, or horticultural pests were identified, but not in abundance. Among the environmental variables, temperature variation showed a strong significant positive correlation with daily species numbers and abundance, while relative humidity, wind speed, cloud coverage and moon phases showed varying degrees of negative correlation, but were generally weak. The effects of the interactions of natural and man-made environmental influences on living organisms are difficult to assess objectively, but their research is of paramount importance for the long-term effective conservation of habitats of particular conservation value and for the preservation of their biodiversity.

48. Competitiveness of regional labor markets as a determinant of international migration: A nexus empirical study

A large-scale migration from Ukraine caused by russian military aggression has triggered new security challenges to the national and regional economies. The paper aims to assess the competitiveness of regional labor markets and examine its nexus with international out-migration (on the example of the Carpathian region of Ukraine). The research methods include a composite approach (assessment of labor market competitiveness), the theory of sensitivity (identification of degree of sensitivity of composite and partial indices to changes in indicators), nonlinear regression (determination of dependence of the international out-migration on labor market competitiveness), and econometric nonlinear optimization (calculation of critical values of migration). The information and analytical basis comprises indicators reflecting the development of labor markets and international migrations in the oblasts of the Carpathian region in 2008–2021. The study reveals that the level of labor market competitiveness in the region mainly remained below the national average. Two groups of indicators dominated the structure of composite indices of labor market competitiveness in the region’s oblasts: institutional capacity (indicators measuring the ability of regulatory institutions and labor market entities to provide adequate support to the unemployed and promote employment) and labor motivation (wage and income indicators). Only Lviv oblast demonstrated resilience and growth of competitiveness, which was reflected in moderate out-migration. Meanwhile, the intensity of international out-migration in Zakarpattia and Chernivtsi oblasts (with worse labor market parameters) exceeded the estimated critical values. The paper confirms that low competitiveness of the labor market is a factor increasing migration losses. This paper addresses the development of a vision system for the UR5 cobot and the corresponding operating algorithm of the robotic quality control station. The hardware–software architecture of the developed robotic station consisting of a UR5 cobot equipped with a web camera and a stationary industrial camera with a lighting system is presented. Image processing and analysis algorithms are described, the method of control and communication between the station components is discussed, and operating scenarios are presented as a single robotic station and as a part of the robotic line. Based on the results which were obtained, the level of measurement noise, accuracy, and repeatability of the developed vision system were estimated. A novel complete vision system architecture with hardware–software modules for the UR5 cobot quality control station is shown and discussed. The software part based on Python 3.12 language, OpenCV 4.7.0.68 libraries, and the PolyScope 1.8 environment incorporates modules for system calibration, image acquisition, preprocessing and image analysis (for objects’ location and geometric measurements) and for robotic cell communication and control. The hardware part of the UR5 cobot vision system is based on a PC with two independent and distinct cameras: one permanently affixed and the other mounted to the cobot’s flange. This innovative setup, combined with software architecture, broadens the scope of existing robotic quality control applications.
