pdf, 本稿は、2011年5月に国際アーカイブズ評議会企業労働アーカイブズ部会(ICA/SBL)ほかの主催で東京にて開催された国際シンポジウム「ビジネス・アーカイブズの価値」への参加を通じて確認できた、企業アーカイブズほかビジネス・アーカイブズの国際的状況を提示した。さらにこれを踏まえ、ビジネス・アーカイブズヘの見方をより深めるための視点について、筆者なりに提起を試みた。その要点は以下の通りである。このシンポジウムでは「ビジネス・アーカイブズ、とりわけ企業アーカイブズは何よりも企業経営に貢献すべき存在である」という見方が強く押し出された。一方、筆者は「トータル・アーカイブズ」の枠組みを援用しつつ、企業アーカイブズ以外のさまざまなアーカイブズをビジネス・アーカイブズの中に位置づけることにより、より多面的な「ビジネス・アーカイブズ像」の理解ができるのではないか、と提案した。 Section for Business and Labor Archives of the International Council on Archives (ICA/SBL) and other related organizations held the International Symposium "The Value of Business Archives" in Tokyo, May 2011. This article summarizes the issues of business archives worldwide shown in this symposium, and raises counterpoints against such issues. On one hand, many presenter sat the symposium maintained that the aim of business archives, especially corporate archives, should be to contribute to corporate management. On the other hand, the author maintains in this article that finding relationship of corporate archives and other kinds of archives, based on the concept of "total archives," will lead to more comprehensive understanding of business archives.

京都大学附属図書館研究開発室は、館内の調査研究室（1985年4月設置）を 改組し、1996年4月に発足した。2009年1月からは初めての専任教員として筆者が 着任し、研究開発活動の一層の充実を図っている。2009年度は、当研究開発室は 活動領域として(1)機関リポジトリ、(2)情報リテラシー教育・講習、(3)資料保存、 (4)情報システム、の4つを掲げ研究開発活動に取り組んできた。本稿はこれらの 活動を紹介し、今後の課題にも触れる。, The Kyoto University Library established its Research and Development Laboratory (R&D Lab) in April 1996 by reorganizing the Library's Research Room established in April 1985. In January 2009, Prof. Takashi Koga became the R&D Lab's first full-time member in order to further the Lab's activities. Items on the Lab's agenda for FY 2009 were: the University's institutional repository (KURENAI), information literacy education and instruction, preservation and conservation of the library's collections, and the library's information system. Japan has recently undergone a radical change in policy concerning access to government information and the role of libraries and archives. Among these, the most prominent policy initiatives are listed below: 1. Enactment of the Public Records Management Act in July 2009, which includes new roles for the National Archives of Japan; 2. Revision of the National Diet Library (NDL) Law and Copyright Law in July 2009 that seeks to enhance web archiving with regard to the government and public organization in relation to NDL; 3. Proposal to enhance the effectiveness of Section 9 of the Library Law, which stipulates that it is the duty of national and local governments to ensure free access to official publications at public libraries. This presentation analyses such policy changes in Japan and identifies the challenges in implementing the policy initiatives over the immediate future. The analysis will also discuss the relationship and potential collaboration between libraries and archives in making a better contribution to improving community well-being by ensuring that an appropriate level of access to government information is available in the context of the existing electronic environment., Erratum: p.298, 4.1 "Ms.Kawakami --who had lost her seat at the Lower House in the 2008 election" should be "the 2009 election".
