Climate warming is driving changes in species distributions, although many species show a so-called climatic debt, where their range shifts lag behind the fast shift in temperature isoclines. Protected areas (PAs) may impact the rate of distribution changes both positively and negatively. At the cold edges of species distributions, PAs can facilitate species distribution changes by increasing the colonization required for distribution change. At the warm edges, PAs can mitigate the loss of species, by reducing the local extinction of vulnerable species. To assess the importance of PAs to affect species distribution change, we evaluated the changes in a non-breeding waterbird community as a response to temperature increase and PA status, using changes of species occurrence in the Western-Palearctic over 25 years (97 species, 7,071 sites, 39 countries, 1993– 2017). We used a community temperature index (CTI) framework based on species thermal affinities to investigate the species turn-over induced by temperature increase. In addition, we measured whether the thermal community adjustment was led by cold-dwelling species extinction and/or warm-dwelling species colonization, by modelling the change in standard deviation of the CTI (CTIsd). Using linear mixed-effects models, we investigated whether communities within PAs had lower climatic debt and different patterns of community change regarding the local PA surface. Thanks to the combined use of the CTI and CTIsd, we found that communities inside PAs had more species, higher colonization, lower extinction and the climatic debt was 16% lower than outside PAs. The results suggest the importance of PAs to facilitate warm-dwelling species colonization and attenuate cold-dwelling species extinction. The community adjustment was however not sufficiently fast to keep pace with the strong temperature increase in central and northeastern Western-Palearctic regions. Our study underlines the potential of the combined CTI and CTIsd metrics to understand the colonization-extinction patterns driven by climate warming.

Protected area networks facilitate community changes in responses to climate warming. However, the contribution of the site environmental and conservation-oriented characteristics to these responses to climate warming are not well understood. Here, we investigate how composition of non-breeding waterbird communities within the European Union Natura 2000 (N2K) network changes in response to increases in temperature. We measured the community reshuffling of 97 waterbird species in 3,018 N2K sites over 25 years in 26 European countries. We find that N2K sites explicitly designated for protection of waterbirds and with a management plan had faster climate-driven community changes. In contrast, the designation period of the N2K sites was not associated with community adjustment, and sites funded under EU-LIFE had lower climate-driven community changes. Our findings imply that efficient conservation policy that may help waterbird community responses to climate warming is to manage sites that are specifically designated for waterbirds. Climate warming is driving changes in species distributions and community composition. Inside protected areas (PAs), community changes in response to climate warming can be facilitated by greater colonization rates by warm-dwelling species, but also mitigated by lowering extirpation rates of cold-dwelling species. An evaluation of the relative importance of colonization-extirpation processes is important to inform conservation strategies that aim for both climate debt reduction and species conservation. We assessed the colonization-extirpation dynamics involved in community changes in response to climate inside and outside PAs. To do so, we used 25 years of occurrence data of nonbreeding waterbirds in the western Palearctic (97 species, 7071 sites, 39 countries, 1993–2017). We used a community temperature index (CTI) framework based on species thermal affinities to investigate species turnover induced by temperature increase. We determined whether thermal community adjustment was associated with colonization by warm-dwelling species or extirpation of cold-dwelling species by modeling change in standard deviation of the CTI (CTISD). Thus, our results suggest that PAs facilitate 2 independent processes that shape community dynamics and maintain biodiversity. The community adjustment was, however, not sufficiently fast to keep pace with the large temperature increases in the central and northeastern western Palearctic. Our results underline the potential of combining CTI and CTISD metrics to improve understanding of the colonization-extirpation patterns driven by climate warming.

Aim: Many species are showing distribution shifts in response to environmental change. We explored (a) the effects of inter-annual variation in winter weather conditions on non-breeding distributional abundance of waterbirds exploiting different habitats (deep-water, shallow water, farmland) and (b) the long-term shift in the population centroid of these species and investigate its link to changes in weather conditions. Location: Europe. Methods: We fitted generalized additive mixed Models to a large-scale, 24-year dataset (1990–2013) describing the winter distributional abundance of 25 waterbird species. We calculated the annual and long-term (3-year periods) population centroid of each species and used the winter North Atlantic Oscillation (NAO) index to explain the inter-annual and long-term shifts in their location. Results: (a) Year-to-year southwestwards shifts in the population centroids of deep- and shallow-water species were linked to negative NAO values. Shallow-water species shifted northeastwards associated with positive NAO values and the distance shifted increased with increasing NAO. Deep-water species shifted northeastwards up to zero NAO indices, but showed no further increase at higher NAO values. (b) Deep-water species showed long-term northeastwards shifts in distributional abundance throughout the 1990s and the 2000s. Shallow-water species, on the other hand, shifted northeastwards during the 1990s and early 2000s, but southwestwards thereafter. There were no significant links between the NAO and year-to-year movements or long-term shifts in farmland species’ population centroid. Main Conclusions: We provide evidence for a link between both year-to-year and long-term changes in waterbird winter distributional abundances at large geographical scales to short- and long-term changes in winter weather conditions. We also show that species using shallow water, deep-water and farmland habitats responded differently, especially at high NAO values. As well as important ecological implications, these findings contribute to the development of future conservation measures for these species under current and future climate change. (Less)

Clausen, Preben/0000-0001-8986-294X WOS: 000536149100018 Migratory waterbirds require an effectively conserved cohesive network of wetland areas throughout their range and life-cycle. Under rapid climate change, protected area (PA) networks need to be able to accommodate climate-driven range shifts in wildlife if they are to continue to be effective in the future. Thus, we investigated geographical variation in the relationship between local temperature anomaly and the abundance of 61 waterbird species during the wintering season across Europe and North Africa during 1990-2015. We also compared the spatio-temporal effects on abundance of sites designated as PAs, Important Bird and Biodiversity Areas (IBAs), both, or neither designation (Unlisted). Waterbird abundance was positively correlated with temperature anomaly, with this pattern being strongest towards north and east Europe. Waterbird abundance was higher inside IBAs, whether they were legally protected or not. Trends in waterbird abundance were also consistently more positive inside both protected and unprotected IBAs across the whole study region, and were positive in Unlisted wetlands in southwestern Europe and North Africa. These results suggest that IBAs are important sites for wintering waterbirds, but also that populations are shifting to unprotected wetlands (some of which are IBAs). Such IBAs may therefore represent robust candidate sites to expand the network of legally protected wetlands under climate change in north-eastern Europe. These results underscore the need for monitoring to understand how the effectiveness of site networks is changing under climate change. This study explores the relation between sediment composition and intertidal macrobenthos populations in the Zwin nature reserve (Belgium and The Netherlands), a tidal lagoon that is included in the Ramsar list of wetlands of international importance and has been designated as Natura 2000 area, among others due to its function as wintering habitat for shorebirds that feed upon macrobenthic invertebrates. Species response models show highest biomass of these prey species in organically enriched cohesive sediments and a distinct decline in probability of occurrence for most species in coarse sediments. Further, the biomass of macrobenthos declined between 2003 and 2010 in the extensive low intertidal inlet channel concurrent with the coarsening of the sediment over time in this hydrodynamically stressed habitat. In contrast, macrobenthos biomass increased in a sheltered shallow intertidal habitat that acted as a catchment area for finer sediments, therefore facilitating the succession towards a higher elevated habitat with salt marsh vegetation establishment. Hence, spatio-temporal sediment dynamics decreased site quality for intertidal predators due to a reduction in feeding areas over time, and a change in physical sediment properties that alter the macrobenthos species occurrence and population biomass. This study thus illustrates that sediment transport dynamics may affect the functioning of coastal shallow soft-sediment habitats, like coastal lagoons. The presented macrobenthos species response models provide a tool to assist in management actions that enable the conservation of cohesive low intertidal habitats that provide a high food supply to shorebirds, fish and macrocrustaceans.

Natura 2000 targets the sustainable conservation of Europe's biodiversity. An important cornerstone of Natura 2000 is the Habitats Directive, which is currently implemented across European member states. However, straightforward implementation is not obvious since the favourable conservation status of habitats and species needs to be achieved at the member state level, while conservation objectives need to be formulated at the protected site level. To bridge this gap, we propose to start from regional conservation objectives before site level objectives are formulated. These regional conservation objectives have the advantage of providing a framework according to which conservation objectives can be allocated both within and outside the protected sites of the Natura 2000 network. Especially since they all contribute to the national or regional conservation status. Recently, Flanders (northern Belgium) has adopted this approach and has quantified conservation objectives at the regional scale. As the current regional conservation status of habitats and species is mostly unfavourable, regional conservation objectives entail a drastic increase in area (42%) for habitats, and active conservation measures for 78% of the species. We are convinced that the method outlined here, may substantially contribute to a helpful discussion about implementing and streamlining Natura 2000 across European member states.

Detecting coherent signals of climate change is best achieved by conducting expansive, long-term studies. Here, using counts of waders (Charadrii) collected from ca. 3500 sites over 30 years and covering a major portion of western Europe, we present the largest-scale study to show that faunal abundance is influenced by climate in winter. We demonstrate that the 'weighted centroids' of populations of seven species of wader occurring in internationally important numbers have undergone substantial shifts of up to 115 km, generally in a northeasterly direction. To our knowledge, this shift is greater than that recorded in any other study, but closer to what would be expected as a result of the spatial distribution of ecological zones. We establish that year-to-year changes in site abundance have been positively correlated with concurrent changes in temperature, but that this relationship is most marked towards the colder extremities of the birds' range, suggesting that shifts have occurred as a result of range expansion and that responses to climate change are temperature dependent. Many attempts to model the future impacts of climate change on the distribution of organisms, assume uniform responses or shifts throughout a species' range or with temperature, but our results suggest that this may not be a valid approach. We propose that, with warming temperatures, hitherto unsuitable sites in northeastern Europe will host increasingly important wader numbers, but that this may not be matched by declines elsewhere within the study area. The need to establish that such changes are occurring is accentuated by the statutory importance of this taxon in the designation of protected areas.

AimSpecies are responding to climate change by changing their distributions, creating debate about the effectiveness of existing networks of protected areas. As a contribution to this debate, we assess whether regional winter abundances and distribution of the Smew Mergellus albellus, a migratory waterbird species listed on Annex I (EU Birds Directive) that overwinters exclusively in European wetlands, changed during 1990-2011, the role of global warming in driving distributional changes and the effectiveness of the network of Special Protection Areas (SPAs, EU Birds Directive) in the context of climate change. LocationEurope. MethodsWe used site-specific counts (6,883 sites) from 16 countries covering the entire flyway to estimate annual abundance indices and trends at country, region (north-eastern, central and south-western) and flyway scales, inside and outside SPAs. We fitted autoregressive models to assess the effect of winter temperature on the annual abundance indices whilst accounting for autocorrelation. ResultsThe Smew wintering distribution shifted north-eastwards in Europe in accordance with the predictions of global warming, with increasing numbers in the north-eastern region and declines in the central region. Trends in wintering numbers were more positive in SPAs on the north-eastern and south-western part of the flyway. However, a large proportion of the wintering population remains unprotected in north-eastern areas outside of the existing SPA network. Main conclusionsSPAs accommodated climate-driven abundance changes in the north-eastern region of the wintering distribution by supporting increasing numbers of Smew in traditional and newly colonized areas. However, we highlight gaps in the current network, suggesting that urgent policy responses are needed. Given rapid changes in species distributions, we urge regular national and international assessments of the adequacy of the EU Natura 2000 network to ensure coherence in site-safeguard networks for this and other species. The zonation of non-breeding waterbirds along the Schelde estuary (The Netherlands–Belgium), one of the longest estuaries in NW-Europe with still a complete salinity gradient, including a large freshwater tidal area, was described. Numbers of birds were counted monthly over the period October 1991 to June 1997. Highest numbers of waterbirds were observed in late autumn and winter, with annual peak numbers ranging between 150,000 and 235,000 individuals for the whole estuary. Based on a multivariate analysis different waterbird communities were observed along the salinity gradient. The polyhaline areas of the estuary were numerically dominated by the waders Oystercatcher and Dunlin. Due to the presence of a large brackish marsh in the mesohaline zone, the waterbird community in this area was dominated by the herbivores Wigeon and Greylag Goose. In the oligohaline and freshwater tidal areas, the waterbird community was dominated by duck species, with Teal and Mallard being the most important. The international importance of the Schelde estuary for waterbirds was evidenced by the fact that for 21 waterbird species the 1% level criterion, according to the Ramsar convention, was exceeded. The relation of the observed diversity and community patterns with the functional and habitat diversity of the Schelde estuary as well as the effect of recent conservation measures to preserve this habitat were discussed.

Within the framework of LIFE, one of the larger nature restoration projects in Flanders was realized on the right bank of the estuarine part of the Yser. General aim of the initiative was to restore or create beach-dune-salt marsh ecotones with salt-fresh, dynamic-stable, wet-dry and mud-sand ecotones. In order to reach this goal, several large buildings and roads were broken down, an entire tidal dock was restructured and some 500,000m³ of dredging material was removed to restore or create intertidal and coastal dune habitats and their connecting ecotones. Measures were taken to avoid abrupt topographical transitions along potential ecological gradients. It was decided to begin monitoring (2001-2004) from the very start of the restoration process (1999-2003). Monitoring was multidisciplinary and realized in a partnership between several scientific institutes (Ghent University, Catholic University of Louvain, Royal Belgian Institute of Natural Sciences and Institute of Nature Conservation with facility support of VLIZ). Monitoring included the most relevant abiotic conditions such as sedimentation and erosion, topography and ground water fluctuations, and biological response variables, i.e. flora and vegetation, terrestrial arthropods, benthic macrofauna and birds. It was decided to include two monitoring levels, an area-covering monitoring of the entire nature reserve (ca. 128ha) and a detailed monitoring of changes along transects perpendicular to the main ecological gradients. In this paper we present some results of the first three years of monitoring.

Internationally coordinated censuses of Whooper Swans Cygnus cygnus across continental northwest Europe were undertaken in mid-winter 1995, 2000, 2005, 2010 and 2015. The estimate of 138,500 birds in 2015, the highest to date, represented a more than doubling of the population size (at an annual increase of 4.1%) since the first census total of 59,000 swans in 1995. The largest increase was in Denmark, where numbers almost trebled from 21,740 in 1995 to 62,620 in 2015. More than 97% of all swans were counted in just six countries. The percentage of total numbers increased significantly between 1995 and 2015 in Denmark (from 36.5% to 45.2%) and Germany (26.0% to 34.7%), but declined significantly in Sweden (14.2% to 8.4%), Norway (13.1% to 3.6%), Poland (6.2% to 4.0%) and the Netherlands (2.4% to 1.7%). The counts show an increasing discrepancy between national trends in abundance for Whooper Swans in Sweden and especially in Denmark in comparison with results obtained only from mid-winter International Waterbird Count (IWC) site coverage. This demonstrates the increasing tendency for Whooper Swans to winter in areas away from traditionally counted IWC sites and confirms the continued need for a regular cycle of coordinated dedicated swan counts to anchor population trends generated from other data sources.

We analysed annual changes in abundance of Eurasian Wigeon (Anas penelope) derived from mid-winter International Waterbird Census data throughout its northwest European flyway since 1988 using log-linear Poisson regression modelling. Increases in abundance in the north and east of the wintering range (Norway, Sweden, Denmark, Germany, Switzerland), stable numbers in the central range (Belgium,Netherlands,UKand France) and declining abundance in the west and south of the wintering range (Spain and Ireland) suggest a shift in wintering distribution consistent with milder winters throughout the range. However, because over 75% of the population of over 1 million individuals winters in Belgium, the Netherlands, UK and France, there was no evidence for a major movement in the centre of gravity of the wintering distribution. Between-winter changes in overall flyway abundance were highly significantly positively correlated (P = 0.003) with reproductive success measured by age ratios in Danish hunter wing surveys and less strongly and inversely correlated (P = 0.05) with mean January temperatures in the centre of the wintering range, suggesting thatwinter severitymay also contribute to influence survival. However, adding winter severity to a model predicting population size based on annual reproductive success alone did not contribute tomore effectivelymodelling the observed changes in population size. Patterns in annual reproductive success seem therefore to largely explain the recent dynamics in population size of northwest European Wigeon. Summer NAO significantly and positively explained 27% of variance in annual breeding success. Other local factors such as eutrophication of breeding sites and changes in predation pressure undoubtedly contribute to changes in the annual production of young and differences in hunting pressure as well as winter severity affect annual survival rates. However, it seems likely that the observed flyway population trend since 1988 has been mostly influenced by climate effects on the breeding grounds affecting reproductive success and marginally on the winter quarters affecting survival. We urge improved demographic monitoring of the population to better assess annual survival and reproductive success.We also recommend development of an adaptive management framework to remove uncertainties in our knowledge of Wigeon population dynamics as information is forthcoming to better informmanagement, especially to attempt to harmonise the harvest with annual changes in demography to ensure sustainable exploitation of this important quarry species now and in the future.
