In December 2019, 3GPP have for the 5G specification decided to separate the Narrowband IoT Non-Terrestrial Network (NB-IoT NTN) from the New Radio NTN. Due to this change, NB-IoT NTN becomes a very attractive candidate for LEO IoT satellite constellations. The decision emphasises that there is a strong push for cellular standards into the space industry and that commercial utilizations in large scale is getting closer. However, it also entails significant technical challenges in terms of connectivity, backhaul integration and operational features. GateHouse Telecom currently work on an ARTES supported project (Narrowband IoT standard for small satellites). Based on the existing 3GPP terrestrial NB-IoT standard the purpose of this project is to identify areas of adaptations to utilize this from space. Further, the project will provide solutions to overcome the waveform challenges related to doppler, latency, timing, propagation loss etc. This poster provides initial results from the project in terms of architecture, suggested adaptations and technical challenges related to architecture and implementation.

The next generation of nanosatellites in GomSpace has been developed after the success of GOMX-3 in aircraft traffic monitoring and L-band communications. GOMX-4 is the demonstration mission of this new 6U platform including two satellites; GOMX-4A and GOMX-4B, which are mainly intended to test constellation capabilities for orbital control and inter-satellite communications together with additional innovative technologies. GOMX-4B is funded by ESA for In-Orbit Demonstration (IOD) purposes demonstrating the 5 payloads on-board: the 6U propulsion module from NanoSpace; the innovative Inter-Satellite Link (ISL) from GomSpace; the Chimera board developed by ESA; the HyperScout Hyperspectral Camera from Cosine and the Star Tracker from ISIS. GOMX-4A is a satellite to monitor Greenland and the artic region by capturing ADS-B, AIS and images for the Danish Defense Acquisition and Logistics Organization (DALO). The numerous in-orbit experiments and various payloads included in the GOMX-4 mission show the high performance and flexibility of the GomSpace 6U platform, flying its advanced EPS and its AOCS for the first time. The two satellites were launched on the 2nd of February 2018 on a LM-2D. The in-orbit results presented here show the extensive capabilities of these innovative nanosatellites, and opens the path for scaling to larger platforms and advanced constellations with compact communication and optical payloads.

This case study was part of Innovation Norway’s effort to introduce advanced methods for thinking about the future into national innovation policy learning. The report reflects the work undertaken between 2013 and 2017. Innovation Norway collaborated with UNESCO, using the Futures Literacy approach to engage in policy learning and policy development.

The main message from this report is that innovation in the public sector must not be reduced to a matter of delivering new technologies to a passive recipient, the noninnovative public sector. There is a lot of innovation taking place in the public sector, within or outside the scope of policy planning.

The report aims at understanding the role of the public sector in innovation policy in the Nordic countries. There are three crucial notions in the aim: policy, public sector and innovations. The report recognizes factors that are important for explaining change in the public sector.

Like domestic owned multinational companies, foreign owned multinational companies represent equally positive opportunities for Nordic trade and industry, both in terms of innovative capabilities and value creation. There are no apparent reasons for leading a different policy towards companies with foreign ownership. The governments in the Nordic countries should encourage initiatives that attract this type of companies. Foreign owned multinationals take part in international networks that might benefit other firms in the national innovation system.

Det er ikke hva man kaller enhetene i innovasjonssystemet som er det avgjørende; det sentrale er om de operative enhetene man har dekker de behovene som finnes, og om rammevilkårene som er definert er adekvate i forhold til de kravene innovasjonssystemet stiller. Innovasjonspolitikken må derfor først fokusere på de funksjonene som skal dekkes og de oppgavene som skal løses. Deretter kan man spørre i hvilken grad de ulike institusjonene på en god måte kan bli brukt til å dekke de sentrale behovene som har sin rot i disse funksjonene.

Innovation is considered the engine of technological change and economic growth. Hence innovation policy lays much of the foundation for the future welfare development of the Nordic countries. It is therefore important that they develop sensible, coherent strategies in this area, as well as a set of policy measures that meet the specific needs of each countrys industry.

The main objective of Good Practices in Nordic Innovation Policies has been to develop a survey and an analysis of Nordic innovation policy instruments that directly or indirectly are targeting small and medium sized enterprises. The project is to provide Nordic policy makers with information to be used in the development of new or adjusted policy instruments on a national or Nordic level. The project unites researchers from the five Nordic countries: Norway, Iceland, Finland, Denmark, and Sweden. The study is coordinated by Norwegian STEP, a part of SINTEF Industrial Management. The other participants are NUTEK and VINNOVA of Sweden, VTT of Finland, Denmark's Technological University and the Icelandic research council RANNIS. Report one contains a summary of the GoodNIP exercise, presentations of modern innovation theory and innovation policy developments in the Nordic countries, as well as various policy recommendations.

Innovation policy trends and rationalities The main chapter of this report gives a thorough presentation a comparison of contemporary innovation policies and policy instruments in the Nordic countries, historically and contemporary. The chapter ends up with several policy recommendations. A separate chapter discusses how policy development actually takes place in ministries and agencies, and introduces the concept of rationalities - i.e. common mental maps or frameworks of understanding that underpins policy development. This chapter also examine policy learning practices in the Nordic countries and gives some concrete advice on how to improve such learning processes. The report then goes on to a presentation of relevant innovation policy statistics and indicators. This is more than a listing of numbers and tables, however. The chapter uses these figures in order to gain a better understanding of the current status of innovation and R&D in the Nordic countries, and tries to analyse to what extent there is a connection between this status and current innovation policies. The final chapter contains more general theoretical reflections on innovation theory and innovation policy development. It discusses the interaction between innovation research and innovation policy as well as various rationales for innovation policy development. In an appendix the reader will find national rapports on the historical background for innovation policies in the Nordic countries.
