Determination of shear modulus along with damping ratio values in the field when shear strains exceeds those maximum strains obtained from laboratory tests has a crucial importance in the seismic design of structures whose interaction with soil is more pronounced. In this study, shear modulus of undisturbed samples, obtained from Adapazari city center during drilling works conducted within the scope of the geotechnical investigation following the 1999 Kocaeli earthquake, were determined. Elasticity of undisturbed Adapazari samples was measured using a cyclic triaxial test rig. The aim is to obtain relationships between the elasticity moduli from the stress-strain relations of specimens in dynamic and static loading setups, and the axial strains following termination of dynamic tests. Minimum and maximum shear moduli were determined for non-plastic soils and for soils with the plasticity index of PI = 40%. The elasticity modulus ratio (E-N=20/E-N=1) for samples with plasticity index of PI = 40% is higher than those with PI = 20% at the same level of deformation. As the plasticity increases at the same deformation level, both of the E-ds/E-N=1 and E-ds/E-N=1 ratios increase. Moreover, seismic performance of a reinforced concrete frame is evaluated for both fixed and soil-structure system. Seismic demand in soil-structure model with the frame and soil profile considered in this study is observed to be higher as compared to fixed-base frames. Cheng, Yin/0000-0001-5554-9832; Karamanos, Spyros A./0000-0003-0047-9173 WOS: 000389068200004 The seismic response of a 2200-mm-diameter welded steel pipe at strike slip Kullar fault crossing in Izmit, Kocaeli during 1999 Kocaeli earthquake is investigated. The pipe was crossing the fault-line with an angle of 55 degrees and suffered leaks due to 3.0 m of right lateral movement of fault, which imposed compressive axial strain in the pipe. The backfill material of the trench was native soil which was non-homogenous (soft and stiff clay) with respect to fault line-soft material on the North side, stiff material on the South side. Field observations revealed two major wrinkles with finger width cracks and a minor wrinkle on the soft soil side of the fault. Large plastic strains and local folding were observed at wrinkles due to compressive strains. The case is known as one of the best documented fault crossing examples. The failure behavior of the Thames water pipe during 1999 Kocaeli earthquake is simulated by utilizing a 3D nonlinear continuum FE model. The numerical model considers contact surface at soil pipe interface and performs large deformation analyses of the pipe. The locations of wrinkles as well as axial displacements/rotations demands due to fault rupture are predicted. It is observed that once wrinkle initiates, strain in the pipe away from the wrinkle reduces after initial local buckling and additional shortening of the pipeline tends to accumulate at the wrinkle causing large plastic strains and rotation demands associated with fault rupture, an observation consistent with field observations and 2005 ALA guidelines. YÖK Tez ID: 531211 Bu tez çalışmasının temel amacı, rijit mesnetli (FS) ve yapı-zemin etkileşimli (SSI) yapı modelleri kullanarak, farklı zemin türleri için çok katlı yarı sünek (perde + çerçeve) betonarme yapılarda düşey deprem hareketinin etkisini incelemektir. Bu kapsamda, 2007 Türk Deprem Yönetmeliği'ne göre tasarımı yapılmış 10 katlı betonarme yapılar dikkate alınmıştır. Maksimum düşey / yatay deprem ivmesi (V/H) oranları farklı olan üç deprem kaydına göre zaman tanım alanında doğrusal deprem analizleri yapılmıştır. Rijit mesnetli yapı, çubuk, kabuk ve plak sonlu eleman türleri kullanılarak yarı sünek olarak modellenmiştir. Yapı-zemin etkileşimli model için literatürde sıklıkla kullanılan direk metot kullanılmıştır. Yakın alan etkisi için zemin, temel boyutunun beş katı boyutlarında bir zemin ortamı tanımıyla solid bir eleman olarak ve yapı temeli ile bütünleşik şekilde modellenmiştir. Uzak alan etkisi ve ana kaya için ise, sırasıyla sönümleyici ve sabit mesnet tanımı yapılmıştır. Düşey deprem hareketinin etkisini belirlemek için, taban kesme kuvveti, taban devrilme momenti, taban eksenel kuvveti, tepe kat yatay ve düşey yer değiştirmesi değişkenleri incelenmiştir. Her iki modelleme türünde de (rijit mesnetli ve yapı-zemin etkileşimli), sadece yatay ile yatay + düşey yer hareketleri altında yapılan analizlerin sonuçları karşılaştırmalı olarak sunulmuştur. Yapılan bu analizler sonucu, zemin türünden bağımsız olarak düşey deprem hareketinin taban kesme kuvveti üzerinde etkisinin olmadığı (SSI ve FS modellerinin her ikisi için de) belirlenmiştir. Fakat SSI ile FS modelleri, değersel olarak karşılaştırıldığında SSI modelinin daha kritik sonuçlar verdiği görüldüğünden analizlerin SSI modeli üzerinden yapılmasının daha doğru olacağı belirtilmiştir. Tüm zemin türleri için iki modelden elde edilen devrilme momenti değerlerinin birbirine yakın olduğu fakat düşey deprem hareketinin analizlere katılmasının devrilme momentini önemli derecede arttırdığı belirlenmiştir. Bu durum her iki modelleme durumu için geçerli olmasına rağmen SSI modelinin dikkate alınması gerekmektedir. Beklenildiği gibi düşey deprem etkisi her iki modelleme durumunda da (FS ve SSI) taban kesme kuvvetini önemli derecede arttırmakta ve bu artış FS modelinde daha yüksek değerlere ulaşmaktadır. Bu sonuç, zemin ortamının yer değiştirmelere izin vererek eksenel kuvveti sönümlediğini göstermektedir. The main aim of the present study is to identify the effect of the vertical ground motion on semi-ductile high-rise reinforced concrete (R/C) structures, considering different soil types and by using structural models with fixed supports (FS) or with soil-structure interaction (SSI). In this sense, a high-rise semi-ductile in-service R/C structure that was designed according to the 2007 Turkish Seismic Code was utilized in the linear time-history (LTH) analyses. LTH analyses were conducted for three earthquake records with different vertical-to-horizontal maximum acceleration ratio (V/H). Frame, shell and plate finite elements were used to obtain a semi-ductile FS model with no soil media, whereas the Direct Method, commonly preferred in the literature, was used in SSI analyses. In the SSI model, the near soil field effect was defined with the help of a soil media with the dimensions about 5 times the dimensions of the mat foundation of the structure. The soil media was modeled as integrated with the mat foundation and as a solid element. For the far-field effect and the main bedrock, on the other hand, non-linear damper element and fixed-support definitions were realized. The base shear force, base overturning moment, base axial force, top-story lateral and vertical displacement values were examined to establish the influence of the vertical seismic motion on the structure and comparative conclusions were presented. The conducted analyses showed that in both SSI and FS models, the vertical earthquake motion did not influence the base shear force regardless of the soil type. However, the increase in the base-shear force obtained from the SSI model was observed to be higher than that from FS, so the SSI model was recommended to be used in the seismic analyses of structures. Similarly, no considerable increase in the overturning moment was observed both in the SSI and FS models. Nevertheless, the incorporation of the vertical earthquake motion to the analyses resulted in considerable increases in the values of the overturning moments in both types of models. Although similar conclusions were achieved from both types of models, the use of the SSI model is recommended over the FS owing to its various advantages. As expected, the base shear force values are affected to considerable degrees with the inclusion of the vertical ground motion and this increase reaches higher values in FS models. The lower increase in the SSI models is associated with the ability of the soil zone to absorb the vertical force. Depending on the direct relationship between the top-story horizontal displacement and the base shear force, the inclusion of the vertical seismic motion was found to have little influence on the top story horizontal displacement values. Related to the direct relationship between the top-story vertical displacement and the base axial force, the inclusion of the vertical seismic motion resulted in significant increases in the top-story vertical displacement values.

Bu çalışmada, Kuzey Anadolu Fay Zonu (KAFZ) üzerindeki konumundan dolayı tektonik açıdan aktif konumda olan ve zemin koşullarının özelliğinden dolayı da önemli sayılan Sakarya İli ve çevresi araştırma konusu olarak seçilmiştir. Araştırma iki ana konu başlığı kapsamında gerçekleştirilmiş ve önlenmesi mümkün olmayan deprem afetinden korunmaya katkı sağlanması amaçlanmıştır. İlk konu başlığı kapsamında, seçilen yapı-zemin modelinin özellikleri oluşturulmuş ve seçilen yapının Plaxis yazılımında doğru olarak temsil edildiği Sap2000 yazılımı ile kontrol edilmiştir. Plaxis-2016 yazılımında Hardening Soil model with small strain stiffness (HSsmall) ve User Defined Soil Model (UDSM)- General Hardening Soil (GHS/UBCSAND) modelleri kullanılarak 1999 Kocaeli Depremi Sakaya (SKR) istasyonu ana şok doğu-batı (D-B) kaydı uygulanmıştır. Daha sonra literatürdeki yaklaşımlarla yatay ve düşey deplasman ile sıvılaşma analizi yapılmıştır. Ayrıca seçilen modelde yapı temeline ait sismik taşıma gücü analizi de gerçekleştirilmiştir. Bu analizler gerçekte oluşan hasar durumu ile karşılaştırıldığında literatürdeki yaklaşımların sonuçlarına ait bir genelleme yapılamıyacağı, Plaxis-2016 yazılımı UDSM modelde sıvılaşmanın da dikkate alındığı ve depremin hemen ardından oluşan deplasmana yakın sonuç elde edildiği görülmüştür.Çalışmanın ikinci ana bölümünde 1999 Kocaeli ve Düzce depremlerine ait ivme kayıtları Seismosignal ve Shake2000 yazılımları ile analiz edilmiş ve bu depremlere ait azalım ilişkileri incelenmiştir. 1999 Kocaeli depremine ait ana şok ile 13/09/1999 tarihli 5.8 moment büyüklüğündeki artçı şok ivme kayıtları Shake2000 yazılımında hem ilk bölümde oluşturulmuş olan zemin profillerine hem de Adapazarı'nda yumuşak zemin üzerinde kurulu geçici HST istasyonuna ait zemin profillerinde uygulanmıştır. Shake2000 yazılımında zemin tepkisini hesaplamada belirli bir yaklaşım sağlandığı görülmüştür. Daha sonra Sakarya İli ve çevresindeki kuvvetli yer hareketi istasyonlarında 1999 Kocaeli ve Düzce depremlerine ait zemin büyütme faktörleri hesaplanmış, TDY, 2007 tasarım spektrumu ile karşılaştırılmış ve bu karşılaştırmalarda elde edilen sonuçlar Adapazarı gibi alüvyon zemin üzerindeki yerleşimlerde görülmüş olan hasarın nedenlerini açık olarak göstermiştir. Aynı kuvvetli yer hareketi istasyonları için aynı depremlerde geleneksel ile yeni nesil ivme azalım ilişkileri hesaplanmıştır. Karşılaştırması yapılan ivme azalım ilişkilerinde de uygunluk açısından genelleme yapmak mümkün olmamıştır. 1999 Kocaeli Depremi ve sonrası verileri ile SPSS 20.0 yazılımı kullanılarak regresyon analizi yapılmış ve Kuzeybatı Anadolu bölgesi için ivme azalım ilişkisi geliştirilmiştir. Sunulmuş olan bu eşitlikle ölçülmüş olan ivme kayıtları arasında iyi bir uyum sağlandığı görülmüştür.Anahtar kelimeler: Dinamik yük, zemin deplasmanı, sıvılaşma, azalım ilişkisi In this study, Sakarya and the region close this city , which is considered to be active due to its location on the NAFZ and to be important due to the characteristics of soil conditions, has been chosen as the research topic.The research was carried out within the scope of two main topics and it was aimed to contribute to the provention from unavoidable earthquake disaster. Within the scope of the first topic, determination characteristics of the soil-structure model and checked with the Sap2000 software that the model building was correctly represented in the Plaxis software.1999 Kocaeli Earthquake SKR station main shock E-W recording applied in Plaxis-2016 software with Hardening Soil model with HSsmall and UDSM - GHS / UBCSAND. Then, horizontal and vertical displacement and liquefaction analysis were done with the approaches in the literature. In addition, seismic bearing capacity analysis of the structure foundation was also performed. These analyzes are compared with the actual damage, it can be seen that the Plaxis-2016 software, considering the liquefaction of the UDSM model, is close to the displacement occurring immediately after the earthquake. But a generalization of the results of the approaches in the literature can not be made. In the second part of the study, acceleration records belonging to 1999 Kocaeli and Düzce earthquakes were analyzed with Seismosignal and Shake2000 softwares and the relation of attenuation relationships to these earthquakes was examined. The main shock of 1999 Kocaeli earthquake and the aftershock acceleration records of 5.8 moment magnitude dated 13/09/1999 were applied both to the ground profiles formed in the first section and to the ground profiles belonging to the temporary HST station installed on the soft soil in Adapazarı. Shake2000 software has been found to provide a specific approach to calculating the soil response. Then, soil amplification factors of 1999 Kocaeli and Düzce earthquakes were calculated at the strong ground motion stations of Sakarya city and closed region. This results were compared to TDY 2007 design spectrum and the results obtained in these comparisons clearly show the causes of the damages observed on alluvial soil settlements such as Adapazarı. For the same strong ground motion stations, the new generation attenuation relationships are calculated for the same earthquakes. It is not possible to make generalizations in terms of compliance in the comparison of the attenuation relationships. Ground-motion attenuation relationships with using the 1999 Kocaeli earthquake data were developed for the Northwest Anatolia region. This attenuation relation equations were developed by applying non-linear regression analysis; with SPSS Statistics 20.0 software. Bu çalışmada, daha önce yapılmış çeşitli akademik çalışmalarda önemli bir değişken olarak ortaya çıkan depremin düşey bileşeninin etkisi, DBYBHY 2007 kurallarına uygun olarak tasarlanmış çok katlı betonarme bir yapı üzerinde incelenmiştir. Zaman-tanım alanında lineer ve lineer olmayan analizler için kullanılacak deprem kayıtlarının seçiminde, düşey ivme /yatay ivme (V/H) oranları dikkate alınmış ve bu kritere göre kayıtlar belirlenmiştir. İlk olarak dikkate alınan depremin iki yatay kaydı yapıya aynı anda etkitilerek analizler yapılmış, ardından analizler yatay ve düşey bileşenler birlikte alınarak tekrarlanmıştır. Yapılan analizlerde, düşey deprem etkisinin taban kesme kuvveti, devrilme momenti ve düşey yer değiştirme değerlerinin önemli oranda arttığı sonucu ortaya çıkmıştır. Dikkate alınan en üst kat yatay yer değiştirme ve burulma açısı değerlerinde ise herhangi bir değişim olmadığı ortaya gözlemlenmiştir. Devrilme momentindeki artış, yapının yapısal elemanlarındaki hasar seviyelerini arttıracağından düşey deprem etkisinin, yapının deprem performansını daha da düşüreceği sonucu elde edilmiştir. Düşey yer değiştirmedeki artışın yapıların dinamik analizlerinde ve tasarımlarında yapılan rijit diyafram kabulünün geçerliliğini yitirmesine sebep olacağı belirlenmiştir. Bu artışlarda en önemli parametrenin V/H oranı olduğu ve deprem süresinin yer değiştirmeleri kayda değer oranlarda etkilemediği görülmüştür. Ancak, deprem süresinin artması ile taşıyıcı elemanlarda oluşan yapısal hasarlar yapının yanal rijitliğini azaltarak yer değiştirmeleri dolaylı olarak arttıracaktır. Yeni inşa edilecek ve mevcut yapıların deprem analizlerinde düşey deprem etkisinin dikkate alınmasının gerekliliği sonucuna varılmıştır. This study investigates the earthquake behavior of R/C structures considering the vertical earthquake motion in a comparative manner. For this purpose, linear and non linear time-history analyses of a high-rise R/C structure designed as per DBYBHY 2007 were conducted including and excluding the vertical earthquake motion. Earthquake records used in the analyses were selected based on the ratio of vertical acceleration to horizontal acceleration (V/H). The frequency-domain analyses of the earthquake records were also performed to compare the predominant frequencies of the records and the structure. Based on the time-history analyses results under the earthquake loading with and without the vertical earthquake motion, the value of the overturning moment and the top-story vertical displacement were found to increase slightly when considering the vertical earthquake motion. The base shear force was also affected by this motion; however, its increase was lower compared to the overturning moment and the top-story vertical displacement. The other two parameters, the top-story lateral displacement and the top-story rotation angle, barely changed under H and H+V loadings. Modal damping ratios and their variations in horizontal and vertical directions were also estimated using response acceleration records. No significant change in the horizontal damping ratio was observed whereas the vertical modal damping ratio noticeably increased under H+V loading. The results obtained from this study indicate that the desired structural earthquake performance cannot be provided under H+V loading due to the excessive increase in the overturning moment, and the vertical damping ratio should be estimated considering the vertical earthquake motion. 81

17 Ağustos 1999 Kocaeli ve 12 Kasım 1999 Düzce depremleri Marmara Bölgesindebulunan çevre illerde önemli hasara neden olmuştur. Hasara etki eden en önemli faktörler,kalitesiz inşaat malzemesi kullanımı, deprem tasarım yönetmeliğine uyulmaması,kuvvetli yer hareketinin özellikleri ve yerel zemin koşullarıdır. Çalışmada, Kocaeli,Düzce ve Sakarya depremlerinin farklı istasyonlar ve zemin koşullarındaki davranışlarızaman ve frekans ortamında incelenmiştir. Düşey bölü yatay ivme tepki spektrum (D/Y)oranlarının, efektif sürelerin ve kümülatif mutlak hız değerlerinin (CAV) depreminbüyüklüğü, faydan uzaklık ve zemin etkisiyle nasıl değişim gösterdiği araştırılmıştır.Kocaeli, Düzce ve Sakarya depremlerini kaydeden kuvvetli yer hareketi istasyonlarındanhesaplanan efektif süreler faydan uzaklıkla doğrusal olarak artmaktadırlar. Efektif süreninminimum olduğu yerler Düzce ve Bolu istasyonları olarak belirlenmiştir. Çalışmada eldeedilen ivme tepki spektrumlarından D/Y spektral orandaki değişimler hesaplanmıştır.Sonuçta zaman ve frekans ortamı parametrelerinin faydan uzaklık, zemin koşulları vedeprem büyüklüğünün kuvvetli bir fonksiyonu olduğu, D/Y oranların faya yakın alanlariçin 0.4sn ve daha yüksek frekanslarda deprem mühendisliğince kabul edilen 2/3 oranınıaştığı belirlenmiştir. 17 August 1999 Kocaeli and 12 November 1999 Duzce earthquakes caused significantdamages to the surrounding areas in the Marmara Region. The most important factors thatlead to damages are the use of poor quality construction materials, failure to comply withthe terms of earthquake design regulations, the characteristics of strong ground motionand the local ground conditions. In this study, the behavior of Kocaeli, Düzce and Sakaryaearthquakes in different stations and site conditions were investigated in time andfrequency domain parameters. It has been investigated that the ratios of vertical tohorizontal (V/H) acceleration response spectrum, effective durations and cumulativeabsolute velocities change with the size of earthquake, distance to the fault and siteconditions. Effective durations, calculated from the strong ground motion stations whichrecords Kocaeli, Düzce and Sakarya earthquakes, are linearly increased with the distanceto the fault. Minimum effective durations were estimated at the Düzce and Bolu stations.The following equations were derived depending on the directions between effectivedurations and closest distance to the fault.???? = 0.094???? + 16.0???? = 0.13???? + 15.0???? = 0.18???? + 16.0When the chenages between effective durations and CAV values with the distances arecompared, durations were decreased and velocity values were increased. The loweffective duration leads to an increase in the level of ground shaking. For Bolu and Duzcestations effective durations were low and CAV values were the largest on the North-Southcomponents.Accelaration spectrum is needed to be known for the stations which are above the soillayers and for the stations which is effected by the earthquakes at the bedrocks. V/Hspectral ratios were calculated by using the acceleration response spectra obtained in thestudy. As a conclusion; parameters of time and frequency domain were seen to be thestrongest functions of the size of earthquake, distance to the fault and site conditions andV/H ratios were determined to be 0,4 sn at the sites close to the fault whereas that washigher than the ratio of 2/3 at higher frequencies, which was accepted as earthquakeengineering. 134

Kültür, sanayi, ticaret ve eğitim merkezi olan bu kentte yaşayan insan sayısı her geçen gün artmaktadır. Türkiye İstatistik Kurumu tarafından yayınlanan `İllerin aldığı, verdiği göç, net göç ve net göç hızı, 1980, 2013` tablosu incelendiğinde, Istanbul'un en çok göçü 1985 – 1990 yılları arasında aldığı görülmektedir. Nüfus bu yıllar arasında 656677 kişi artmıştır. İstanbul göç almaya devam etmektedir. 2013-2014 yılları arasında İstanbul'a net göç 14336 kişidir. Göç karşısında bina talebini karşılamak adına oluşan plansız, sağlıksız ve ilgili yönetmeliklerden uzak yapılaşma, İstanbul için kentsel yerleşim alanlarında afete karşı dayanıksız, projesiz, kayıtsız yerleşim çevreleri ve yapı stoğunun oluşmasına sebebiyet vermiştir. Tarihi boyunca deprem nedeniyle büyük yıkımlar yaşayan İstanbul, en son 1999 Kocaeli depreminden etkilenmiş ve özelikle Avcılar ve Büyükçekmece ilçelerinde ciddi hasar meydana gelmiştir. 1999 depremleri (Kocaeli ve Düzce depremleri) büyük bir farkındalık yaratmış, İstanbul için ulusal ve uluslarası ölçekte afet risk yönetimi odaklı, birçok önemli bilimsel çalışmalar yapılmıştır ve yapılmaya devam etmektedir. Bu çalışmalar göstermektedir ki İstanbul büyük bir deprem tehlikesi ile karşı karşıyadır. Bunula birlikte olası depremin; Istanbul'un mevcut yapı stoğu, altyapısı ve sahip olduğu kaynakları ile baş edemeyeceği sonuçlar yaratması beklenmektir. Tektonik hareketler sonucunda oluşan deprem, bir doğa olayıdır. Bugünkü koşullar ile deprem engellenemeyeceği gibi, depremin kontrol edilmesi imkansız, tahmin edilmesi ise oldukça zordur. Bu durumda yapılması gereken tek şey depreme dayanıklı ve hazırlıklı şehirler oluşturmaktır. İstanbul binaları ve altyapısı ile depreme hazır bir şehir değildir. İstanbul ile ilgili bazı çalışmalar, bina hasarlarına bağlı olarak deprem sonrasında olası can kayıpları ve yaralanmalar ile ilgili tahminlerde bulunmuştur. 2009 yılında İstanbul Büyükşehir Belediyesi ve Boğaziçi Üniversitesi Kandilli Rasathanesi ve Deprem Araştırma Enstitüsü tarafından yapılan `İstanbul'un Olası Deprem Kayıpları Tahminleri Güncellenmesi İşi` sonucunda yayınlanan rapora gore; İstanbul'da potansiyel depremin gerçekleşmesi durumunda; 10,000 – 30,000 arası kişinin hayatını kaybedeceği, 20,000 – 60,000 arası kişinin hastanede tedavi göreceği, 50,000 -140,000 arası kişinin ise hafif yaralanacağı tahmin edilmektedir. Hasarlı binalar sadece sebep olduğu can kayıplarından dolayı değil, aynı zamanda oluşturduğu enkaz ile binayı çevreleyen yolları kapatmasından dolayı da deprem karşısında önemli bir risk unsuru oluşturmaktadır. Yolların kullanılabilirliği etkileyen diğer bir unsurda ulaşım yapılarında oluşabilecek hasardır. Yolların deprem sonrasında kullanılamaması afet bölgesine veya bölgelerine erişimi engelleyerek, kayıpların sayısının artmasına sebep olabilir.Bu çalışmanın amacı; olası İstanbul Depremi'nin gerçekleşmesi durumunda, hasar alması muhtemel binaların yıkılma yönlerini ve ulaşım yapılarındaki hasarı tahmin etmek böylece İstanbul'un mevcut yollarının deprem sonrası kullanılabilirliğini ortaya koymaktır. Çünkü yol ağları deprem sonrasında arama kurtarma ve tahliye çalışmalarında, yangın söndürme operasyonlarında, ilk yardım ve medikal ulaştırma işlemlerinde en önemli rollerden birini üstlenmektedir. Bina yıkılma yönlerinin belirlenmesi için öncelikle İstanbul için güncel bina veri seti oluşturulmuş, bu bina veri seti kullanılarak bina hasar analizleri gerçekleştirilmiş ve hasar alması muhtemel binaların yıkılma yönleri tahmin edilmiştir. Ulaşım yapılarındaki hasarın hesaplanması için ana yol üzerinde bulunan köprülerin hasarı sonrasında bu hasara bağlı kullanılabilirliği ortaya konmuştur. Bu iki veri daha sonra ArcGIS programında entegre edilmiş İstanbul'daki yolların deprem sonrasında kullanılabilirliği tahmin edilmeye çalışılmıştır.Çalışmanın birinci bölümünde amaçlanan, güncel ve doğru verilerle İstanbul için bina veri setinin oluşturulmasıdır. İstanbul'un, hasar tahmin çalışmaları için en büyük dezavantajı gerçek bina sayılarının ve bu binalarının yaşlarının bilinmemesinden kaynaklanmaktadır. Bir diğer dezavantaj ise Istanbul için var olan bina veri setlerinin bina dışında yapı verisinide içeriyor olmasıdır. Bu çalışma kapsamında Istanbul bina veri seti oluşturulurken öncelikle bina ve yapı verisi birbirinden ayrılmıştır. Istanbul Büyükşehir Belediyesi'nden bu çalışma kapsamında kullanılmak için temin edilen yapı veri seti, 1,439,981 adet yapı verisini içermekteydi. Yapılan çalışma ile bina ve yapı verisi 3194 sayılı İmar Kanunu'nda geçen bina ve yapı tanımlasına gore ayrılmıştır. Buna gore İstanbul'daki bina sayısı 2013 yılı itibari ile 990,584 adettir.Birçok hasar tahmin çalışması olası deprem senaryosu karşısında, analizi gerçekleştirebilmek için binanın yaş, yapım cinsi ve binanın yükseklik bilgisine ihtiyaç duyar. Bu tür hasar tahmin çalışmalarının sonuçlarının doğruluğu, girdi olarak kullanılan bilgilerin güvenirliğine bağlıdır. Güvelinir hasar tahmin çalışması yapabilmek için, bina veri setinin en azından bina yaşı, yapım türü ve kat bilgisini içermesi gerekmektedir. Çalışma kapsamında oluşturulan veri setinin binanın kullanım tipini, yapım türünü, kat bilgisini ve en önemli olarak bina yaş bilgisini bina bazında kapsaması sağlanmıştır. Bu çalışma sonuçlarına göre İstanbul'daki binaların %80 i konut olarak kullanılmaktadır ve bu şehirde yaklaşık 5000 adet eğitim tesisi ve 1500 adet sağlık tesisi bulunmaktadır. İstanbul'daki binaların her biri için bina yaş bilgisi, Türkiye'de yürürlüğe girmiş bina yönetmeliklerinin tarihleri baz alınıp, sayısal olarak üretilmiştir. Türkiye'de ilk deprem yönetmeliği yürürlüğe 1940 yılında girmiştir, en son yürürlüğe giren deprem yönetmeliğinin tarihi ise 2007'dir. Mevcut yönetmeliğin günün şartlarına ve ihtiyaçlarına göre güncellenmesi çalışmaları, Başbakanlık Afet ve Acil Durum Yönetimi Başkanlığı (AFAD) tarafından devam ettirilmektedir. Yönetmelik tarihleri ile uyumlu hava fotoğrafı, ortofoto mozaik ve uydu görüntüleri kullanılarak sayısal ortamda üretilecek bina yaş bilgisi için 1966 ve 1982 yıllarına ait hava fotoğrafları, 1996 ve 2013 yıllarına air ortofoto mozaik haritalar ve 2004 ve 2007 yıllarına ait uydu görüntüleri kullanılmıştır. Böylece İstanbul'daki yapıların değil binaların kesin sayıları ve lokasyonları ve her bir binanın yaş bilgisi tanımlanmış olacak ve CBS ortamında üretilmiştir. Bu da yapılacak deprem hasar analiz çalışmasının gerçek veriler ile yapılmasını sağlamıştır. Bu çalışmaya gore İstanbul'da 1996 yılından once inşa edilen 794,325 adet bina bulunmaktadır. Bina stoğu 1996 ve 2013 yılları arasında %24.71 oranda artmıştır. 1982 ve 2013 tarihleri arasında bina stoğu en fazla yükselen ilçe 33,688 adet bina ile Silivri ilçesi olup, en az yükselen ise 2,914 bina ile Bakırköy İlçesidir. Çalışmanın ikinci bölümünde güncellenmiş bina verileri ile Istanbul için olası deprem senaryosu ışığında bina hasar analizleri gerçekleştirilmiştir. Bina hasar analizleri HAZTURK programı ile senaryo bazlı PGA ve Sa deterministik deprem haritaları kullanılarak yapılmıştır. Sonuç bölümünde bina bazlı hasar tahmin sayılarının yanında diğer çalışmalar ile karşılaştırılabilmesi için sonuçlar ilçe ve mahalle bazlı olmak koşulu ile de paylaşılmıştır. Hasar analizi Sa deterministik deprem haritası kulllanılarak yapıldığında; İstanbul'daki binaların %21.52 sinin hafif hasar, %35.55 nin orta hasar, %28.21 nin ağır hasar alması % 14.68 inin yıkılması, %35.23 nün ise ortalama hasar görmesi beklenmektedir. Hasar analizi PGA deterministik deprem haritası kulllanılarak yapıldığında ise; İstanbul'daki binaların % 50.37 sinin hafif hasar, % 31.85 nin orta hasar, % 13.99 nin ağır hasar alması % 3.80 inin yıkılması, %15.6 sının ise ortalama hasar görmesi beklenmektedir. Çalışmanın üçüncü bölümünde hasar görme potansiyeli taşıyan binaların; bina yıkılma yönleri ve oluşturdukları enkazların çapları tanımlanmıştır. Bu bilgi ile Istanbul'daki yolların kapanma olasılıkları ortaya konmuştur. Bina yıkılma yönü tahmininde kullanılan method , 1994 ve 1999 yıllarına ait Gölcük hava fotoğraflarının sayısal olarak analizi ile üretilen 1999 Kocaeli Depremi'nde Gölcük'te yıkılan binalardan üretilmiştir. Geliştirilen metoda göre, yol kenarında bulunan binaların deprem esnasında yıkılmasıyla, etrafa saçılan enkaza ait parçalar, etrafta bulunan yolların kullanılabilirliklerin düşmesine sebeb olmaktadır. Binaların yıkılma yönlerinin tanımlanması; acil durum operasyonları sırasında kullanılabilirliği devam edecek yollar hakkında önemli bilgiler verecektir. Bina yıkılma yıkılma yönlerinin tanımlanması deprem sonrasında hangi yolların açık hangi yolların kapalı olacağı hakkında bilgi verecektir. Rotalar, tahliye ve kaçış yollarının tanımlanmasında, acil durum yollarının belirlenmesinde çok önemlidir. Bu çalışma ulusal ve uluslarası literatürde bu konuda yapılan ilk çalışmadır. Çalışmanın dördüncü bölümünde, ulaşım yapılarında deprem tehlikesi karşısında oluşabilecek olası hasar analizleri yapılmıştır. Çünkü sadece yıkılan binaların oluşturdukları enkaz değil, ulaşım yapılarında oluşabilecek hasar da yol ağlarının kullanılabilirliğini azaltmaktadır. Bu bölümde köprü (üstgeçit, altgeçit) ve viyadüklerde deprem nedeni ile oluşabilecek hasar, HAZTURK program ile senaryo bazlı PGA deterministik deprem haritası kullanılarak hesaplanmıştır. Bu çalışmada ana yollar üzerinde bulunan 247 adet köprü çalışılmıştır. Hasar analizini takiben ulaşım yapılarının deprem sonrası kullanılabilirlikleri belli zaman periyotları için paylaşılmıştır. Buna göre 194 adet köprü olası depremin hemen sonrasında kullanılabilir değildir. Deprem gününden 3 gün sonra ise 33 köprünün kullanılamaz olduğu tahmin edilmektedir.Çalışmanın son bölümünün İstanbul için önemli olmasının sebebi yolların deprem sonrası müdahele ve uzun dönem için iyileştirme çalışmalarında kritik derecede önemli olmasından kaynaklanmaktadır. Çalışmanın sonucunda bina yıkılma yönleri, enkaz alanları ve ulaşım yapılarındaki hasar birlikte değerlendirilmiş ve İstanbul'daki mevcut yol ağlarının kullanılabilirlikleri, olası Istanbul depremi sonrası için ortaya konmuştur. Çalışma çıktılarına gore yaklaşık 3500 km lik yol ağı deprem sonrasında kullanılamaz olduğu tahmin edilmektedir.Bu çalışmanın sonuçları karar vericiler için risk azaltma, hazırlıklı olma, müdahele ve iyileştirme çalışmalarında kullanılacabilecek önemli bir veritabanını içermektedir. Sonuçlar ve önerilen metodlar; karar vericilere, risk azaltma stratejilerini geliştirirken, olası tehlikelerin baş edilemeyecek afetleri dönüşmesini engellerken, olası risklerin azaltırken ve deprem odaklı kentsel dönüşüm çalışmalarında; temel ve dayanak bilgi olarak kullanabilecekleri önemli katkılar sunmaktadır. Istanbul is one the most important megacities in the world with a population approaching 15 million in the world. Migration from all over Turkey to Istanbul is still ongoing because, Istanbul is the industrial, commercial, cultural and educational centre of Turkey. However, those migrations caused unplanned construction and these led to the formation of vulnerable and undocumented building stock in Istanbul. Besides this, Istanbul is located in one of the most active seismic zones in the world. Many scientific studies estimate that Istanbul is expecting a major earthquake and the possible damage to the structures will be extensive. The occurrence of earthquakes cannot be prevented by human efforts. If an earthquake were to occur in a populated area, especially one covered with vulnerable building stock such as the city of Istanbul, it could cause a serious impact on human life. Besides this, if the road's functionality decreases due to damage to the transportation structures, the level of damage gets even higher and earthquake impacts may not be managed properly. Therefore, road network also plays an important role in activities of search and rescue, evacuation, firefighting operations and medical services after an earthquake.This study aims to estimate road functionality in Istanbul following the potential Istanbul Earthquake by taking into account the direction of the collapsed buildings and damaged transporation structures.One of the major disadvantages of Istanbul case is the lack of knowledge about the absolute number of buildings and the ages of those buildings. The various instances of earthquake loss asssessment software require the age, the construction type and the height of the buildings to estimate the possible damage of a scenario earthquake. The accuracy of such an estimation also depends on the reliability of the input data. To make a reliable earthquake damage estimation, a building database containing at least the; building age, construction type, and number of floors is required in most of the earthquake loss assessment software. For this reason, the first part of this study aims to create a recent and accurate building data of Istanbul including the occupacy classes, construction types, the number of floors and the most important one of all, their age. Firstly, in order to create the recent building dataset of Istanbul, the structure data and the building data were separated from each other. The building dataset was then classified but this data set did not include the building age. This is why the building age data was determined for every single building in Istanbul, according to structural codes for the earthquake zones by using aerial and satellite images of Istanbul. The classification should be based on the regulations in order to minimise the age classes and maximise their accuracy. First, building regulations in Turkey came into force in 1940 in order to determine the essential conditions for the realisation of functional, safe and disaster-resistant building design in Turkey. The last updated building code regulations in Turkey came into force in 2007. It was also important to investigate the proper building detection method for the aim of this study and it was determined as the manual digitisation. In this study, the buildings of Istanbul and their age are determined for every single building, by digitising the selected aerial photos (1966, 1982), orthophoto mosaics (1996, 2013) and satellite images (2004, 2007) of Istanbul based on the official structural codes in Turkey. Thus, first the exact number and location of buildings in Istanbul, rather than the structures and the age of every single building were determined and the recent building data consisted of occupacy classes, construction types, the number of floors and building age were produced in GIS. The results were also validated with two separate studies of Istanbul for different periods of times. In this way, the earthquake damage analysis for the Istanbul buildings can be run for the real building data of Istanbul with any earthquake loss assessment software.The second part of this study presents a building damage analysis for every single building in Istanbul, based on updated building data. The building damage analysis was made using the scenario based deterministic earthquake hazard maps of PGA and 0,2 second Sa demand types by using HAZTURK software. Results from the damage analysis for Istanbul were also presented for districts and sub-districts, in order to compare with other studies.The third part of this study is to determine the building collapse direction and the debris area radius in order to reveal road blockages in Istanbul. The building collapse direction estimation method generated is based on the collapsed buildings data during the 1999 Kocaeli Earthquake by using 1994 and 1999 Gölcük aerial photos, before and after the earthquake. Based on the method developed, if roadside buildings collapsed during the earthquake, then the scattered parts of the buildings could cause roads to lose their functionality. After the determination of the collapse directions of the buildings, the roads still functioning were also revealed during emergency operations. Defining the collapse direction of buildings has helped us to define which roads would be open after an earthquake. Routes are important for defining evacuation or escape roads, while emergency transportation roads, and roads are urgently needed for emergency use. This is hence the first study on this subject both in the national and international literature.It is not only collapsed buildings but also transportation structures that damage that effect the functionality of the road network. For this reason, in the fourth part of this study, we will estimate transportation structures' (bridge, viaducts, tunnels, overpasses, etc.) damage analysis according to PGA demand type by using HAZTURK software. Functionalities are then determined for a certain time period. It is also very important to reveal the functionality of transportation structures based on potential Istanbul earthquake, because they have critical importance during the post-earthquake response and long-term recovery phases of the disaster management. A complete understanding of the earthquake impact on the transportation structures with damage possibility, post-earthquake functionality and retrofitted damage possibility analysis, is a very important input for the decision makers in order to mitigate, prepare for, respond to, and recover from the potential impact on the potential Istanbul earthquake. At the end of the study, we have estimated building collapse directions, building debris areas, and transportation structures' damages and then performedan overall evaluation to reveal road functionality in Istanbul following an earthquake scenario. The results and the proposed methods in this study represent very important contributions that could be used as base data for decision makers to develop important strategies for risk reduction. That is, they could be used to prevent a hazard from becoming a disaster, to mitigate possible risks and to transform urban areas based on the earthquake risk. 274

自然災害はあらゆる社会にとって対処を迫られる重要な問題である。防災においては近年，国家・行政によるいわゆる「公助」には限界があり，住民のレベルでの防災・減災が必要であることが主張されている。過去の災害の経験をモノ化し，社会の内部に適切に配置し，過去の記憶を共有し，次の災害に備えるために人々が「利用」できるようにすることは，景観を「資源」として活用する，ひとつのあり方だと考えることができる。以上を背景に，本論文は，1999年にトルコ共和国北西部を襲った大地震をめぐる記憶について，「文化資源」というメタファーを援用しながら，「文化資源」としての災害の記憶がどのように「利用」されているかに注目し，その「持続可能性」について考察する。具体的に検討するのは，記念碑，地震博物館，そして記念式典である。事例検討をつうじ，あるものを「資源」として利用するためには，それを「資源化」する主体と，「利用」する主体の二つ，および「資源」の目的（何のための資源か）の明確化が必要になるということが指摘される。さらに災害の記憶に関しては，「利用する主体」と，「資源」の「利用」によって生み出されるものとが一致する，ということが主張される。つまりそこでは，「資源」は「資源」であると同時に，ひとつのサイクルを開始させる契機としても存在するのである。そして最後に，「資源」としての災害の記憶の「持続的利用」における問題として，「利用する主体」の曖昧さという問題点を指摘する。, This paper attempts to examine “sustainable use” of memory of Kocaeli Earthquake, Turkey, through using “cultural resource” as a metaphor.Natural disaster is one of the central problems for each society. After 1990s, it is insisted that state or local government cannot do all and that local people should fulfill an important role in disaster prevention or mitigation. Recently people engaging in disaster management have focused on disaster memory, which would lead local people's proper action. Therefore to make past disaster experience or memory sharable and available for the purpose of disaster preparation can be said one of the ways to use local landscape as a “cultural resource”.On August 17th 1999, at 3:02 in the morning, a great earthquake hit the northwest part of Turkey claiming more than 17,000 lives. This disaster was a great shock to Turkish society physically and economically, as well as psychologically. It changed the awareness of disaster risks and, as a consequence, contributed to the transformation of the disaster management system. I pick up and analyze a monument of the earthquake in Gölcük, a disaster museum in Adapazarı, and annual ceremony in Körfez in detail.Through case study analysis, I claim that “cultural resource” metaphor need a certain framework; the subject(s) to make it resource, the subject(s) to use it, and the purpose(s) to use it. In disaster memory, the purpose of the resource is to create a community that shares memory of past disaster and do prepare for future disasters. It is therefore the subject(s) to use resource coincide with the purpose of the resource. It indicates the difficultness to treat memory as a resource; memory is a resource and at the same time, a trigger to subjectification of the users. As a conclusion, I point out the dubiousness of the subject(s) that are assumed to use memory as resource and to become subject(s) who concern with disaster preparation in the discourse of disaster management.

Tez (Yüksek Lisans) -- İstanbul Teknik Üniversitesi, Fen Bilimleri Enstitüsü, 2016, Thesis (M.Sc.) -- İstanbul Technical University, Instıtute of Science and Technology, 2016, Ülkemizin jeolojik konumu incelendiğinde sismik aktivite bakımından yoğun bir bölgede olduğu görülmektedir. Tam bir deprem ülkesi olarak görülen ülkemizde, olası bir sismik etkiye maruz kalan yapıların bu etkiyi karşılayıp karşılayamayacağı sorusu önemlidir. Deprem mühendisliği açısından mevcut yapıların depreme karşı performansı önem teşkil etmektedir. Olası bir depremden sonra mevcut bina stoğunun sayısını göz önünde bulundurduğumuzda klasik yöntemler ile performans değerlendirmesinin yapılmasının uzun süreceği görülmektedir. Süreyi kısaltmak adına kurulacak olan bir ekibinde ekonomik olarak pratik olmayacağı aşikardır. Hızlı tarama yöntemleri ile kısa sürede çok sayıda bina stoğunun incelemesi yapılarak binaların deprem performansları hakkında yorum yapılabilir. Risk unsuru taşıyan binalar hızlıca taranarak, oldukça fazla olan mevcut yapı stoğundan diğerlerine oranla dayanıklı olan binalar ayıklanır. Göçme risk unsuru bulunan binalara detaylı analizde öncelik verilmesi sağlanır. Sunulan bu tez çalışmasında, hızlı tarama yöntemi olarak dünyaca kabul görmüş hızlı değerlendirme yöntemlerinden biri olan Japon Sismik İndeks Yöntemi’nin ülkemiz koşullarına uyarlanması ile geliştirilmiş Deprem Güvenliği Tarama Yöntemi (DGTY) kullanılmıştır. Beş bölümden oluşan yüksek lisans tezinin birinci bölümü, konunun açıklanmasına ayrılmış, çalışmanın amacı ve kapsamı hakkında bilgi verilmiştir. İkinci bölümde, uygulamada ve literatürde kullanılan ATC 21, FEMA 310 ve P25 yöntemleri de Japon Sismik İndeks Yöntemi ile birlikte genel olarak incelenmiştir. Üçüncü bölümde, Deprem Güvenliği Tarama Yöntemi detaylı bir şekilde açıklanmıştır. Dördüncü bölümde, incelenen binanın özelliklerinden genel olarak bahsedilmiştir. Bina Deprem Güvenliği Tarama Yöntemi ve Doğrusal Elastik Yöntemler ile çözülmüştür. Elde edilen sonuçlar kıyaslanmıştır. Beşinci bölümde ise, yapılan çalışmalardan elde edilen bulgular değerlendirilip karşılaştırılmıştır. Sonuç olarak tezde çalışması yapılan bina, DBYBHY-07 Bölüm 7’de verilen kurallar uygulanarak uzun ve ayrıntılı analiz gerektiren hesaplamalarla çözüldüğünde performans seviyesinin yeterli olduğu görülmektedir. Aynı zamanda RBTE ile yapılan çalışmada bina “Risksiz” bulunmuştur. Binanın RBTE ile çözümü her ne kadar DBYBHY-07’ye göre daha pratik olsada, iki yöntem ile de yapılan çalışmalar uzun zaman ve emek almaktadır. Deprem Güvenliği Tarama Yöntemi ile yapılan hesaplamalarda elde edilen bulgular, bahsi geçen iki yönteme nazaran daha ekonomik ve kısa sürede benzer analiz sonuçlarını vermektedir., Considering seismic activity in our country, many casualties and constructional damage due to the earthquake seems to occur. Thus emerged the importance of the seismic performance of existing buildings. As a result of the earthquakes heavy damages and collapsing were occurred in our country.This shows that existing constructions do not have sufficiently seismic safety. After the examinations of the recent earthquakes, many shortcomings have been identified in the damaged buildings.These determinations shows us that the safety of existing buildings are not sufficent. Considering the number of the existing buildings after a pottential earthquake, it takes long time to make performance assessment with the current methods. A team that will be established in order to shorten the time it is obvious that economically impractical. It is possible to make comments for seismic performance of numerous buildings with the investigation rapid screening methods in a little while. With this method risk factors bearing buildings quickly scanned into numerous existing buildings and the durable buildings can be divided than others. In this way it is given priority to a detailed analysis on the buildings which have collapsing factor. In this study, a rapid screening method is presented Seismic Safety Screening Method, is an adaptation of the Japanese Seismic Index Method. An application has been made with use this method. An the results have been compared with linear elastic method results. In the first chapter of this thesis, which consists of five chapters, explanation of the subject, purpose and scope are given. In the second chapter, some other seismic performance evaluation methods are also mentioned such as ATC 21, FEMA 310 and Japanese Seismic Index Method explained. In the third chapter, Seismic Safety Screening Method has been studied. In the four chapter, the building which is investigated in this study is examined. A two story reinforced concrete building is evaluated for seismic performance by using Seismic Safety Screening Method. The results compared with linear elastic method results. In the five chapter, results obtained by Seismic Safety Screening Method and Linear Methods from the previous chapter are given and discussed in detail. ATC 21 is easy to apply and less costly method. It is not necessary any of static analysis and allows establishing the buildings which will be able to damaged during an earthquake quickly. The screener collects building informations with visual observation of the building. The collected data are documented in the form of data collection (processed). The Data Collection Form includes space for documenting building identification information. Firstly before starting to quick scan, the proper data form is selected for the earthquake zone. General information and soil conditions which are obtained with the research to record on the form. The Basic Structural Risk Point is determined for each building according to structural system of building , the structure of the material and depending on the earthquake zone. The observed performance characteristics points are determined such as irregularities , soil type and number of stories. These identified points are added to basic structural risk points or removed from the basic structural risk points according to the earthquake effects. Thus, the recent structural points (S) of the characterized the seismic behavior are obtained. It needs a limit point for the interpretation of this identified point. In this method , this limit point is given as 2. The expected seismic performance in despite of earthquake loads is the acceptable level if the building has more than 2 of S score. Buildings having an S score of 2 or less should be investigated by a design professional experienced in seismic design. FEMA 310 is intended for the purpose of the seismic performance of existing buildings by ASCE for FEMA. All structural seismic performance of buildings are determined by the basic soil and non-structural features. This method consists of three levels of review process for each earthquake zone. This investigation stages, the building can be evaluated according to any of life safety or immediate use performance levels. Japanese Seismic Index Method is rapid assessment methods used in order to improve the seismic safety of existing buildings and determining capacity. It is based on investigate the buildings in place and making structural analysis. This method can be applied for structures having a story number 6 or less with reinforced concrete frame, shear wall or dual frame-shear wall structural systems. Results obtained using this method allows for the observation of possible seismic performance of the building during earthquake. The method has three different stages which gives more realistic results and requires further investigation and accountability. Seismic Safety Screening Method has been developed considering the building damages in recent earthquakes such as 1992 Erzincan, 1998 Adana-Ceyhan, and 1999 Kocaeli and Düzce Earthquakes and Turkish Seismic Design Code. Seismic Safety Screening Method is rapid screening method which is developed by considering the first two stages of the the Japanese Seismic Index Method. In this method , the performance of the building’s structural-load-resisting factors expressed by coefficients defined according to certain criteria. These coefficients are determined by from the static calculations and data obtained of the observed building. Representing seismic structural performance I-index is calculated. The calculated I-index and comparison ID-index are compared separately for all the critical floor and two prime earthquake direction and the earthquake resistance of building is determained. The seismic performance of the building is an acceptable level if I-index is greater than the ID-index. Otherwise, seismic safety of building is critical and more detailed research should be done. Seismic Index Screening Method and Japan Seismic Screening Method give seismic capacity index of buildings. Both methods are checked against demand index. At Seismic Index Screening method, the seismic capacity index gives effective information to quantitative understanding, not a subjective assesment data. This index is modified by lots of coefficients that reflect the quality of materials and workmanship, and the faeture of Turkey’s buildings. The calibration of coefficients proposed method have been done by considering the studiescarried out Zeytinburnu. Dynamic or non linear analyses results of several existing buildings are used to calibrate coefficients. The data gathered after recent earthquakes indicated the average concrete compressive strength is as low as 10 MPa and the amount of longitudinal reinforcement bar is %1 of gross cross sectional area of columns with the tensile strength of 220 MPa on the large number of the buildings. Due to these facts some assumptions were made to simplify the quick assessment procedure. 本研究は、近年の都市直下地震で大きな被害を生じた阪神・淡路大震災、トルコ・コジャエリ地震、台湾・921集集大地震を取り上げ、その地震現象、被害状況、応急対応及び復旧対応への取り組み、仮設住宅対策、復興対策などの比較考察を通して、各々の課題と他への教訓を考察したものである。(表1～ 3，参照)比較から明らかになった特徴的な対策や課題として、以下の4点が指摘された。1) コジャエリ地震の被害では人的被害の多さが特徴的で、阪神・淡路大震災の直接的死者数5500人の3.5倍以上に達している。いずれも深夜から早朝に発生した夜間の地震であるが、トルコにおける中層建ての集合住宅の完全倒壊が、死者数を高めている。2) 阪神・淡路大震災では淡路島で地表面に断層が出現したものの、市街地での地表の断層変位はなかった。しかし、トルコ及び台湾では、大きな変位が表出した。とくに逆断層で最大10mの高低差が生じた台湾では、その断層近傍での土地利用が大きな復興上の課題となっている。3) 阪神・淡路大震災では個人的な市民ボランティアが多様に活躍したが、トルコでは海外からの支援を含め多様なNGO、NPOが活躍し、台湾では国内のNGO、NPOが、緊急支援から仮設住宅の建設や運営にまで係わるなど、今後の被災地支援の方向を示した。4) 恒久住宅の緊急的な供給を目標に、復興計画において、郊外に新たな住宅地の開発を行うという復興手法がトルコで採られている。いわばニュータウン開発型都市復興であるが、台湾及び阪神・淡路大震災と比較して大きな特徴である。, This is a comparative study on damages，emergency responses and recoveries among the 1995 Hanshin-Awaji Earthquake (M.7.2)，the 1999 Kocaeli Earthquake (M.7.4) and the 1999 Taiwan 921 Chi-chi Earthquake (M.7.7). We visited Turkey and Taiwan in 1999 and 2000. According to these researches，we make a comparative study on earthquake，damages，emergency responses，recovery for housing，making process of urban reconstruction plan，and so on (see Table 1-3). The characteristics of these earthquake disasters and responses are as follows; 1) The number of the killed in the Kocaeli Earthquake are more than in the Hanshin Earthquake which collapsed the most number of houses. 2) The damages and the transformation of figure of land caused by fault make it more difficult to recovery and reconstruction in Taiwan. 3) NGO/NPO activities are very important to care the victims in every erathquake. 4) The urban reconstructions are implemented as a new-town development in Turkey，but not in the others.

This article deals with results of field investigations about the damages caused by Kocaeli Earthquake with an emphasis of ground failures. The field investigations were carried out from 25 September to 1 October, 1999. At first, the geology, tectonics and seismotectonics of the target area are briefly outlined. Then evaluation of the findings from the field investigations is presented and discussed. A big earthquake, registering magnitude 7.4 on the Richter scale, struck the northwestern area of Turkey at 03:02 on August 18, 1999. According to preliminary reports, the earthquake caused loss of more than15,000 lives and injury of more than 24,000 people. The epicenter was18km beneath and near to the town of Bahcecik which locates at the eastern end of Izmit gulf. The highest value of horizontal acceleration was measured to be 0.42G at Sakarya. The earthquake caused severe damages in Bahcecik, Derince, Golcuk, Sakarya (Adapazari) and Yalova. The most heavily damaged areas concentrated along the North Anatolian Fault. The North Anatolian Fault is one of the most active fault in the world, along which big earthquakes have occurred repeatedly and quite frequently. The findings are summarized as follows: 1) Severe damages are observed just on the surface fault lines which were newly transformed by the Kocaeli Earthquake in the vicinity of the epicenter (inside of 20km distance). 2) Damages are apparently decreased in the areas a certain distance away from the surface fault lines. 3) Severe damages are observed in the area of alluvium and/or artificial embankment in spite of the distance from the surface fault lines and/or from the epicenter. 4) Possibility of the occurrence of big submarine landslide is to be referred in the vicinity of the epicenter especially in the area of delta and/or alluvial fan where groundwater level locates at high position. 5) The degree of damages is dependent not only on the distance from the epicenter and from the surface fault lines but also densely on the ground conditions (alluvium or artificial embankment).

この報告論文は、1999年8月17日の深夜に発生したトルコ・コジャエリ地震(M.7.4)の被災地への3週間後の現地調査を基礎にしたものである。この地震は、トルコの最も経済的に先導的地位にある地域を襲った地震で、地表に現れた断層により最大4.5mの右ズレ変位と液状化などの地盤災害をともなう震動被害によって、150kmを超える範囲の複数の都市が同時被災した地震災害である。トルコの特徴的な無許可開発市街地で従来から災害時の脆弱性が危慢されてきたゲジェコンドには被害が発生せず、むしろ建物被害は最近の都市化にともない開発された新市街地に集中した。地域に与える影響を見るために県別に人口あたりの被害強度を算出してみると、被害量としては大量に発生していたコジャエリ県とサカルヤ県よりも、県域が狭く湾岸地域に立地しているヤローパ県の被害強度が高かった。被災者の救済のために、わが国では避難所として学校等の公共施設が活用されるが、トルコでは、テント都市を設営して対応している。公的なテントで11万張が設営されており、最終的には個人テントを含めて20万張以上のテントで、80万人以上が生活している。3ヵ月後には、厳しい冬対策が必要となり、35,000戸の仮設住宅を緊急整備するとしているが、一部はテントでの越冬となろう。インフレ経済下での生活復興・住宅復興・都市復興には多様な困難が予想された。

1999年8月17日、トルコ共和国西部のコジャエリ県ギョルジュク付近を震源とする大地震が発生し、イズミット市などトルコ西部地域に甚大な被害をもたらした。筆者は日本建築学会調査団の一員として主に建物被害調査に従事した。トルコでは中・低層の鉄筋コンクリート造集合住宅が多く、耐震壁のほとんどない柱・梁骨組構造が主である。柱のみで・水平力に抵抗することになるが、柱断面が小さいために保有耐力が極めて小さかった。壁として用いられる中空レンガは地震力にはほとんど抵抗せずに脆性的に破壊した。また、主筋として用いられる丸鋼の定着詳細などが不適切であった。これらが層崩壊を含む激しい被害の生じた原因と考えられる。ギョルジュク市では2300棟余の建物の被害状況を調査した結果、完全に崩壊した建物の割合(全壊率)は13.2%であった。震源の東にあるアターパザル市街の建物被害はコジャエリ県についで多く、地盤の液状化による建物の転倒が多く観察された。建設途中で大破した6階建て鉄筋コンクリート集合住宅を詳細に調査したところ、1階柱の柱頭・柱脚の曲げ破壊が多数生じていた。また1階および2階の梁の曲げひびわれやせん断ひびわれも目立った。略算によるベース・シア係数は0.25であり、日本における純フレーム建物の80%程度と小さかった。, A big earthquake with the Magnitude of7.4 whose epicenter was located on the vicinity of Golcuk City occurred on August 17,1999, in the west part of the Republic of Turkey. The earthquake caused severe damage to buildings and many casualties. The author engaged in the damage investigation to buildings as the one of the members of the Architectural Institute of Japan Reconnaissance Team. There are many low-or middle-rise apartment houses made of reinforced concrete (R/C) in Turkey. These buildings resist the earthquake horizontal load by only the columns since the buildings consist of the open frames without shear walls. The horizontal load carrying capacity in the buildings was very poor because of the small cross sectional area of columns. The hollow bricks used as the curtain-walls could not resist the earthquake attacks and failed brittlely. The anchorage details of plain steel bars arranged as the longitudinal reinforcement was inappropriate in many buildings. It is supposed that these factors caused the story collapse of buildings. The damage investigation to whole buildings in the specified areas in Golcuk was carried out. The ratio of the number of entirely collapsed buildings to the investigated buildings of approximately 2300 was 13.2 percent. Many buildings suffered from severe damage by the earthquake in Adapazari (Sakarya) similarly with Kocaeli Prefecture. Several buildings inclined such as the rigid body due to the liquefaction of the soil. The six story reinforced concrete apartment house under the construction was researched in details since the drawings for the structural design was obtained accidentally. Many columns in the first story failed by the flexural compression of the concrete at the top and bottom ends. The cracks along columns and beams were remarkable. The base shear coefficient was 0.25 approximately by the quick computation. This is 0.8 times that of frame buildings designed generally in Japan.

Yurdumuzda, 1997?den önce geçerli olan Deprem Yönetmeliği kurallarına göre tasarlanmış çok sayıda okul binası bulunmaktadır. 1997?de yürürlüğe giren Deprem Yönetmeliği, yeni tasarlanacak bütün binaların yatay yük güvenlik seviyelerini artırırken, sünek davranışın da oluşturulması için yeni konstrüktif kurallar içermektedir. Mevcut Deprem Yönetmeliği?nde okul türü binalar, kullanım amacı veya türü bakımından ?İnsanların uzun süreli ve yoğun olarak bulunduğu ve değerli eşyanın saklandığı? binalar sınıfına girmektedir. Özellikle 23 Ekim 2011?de gerçekleşen Van Depremi sonrasında çok sayıda mevcut okul binasının hasar görmesi ve kullanılamaması, bu tür mevcut binaların deprem güvenliklerinin belirlenmesini güncel bir konu haline getirmiştir. Bu amaçla yapılan çalışmada yurdumuzda tipik olarak uygulanan ve Deprem Yönetmeliği (1975) kurallarına göre boyutlandırılmış, üst katlara doğru düşey taşıyıcı elemanlarının kesitleri küçülen perde-çerçeveli taşıyıcı sisteme sahip beş katlı bir betonarme okul binasının, Deprem Yönetmeliği (2007) kurallarına göre performans seviyesi belirlenmiştir. Okul binasının tasarımında bir deprem düzeyi göz önüne alınırken, bu kurallara göre okul binasının iki deprem düzeyinde incelenmesi gerekmektedir. Bildiride bu konuda sayısal inceleme yapılmıştır. Deprem güvenliği yetersiz bulunan bu bina, betonarme perdelerle güçlendirilmiş ve bu durum için de deprem güvenliği belirlenmiştir. Bu çözümlerde konu hakkında ayrıntılı yorum yapabilmek amacıyla bina doğrusal olamayan değerlendirme yöntemi kullanılarak statik ve dinamik yükleme ile ayrı ayrı incelenmiş ve binanın zayıf yönlerinin belirlenmesi amaçlanmıştır. Yapının taşıyıcı sisteminin deprem güvenliği konusunda çok sayıda parametrik çalışma yapılmış ve sonuçlar karşılaştırmalı olarak şekillerle verilmiştir. Bunlara örnek olarak, binanın düşey taşıyıcı elemanlarına ait kesitlerin üst katlara doğru değişkenlik göstermesi veya göstermemesi durumu ya da mevcut beton dayanımının projede öngörülen değerden daha az olması durumu verilebilir. Turkey is located in an earthquake prone region. Seismic loads play an important role in design of structural systems including school buildings besides of vertical loads. Large numbers of school buildings were constructed according to Turkish Seismic Code 1975. However, the code in modified in 1998 by increasing the level of lateral load capacity and in 2007 by adding a new chapter for evaluating and strengthening of existing buildings by employing performance based principles. In the new Turkish seismic codes were seismic safety level is increased and various constructive detailing are added to ensure ductile behavior of buildings. School buildings are considered to be important in the seismic codes due to level of occupancy. In Turkey there are large numbers of buildings designed and constructed in older version of the seismic code. On the other hand there are also school buildings which are constructed without receiving proper engineering attention. The fact that a number of school buildings were damaged in Van Earthquake in 2011 shows the seriousness of the problem. For this reason, seismic safety evaluation existing building including school has become a popular and important issue nowadays. In the present study, a school building which was designed according to Turkish Seismic Code 1975 is investigated by considering the performance based requirements of the Turkish Seismic Code 2007. The building has a structural system having reinforced concrete shear walls and frames and it has five stories. The building has a typical architectural layout of a school building build in Turkey. In the evaluating of the selected structural system a large number of parametric studies are carried out including various configurations of column dimensions, concrete strength. The result are presented in various figures and discussed comparatively. 237

Bu çalışma, 1999 Marmara Depremleri afet sonrası yeniden yapılanma döneminde Kocaeli ilindeki prefabrike geçici konutlar ve yerleşmelere yer yapma süreci olarak yaklaşacaktır. Ülkedeki akademik ve profesyonel alanlarda afetlerin baskın güçleri altında değişen kentsel ve sosyal çevrelerin yeterince kabul görmemesi bu araştırmanın temel çıkış noktasını oluşturmaktadır.Afetler nedeniyle ortaya çıkan zorunlu yer değiştirme afetzedelerin hayatlarında aksamaya yol açar. Geçici barınakların kişiselleştirilmesi ve kendilenmesi, bu aksamaya verilen tepki ve oluşan koşullara uyum sürecidir. Bu süreç barınağı eve, mekanı yere dönüştürür. This master thesis will be focusing on prefabricated temporary houses and settlements in Kocaeli ? as a place-making process ? throughout post disaster reconstruction period of 1999 Marmara Earthquakes. Main stimulant for this research is the lack of acknowledgement of transforming urban and social environments under the overwhelming forces of disasters both in academic and professional domains in the country.Appropriation and self-identification of temporary accommodation is a way of adaptation and a reaction to disruption caused by forced relocation due to disasters. Personalization process transforms the houses into homes, spaces into places. This transformation is to be analyzed within the framework of altering urban areas, disasters and adaptation processes of householders for the resumption of home. Case study will be based on temporary housing settlements ? prefabricated houses ? in city of Kocaeli.The aim of this work is to understand the effective forces operating during post disaster temporary housing periods, to improve reconstruction and planning processes with the information generated out of the research and to provide data for the policy-making authorities and academic field. 174

ÖZET İnsanlık tarihinden bu yana sürekli olarak yaşanan ve ne zaman gerçekleşeceği tam olarak tahmin edilemeyen depremler çok büyük can ve mal kayıplarının yaşanmasına neden olmaktadır. Geçmişten günümüze kadar olan depremlerde oluşan hasarlar, ya aynı ya da benzer nedenlerden dolayı meydana gelmektedir. Özellikle 20. yy'da gelişmiş teknolojiyle yapı sektöründe üretilen malzemelerin ve zeminlerin yapışım inceleyen aletlerin varlığına rağmen hala büyük kayıplar yaşanmaya devam etmektedir. Günümüzde oluşan bu hasarlar genellikle yönetmeliklerde depreme karşı dayanıklı yapılaşma ilkelerine aykırı tasarım ve uygulama yapılmasından kaynaklanmaktadır. Çalışmada; deprem hakkında ve yapılardaki deprem hasarlarına neden olan yanlış yapılaşma ve bunu önleyen yöntemler hakkmda genel bilgiler verildikten sonra, 17 Ağustos 1999 tarihinde meydana gelen ve ülkemizi maddi, manevi açıdan derinden etkileyen Kocaeli Depremi'nde meydana gelen hasarların nedenleri ve bu hasarların değişik strüktürlü yapılar üzerindeki etkileri incelenmiştir. Ayrıca, deprem nedeniyle yapılarda meydana gelen hafif ve orta dereceli hasarların onarım biçimleri için öneri sunulmuştur. Çalışmada, hasar alan yapıların mimari özelliklerinin anlatımı ve bu yapıların hangi hasar nedenlerinden etkilendiğini belirtmek amacıyla grafiksel ve tablolarla yapılan anlatımlar sunulmuştur. The damages in earthquakes result from the same or similar reasons. Particularly, although there are many instruments for testingthe ground and the materials, produced in the building sector in the 20 th. century, still there occurs considerable damages. The damages today are mostly caused by the ill-design and applications which are not compitable with the earthquake proof principals in the regulations. In the study, first of all, some general information about the ill-construction and preventive methods have been given and than the reasons of the damages of the Kocaeli Earthquake, which occured in August the 17, 1999 and deeply affected the people of country and their effects on the various structures, have been examined. Also a suggestion for the repair methods of the slight damages in the buildings have been offered. In the research, presentations with graphics and tables have been made in order to show the architectural characteristics of the damaged buildings and to determine the type of damage these buildings have in the earthquake. In result of the study, causes of the damages which occured in The Earthquake and results of their effects on the various structures have been showed and required suggestions have been offered.
