Abstract

© The Authors The agricultural sector faces multiple challenges linked to increased climate uncertainty, causing severe shocks including increased frequency of extreme weather events, new pest and disease risks, soil degradation, and pre and postharvest food losses. This situation is further exacerbated by geopolitical instability and volatility in energy prices impacting on fertiliser supplies and production costs. Net zero strategies are vital to achieve both food security and address negative environmental impacts. This perspective paper reviews and assesses the most viable options (actions) to achieve net zero with a focus on the arable/livestock and protected cropping sectors in the UK. The methodology was based on a synthesis of relevant literature, coupled with expert opinions using the holistic PESTLE (Political, Environmental, Social, Technological, Legal and Environmental) approach to categorise actions, leading to formulation of a roadmap to achieve net zero. The PESTLE analysis indicated that there are technically and economically viable actions available which need to be prioritised depending on the ease of their implementation within the two crop sectors investigated. These actions include (i) policy changes that are better aligned to net zero; (ii) circular economy approaches; (iii) connectivity and accessibility of information; (iv) increased resilience to shocks; (v) changing diets, nutrition and lifestyles; (vi) target setting and attainment; and (vii) farm economics and livelihoods. The outputs can be used by stakeholders and decision makers to inform policy and drive meaningful changes in global food and environmental security.

Abstract

Water quality and quantity are heavily influenced by catchment management, yet without participation by local communities, opportunities for enhanced protection and conservation in rural areas is limited. This paper explores the factors hindering local participation in catchment management, analysing stakeholder engagement by conducting in-depth interviews, focus group discussions and evidence syntheses in three contrasting catchments in Malawi. Our findings reveal omission of key actors in the catchment management process. Rural communities were least involved in catchment management. Barriers limiting participation were found to be interlinked and complex including weak regulatory frameworks, inadequate resources, lack of commitment, corruption, resistance to change, poor coordination, and cultural factors. Analysis of the interlinkages highlighted areas for intervention in promoting stakeholder participation which would, in turn, improve water security at catchment level. A comprehensive theory of change-based engagement framework that considers specific socio-cultural, economic, and political contexts to overcome the identified barriers is proposed. • Rural communities rely on natural resources including water for their livelihoods. • Appropriate catchment protection requires involvement of rural communities. • 23 barriers limit the engagement of communities in catchment management. • Barrier interlinkages explored providing insights to its solution. • Theory of change based framework proposed for engaging rural communities. 48. Towards the operationalization of water sharing for irrigation in England

Abstract

INTRODUCTION: Many catchments in England are over-abstracted and/or over-licensed and have no spare summer water that can be allocated to support business expansion, meaning that access to water is increasingly becoming a constraint on economic growth. This situation is particularly acute in eastern England. The legislation for managing water abstraction was introduced in the 1960s and is currently under review. A key limitation is its inflexible approach which limits the capacity to cope with the changing environmental pressures of increasing demand for water, or to allow abstractors access to additional water when available (e.g. peak flows). To address these and other water regulatory limitations, the government is implementing a raft of reforms to the abstraction licensing regime in England. While water trading can support more efficient water allocation, high transaction costs and delays in approvals have often limited abstractor uptake. Water sharing is an alternative approach to formal water trading that is gaining more attention in the so-called Priority Catchments2, where the development and testing of innovative abstraction management approaches is underway. However, there remains a widespread lack of understanding of what water sharing means from hydrological and regulatory perspectives - what are the available sharing options along the spectrum from informal to formal arrangements? What are the different scales at which sharing might be feasible (neighbouring businesses to catchment scale) and how might the approval process for authorising and monitoring sharing be operationalized by the Environment Agency (EA)? The aim of this short study was to explore these unresolved issues through the development of a range of realistic water sharing ‘scenarios’ between agricultural abstractors coupled with a mock evaluation process led by the Environment Agency.
