2. Human Migration and Natural Resources: Global Assessment of an adaptive complex system

Abstract

Availability, access to and use of natural resources are key intervening variables for understanding, analysing and managing local or global relationships between climatic or environmental changes and population distribution and movements. While much debate and research has focused on the effect of climate change on migration worldwide, surprisingly little attention has been paid to the role and governance of natural resources in this relationship. Since 2007 the International Resource Panel has provided independent, authoritative and policyrelevant scientific assessments on the status, trends and future state of natural resources. This report opens a discussion about the natural resource nexus with human mobility, using an integrative approach that considers multiple causalities and networks of interaction. The research in this report, which involved qualitative and quantitative methods, shows that the relationship between natural resources and migration calls for a consideration of human-environment interactions as a complex adaptive system. This report finds that natural resources have a significant impact on human mobility, but that the relationships are not linear. They can both mitigate or exacerbate involuntary migration, depending on specific ecological and economic constraints. Natural resources act as an intervening pathway between environmental change, climate change and human mobility. Hydropower projects represent the most direct connection between natural resource development and involuntary migration, and their expansion as a cleaner source of power generation in the years to come will need to be carefully managed. As an example of such complexity, mineral rushes can accentuate localized migration but may reduce voluntary international migration.

Abstract

In the context of natural resource degradation, migration can act as means of adaptation both for those leaving and those supported by remittances. Migration can also result from an inability to adapt in-situ, with people forced to move, sometimes to situations of worse or of the same exposure to environmental threats. The deleterious impacts of resource degradation have been proposed in some situations to limit the ability to move. In this contribution, we use remote sensed information coupled with population density data for continental Africa to assess quantitatively the prevalence of migration and immobility in the context of one cause of resource degradation: drought. We find that the effect of drought on mobility is amplified with the frequency at which droughts are experienced and that higher income households appear more resilient to climatic shocks and are less likely to resort to mobility as an adaptation response.

Abstract

BACKGROUND: In the past decades, climate change has been impacting human lives and health via extreme weather and climate events and alterations in labour capacity, food security, and the prevalence and geographical distribution of infectious diseases across the globe. Climate change and health indicators (CCHIs) are workable tools designed to capture the complex set of interdependent interactions through which climate change is affecting human health. Since 2015, a novel sub-set of CCHIs, focusing on climate change impacts, exposures, and vulnerability indicators (CCIEVIs) has been developed, refined, and integrated by Working Group 1 of the "Lancet Countdown: Tracking Progress on Health and Climate Change", an international collaboration across disciplines that include climate, geography, epidemiology, occupation health, and economics. DISCUSSION: This research in practice article is a reflective narrative documenting how we have developed CCIEVIs as a discrete set of quantifiable indicators that are updated annually to provide the most recent picture of climate change's impacts on human health. In our experience, the main challenge was to define globally relevant indicators that also have local relevance and as such can support decision making across multiple spatial scales. We found a hazard, exposure, and vulnerability framework to be effective in this regard. We here describe how we used such a framework to define CCIEVIs based on both data availability and the indicators' relevance to climate change and human health. We also report on how CCIEVIs have been improved and added to, detailing the underlying data and methods, and in doing so provide the defining quality criteria for Lancet Countdown CCIEVIs. CONCLUSIONS: Our experience shows that CCIEVIs can effectively contribute to a world-wide monitoring system that aims to track, communicate, and harness evidence on climate-induced health impacts towards effective intervention strategies. Abstract

The Lancet Countdown is an international collaboration established to provide an independent, global monitoring system dedicated to tracking the emerging health profile of the changing climate. The 2020 report presents 43 indicators across five sections: climate change impacts, exposures, and vulnerabilities; adaptation, planning, and resilience for health; mitigation actions and health co-benefits; economics and finance; and public and political engagement. This report represents the findings and consensus of the 35 leading academic institutions and UN agencies that make up The Lancet Countdown, and draws on the expertise of climate scientists, geographers, engineers, experts in energy, food, and transport, economists, social, and political scientists, data scientists, public health professionals, and doctors.

Abstract

The second WetNet Precipitation Intercomparison Project (PIP-2) evaluates the performance of 20 satellite precipitation retrieval algorithms, implemented for application with Special Sensor Microwave/Imager (SSM/I) passive microwave (PMW) measurements and run for a set of rainfall case studies at full resolution instantaneous space-timescales. The cases are drawn from over the globe during all seasons, for a period of 7 yr, over a 60 [degrees] N - 17 [degrees] S latitude range. Ground-based data were used for the intercomparisons, principally based on radar measurements but also including rain gauge measurements. The goals of PIP-2 are 1) to improve performance and accuracy of different SSM/I algorithms at full resolution-instantaneous scales by seeking a better understanding of the relationship between microphysical signatures in the PMW measurements and physical laws employed in the algorithms; 2) to evaluate the pros and cons of individual algorithms and their subsystems in order to seek optimal 'front-end' combined algorithms; and 3) to demonstrate that PMW algorithms generate acceptable instantaneous rain estimates. It is found that the bias uncertainty of many current PMW algorithms is on the order of [+ or -]30%. This level is below that of the radar and rain gauge data specially collected for the study, so that it is not possible to objectively select a best algorithm based on the ground data validation approach. By decomposing the intercomparisons into effects due to rain detection (screening) and effects due to brightness temperature-rain rate conversion, differences among the algorithms are partitioned by rain area and rain intensity. For ocean, the screening differences mainly affect the light rain rates, which do not contribute significantly to area-averaged rain rates. The major sources of differences in mean rain rates between individual algorithms stem from differences in how intense rain rates are calculated and the maximum rain rate allowed by a given algorithm. The general method of solution is not necessarily the determining factor in creating systematic rain-rate differences among groups of algorithms, as we find that the severity of the screen is the dominant factor in producing systematic group differences among land algorithms, while the input channel selection is the dominant factor in producing systematic group differences among ocean algorithms. The significance of these issues are examined through what is called 'fan map' analysis. The paper concludes with a discussion on the role of intercomparison projects in seeking improvements to algorithms, and a suggestion on why moving beyond the 'ground truth' validation approach by use of a calibration-quality forward model would be a step forward in seeking objective evaluation of individual algorithm performance and optimal algorithm design.

The Lancet Countdown is an international, multidisciplinary collaboration, dedicated to monitoring the evolving health profile of climate change, and providing an independent assessment of the delivery of commitments made by governments worldwide under the Paris Agreement. The 2019 report presents an annual update of 41 indicators across five key domains: climate change impacts, exposures, and vulnerability; adaptation, planning, and resilience for health; mitigation actions and health co-benefits; economics and finance; and public and political engagement. The report represents the findings and consensus of 35 leading academic institutions and UN agencies from every continent. Each year, the methods and data that underpin the Lancet Countdown’s indicators are further developed and improved, with updates described at each stage of this report. The collaboration draws on the world-class expertise of climate scientists; ecologists; mathematicians; engineers; energy, food, and transport experts; economists; social and political scientists; public health professionals; and doctors, to generate the quality and diversity of data required.

Abstract

The key objective of the project "Use of the MSG SEVIRI channels in a combined SSM/I, TRMM and geostationary IR method for rapid updates of rainfall" is the development of algorithms for rapid-update of satellite rainfall estimations at the geostationary (GEO) scale. The new channels available with the Spinning Enhanced Visible and Infrared Imager (SEVIRI) radiometer in the visible (VIS), near infrared (NIR) and infrared (IR) portions of the spectrum provide new insights into the microphysical and dynamic structure of precipitating clouds thus allowing for a more precise identification of precipitation intensities. Passive microwave (PMW) radiometers on board low Earth orbiting (LEO) satellites are used to determine information on the vertical cloud structure. Key features of the new method(s) are: 1. Microphysical characterization of precipitating clouds with VIS/IR sensors; 2. Creation of cloud microphysical and radiative databases from cloud model outputs and aircraft penetrations; 3. Tuning of PMW algorithms for different cloud systems (maritime, continental, convective, stratiform,...); 4. Combination of data from different algorithms and application to a rapid updatecycle at the GEO scale. The project provided the background for EURAINSAT "European Satellite Rainfall Estimation and Monitoring at the Geostationary Scale", a research project co-funded by the Energy, Environment and Sustainable Development Programme of the European Commission within the topic "Development of generic Earth observation technologies". Abstract

To date, a number of studies have focused on the influence of sea surface temperature (SST) on global and regional rainfall variability, with the majority of these focusing on certain ocean basins - eg, the Pacific, North Atlantic and Indian Ocean. In contrast, relatively less work has been done on the influence of the central South Atlantic, particularly in relation to rainfall over southern Africa. Previous work by the authors, using reanalysis data and general circulation model (GCM) experiments, has suggested that cold SST anomalies in the central southern Atlantic Ocean are linked to an increase in rainfall extremes across southern Africa. In this paper we present results from idealized regional climate model (RCM) experiments forced with both positive and negative SST anomalies in the southern Atlantic Ocean. These experiments reveal an unexpected response of rainfall over southern Africa. In particular, it was found that SST anomalies of opposite sign can cause similar rainfall responses in the model experiments, with isolated increases in rainfall over central southern Africa as well as a large region of drying over the Mozambique Channel. The purpose of this paper is to highlight this finding and explore explanations for the behaviour of the climate model. It is suggested that the observed changes in rainfall might result from the redistribution of energy (associated with upper-level changes to Rossby waves) or, of more concern, model error, and therefore the paper concludes that the results of idealized regional climate models forced with SST anomalies should be viewed cautiously. The article focuses on the trends in the start of the wet season over Africa. It discusses the use of daily rainfall data from the Global Telecommunications System to define the temporal and spatial variability in the continent. According to the article, the start of the wet season arrived 9-21 days on average from 1978 to 2002. It notes that the inter-annual variability of the start of the wet season is high depending on the threshold used to identify the start date.

42. The effects of Forbush decreases on Antarctic climate variability: a re-assessment.

Abstract

In an attempt to test the validity of a relationship between Galactic cosmic rays (GCRs) and cloud cover, a range of past studies have performed composite analysis based around Forbush decrease (FD) events. These studies have produced a range of conflicting results, consequently reducing confidence in the existence of a GCR-cloud link. A potential reason why past FD based studies have failed to identify a consistent relationship may be that the FD events themselves are too poorly defined, and require calibration prior to analysis. Drawing from an initial sample of 48 FD events taken from multiple studies this work attempts to isolate a GCR decrease of greater magnitude and coherence than has been demonstrated by past studies. After this calibration composite analysis revealed increases in high level (10-180 mb) cloud cover (of ∼20%) occurred over the Antarctic plateau in conjunction with decreases in the rate of GCR flux during austral winter (these results are broadly opposite to those of past studies). The cloud changes occurred in conjunction with locally significant surface level air temperature increases over the Antarctic plateau (∼4 K) and temperature decreases over the Ross Ice Sheet (∼8 K). These temperature variations appear to be indirectly linked to cloud via anomalous surface level winds rather than a direct radiative forcing. These results provide good evidence of a relationship between daily timescale GCR variations and Antarctic climate variability. [ABSTRACT FROM AUTHOR]

Abstract

The article discusses the role of sea-surface temperature (SST) in modulating rainfall variability. SSTs can be prescribed in global and regional climate modeling in order to study the physical mechanisms behind rainfall and its extremes. Using a satellite-based daily rainfall historical data set, the main patterns of rainfall variability over southern Africa is described. The dates when extreme rainfall occurs within these patterns are identified. The effect of resolution in trying to identify the location and intensity of SST anomalies associated with these extremes in the Atlantic and southwest Indian Ocean was shown.

49. The Impact of Drought on HIV Care in Rural South Africa: An Interrupted Time Series Analysis.

Abstract

This analysis investigates the relationship between drought and antiretroviral treatment (ART) adherence and retention in HIV care in the Hlabisa sub-district, KwaZulu-Natal, South Africa. Data on drought and ART adherence and retention were collated for the study period 2010-2019. Drought was quantified using the 3-month Standard Precipitation Evapotranspiration Index (SPEI) and Standard Precipitation Index (SPI) from station data. Adherence, proxied by the Medication Possession Ratio (MPR), and retention data were obtained from the public ART programme database. MPR and retention were calculated from individuals aged 15-59 years who initiated ART between January 2010 and December 2018 and visited clinic through February 2019. Between 01 January 2010 and 31 December 2018, 40,714 individuals started ART in the sub-district and made 1,022,760 ART visits. The SPI showed that 2014-2016 were dry years, with partial recovery after 2016 in the wet years. In the period from 2010 to 2012, mean 6-month MPR increased from 0.85 in July 2010 to a high of 0.92 in December 2012. MPR then decreased steadily through 2013 and 2014 to 0.78 by December 2014. The mean proportion retained in care 6 months after starting ART showed similar trends to MPR, increasing from 86.9% in July 2010 to 91.4% in December 2012. Retention then decreased through 2013, with evidence of a pronounced drop in January 2014 when the odds of retention decreased by 30% (OR = 0.70, CI = 0.53-0.92, P = 0.01) relative to the end of 2013. Abstract

In the context of natural resource degradation, migration can act as means of adaptation both for those leaving and those supported by remittances. Migration can also result from an inability to adapt in-situ, with people forced to move, sometimes to situations of worse or of the same exposure to environmental threats. The deleterious impacts of resource degradation have been proposed in some situations to limit the ability to move. In this contribution, we use remote sensed information coupled with population density data for continental Africa to assess quantitatively the prevalence of migration and immobility in the context of one cause of resource degradation: drought. We find that the effect of drought on mobility is amplified with the frequency at which droughts are experienced and that higher income households appear more resilient to climatic shocks and are less likely to resort to mobility as an adaptation response., (© 2023.
