Die vorliegende Dissertation untersucht die Ausprägungen und Perspektiven von EU-Sozialpolitik, wobei im Schwerpunkt die Governance-Struktur und die Politikinhalte der Europa 2020-Strategie behandelt werden. In diesem Zusammenhang verkörpert das Kernziel der Reduzierung von Armut und sozialer Ausgrenzung das aktuelle sozialpolitische Engagement der EU, weshalb die Beschreibung und Analyse dieser Zielvorstellung ein zentrales Erkenntnisinteresse der Arbeit einnimmt. Darüber hinaus werden diese aktuellen Inhalte in einen historisch-rechtlichen und theoretischen Rahmen gesetzt, wobei nicht zuletzt auch das Mehrebenensystem der Europäischen Union spezifische Wirkungskreise für Akteure bietet und festlegt. Vor diesen Hintergründen werden nicht nur sozialstatistische Definitionen der Zielsetzung geklärt, sondern auch Interpretationen ihrer Ergebnisse hinterfragt und Wirkungsrichtungen mit ursprünglichen Vorstellungen abgeglichen. Im Zuge dieser Vorgehensweise können zum einen inkonsistente Politikinhalte im Rahmen der Europa 2020-Strategie segmentarisch offengelegt werden, zum anderen wird in der Folge EU-Sozialpolitik in einen größeren Kontext gehoben – wodurch deren realpolitische Wirkungskraft neben aktuellen fiskal- und wirtschaftspolitischen Entscheidungen auf europäischer Ebene relativiert werden muss., The dissertation examines characteristics and perspectives of EU Social Policy and sets a focus on the governance structure and concrete policy issues of the 'Europe 2020' strategy. In this context the headline target concerning the reduction of poverty and social exclusion represents the prevailing social engagement of the EU for the next years, for which reason the thorough description and analysis of this objective forms a main part of the scientific interest. Furthermore, the current issues are set into a historical, legal and theoretical framework, in which, last but not least, the multi-level governance of the European Union determines and provides specific spheres of influence for different stakeholders. Against this background not only precise definitions of the social indicators constituting the 'Europe 2020' poverty-target are clarified, but the interpretations of the respective results are critically scrutinized and directions of action are compared to their initial prospects. With this approach, inconsistent policy issues within the 'Europe 2020' strategy may be disclosed. On the other hand, EU Social policy is set in a wider context – which leads to the fact that in real political terms the substantial impact has to be put into perspective next to the fiscal and economic policy decisions of the European Union.
