1. Commercial PV Property Appraiser Survey: Summary of Results

Abstract

Solar photovoltaic systems can be a valuable asset when attached to a property. Therefore, providing market participants with information and tools to credibly assess the value that PV adds to property is important.  To that end, LBNL, SNL and AI conducted a survey of commercial appraisers to assess methods of valuing commercial properties with existing PV systems, current trends, and factors that help or hurt market adoption. The survey elicited 44 responses. Although an overwhelming majority of the respondents had conducted appraisals of properties with solar, how such systems are valued varied widely. Less than half of the respondents reported utilizing AI-endorsed tools such as PV Value ® or Ei Value ® for assignments, which may indicate a lack of awareness that such tools exist. A number of appraisers have taken the AI Residential & Commercial Valuation of Solar course and/or pursued a number of self-study avenues to increase their knowledge of PV systems. A majority indicated that they would be interested in taking an online course if it was offered. Overall, preliminary results point to a need for standardization of valuation metrics and a method of disseminating (e.g. classes) and utilizing (e.g. assessment tools) such metrics in order for appraisers to consistently evaluate and increase demand of properties with PV systems.

2. Multi-state residential transaction estimates of solar photovoltaic system premiums

Abstract

As of the second quarter of 2016 more than 1.1 million solar photovoltaic (PV) homes exist in the US. Capturing the value these PV systems add to home sales is therefore important. Our study enhances the PV-home-valuation literature by analyzing 22,822 home sales, of which 3951 have PV, and which span eight states during 2002–2013. We also, for the first time, compare premiums with contributory value estimates derived from the present value of saved energy costs (income approach) and, separately, the replacement cost of systems at the time of sale (cost approach) to examine market signals. We find home buyers are consistently willing to pay PV home premiums across various states, housing and PV markets, and home types; average premiums equate to approximately $4/W or $15,000 for an average-sized 3.6-kW PV system. We find that a replacement cost net of state and federal incentives is a better proxy for premiums than gross installed costs, and that the income approach is a good signal if it accounts for tiered volumetric retail rates. Other results include detailed premium analyses for PV home sub-populations.

Abstract

Transboundary groundwater management in the North American countries of Canada, the United States of America, and Mexico is truly dynamic. Institutions such as the International Boundary and Water Commission (US-Mexico) and the International Joint Commission (US-Canada) were originally established to consider surface water. However, they have been adapted to consider groundwater, and the North American Free Trade Agreement, implemented in 1994, may prove to be applicable to groundwater, although in some cases may eventually prove inimical to the interests of border regions as the three countries attempt to manage their transboundary groundwater resources. These institutions, coupled with the ad hoc approach of individual stakeholder groups, illustrate that transboundary groundwater management is functioning quite well in North America. Eight case studies, involving both water quality and quantity, illustrate our premise. Seven of the studies describe very specific issues; the final one involves the groundwater resources of the Great Lakes basin of the US and Canada, and provides a brief discussion of some of the issues that might arise in this region.
