The kiwi is a highly insect-pollinated dependent crop and is the cornerstone of the Greek agricultural sector, rendering the country as the fourth biggest kiwi producer worldwide, with an expected increase in national production the following years. This extensive transformation of the Greek arable land to Kiwi monocultures in combination with a worldwide shortage of pollination services due to the wild pollinators’ decline raises questions for the provision of pollination services, and consequently, for the sustainability of the sector. In many countries, this shortage of pollination services has been addressed by the installation of pollination services markets, such as those in the USA and France. Therefore, this study tries to identify the barriers towards the implementation of a pollination services market in Greek kiwi production systems by conducting two separate quantitative surveys, one for beekeepers and one for kiwi producers. The findings showed a strong basis for further collaboration between the two stakeholders, as both of them acknowledge the importance of pollination services. Moreover, the farmers’ willingness to pay and the beekeepers’ willingness to receive of the beekeepers regarding the renting of their hives for pollination services were examined.

This study assesses inputs use efficiency of durum wheat farmers, subscribed under a common Agricultural Decision Support System (ADSS), especially designed by Barilla and HORTA for this cultivation. Data Envelopment Analysis was the main analysis used to highlight differences in the implementation stage of ADSS’s suggestions, between 4 agricultural firms (2 Italian and 2 Greek) (N= 563 farmers). By incorporating economic (variable costs) and environmental factors (Carbon, Water and Environmental footprints), performance differences between farms both on regional and national level arose. A study commissioned by the European Public Health Alliance (EPHA); This study modelled the responsiveness of small-scale farmers in France to two types of producer subsidies available under the Common Agricultural Policy (CAP): the small farmers scheme and voluntary coupled support. The potential impacts of subsidies on production and consumption were estimated for three product categories: fruit, vegetables, and pulses. Four scenarios with different levels of financial incentives were used for each of the two schemes. The total social cost of each intervention was estimated. The impacts were presented in light of recommended levels of consumption in national dietary guidelines. Both voluntary coupled payments and the small farmers’ scheme, showed a positive correlation between subsidy increase and agriculture production growth. The strongest scenario with a subsidy of 4.000 €/ha for farms below 10 ha was shown to fill more than 40% of the gap between the current situation and what would be required to fulfill the nutritional requirements for vegetables from national production. The consequent impact on consumption (assessed as availability of food for consumption) from a production subsidy is particularly significant for vegetables, while for pulses consumption it remains low. Product-based subsidies can make an important contribution to increasing the supply of food products recommended in national dietary guidelines. Significant impacts on consumption are observed on products that are already largely consumed (vegetables) and that are not concerned by competing interests for their utilization (such as feed for pulses). Production support measures need to be combined with interventions aimed at balancing feed and food supply and market for pulses. Furthermore, beyond production measures for fruits and vegetables, other parallel supply chain and demand-creation interventions can be envisaged for small farmers, such as public procurement and local markets. Producer subsidies for small-scale farmers can alter dynamics in supply chains, improve their position and bargaining power, and create new opportunities for value addition.

Etude commanditée par European Public Health Alliance (EPHA); Cette étude a modélisé l’impact potentiel sur la prise de décision des agriculteurs à petite échelle en France, par rapport à deux types de régimes de subventions à la production dans le cadre de la Politique Agricole Commune (PAC) : un régime de subventions pour les petits producteurs et un aide couplée au revenu. Les impacts potentiels des subventions sur la production et la consommation ont été estimés pour trois catégories de produits : les fruits, les légumes et les légumineuses à graines. Quatre scénarios avec différents niveaux de soutiens financières ont été utilisés pour chacun des deux types de subventions. Le coût social total de chaque intervention a été estimé. Les impacts ont été présentés à la lumière des niveaux de consommation qui sont indiqués par les recommandations nutritionnelles en France. Les subventions pour les petits agriculteurs et les aides couplées ont montré une corrélation positive entre l’augmentation des subventions et la croissance de la production agricole. Concernant la production nationale de légumes, par le scénario le plus innovant (qui représente une subvention de 4.000 € / ha pour les exploitations de moins de 10 ha) on démontre de pouvoir combler plus de 40% de l'écart entre la situation productive actuelle et ce qui serait nécessaire produire, en termes de légumes, pour répondre aux recommandations nutritionnelles. L'impact sur la consommation (estimé par la disponibilité alimentaire pour la consommation) d'une subvention à la production est particulièrement significatif pour les légumes, tandis que pour la consommation de légumineuses à graines, il reste faible. Les subventions sur la production peuvent donc apporter une contribution importante à l'augmentation de l'offre de produits alimentaires recommandés par les recommandations nutritionnelles nationales. Des impacts significatifs sur la consommation sont observés sur des produits déjà largement consommés (légumes) et qui ne sont pas concernés par des facteurs de concurrence pour leur utilisation (comme l’alimentation animale pour les légumineuses à graines). Pour ce qui concerne les légumineuses à graines, cette étude démontre que les mesures de soutien à la production doivent être combinées avec des interventions visant à équilibrer l'approvisionnement en aliments pour animaux et pour la consommation humaine dans le marché. En outre, en plus des subventions à la production de fruits et légumes, d'autres interventions parallèles sur les chaînes d'approvisionnement et sur la demande peuvent être envisagées pour les petits agriculteurs, comme les débouchés des marchés publics et les marchés locaux. Les subventions à la production pour les petits agriculteurs peuvent donc modifier la dynamique des chaînes d'approvisionnement, améliorer leur positionnement, leur pouvoir de négociation et créer de nouvelles opportunités de création de la valeur ajoutée.
