This paper focuses on the interplay of European and national higher education policy in implementing a joint degree Erasmus Mundus programme on institutional level. We utilise the stakeholder approach to highlight and contrast the differing internationalisation rationales. Specifically, we analyse how the impact of external stakeholders (European Commission, national governments) and their policies are affecting higher education institutions at institutional and programme levels. As a particular case, we utilise the Finnish higher education system and the implementation of a joint degree programme 'Master in Research and Innovation in Higher Education' (MARIHE). We conclude that in Finland Erasmus Mundus programmes have not triggered significant legislative changes at national level supporting the goals attached to the Erasmus Mundus instrument. However, Erasmus Mundus provides important stimulus to institutions and their programmes to find unique ways to collaborate within the boundaries of existing legislative frameworks. The paper also shows that a detailed analysis of the Erasmus Mundus programme can be used as a concrete illustrative example of the multifaceted picture of the EU higher education policy.

The academic career stories and trajectories of PhD holders have been widely studied in the context of economic austerity and an oversupply of doctors. However, few studies have investigated career building among ex-academics and how a doctoral degree and university work might affect their career possibilities outside academia. This paper explores the trajectories of ex-academics: PhDs with university work experience who have left academia to pursue non-academic careers. Based on 40 qualitative interviews with ex-academics, their employers and senior university leaders, the study employs a narrative approach to construct five career stories: the Theoretical Endangered Nerd, the Practical Geek, the Chic Hybrid, the Pristine Novice and the Odd Elite. This varied picture of career sensemaking provides new insights into career building among ex-academics.

Doctoral employment outside universities has been increasing, as universities cannot employ all doctorate holders. Nevertheless, it has been argued that the shift from doctoral programs to the non-academic labour market has been limited. In this qualitative study, more than 800 verbal answers given by doctorate holders to a pair of open-ended questions were content-analysed to explore doctorate holders' perceptions of the non-academic labour market and the reputational problems they relate to their employment. The study identifies four reputational problems which doctorate holders relate to their employment: the oversupply problem, the overeducation problem, the consistency problem and the communication problem. By identifying potential reputational problems on the doctorate holders level, this research contributes novel information in terms of both theory development and practitioner insights.

This article examines the monitoring of third-party education agents employed in international student recruitment. Agency theory identifies comprehensive monitoring as one way to ensure that agents work in the principal's best interest. By analyzing best practice guidelines, this article investigates the monitoring mechanisms proposed for education providers to mitigate information asymmetry in their education agent relationships. The findings from the analysis suggest that following the existing guidelines would only allow client institutions to partially observe the behavior of their agents. Hence, education providers should be not only guided toward more intensive use of the existing techniques but also encouraged to adopt new techniques, such as mystery shopping, to better determine education agents' true behavior.

Research on how performance-based funding influences the behaviour and performance of academics is limited in Europe. In this study, we investigate the changing publication patterns among Finnish academics associated with the introduction of awarding funding for publications within specific journals in the national performance-based funding model. We find evidence, particularly in the social sciences, and to a lesser extent humanities, that Finnish academics increasingly target international (English-language) publication outlets and lower-tiered journals. We conclude discussing the possible long-term implications of the current funding formula for both Finnish academia and society.

This paper investigates the accountability mechanisms introduced in the universities in the Nordic countries by building on a typology of accountability types. By utilising survey data, it analyses how academics experience the changes in accountability mechanisms and how they perceive the impact of these changes on their performance. The analysis shows that especially political/bureaucratic and managerial accountability demands have been strengthened. This development has fostered debates on how to measure academic performance. Some academics, more in Denmark than in the other countries, have experienced the development as a sign of mistrust.

Management is one of the most studied phenomena in higher education. Most of these studies are conducted in the framework of higher education policy, academic work and quality of education and research. The management is often seen as an independent variable explaining the changes in higher education in the context of New Public Management and managerialism. In many studies, it is often forgotten that, the managers of academic organisations are academicians, not actors working for the government and funding bodies for implementing their agendas. Typically, management positions are employed by the professors. In our paper, we are interested in (1) who the managing professors are and (2) how their perceptions on performance-related issues differ from their colleagues who are not holding management positions. Our study is based on a survey conducted in 2015 in Finland and representing the entire population of Finnish professors.

Despite the widespread use of performance-based management in higher education, empirical research on its actual impact has remained scarce, particularly in Europe. With agency theory as a framework, our study utilised survey data collected from Finnish universities in order to explore the influence of performance management on perceived teaching and research performance of senior academics. Our findings suggest that, although academics hold a quite positive view of performance measurement as such, this attitude does not correlate with perceived high performance in either teaching or research. Moreover, our results suggest that perceived high performance among academics still relates primarily to acknowledgement from the academic community and academic achievement rather than to measurement and financial incentives.

Doctoral education as a policy field is an important link between educational, research and innovation policies. It is gaining importance in European and national policy discussions. Doctoral education policies are increasingly formulated at the supranational level, even though the European Commission does not possess formal competence in terms of authority over the educational policies. Consequently, policy steering is mostly performed at the national level. In this article, we examine Finnish doctoral education from the steering perspective in a European context. We describe the development and steering of Finnish doctoral education, as well as the current doctoral education policies and instruments used to implement it. We analyse the main steering documents of Finnish doctoral education policy and provide insights into the implementation of the European doctoral education agenda through a case study from the University of Jyväskylä. We argue that directing policy in terms of information is the most important instrument for developing doctoral studies. Furthermore, we conclude that the supranational steering directly affects Finnish higher education institutions.

Although the role and significance of the external stakeholders of higher education institutions has grown in recent years, quality assurance of stakeholder relationships remains a new phenomenon in the management practices of higher education institutions and in higher education research. Based on interviews and expert panel data, this article analyses the internal and external stakeholders' perceptions of scenarios of the quality assurance of stakeholder relationships in Finnish higher education institutions. It especially focuses on exploring how institutions can balance internal and external stakeholders' perspectives with regard to quality assurance. The results show that an essential challenge for Finnish higher education institutions is to develop flexible quality assurance practices capable of balancing the academic goals of the institutions and the needs of the external stakeholders. This also requires seeking balance between the centralised coordination and the differentiated practices of disciplines and academic units inside institutions.
