Abstract

This open access book examines Russia-China relations across a variety of civilian and military areas of cooperation. Leading experts in the field present empirical case studies covering a wide range of strategic cooperation areas between Russia and China, such as technological, military, economic and political cooperation. The contributing authors shed new light on Chinese and Russian strategic goals, external push and pull factors, and mutual perception shifts, and discuss the options for Western countries to influence this development. This book analyses the evolution of the relationship since the watershed moment of the Crimean crisis in 2014, and whether or not a full-blown military alliance, as hinted in late 2020 by President Putin, is indeed a realistic scenario for which NATO will have to prepare. It will appeal to students and scholars of international relations, political decision-makers, as well as anyone interested in Eurasian politics and the potential military-strategic impact of a Russian-Chinese alliance for NATO.

Die Kontrolle über die Ernennung und Abberufung von politischem und administrativem Leitungspersonal gehört zu den wichtigsten Säulen der Herrschaft der Kommunistischen Partei in der VR China. Das so genannte Nomenklatura-System der Personalkontrolle, das auf leninistische Modelle der Kaderpartei zurückgeht, ist in der Geschichte der VR China vielen politischen Erschütterungen und Modifizierungen ausgesetzt gewesen. Bis heute aber hält die KPCh am leninistischen Grundprinzip fest: „Die Partei ist zuständig für die Kader“ {Dang guan ganbu). Fourth Industrial Revolution technologies and their applicability at sea now dominate debates about the future of naval operations. This article examines the extent to which such technologies, including autonomous and unmanned weapon systems and artificial intelligence, will disrupt naval warfare. Using two case studies, the South China Sea and the Baltic Sea, this article finds that in the key operational output of attaining sea control these technologies will not disrupt naval warfare. While they may intensify the competition between the operational attributes of detection, stealth, range and lethality, they will ultimately sustain existing understandings of seapower and its strategic effects. China's rise to economic superpower status has not been checked by the financial crisis. However, to guarantee social stability and regime survival China requires high economic growth, which depends upon natural resource imports, foreign investment, and foreign know-how. Securing this inflow has therefore become a strategic priority. What role does naval power, as reflected in China's unprecedented maritime build-up, play for this, and for China's changing power status? How does it affect the region's balance of power, and pose new challenges to the USA? Control over its EEZ and Sea Lines of Communication is merely the basic objective of China's naval strategy. Challenging American supremacy in Asia remains the ultimate goal. The recently discovered submarine base at Hainan ignited fears in Southeast Asia, Taiwan, India, and Australia. China's military cooperation with Pakistan, its role towards North Korea, plus the stillunresolved Taiwan conflict make China a decisive factor in global maritime security studies. How will the impending power shift affect the region? This paper aims at describing methods for quantifying and evaluating China's naval power - its origins, goals, and comparative limitations - and its complex interdependence with other aspects of state power.
