We present a response to the 2018 Request for Information (RFI) from the NITRD, NCO, NSF regarding the "Update to the 2016 National Artificial Intelligence Research and Development Strategic Plan." Through this document, we provide a response to the question of whether and how the National Artificial Intelligence Research and Development Strategic Plan (NAIRDSP) should be updated from the perspective of Fermilab, America's premier national laboratory for High Energy Physics (HEP). We believe the NAIRDSP should be extended in light of the rapid pace of development and innovation in the field of Artificial Intelligence (AI) since 2016, and present our recommendations below. AI has profoundly impacted many areas of human life, promising to dramatically reshape society --- e.g., economy, education, science --- in the coming years. We are still early in this process. It is critical to invest now in this technology to ensure it is safe and deployed ethically. Science and society both have a strong need for accuracy, efficiency, transparency, and accountability in algorithms, making investments in scientific AI particularly valuable. Thus far the US has been a leader in AI technologies, and we believe as a national Laboratory it is crucial to help maintain and extend this leadership. Moreover, investments in AI will be important for maintaining US leadership in the physical sciences.

A Kavli foundation sponsored workshop on the theme \emph{Petabytes to Science} was held 12$^{th}$ to 14$^{th}$ of February 2019 in Las Vegas. The aim of the this workshop was to discuss important trends and technologies which may support astronomy. We also tackled how to better shape the workforce for the new trends and how we should approach education and public outreach. This document was coauthored during the workshop and edited in the weeks after. It comprises the discussions and highlights many recommendations which came out of the workshop. We shall distill parts of this document and formulate potential white papers for the decadal survey., Comment: 70 pages 2 figures - this contains a few fixes

Finding more efficient ways of exploring the doping phase diagrams of high temperature superconductors as well as probing the fundamental properties of these materials are essential ingredients for driving the discovery of new materials. We use a doping technique involving gating with ionic liquids to systematically and continuously tune the T$_{c}$ of superconducting La$_{2}$CuO$_{4+x}$ thin films. We probe both the transport properties and the penetration depth of these samples and find that Homes scaling $\lambda^{-2}\propto\sigma T_{c}$ is obeyed, consistent with these materials being in the dirty limit. This result is independent of the precise mechanism for the gating process as all of the parameters of the scaling relationship are determined by direct measurements on the films.

Using an electronic double layer transistor we have systematically studied the superconductor to insulator transition in La$_{2}$CuO$_{4+\delta}$ thin films growth by ozone assisted molecular beam epitaxy. We have confirmed the high crystalline quality of the cuprate films and have demonstrated the suitability of the electronic double layer technique to continuously vary the charge density in a system that is otherwise characterized by the presence of miscibility gaps. The transport and magneto-transport results highlight the role of electron-electron interactions in the mechanism of the transition due to the proximity of the Mott insulating state.

Ultra-low density polymers, metals, and ceramic nanofoams are valued for their high strength-to-weight ratio, high surface area and insulating properties ascribed to their structural geometry. We obtain the labrynthine internal structure of a tantalum oxide nanofoam by X-ray diffractive imaging. Finite element analysis from the structure reveals mechanical properties consistent with bulk samples and with a diffusion limited cluster aggregation model, while excess mass on the nodes discounts the dangling fragments hypothesis of percolation theory., Comment: 8 pages, 5 figures, 30 references

The Fourier inversion of phased coherent diffraction patterns offers images without the resolution and depth-of-focus limitations of lens-based tomographic systems. We report on our recent experimental images inverted using recent developments in phase retrieval algorithms, and summarize efforts that led to these accomplishments. These include ab-initio reconstruction of a two-dimensional test pattern, infinite depth of focus image of a thick object, and its high-resolution (~10 nm resolution) three-dimensional image.
