Black youth have consistently reported that when they are transitioning from out-of-home care (OOHC) into independence, they are not supported or included in decision-making, and they feel isolated and vulnerable as they face an uncertain future. Previous research has documented the ways in which Black youths' experiences in care are characterized by unpredictability and loss, but then care ends—and they continue to struggle. For Black youth in care, this transition can be exceptionally difficult as they are contending with the additional strain of doing so within the child welfare system and larger social context characterized by a loss of community and the persistence of anti-Black racism. Presently, there are no empirical studies in Ontario that investigate Black youth's narratives transitioning from OOHC; this manuscript seeks to fill this gap in knowledge. Employing Adultification and Anti-Black Racism Theory as theoretical frameworks, this qualitative study investigated the narratives of 27 Black youth with lived experiences navigating OOHC in Ontario's child welfare system. This study utilized narrative inquiry as a methodological approach. Three main narratives were identified: (1) the need for finances and a financial literacy; (2) narratives of aging out and (3) the challenges of navigating funding. To better support Black youth in their transition out of care and in independent living, recommendations for policy and practice include earlier transitional support, ensuring youth have a practical understanding of financial literacy, and educating youth about resources and their rights. In 2018, the child welfare system in Ontario, Canada, expanded the age of protection to include 16 and 17 year olds for the purpose of mitigating risk of harm for older adolescents. To date, there is little information regarding investigations of older adolescents, particularly in Ontario; this study will address this gap. Data used for this analysis were drawn from the Ontario Incidence Study of Reported Child Abuse and Neglect‐2018. The Ontario Incidence Study of Reported Child Abuse and Neglect‐2018 sample data were weighted to derive an annual incidence estimate of 155 649 maltreatment‐related investigations conducted in Ontario in 2018. Child, caregiver, household, and investigation characteristics were compared across three age groups: children (0–10), younger adolescents (11–15), and older adolescents (16–17). Characteristics and differences in the likelihood of a service response (referral to nonchild welfare services, transfer to ongoing child welfare services, or placement in out‐of‐home care during the investigation) were examined descriptively and using chi‐square automatic interaction detection. Half of investigations involving older adolescents received a service response, and they were more likely to receive a service response when there were concerns about future risk of harm, where there were concerns about the relationship between the adolescent and their caregivers, where internalizing or externalizing symptoms were noted, where caregivers had few social supports, and where the household experienced economic hardship. These findings suggest that older adolescents are being triaged for circumstances that reflect concerns about their vulnerability, including mental health needs, attachment concerns, and caregiver isolation. The child welfare system has a responsibility for maintaining young people's safety and permanency when they are taken from their guardians. Many young people living in out-of-home care (OOHC) experience placement instability, which can negatively impact their development. The overrepresentation of Black families in the child welfare system has also been a longstanding issue across North America, where Black families are more likely to be involved with the child welfare system, receive poorer quality of placements, remain in care longer, and are less likely to reunify with their families. Given the known negative impacts of placement instability and the disparities experienced by Black families, these concerns may be more urgent for Black youth in care. This article shares the findings from a qualitative narrative analysis conducted on 27 interviews with Black Caribbean youth who have lived experiences navigating OOHC in Ontario's child welfare system. Utilizing Critical Race Theory and Anti-Black Racism Theory as theoretical frameworks, three main narratives were identified: (1) difficult behaviors during placement transitions; (2) disposability; and (3) a pursuit of safety and belonging. Objective: Data from the United States indicate pronounced and persistent racial/ethnic differences in the rates at which children are referred and substantiated as victims of child abuse and neglect. In this study, we examined the extent to which aggregate racial differences are attributable to variations in the distribution of individual and family-level risk factors. Methods: This study was based on the full population of children born in California in 2002. Birth records were linked to child protective service (CPS) records to identify all children referred for maltreatment by age 5. Generalized linear models were used to compute crude and adjusted racial/ethnic differences in children's risk of referral, substantiation, and entry to foster care. Results: As expected, stark differences between Black and White children emerged in the rates of contact with CPS. Black children were more than twice as likely as White children to be referred for maltreatment, substantiated as victims, and enter foster care before age 5. Yet, there were also significant differences across racial/ethnic groups in the distribution of socioeconomic and health factors strongly correlated with child maltreatment and CPS involvement. After adjusting for these differences, low socioeconomic Black children had a lower risk of referral, substantiation, and entry to foster care than their socioeconomically similar White counterparts. Among Latinos, before adjusting for other factors, children of U.S.-born mothers were significantly more likely than White children to experience system contact, while children of foreign-born mothers were less likely to be involved with CPS. After adjusting for socioeconomic and health indicators, the relative risk of referral, substantiation, and foster care entry was significantly lower for Latino children (regardless of maternal nativity) compared to White children. Conclusions: Race and ethnicity is a marker for a complex interaction of economic, social, political, and environmental factors that influence the health of individuals and communities. This analysis indicates that adjusting for child and family-level risk factors is necessary to distinguish race-specific effects (which may reflect system, worker, or resource biases) from socioeconomic and health indicators associated with maltreatment risk. Identifying the independent effects of these factors is critical to developing effective strategies for reducing racial disparities. (Contains 4 tables and 3 figures.)

Previous research has proposed an urgent-chronic taxonomy of maltreatment investigations to better understand how child welfare services across Canada operationalized the dual mandate of child safety and well-being. Data from the Ontario Incidence Study of Reported Child Abuse and Neglect (OIS-2013a) were used to examine post investigation service decisions using this taxonomy. Logistic regression and chi-square automatic interaction detection (CHAID, a non-parametric classification tree) assessed the characteristics associated with the decision to provide ongoing child welfare services for investigations involving urgent vs. chronic concerns. Of an estimated 123,162 child protection investigations, approximately 11% were considered urgent and the other 89% involved chronic need. A quarter of investigations were transferred to ongoing services for both groups, and an assessment that there was future risk of maltreatment and caregiver mental health issues were significant and substantial factors, along with economic hardship and housing problems. Uniformity in the investigative response suggests that the decision to provide more intensive child welfare services is based more on the circumstances of the family than the nature of the primary protection concern. Since child protection investigations are oriented toward addressing urgent maltreatment, greater precision about the purpose of child welfare involvement in Ontario is needed. [ABSTRACT FROM AUTHOR]
