The work examines Germany’s balance-of-payments surplus. The author first briefly considers the United States balance of payments. The German balance of payments is then analysed according to structural aspects, absorption, the level of domestic investment, and policy. A digression on stock-adjustment and flow models of international capital movements is also provided. The author concludes that absorption dominates the current-account balance, and that what is needed is well-functioning capital markets to fund the savings or borrowings which spill abroad, plus international coordination of monetary policy. The paper considers the economic debate of whether emigration helps or hurts a country. This is a vital issue along the whole Mediterranean littoral from Portugal to Turkey. On one side of the debate emigration is regarded as the export of capital, inappropriate for poor countries. On the other side, it is considered to provide the benefits of getting unemployed or disguised unemployed to work. Here the arguments for and against emigration from developing countries is presented separately in static and dynamic terms. The focus is no intra-European South-North migration. It is shown that when conditions are right, large-scale migration can contribute to rapid growth in the country of immigration, based on greater supplies of labour, and in the country of origin, based on more effective resource allocation. The last two years have seen a series of monetary crises which have led a number of observers to the opinion that the international monetary system, as we have known it, is on its last legs. The essence of the problem is that it may not be possible to keep the gold standard or the gold exchange standard when various countries have policies which are not in harmony. The author comments on the changing landscape of the international monetary system, the problems it faces and the reforms that are being proposed. Although the consensus or community necessary to run it is lacking, it is argued that the fixed-rate system is the most liberal, open and international.
