Student agency in assessment is evident when students make assessment choices, and their voices inform decisions. This paper presents an in-depth case study of a high performing school that sought student voice to reform its assessment culture to enhance student agency. Secondary students in an Australian school were invited to draw a visual metaphor: if assessment were a food, what would it be? Responses were analysed to identify: What can be learnt about assessment culture from students' drawings and comments? And how did student voice inform changes in school assessment practices and assessment culture? Six years later, the student ideas were revisited by a school leader to identify how cultural and structural conditions for student agency within the assessment culture had changed. Using visual methodologies with students provided insightful commentary on how assessment practices may be modified to support learning and the challenges of engaging in assessment culture reform.

School improvement reforms aimed at achieving improved student learning remain high on the agenda for leaders across the globe. The purpose of this paper is to understand the leadership attributes that enable school leaders to bring about positive change. This qualitative study is based on interviews with school leaders (school principals and their deputy principals) and focus groups of six teachers in two case study schools. A realist approach is used to understand how leadership attributes spark related social mechanisms that lead to improved outcomes. Data analysis generated four leadership attributes: (1) valuing diversity, (2) support for staff, (3) collaborative leadership style, and (4) valuing teachers' professional learning. Each of these was found to have influenced decision-making and sentiment, which generated positive school improvement outcomes in the two case study schools. These findings have the potential to contribute to professional learning which can improve understanding of how leadership attributes in context bring about school improvement.

In Australia, policy makers demand school leaders focus on raising student achievement levels when planning and implementing a school improvement (SI) plan. This paper explores the SI process for two Australian primary schools deemed to be underperforming and underwent a priority school support review (PSSR). In this study, 2 principals and members of their leadership team and 10 teachers across 2 schools were interviewed to explore how they experienced the PSSR process at different stages of the review process. Two assistant regional directors assigned to supporting the two schools during the PSSR process were also interviewed. The findings suggested that initially, school principals wondered how a PSSR would impact the morale of teaching staff already working hard to support student outcomes. However, as the schools progressed through the process, the principals' perspectives shifted to see the PSSR as a valuable process for building leadership and teacher capacity and improving student outcomes.

Service-learning as a transformative pedagogy within university education is becoming increasingly popular in Australia. Advocates of service-learning indicate that the practice of combining community based voluntary work with theoretical in-class academic knowledge leads to a greater awareness about diversity and difference in students. While such claims are enticing, particularly in pre-service teacher education where there is a need for teachers to understand and embrace diversity, it is important to determine the veracity of such claims. The current study used a repeated measures design to explore whether engaging in service-learning as part of an inclusive education unit resulted in changes in pre-service teachers' willingness to support diverse students and their sense of confidence and preparedness when teaching such students. Results revealed that fourth year pre-service teachers self-reported significantly higher levels of willingness to include diversity, confidence to support diversity, and preparedness to teach diverse students after service-learning than before. These results indicate that undertaking a service learning experience as part of an inclusive education unit in a teacher education degree may result in positive changes in students that support an inclusive approach to education.

Since the turn of the century there has been an increasing focus on inclusive education in Australian schools, and growing interest in understanding how the values of pre-service teachers impact on their willingness to implement inclusive principles in their future classrooms. The current qualitative study explored the values and views toward diversity and inclusion of pre-service teachers at one university in Queensland, Australia. Results showed that first and fourth year pre-service teachers held similar ideas about the values that teachers should have, and showed congruence between their own personal values and teacher values. Fourth year students who had undertaken an inclusive education minor placed greater emphasis on the importance of inclusion, and felt more confident about supporting this diversity in their future classrooms, than those fourth years who had not undertaken this minor. The findings from this study will inform future planning in preparing teachers for inclusive work in schools.

Given the current emphasis on the benefits of communication and information technologies (C&IT) for sustainable rural community development, effective evaluations of C&IT initiatives are increasingly important. This paper presents outcomes of a project that aimed to build capacities of people in two Australian rural communities to evaluate C&IT initiatives. The project's participatory action research and participatory evaluation methods were effective in increasing skills and knowledge, and facilitating various forms of empowerment. However, some limitations and disempowering effects and barriers to participation were identified. Based on our critical reflections, we present strategies for successful community capacity building projects and sustainable C&IT initiatives in rural areas.

Managerial changes to Australian universities have had considerable impact on employees. In this article, we consider some of these changes and apply a theory known as the democratic deficit to them. This theory was developed from the democratic critique of managerialism, as it has been applied in the public sector in countries with Westminster-type political systems. This deficit covers the: weakening of accountability through responsibility being replaced with responsiveness, denial of public values through the use of private-sector performance practices and hollowing out of the state through the contracting out and privatisation of public goods and services and the redefinition of citizens as customers and clients. We suggest that the increased power of managers, expansion of the audit culture and the extensive use of contract employment seem to be weakening the democratic culture and role of universities in part by replacing accountability as responsibility with accountability as responsiveness.

Acting in the best interests of students is central to the moral and ethical work of schools. Yet tensions can arise between principals and school counsellors as they work from at times opposing professional paradigms. In this article we report on principals' and counsellors' responses to scenarios covering confidentiality and the law, student/teacher relationships, student welfare and psychological testing of students. This discussion takes place against an examination of ethics, ethical dilemmas and professional codes of ethics. While there were a number of commonalities among principals and school counsellors that arose from their common belief in education as a moral venture, there were also some key differences among them. These differences centred on the principals' focus on the school as a whole and counsellors' focus on the welfare of the individual student. A series of recommendations is offered to assist principals to navigate ethical dilemmas such as those considered in this article.

Over recent decades, the field of ethics has been the focus of increasing attention in teaching. This is not surprising given that teaching is a moral activity that is heavily values-laden. Because of this, teachers face ethical dilemmas in the course of their daily work. This paper presents an ethical decision-making model that helps to explain the decision-making processes that individuals or groups are likely to experience when confronted by an ethical dilemma. In order to make sense of the model, we put forward three short ethical dilemma scenarios facing teachers and apply the model to interpret them. Here we identify the critical incident, the forces at play that help to illuminate the incident, the choices confronting the individual and the implications of these choices for the individual, organisation and community. Based on our analysis and the wider literature we identify several strategies that may help to minimise the impact of ethical dilemmas. These include the importance of sharing dilemmas with trusted others; having institutional structures in schools that lessen the emergence of harmful actions occurring; the necessity for individual teachers to articulate their own personal and professional ethics; acknowledging that dilemmas have multiple forces at play; the need to educate colleagues about specific issues; and the necessity of appropriate preparation and support for teachers. Of these strategies, providing support for teachers via professional development is explored more fully. (Contains 1 figure.)

Internationally universities have been characterised by shrinking government funding, fierce competition for student enrolments, and greater pressures to become commercially viable. It is against this complex background that academic leaders have been required to confront and resolve a multitude of conflicting interests as they seek to balance a variety of values in their decision-making processes. In this article we put forward a model of ethical decision-making developed from empirical research and literature. To test the efficacy of the model, a case scenario is posed. The article concludes by raising a number of implications for academic leaders regarding ongoing professional learning needed in this area. (Contains 1 figure.)

Purpose: The paper seeks to apply the theory of the democratic deficit to school-based management with an emphasis on Australia. This theory was developed to examine managerial restructuring of the Australian Public Service in the 1990s. Given similarities between the use of managerial practices in the public service and government schools, the authors draw on recent literature about school-based management in Australia and apply the democratic deficit theory to it. Design/methodology/approach: This paper is conceptual in focus. The authors analyse literature in terms of the three components of the democratic deficit--i.e. the weakening of accountability, the denial of the roles and values of public employees, and the emergence of a "hollow state"--and in relation to the application of this theory to the Australian Public Service. Findings: A trend towards the three components of the democratic deficit is evident in Australia although, to date, its emergence has not been as extensive as in the UK. The authors argue that the democratic principles on which public schooling in Australia was founded are being eroded by managerial and market practices. Practical implications: These findings provide policy makers and practitioners with another way of examining managerial and market understandings of school-based management and its impact on teachers and on students. It offers suggestions to reorient practices away from those that are exclusively managerial-based towards those that are public-sector based. Originality/value: The value of this paper is that it applies the theory of the democratic deficit to current understandings of school-based management. (Contains 5 notes.)

Purpose: The paper aims to argue that there has been a privileging of the private (social mobility) and economic (social efficiency) purposes of schooling at the expense of the public (democratic equality) purposes of schooling. Design/methodology/approach: The paper employs a literature review, policy and document analysis. Findings: Since the late 1980s, the schooling agenda in Australia has been narrowed to one that gives primacy to purposes of schooling that highlight economic orientations (social efficiency) and private purposes (social mobility). Practical implications: The findings have wider relevance beyond Australia, as similar policy agendas are evident in many other countries raising the question as to how the shift in purposes of education in those countries might mirror those in Australia. Originality/value: While earlier writers have examined schooling policies in Australia and noted the implications of managerialism in relation to these policies, no study has analysed these policies from the perspective of the purposes of schooling. Conceptualising schooling, and its purposes in particular, in this way refocuses attention on how societies use their educational systems to promote (or otherwise) the public good. Purpose: The purpose of this paper is to report on research into the ethical dilemmas faced by school heads from seven independent schools in Australia. Design/methodology/approach: Data for the research were gathered by semi-structured in-depth interviews with the Heads, all of whom were experienced school leaders. All the schools had religious affiliations. Findings: The findings are broadly consistent with the conclusions reached in other Australian and international studies dealing with school leaders which suggest that ethical dilemmas, usually concerning issues to do with staff or students, are so common now that they have become the "bread and butter" of educational leaders' lives. The findings contribute to a better understanding of the struggles school leaders experience when faced with such dilemmas and the forces at play as they seek to resolve them Typically, the dilemmas are not about "right" versus "wrong", but "right" versus "right" options. Research limitations/implications: It is clear that the ethical dimensions of the work of school leaders require further investigation as ethical dilemmas are almost a daily occurrence for them as they strive to make complex decisions in the best interests of their school communities. Practical implications: Professional development in the areas of ethics and ethical decision-making for school leaders is indicated. Problem-based learning offers potential in this regard. Originality/value: The research reported in the paper adds to, and builds on, the growing body of research into ethics in education, particularly how ethical issues emerge when school leaders are required to make complex decisions in contexts where individual, group and organisational interests may be in conflict. In this chapter, we consider the impact of an international service-learning experience on six final year pre-service teacher's preparedness to be inclusive teachers in terms of Kiely's (2004) "transforming forms" (p. 9). These forms are "political", "intellectual", "moral", "cultural", "personal" and "spiritual". The analysis of the six participant's reflection logs completed on return to university, and interviews undertaken 12 months after the experience, revealed four categories (personal growth, relationships with others, wider societal views and impact on teaching) that encompass movement toward these transforming forms. We begin the chapter by considering service-learning frameworks and theories, drawing out our understanding of Kiely's (2004) "transforming forms" (pp. 9-11). Following this discussion, we provide an overview of our program and the six participants. We then analyze the data from participant's reflection logs and interviews. From our analysis, we suggest that all six participants showed some movement toward one or more of the "transforming forms". Finally, we draw conclusions about the usefulness of Kiely's framework for planning and reflecting on an international service-learning experience to prepare pre-service teachers to be inclusive teachers. We conclude that keeping in mind Kiely's "transforming forms" when planning, reflecting on and evaluating an international servicelearning experience can better prepare students to be inclusive teachers.
