この報告書は、過去2年間、（一社）環境政策対話研究所が作成してきた「欧州気候市民会議に関する調査報告書（2021年及び2022年版）」を引き継ぎ、地球環境戦略研究機関（IGES）において作成した2023年版です。2021年4月に作成された最初の報告書では、フランスおよび英国の国レベルで行われた気候市民会議の詳細の報告に重点が置かれました。2022年9月に作成された2番目の報告書は、英国やフランスの自治体などへの気候市民会議の広がりと英仏以外の欧州諸国の取り組みをカバーし、可能な範囲でそれらの相互比較や多面的な視点からの分析を行いました。この3回目の報告書は、欧州においてこれまでに実施された気候市民会議から得られた多くの学びや、それを基に作成された様々なガイダンスの紹介に重点を置いています。

The concept of 1.5-degree lifestyles involves changesin household consumption for achieving levels of perperson carbon footprint compatible with the 1.5°C targetof the Paris Agreement (IPCC, 2018). This requires,on average, emitting the equivalent of 2.5 tons of CO₂ per person per year by 2030, and 0.7 tons of CO₂ perperson per year by 2050 (Akenji et al., 2021), which impliessubstantial emission reductions, especially in industrialcountries. Besides how we consume, lifestyles are also howwe relate to one another, what kind of neighbours,friends, citizens and parents we are, what kinds ofvalues we nurture, and how we let those values drive our choices. Cities present the context and infrastructures that shape lifestyles and provide citizens with options forfood, housing, transport, and leisure. By 2030, citieswill host over 60% of the global population (UN, 2019). Local governments and cities thus play a fundamentalrole in leveraging the transition to sustainable lifestyles. The project ‘Envisioning Future Low-Carbon Lifestyles and Transitioning Instruments,’ funded under the UnitedNations One Planet Network, was launched to explorethe 1.5-degree lifestyles concept at the city level. The project is led by IGES in collaboration with Hot or CoolInstitute, D-mat, ICLEI Japan, the National Institute forEnvironmental Studies, Japan (NIES) and the local partners:Akatu Institute (Brazil); Swechha (India); ICLEI Africa(South Africa); and Chulalongkorn University (Thailand). The project aims at co-developing low-carbonlifestyle pathways through engaging citizens in workshops,household experiments, and scenario-buildingin six cities around the world (Cape Town, South Africa;Kyoto and Yokohama, Japan; New Delhi, India; Nonthaburi,Thailand; and São Paulo, Brazil). This brief shares findings from the project implementationin the six cities involved, including policyrecommendations for enabling 1.5-degree lifestyles.

The COVID-19 pandemic has had various impacts on our living conditions. and lifestyles. The restrictions, lockdowns, and changes in behaviour patterns that emerge also present an opportunity to reassess both the sustainability of status quo living and the new conditions arising from the chain reaction of COVID-induced changes. In particular, the pandemic has brought to attention structural inequalities present in society, resulting in the uneven distribution of resources and opportunities. Therefore, it is more important than ever to reconsider how we can enable people and societies to learn from one another and jointly shape inclusive and formsof sustainable living. This paper introduces five unique cases of ground-level initiatives working for collaborative learning and co-creation of sustainable ways of livingin Armenia, Colombia, Brazil, South Africa, and the Philippines. The pan- demic and the government’s restrictive measures have posed challenges to the project leaders and participants in fostering their collaborativework. However, project teams took proactive steps to enable all actorsto re-contextualise their challenges for sustainable and secure living andadapt their actions to better meet their basic necessities through the creative hybridisation of knowledge, skills, spaces and people. Learning from these cases, the paper argues that the Capabilities approach should be taken into account when we explore sustainable and reliable ways of living. It guides us to think beyond the outcomes to consider the distribution of real opportunities and meaningful choices for living.

This proceedings is related to the ‘Training of Trainers (ToT)’ workshop on Low Carbon Technologies (LCTs) and best practices in the compressed air system held on 11 February 2020 at Ahmedabad, Gujarat, India. The key objective of the TOT was to build the capacities of energy auditors and energy managers in the state of Gujarat on new and efficient technologies and practices in compressed air systems. It was conducted under the JITMAP*, specifically as part of the activities under the project on evaluation and verification of CO2 emissions reduction technologies (TA project) commissioned from MOEJ to IGES in FY2020. * JITMAP; ʻJapan-India Technology Matchmaking Platformʼ, a bilateral multi-stakeholders' platform to facilitate dissemination of Japanese LCTs which are beneficial for all the relevant stakeholders.

This proceedings is related to the awareness workshop on the opportunities of adoption of Japanese Low Carbon Technologies (LCTs) in the compressed air system in India on 25 January 2020 at Mumbai, India. The key objectives of the workshop were to: • Increase awareness about energy efficient air compressors and peripherals (hard technologies) along with effective operating practices for the overall compressed air system (soft technologies) among Indian small medium enterprises (SMEs). • Explore possibilities of strengthening Japan-India cooperation through JITMAP*initiative by investigating the potential of transferring Japanese LCTs for CO2 emission reduction. It was conducted under the JITMAP, specifically as part of the activities under the project on evaluation and verification of CO2 emissions reduction technologies (TA project) commissioned from MOEJ to IGES in FY2020. * JITMAP; ʻJapan-India Technology Matchmaking Platformʼ, a bilateral multi-stakeholders' platform to facilitate dissemination of Japanese LCTs which are beneficial for all the relevant stakeholders.

A Thematic Track Titled: Energy Management Solutions for Small and Medium Enterprises (SMEs) was held on January 29, 2020at the World Sustainable Development Summit (WSDS) 2020, New Delhi, India. It was also a part of the activities conducted in India in FY2019under the project on evaluation and verification of CO2 emissions reduction technologies (TA project) funded by the Ministry of the Environment, Japan (MOEJ). The key objectives of the thematic track are to: 1) share lessons learnt by different stakeholders undertaking energy-efficient activities among SMEs and 2) discuss strategies to develop and replicate cluster-level energy management models for SMEs.

The Institute for Global Environmental Strategies (IGES), Japan, and The Energy and Resource Institute (TERI), India, organized a session on 07 February 2020 to promote the implementation of Japanese Energy-Efficient Technologies at Gujarat Energy Development Agency (GEDA) and National Productivity Council’s (NPC) ‘State Level Energy Auditors and Energy Managers Meet’ in Surat, Gujarat, India, as part of the activities under Japan-India Technology Matchmaking Platform (JITMAP). About 100 energy auditors and managers attended the session.

本稿では，インド政府が国連気候変動枠組条約に提出したGHG排出削減目標案（INDC）の達成のために、国内的な取組として定めた「国家気候変動行動計画」の計画の１つである「省エネルギー化国家計画」の要となっている省エネ証書取引制度（Perform Achieve and Trade: PAT）と,IGES関西研究センターがインドで取り組んでいる日本の低炭素技術移転の取組を紹介する.

IGES, Japan, and The Energy and Resource Institute (TERI), India, organized a dissemination workshop on 18 December 2018 to promote the implementation of energy efficient technologies at Vapi Industries Association premises in Vapi, Gujarat as part of the activities under Japan-India Technology Matchmaking Platform (JITMAP). About 40 participants from the members of Vapi Industries Association attended the workshop. Japan-India Technology Matchmaking Platform (JITMAP) was established in 2016 by IGES and TERI to promote low carbon technologies (LCTs) in India. The operation of JITMAP is funded by the Ministry of the Environment, Japan. This platform aims to facilitate business-to-business, business-to-policy and business-to-finance matchmaking between Japanese LCT suppliers and Indian companies willing to implement the technologies. Vapi is a prominent industrial cluster in India with over 300 medium and large scale companies. Steam system and air compressors are commonly applicable technologies across different companies in Vapi. This workshop was organised to promote the implementation of energy efficient technologies across steam and compressed air systems, as well as, to introduce the suppliers of such technologies to the companies. The workshop received positive feedback from the companies and it was conducted back to back with walk-through survey of the steam processes in textile, and pulp and paper companies near Vapi and feasibility studies of compressed air systems in Gurgaon, Haryana.

The Institute for Global Environmental Strategies (IGES), Japan, and The Energy and Resource Institute (TERI), India, organized an awareness workshop about disseminating Japanese low carbon technologies (LCTs) in India on 30th August 2018 at Ankleshwar Industries Association premises in Ankleshwar, as part of the activities under Japan-India Technology Matchmaking Platform (JITMAP). The total number of participants exceeded one hundred (110), and about 90% of them were representatives of private companies. The Ankleshwar awareness workshop was part of the activities funded by Hyogo Prefecture government, Japan, and was co-organized with leading government agencies and business associations in Gujarat, namely, Gujarat Energy Development Agency (GEDA), Gujarat Industrial and Technical Consultancy Organisation Limited (GITCO), Ankleshwar Industries Association (AIA) and Dahej Industries Association (DIA). IGES and TERI along with other stakeholders organised this workshop to create awareness about energy efficiency across air compressors and transmission belts, and to introduce the suppliers of such technologies. Likewise, the awareness workshop facilitated a business matching opportunity for the technology suppliers to get in touch with interested companies. At the end of the workshop, many representatives from private companies requested the technology suppliers for onsite investigation for the potential implementation of the technologies.

The training programme was organised to “Support Renewable Energy Deployment through Developing Project Proposals to Access Green Climate Fund (GCF)” by IGES-KRC with support from Ministry of Environment Japan and IRENA. The training programme was attended by representatives from Maldives, Palau, Fiji, Samoa and Mozambique. It was observed that the 5 day intensive training gave the participants a thorough understanding of the process while applying for the GCF funds, along with other possible funding options like GEF, Abu Dhabi development Fund, IRENA Platform, etc. By the end of the workshop ,the participants had a road map about the operational framework of GCF, and were working on comprehensive project proposals. A follow up workshop was organised in Fiji to develop the project proposals further.

IGES関西研究センターでは、日本からインドへの低炭素・省エネ技術の移転促進を目的とした活動を実施してきており、2016年7月には「日本ーインド技術マッチメイキングプラットフォーム（JITMAP)」をインド・エネルギー資源研究所（TERI)とともに立ち上げ、日本の技術シーズとインドの技術ニーズのマッチングを通じた低炭素技術（LCT)の普及に取り組んでいる。日本企業の協力を通じたこれらの活動の概要を紹介する。
