10. Public preferences on the trade-off between privacy and surveillance in public spaces

Abstract

This research focuses upon public preferences on the trade-off between surveillance and privacy in public spaces in the context of Pakistan. Mass surveillance in Pakistan has begun from Lahore, the second largest city of the country, by installing approximately 8000 cameras with intelligent features primarily to deal with multiple security and public safety issues. Punjab Safe Cities Authority is a government organisation working under Punjab Police responsible for establishment and functioning of Punjab Police integrated command, control and communication centers in Punjab. However, public was not consulted prior to enforcement of this innovative technology-oriented project in Lahore. This research has strived to fill this gap in governance of security to explore the public preference of people in two cities (Multan and Rawalpindi) of the Punjab province through quantitative research and application of discrete choice stated preferences model. This research is significant because of the impact assessment of Lahore Safe City project as it was designed, implemented and operationalized. A new governance framework for data protection and public safety was adopted for the first time in Pakistan and transformation of an old Policing model to an advanced collaborative digital platform was studied in real time to draw some conclusions. Results of this research are important for the practice and public policy alike. From practical perspective, this research provided guidelines for taking on such innovative projects in countries like Pakistan and how to manage implementation of change in organisations like Punjab Police. From public policy perspective, it has initiated the debate of privacy as a fundamental human right which has strategic implications in the legal framework of the country by a possible amendment in the constitution of Pakistan. People have supported the installation of surveillance cameras for security however, their willingness to pay a security fee for this apparatus has some limitations. The research leads to recommendations that such public policy interventions should be designed after due consultations with the public for democratic governance. It also suggests that there should be a legal framework for protection of privacy rights of the people subjected to surveillance and a national regulatory mechanism should be adopted to strike a balance between application of mass surveillance systems and protection of privacy rights in the country in order to avoid technical and public policy risks.

Abstract

Object recognition is still an impediment in the field of computer vision and multimedia retrieval.Defining an object model is a critical task. Shape information of an object play a critical role in the process of object recognition. Extraction of boundary information of an object from the multimedia data and classifying this information with associated objects is the primary step towards object recognition. Rasters play an important role while computing object boundary. The trade-off lies with the dimensionality of the object versus computational cost while achieving maximum efficiency. Abstract

Introduction Sex hormone binding globulin (SHBG) levels are reported to be inversely associated with diabetes risk. It is unknown whether diabetes prevention interventions increase SHBG and whether resultant changes in SHBG affect diabetes risk. The purpose of this analysis was to determine whether intensive lifestyle intervention (ILS) or metformin changed circulating SHBG and if resultant changes influenced diabetes risk in the Diabetes Prevention Program (DPP).Research design and methods This is a secondary analysis from the DPP (1996–2001), a randomized trial of ILS or metformin versus placebo on diabetes risk over a mean follow-up of 3.2 years. The DPP was conducted across 27 academic study centers in the USA. Men, premenopausal and postmenopausal women without hormone use in the DPP were evaluated. The DPP included overweight/obese persons with elevated fasting glucose and impaired glucose tolerance. Abstract

Objective: Purpose of the study was to determine the challenges, complications and outcome of laparoscopic hysterectomy (LAVH & TLH). Study Design: Case series study. Place and Duration of Study: The study was conducted in Civil Hospital Bahawalpur from 1 October 2016 to 30 September 2017. Materials and Methods: Patient presenting with DUB (Dysfunctional Uterine Bleeding) and small fibroid were included. Parameters studied were duration of surgery, complications, conversion to open, patient satisfaction and hospital stay. Data was collected on performa and shifted to SPSS version 20. Results: Out of 11 patients included, 3 patient underwent Lap-assisted vaginal hysterectomy and in 8 patient TLH was performed. One patient was converted to open due to uncontrolled bleeding. One patient developed vesico-vaginal fistula. Minor postoperative wound infection (2 Patients) and wound infection (1 Patient) was managed conservatively. Conclusion: The challenges/complications of TLH are its technique, training, use of gadgetry, unfamiliar anatomy, bleeding and gas leakage. Proper training, use of uterine manipulator, best assisting technique and use of energy devices make outcome acceptable, easy and achievable.

36. Iran-Hezbollah Alliance Reconsidered: What Contributes to the Survival of State-Proxy Alliance?

Abstract

States often build alliances with non-state actors to address their security needs and pursue their strategic objectives, but such alliances are highly unreliable and fraught with grave risks for the allying parties. The gradually increasing capabilities of a non-state actor may embolden it to give preferences to its own geopolitical agenda, thereby adversely affecting the alliance. Thus, states and non-state actors have mostly failed to maintain stable relationships due to diverging interests and opportunistic politics. Iran and Hezbollah have however maintained an alliance, which has entered its fourth decade of organisational existence, and this potentially hostile alliance is transforming the regional strategic landscape. The longevity of their alliance is somewhat puzzling. This article contends that the Iran-Hezbollah alliance has withstood collapse because Iran gives significant autonomy to Hezbollah, and Hezbollah controls and optimizes its resources and revenue which are at its disposal. Additionally, the chaotic regional structure and their intersecting interests play a pivotal role, not only fostering this nexus but also significantly potentiating the survival of their alliance while reducing the likelihood of opportunistic dissociation.

Abstract

In this paper, the geometric distribution parameter is estimated under a type-I censoring scheme by means of the Bayesian estimation approach. The Beta and Kumaraswamy informative priors, as well as five loss functions are used for this purpose. Expressions of Bayes estimators and Bayes risks are derived under the Squared Error Loss Function (SELF), the Quadratic Loss Function (QLF), the Precautionary Loss Function (PLF), the Simple Asymmetric Precautionary Loss Function (SAPLF), and the DeGroot Loss Function (DLF) using the two aforementioned priors. The prior densities are obtained through prior predictive distributions. Simulation studies are carried out to make comparisons using Bayes risks.
