Abstract

Cities will face increasing challenges due to the impacts of global climate change, particularly in the form of cyclonic events, necessitating a deeper understanding and the establishment of effective response mechanisms at both institutional and citizen levels. In this research, we tested the efficiency of crowdsourcing in fostering participatory resilience and improving urban management. The main aim was to design novel and accurate proactive response strategies and mitigate the adverse effects of cyclonic wind events through volunteerism, citizen science, and urban science. To achieve this goal, as a case study, the municipality of Soledad, Colombia was used. This research employed a two-phase methodological approach: (i) initially evaluating the spatial distribution of emergency response resources, and (ii) developing a geo-referenced survey to map, systematize, and categorize data and outcomes. A total of three hundred and seventy-eight residents across five neighborhoods in Soledad, which have experienced a high frequency of atmospheric wind phenomena over the past two decades, were surveyed. The results indicate that the crowdsourcing mechanism effectively enhanced the empirical understanding of atmospheric wind events in Soledad, facilitating the establishment of a geo-referenced volunteer network for real-time responses. Additionally, this study shed light on previously undocumented challenges, in terms of reducing the number of people affected, and the actions that would lead to improved urban development to reduce the impacts of cyclonic events, emphasizing the significance of citizen science in the social construction of risk and disaster risk reduction (DDR) efforts.

Abstract

Resumen El proceso de metropolización de la ciudad de Barranquilla (Colombia) trajo consigo diferentes problemas socioespaciales relacionados con el crecimiento de asentamientos humanos informales en la periferia urbana del municipio de Soledad. Este artículo analiza el crecimiento de asentamientos informales en la periferia urbana del municipio de Soledad y plantea estrategias para la intervención de estas comunidades, mediante la articulación del programa de Mejoramiento Integral de Barrios (MIB) y el Plan de Desarrollo Municipal. La metodología es cuanti-cualitativa con diseño descriptivo basado en la revisión documental y el uso de SIG para la georreferenciación de los asentamientos. Los resultados y discusión demuestran que el crecimiento de asentamientos informales ha contribuido a la alta densificación y crecimiento poblacional desmedido de Soledad. Asimismo, la autoconstrucción de viviendas en invasiones provocó en los últimos 10 años la reducción entre 30-50% de la cobertura vegetal y la desforestación en áreas periféricas del municipio. Este artigo analisa o crescimento dos assentamentos informais na periferia urbana do município de Soledad e propõe estratégias para a intervenção dessas comunidades, por meio da articulação da política nacional de Melhoria Integral do Bairro (MIB) e do Plano de Desenvolvimento Municipal. A metodologia é quantitativa-qualitativa com desenho descritivo baseado na revisão documental e no uso de SIG para o georreferenciamento dos assentamentos. Os resultados e discussões mostram que o crescimento dos assentamentos informais tem contribuído para o alto adensamento e crescimento populacional excessivo de Soledad. Da mesma forma, a autoconstrução de casas em invasões causou nos últimos 10 anos a redução entre 30-50% da cobertura vegetal e o desmatamento em áreas periféricas do município. Abstract The urbanization of the city of Barranquilla (Colombia) increased informal human settlements in the urban periphery of the municipality of Soledad. This paper analyzes the growth of informal settlements in the urban periphery of the municipality and proposes strategic axes for the intervention of these communities through the articulation of the national policy for Comprehensive Neighborhood Improvement (MIB) and the Municipal Development Plan. It is based on a quantitative-qualitative methodology with a descriptive design supported by a documentary review and the use of GIS for the georeferencing of settlements. The results and discussions show that the growth of informal settlements has contributed to the high densification and excessive population growth in Soledad. Likewise, over the last 10 years, the self-construction of houses in invasions reduced in between 30-50% the vegetal cover and the deforestation in peripheral areas of the municipality.
