Abstract: Twenty-six years ago a small committee report, building on earlier studies, expounded a compelling and poetic vision for the future of astronomy, calling for an infrared-optimized space telescope with an aperture of at least $4m$. With the support of their governments in the US, Europe, and Canada, 20,000 people realized that vision as the $6.5m$ James Webb Space Telescope. A generation of astronomers will celebrate their accomplishments for the life of the mission, potentially as long as 20 years, and beyond. This report and the scientific discoveries that follow are extended thank-you notes to the 20,000 team members. The telescope is working perfectly, with much better image quality than expected. In this and accompanying papers, we give a brief history, describe the observatory, outline its objectives and current observing program, and discuss the inventions and people who made it possible. Abstract: The James Webb Space Telescope (JWST) is a large, infrared space telescope that has recently started its science program which will enable breakthroughs in astrophysics and planetary science. Notably, JWST will provide the very first observations of the earliest luminous objects in the Universe and start a new era of exoplanet atmospheric characterization. This transformative science is enabled by a 6.6 m telescope that is passively cooled with a 5-layer sunshield. The primary mirror is comprised of 18 controllable, low areal density hexagonal segments, that were aligned and phased relative to each other in orbit using innovative image-based wavefront sensing and control algorithms. This revolutionary telescope took more than two decades to develop with a widely distributed team across engineering disciplines. We present an overview of the telescope requirements, architecture, development, superb on-orbit performance, and lessons learned. Abstract: This paper characterizes the actual science performance of the James Webb Space Telescope (JWST), as determined from the six month commissioning period. We summarize the performance of the spacecraft, telescope, science instruments, and ground system, with an emphasis on differences from pre-launch expectations. Commissioning has made clear that JWST is fully capable of achieving the discoveries for which it was built. Moreover, almost across the board, the science performance of JWST is better than expected; in most cases, JWST will go deeper faster than expected. Abstract: We propose an atom interferometer gravitational wave detector in low Earth orbit (AGIS-LEO). Gravitational waves can be observed by comparing a pair of atom interferometers separated over a ~30 km baseline. In the proposed configuration, one or three of these interferometer pairs are simultaneously operated through the use of two or three satellites in formation flight. The three satellite configuration allows for the increased suppression of multiple noise sources and for the detection of stochastic gravitational wave signals. The mission will offer a strain sensitivity of < 10^(-18) / Hz^(1/2) in the 50 mHz - 10 Hz frequency range, providing access to a rich scientific region with substantial discovery potential. This band is not currently addressed with the LIGO or LISA instruments. We analyze systematic backgrounds that are relevant to the mission and discuss how they can be mitigated at the required levels. 10. Sub-Picometer Dynamic Measurements of a Diffuse Surface

Abstract: Future space observatory missions are forecasting the need for sensing and controlling wave front error and system alignment stability to picometer scale. Picometer stability performance demands precision knowledge of the mirror and metering structure materials to the same degree. A high-speed electronic speckle pattern interferometer was designed and built to demonstrate measurements of both static and dynamic responses of picometer amplitudes in materials of diffuse surface subjected to very low energy disturbances. This paper describes the details of a test to impart a dynamic disturbance of picometer scale and measure the response of a composite material.The results of the test are also reported and show conclusively that sub-picometer scale effects can be accurately measured in an open test environment outside a vacuum chamber.

11. LISA Telescope Challenges

Abstract: The LISA Mission proposal was selected by ESA's Science Program Committee (SPC) for the L3 Cosmic Visions launch opportunity, and is currently in a Phase A mission formulation study. An essential component of the instrument is a set of optical telescopes that make precision displacement measurements between pairs of proof masses that are flying drag-free in three separate satellites. We discuss the key requirements on the telescope, the current design, and discuss progress toward solving some of the key challenges for realizing the telescope designs.

Abstract: The James Webb Space Telescope (JWST) Optical Telescope Element (OTE) and Integrated Science Instrument Module (ISIM) completed element level integration and test programs and were integrated to the next level of assembly called OTE/ISIM (OTIS) at Goddard Space Flight Center (GSFC) in Greenbelt, Maryland in 2016. Before shipping the OTIS to Johnson Space Center (JSC) for optical test at cryogenic temperature a series of vibration and acoustic tests were performed. To help ensure that the OTIS was ready to be shipped to JSC an optical center of curvature (CoC) test was performed to measure changes in the mirror's optical performance to verify that the telescope's primary mirror was not adversely impacted by the environmental testing and help us in understanding potential anomalies identified during the JSC tests. The primary is a 6.5 meter diameter mirror consisting of 18 individual hexagonal segments. Each segment is an off-axis asphere. There are a total of three prescriptions repeated six times each. As part of the CoC test each segment was individually measured using a high-speed interferometer (HSI) designed and built specifically for this test. This interferometer is capable of characterizing both static and dynamic characteristics of the mirrors. The latter capability was used, with the aid of a vibration stinger applying a low-level input force, to measure the dynamic characteristic changes of the PM backplane structure. This paper describes the CoC test setup and both static and dynamic test results.

Abstract: The James Webb Space Telescope (JWST) is a 6.5m, segmented, IR telescope that will explore the first light of the universe after the big bang. The JWST Optical Telescope Element (Telescope) integration and test program is well underway. The telescope was completed in the spring of 2016 and the cryogenic test equipment has been through two optical test programs leading up to the final flight verification program. The details of the telescope mirror integration will be provided along with the current status of the flight observatory. In addition, the results of the two optical ground support equipment cryo tests will be shown and how these plans fold into the flight verification program.

Abstract: In 2014, the Optical Ground Support Equipment was integrated into the large cryo vacuum chamber at Johnson Space Center (JSC) and an initial Chamber Commissioning Test was completed. This insured that the support equipment was ready for the three Pathfinder telescope cryo tests. The Pathfinder telescope which consists of two primary mirror segment assemblies and the secondary mirror was delivered to JSC in February 2015 in support of this critical risk reduction test program prior to the flight hardware. Abstract: The James Webb Space Telescope (JWST) is a 6.5m, segmented, IR telescope that will explore the first light of the universe after the big bang. In 2014, a major risk reduction effort related to the Alignment, Integration, and Test (AI&T) of the segmented telescope was completed. The Pathfinder telescope includes two Primary Mirror Segment Assemblies (PMSA's) and the Secondary Mirror Assembly (SMA) onto a flight-like composite telescope backplane. This pathfinder allowed the JWST team to assess the alignment process and to better understand the various error sources that need to be accommodated in the flight build. The successful completion of the Pathfinder Telescope provides a final integration roadmap for the flight operations that will start in August 2015.

22. Removal of a protective coating on Al by ion etching for high reflectance in the far ultraviolet

Abstract: The effect of ion etching on the reflectance of A1 coatings in the far ultraviolet is investigated. Ion etching of an overlayer grown on A1 was performed by applying 100-300 eV [Ar.sup.+] ions using an ion gun. Ion etching was employed to remove the oxide naturally grown on an A1 film that had been in contact with atmosphere. Ion etching was also used to remove part or all of the protective Mg[F.sub.2] film on A1. The reflectance at 121.6 nm, H Lyman [alpha] line of the overlayer-removed A1 surface was monitored after protecting it with a Mg[F.sub.2] layer. Ion etching on both types of coatings resulted in an excellent reflectance value at 121.6 nm, whereas a reflectance loss was observed at longer wavelengths. Abstract: The James Webb Space Telescope (JWST) Backplane Stability Test Article (BSTA) was developed to demonstrate large precision cryogenic structures' technology readiness for use in the JWST. The thermal stability of the BSTA was measured at cryogenic temperatures at the Marshall Space Flight Center (MSFC) X-Ray Calibration Facility (XRCF) and included nearly continuous measurements over a six-week period in the summer of 2006 covering the temperature range from ambient down to 30 Kusing a spatially phase-shifted digital speckle pattern interferometer (SPS-DSPI). The BSTA is a full size, one-sixth section of the JWST primary mirror backplane assembly (PMBA). The BSTA, measuring almost 3 m across, contains most of the prominent structural elements of the backplane and is to our knowledge the largest structure ever measured with SPS-DSPI at cryogenic conditions. The SPS-DSPI measured rigid body motion and deformations of BSTA to nanometer-level accuracy. The SPS-DSPI was developed specifically for the purposes of this test and other tests of large cryogenic structures for JWST. OCIS codes: 120.6160, 100.0100.

Abstract: James Webb Space Telescope Optical Telescope Element (OTE) is a three mirror anastigmat consisting of a 6.5 m primary mirror (PM), secondary mirror (SM) and a tertiary mirror. The primary mirror is made out of 18 segments. The telescope and instruments will be assembled at Goddard Space Flight Center (GSFC) to make it the Optical Telescope Element-Integrated Science Instrument Module (OTIS). The OTIS will go through environmental testing at GSFC before being transported to Johnson Space Center for testing at cryogenic temperature. The objective of the primary mirror Center of Curvature test (CoC) is to characterize the PM before and after the environmental testing for workmanship. This paper discusses the CoC test including both a surface figure test and a new method for characterizing the state of the primary mirror using high speed dynamics interferometry.

Abstract: We present a method for the calibration of a spatially phase-shifted digital speckle pattern interferometer (SPS-DSPI), which was designed and built for the purpose of testing the James Webb space telescope (JWST) optical structures and related technology development structures. The need to measure dynamic deformations of large, diffuse structures to nanometer accuracy at cryogenic temperature is paramount in the characterization of a large diameter space and terrestrial based telescopes. The techniques described herein apply to any situation, in which high accuracy measurement of diffuse structures are required. The calibration of the instrument is done using a single-crystal silicon gauge. The gauge has four islands of different heights that change in a predictable manner as a function of temperature. The SPS-DSPI is used to measure the relative piston between the islands as the temperature of the gauge is changed. The measurement results are then compared with the theoretical changes in the height of the gauge islands. The maximum deviation of the measured rate of change of the relative piston in nm/K from the expected value is 3.3%. OCIS codes: 120.0120, 120.6160.

26. Sub-quarter-wave multilayer coatings with high reflectance in the extreme ultraviolet

Abstract: Multilayer coatings with a small number of layers were designed and prepared to provide an increase in normal-incidence reflectance in the extreme ultraviolet compared with the reflectance of available single-layer coatings, namely, SiC, [B.sub.4]C, and Ir. Multilayers were designed to produce coatings with the highest possible reflectance at 91.2 and at 58.4 nm. At these wavelengths all the materials absorb radiation strongly, but still a reflectance enhancement can be obtained by means of sub-quarter-wave multilayer coatings with two or more different materials. Sub-quarter-wave multilayer coatings based on Al, Mg[F.sub.2], diamondlike carbon, [B.sub.4]C, SiC, and Ir showed higher reflectance than single-layer coatings of SiC and [B.sub.4]C not only at the target wavelength but in a wide band ranging from 50 nm to the 121.6-nm H Lyman-[alpha] line. Multilayer coatings suffered some reflectance degradation over time. However, after approximately 80-100 days of aging in a desiccator, the reflectance for the multilayer coatings was greater than for the single-layer coatings.

Abstract: James Webb Space Telescope (JWST) Optical Telescope Element (OTE) mirror coating program has been completed. The science goals of the JWST mission require a uniform, low stress, durable optical coating with high reflectivity over the JWST spectral region. The coating has to be environmentally stable, radiation resistant and compatible with the cryogenic operating environment. The large size, 1.52 m point to point, light weight, beryllium primary mirror (PM) segments and flawless coating process during the flight mirror coating program that consisted coating of 21 flight mirrors were among many technical challenges. This paper provides an overview of the JWST telescope mirror coating program. The paper summarizes the coating development program and performance of the flight mirrors.

This paper will summarize the mirror development history starting with the selection of beryllium as the mirror material and ending with the final test results. It will provide an overview of the technological roadmap and schedules and the key challenges that were overcome. It will also provide a summary or the key tests that were performed and the results of these tests.

30. Multilayer coatings with high reflectance in the extreme-ultraviolet spectral range of 50 to 121.6 nm

Abstract: Multilayer coatings with three layers were designed to yield an increase in normal-incidence reflectance in the extreme ultraviolet ever that of the available single-layer coatings. Multilayer coatings based on Al, Mg[F.sub.2], and either SiC or [B.sub.4]C were demonstrated to have higher reflectance than single layers of SiC and [B.sub.4]C in the spectral region from 57.9 nm to the H Lyman-[Alpha] line (121.6 nm) and above. The increase in reflectance was higher at wavelengths close to 121.6 nm. Reflectance degraded slightly over time in the same way as for single layers. After a few months, multilayer coatings maintained higher reflectance than their single-layer counterparts.

33. Effects of space exposure on ion-beam-deposited silicon-carbide and boron-carbide coatings

Abstract: Two recently developed optical coatings, ion-beam-deposited silicon carbide and ion-beam-deposited boron carbide, are very attractive as coatings on optical components for instruments for space astronomy and earth sciences operating in the extreme-UV spectral region because of their high reflectivity, significantly higher than any conventional coating below 105 nm. To take full advantage of these coatings in space applications, it is important to establish their ability to withstand exposure to the residual atomic oxygen and other environmental effects at low-earth-orbit altitudes. The first two flights of the Surface Effects Sample Monitor experiments flown on the ORFEUS-SPAS and the CRISTA-SPAS Shuttle missions provided the opportunity to study the effects of space exposure on these materials. The results indicate a need to protect ion-beam-deposited silicon-carbide-coated optical components from environmental effects in a low-earth orbit. The boron-carbide thin-film coating is a more robust coating able to withstand short-term exposure to atomic oxygen in a low-earth-orbit environment.

34. Bidirectional reflectance distribution function of diffuse extreme ultraviolet scatterers and extreme ultraviolet baffle materials

Abstract: Bidirectional reflectance distribution function (BRDF) measurements of a number of diffuse extreme ultraviolet (EUV) scatterers and EUV baffle materials have been performed with the Goddard EUV scatterometer. BRDF data are presented for white Spectralon SRS-99 at 121.6 nm; the data exhibit a non-Lambertian nature and a total hemispherical reflectance lower than 0.15. Data are also presented for an evaporated Cu black sample, a black Spectralon SRS-02 sample, and a Martin Optical Black sample at wavelengths of 58.4 and 121,6 nm and for angles of incidence of 15 [degrees] and 45 [degrees]. Overall Martin Optical Black exhibited the lowest BRDF characteristic, with a total hemispherical reflectance of the order of 0.01 and measured BRDF values as low as 2 x [10.sup.-3] [sr.sup.-1]. 35. Extreme ultraviolet scatterometer: design and capability

Abstract: A scatterometer capable of plane-of-incidence bidirectional reflectance distribution function (BRDF) measurements at extreme ultraviolet wavelengths between 58.4 and 121.6 nm has been developed. This instrument has a lower measurement limit of approximately [10.sup.-5] [sr.sup.-1], and it is able to accommodate angles of incidence between 10 [degrees] and 75 [degrees]. The scatterometer can measure scatter to within 1.5 [degrees] of the specular beam, and the scatter angle can be measured to within 0.1 [degrees]. The design, analysis, and performance of this instrument are discussed here. Scatter data, in the form of BRDF measurements, are presented for a 3000-line/mm grating and a fiat chemical vapor deposited diamond sample. 37. Narrow-band EUV Multilayer Coating for the MOSES Sounding Rocket

Abstract: The Multi-order Solar EUV Spectrograph (MOSES) is a slitless spectrograph designed to study solar He II emission at 303.8 Angstroms, to be launched on a sounding rocket payload. One difference between MOSES and other slitless spectrographs is that the images are recorded simultaneously at three spectral orders, m = -1,0, +l. Another is the addition of a narrow-band multilayer coating on both the grating and the fold flat, which will reject out-of-band lines that normally contaminate the image of a slitless instrument. The primary metrics f a the mating were high peak reflectivity and suppression of Fe XV and XVI emission lines at 284 Angstroms and 335 Angstroms, respectively. We chose B4C/Mg2Si for our material combination since it provides better values for all three metrics together than the other leading candidates Si/Ir, Si/B4C or Si/SiC. Measurements of witness flats at NIST indicate the peak reflectivity at 303.6 is 38.5% for a 15 bilayer stack, while the suppression at 284 Angstroms, is 4.5x and at 335 Angstroms is 18.3x for each of two reflections in the instrument. We present the results of coating the MOSES flight gratings and fold flat, including the spectral response of the fold flat and grating as measured at NIST's SURF III and Brookhaven's X24C beamline.

Abstract: Digital Speckle Pattern Interferometry (DSPI) is a well-established method for the measurement of diffuse objects in experimental mechanics. DSPIs are phase shifting interferometers. Three or four bucket temporal phase shifting algorithms are commonly used to provide phase shifting. These algorithms are sensitive to vibrations and can not be used to measure large optical structures far away from the interferometer. In this research a simultaneous phase shifted interferometer, PhaseCam product of 4D Technology Corporation in Tucson Arizona, is modified to be a Simultaneous phase shifted Digital Speckle Pattern Interferometer (SDSPI). Repeatability, dynamic range, and accuracy of the SDSPI are characterized by measuring a 5 cm x 5 cm carbon fiber coupon.

40. High Precision Measurements of Mirror Coating Non-Uniformities and Implications for Coronagraphy

Abstract: High contrast, coronagraphic imaging systems, such as proposed for the Terrestrial Planet Finder (TPF) mission, require very high levels of wavefront phase and amplitude uniformity (of order 10(exp -4) in order to reveal faint terrestrial planets in orbit near their parent stars. Knowledge of amplitude non-uniformities with large optical systems to this level and essentially unknown. We have bui1t an instrument to provide such measurements on a few selected coatings using surrogate witness samples configured to approximate a large diameter mirror and provide some initial data at the precision required. Here we present the results of this work to date, and show the imp1ications for high contrast coronagraphy.

Abstract: We describe the transmission calibration of the Astro-E XRS blocking filters. The XRS instrument has five aluminized polyimide blocking filters. These filters are located at thermal stages ranging from 200 K to 60 mK. They are each about 1000 A thick. XRS will have high energy resolution which will enable it to see some of the extended fine structure around the oxygen and aluminum K edges of these filters. Thus, we are conducting a high spectral resolution calibration of the filters near these energies to resolve out extended flue structure and absorption lines.

Abstract: The Hubble Space Telescope (HST) Advanced Camera for Surveys (ACS) will employ a wide variety of spectral filtration components including narrow band, medium band, wide band, and far ultraviolet (FUV) long pass filters, spatially- variable filters (ramp filters), VIS/IR polarizers, NUV polarizers, FUV prisms, and a grism. These components are spread across ACS's Wide Field, High Resolution, and Solar Blind channels which provide diffraction-limited imaging of astronomical targets using aberration-correcting optics which remove most aberrations from HST's Optical Telescope Assembly (OTA). In order for ACS to be truly advanced, these filters must push the state-of-the-art in performance in a number of key areas at the same time. Important requirements which these filters must meet include outstanding transmitted wavefront, high transmittance, uniform transmittance across each filter, spectrally structure-free bandpasses, exceptionally high out of band rejection, and a high degree of parfocality. These constitute a very stringent set of requirements indeed, especially for filters which are up to 90 mm in diameter. The development of optical metrology stations used to demonstrate that each ACS filter will meet its design specifications is discussed. Of particular note are specially-designed spectral transmissometers and interferometers.
