Data flows are becoming ever more important to smart cities. Owing to the plethora of interconnections, an action in one area can result in unintended consequences elsewhere–and while a holistic approach to managing data and data flows sounds desirable, it remains to be seen whether such an approach is achievable. This chapter will explore the conflicting legal and other issues smart cities face, including how to provide access to tools and data to enable creation of apps, content, or products and adapt products for local and global needs; how to encourage use and deployment of data-dependent systems such as artificial intelligence (AI); and how to allow companies to fulfil obligations to provide customer support, enable commercial transactions or the flow of digital currencies. Using Hong Kong as a case study, the chapter overviews Hong Kong’s quest to be a smart city, measures its progress against an objective, then evaluates the potential downsides of Hong Kong’s laissez-faire approach to regulation before advocating for the establishment of a coordinated framework and policy for managing cross-border data flows.

In this paper, the mixed performance and reachable set of uncertain discrete systems with slow variation interval time-varying delay are considered. The original uncertain discrete systems with interval time-varying delay are first transformed into a switched system. Then, the proposed improved results are used to guarantee the stability and reachable set of the uncertain system with slow variation interval time-varying delay. The mixed performance (H2/H∞) can be derived in the same formulation simultaneously. The design scheme of robust switched control is also developed in this paper. The gains of the controller can be designed and switched to achieve stabilization and mixed performance of the system according to the delay value. Some comparisons with published results are made to show the main contribution of the proposed approach. Finally, some numerical examples are illustrated to show the main results.

In this paper, the problem of mixed ${H}_2$ and passive switching control of uncertain discrete time-delay switched systems is investigated via a switching signal selection. Lyapunov theory with Wirtinger inequality is applied to guarantee the mixed performance for discrete switched time-delay system. The used Linear Matrix Inequality variables are less than our past proposed results. Finally, the improvement of the developed results is illustrated via a numerical example.

In this paper, a simple switching signal design scheme for H ∞ performance analysis and control of switched time-delay systems with linear fractional perturbations is developed. Delay-dependent LMI-based criteria are proposed to achieve the design of switching signal and control. All the LMI problems in our main results can be solved numerically by Matlab LMI toolbox. Wirtinger-based inequality is used in our approach to improve the conservativeness of the past research results. Finally, some numerical examples are illustrated to show the main improvement.

The H∞ performance analysis and switching control of uncertain discrete switched time-delay systems with linear fractional perturbations are studied in this paper. The design of a simple switching signal is developed to acquire LMI conditions which achieve H∞ performance and switching control of discrete switched time-delay system. The conservativeness of obtained results can be improved by using the delay-partitioning approach. The using LMI variables number is less than our past proposed non-negative inequality approach. Finally, we use some numerical examples to illustrate the major improvement of the developed results.

In this paper, the $H_{\infty} $ performance analysis and switching control of uncertain discrete switched systems with time delay and linear fractional perturbations are considered via a switching signal design. Linear matrix inequality-based delay-dependent stability criteria are proposed to design the switching signal and guarantee the global exponential stability. A simple switching signal design scheme and a new delay-partitioning approach are developed to improve the conservativeness of the proposed results. Finally, some numerical examples are illustrated to show the main improvement.
