Ecosystems worldwide are under increasing threat. We applied a standardized method for assessing the risk of ecosystem collapse, the International Union for Conservation of Nature (IUCN) Red List of Ecosystems, to coral reefs in the Western Indian Ocean (WIO), covering 11,919 km2 of reef (~5% of the global total). Our approach combined indicators of change in historic ecosystem extent, ecosystem functioning (hard corals, fleshy algae, herbivores and piscivores) and projected sea temperature warming. We show that WIO coral reefs are vulnerable to collapse at the regional level, while in 11 nested ecoregions they range from critically endangered (islands, driven by future warming) to vulnerable (continental coast and northern Seychelles, driven principally by fishing pressure). Responses to avoid coral reef collapse must include ecosystem-based management of reefs and adjacent systems combined with mitigating and adapting to climate change. Our approach can be replicated across coral reefs globally to help countries and other actors meet conservation and sustainability targets set under multiple global conventions—including the Convention on Biological Diversity’s post-2020 global biodiversity framework and the United Nations’ Sustainable Development Goals.

Climate change is projected to cause significant reductions in global fisheries catch during the 21st Century. Yet, little is understood of climate change impacts on tropical fisheries, which support many livelihoods, as is the case in the Western Indian Ocean region (WIO). Here, we focus on two central WIO countries ― Kenya and Tanzania ― and run a multi-species fish model (Size Spectrum Dynamic Bio-climate Envelope Model; SS-DBEM) for 43 species of commercial and artisanal importance, to investigate the effects of climate change. We include both national Exclusive Economic Zones (EEZs) as domains. The model was forced by data from a biogeochemical model (NEMO-MEDUSA), run under the high emissions scenario Representative Concentration Pathway (RCP) 8.5, until the end of the 21st century. Impacts of fisheries and climate change were investigated by running SS-DBEM under five scenarios of fishing pressures to predict a range of possible future scenarios. Fishing pressure was represented as the Maximum Sustainable Yield (MSY), expressed as MSY0, MSY1, MSY2, MSY3 and MSY4 representing fishing mortality of 0, 1, 2, 3 and 4 times MSY, respectively. Large reductions in average fish biomass were projected over the 21st Century, with median reductions of fish species biomass of 63–76% and 56–69% for the Kenyan and Tanzanian EEZs respectively across the fishing scenarios. Tunas were particularly impacted by future climate change, with the six modelled species exhibiting biomass reductions of at least 70% in both EEZs for all fishing scenarios during the 21st Century. Reductions in fish biomass were much more severe during the second half of the 21st Century, highlighting the benefits to tropical fisheries of global action on climate change.

Djiboutian coral reefs are poorly studied, but are of critical importance to tourism and artisanal fishing in this small developing nation. In 2014 and 2016 we carried out the most comprehensive survey of Djiboutian reefs to date, and present data on their ecology, health and estimate their vulnerability to future coral bleaching and anthropogenic impacts. Reef type varied from complex reef formations exposed to wind and waves along the Gulf of Aden, to narrow fringing reefs adjacent to the deep sheltered waters of the Gulf of Tadjoura. Evidence suggests that in the past 35 years the reefs have not previously experienced severe coral bleaching or significant human impacts, with many reefs having healthy and diverse coral and fish populations. Mean coral cover was high (52%) and fish assemblages were dominated by fishery target species and herbivores. However, rising sea surface temperatures (SSTs) and rapid recent coastal development activities in Djibouti are likely future threats to these relatively untouched reefs.

Aim Understanding the drivers of the structure of coral reef fish assemblages is vital for their future conservation. Quantifying the separate roles of natural drivers from the increasing influence of anthropogenic factors, such as fishing and climate change, is a key component of this understanding. It follows that the intrinsic role of historical biogeographical and geomorphological factors must be accounted for when trying to understand the effects of contemporary disturbances such as fishing. Location Comoros, Madagascar, Mozambique and Tanzania, Western Indian Ocean (WIO). Methods We modeled patterns in the density and biomass of an assemblage of reef‐associated fish species from 11 families, and their association with 16 biophysical variables. Results Canonical analysis of principal coordinates revealed strong country affiliations of reef fish assemblages and distance‐based linear modeling confirmed geographic location and reef geomorphology were the most significant correlates, explaining 32% of the observed variation in fish assemblage structure. Another 6%–8% of variation was explained by productivity gradients (chl_a), and reef exposure or slope. Where spatial effects were not significant between mainland continental locations, fishing effects became evident explaining 6% of the variation in data. No correlation with live coral was detected. Only 37 species, predominantly lower trophic level taxa, were significant in explaining differences in assemblages between sites. Main Conclusions Spatial and geomorphological histories remain a major influence on the structure of reef fish assemblages in the WIO. Reef geomorphology was closely linked to standing biomass, with “ocean‐exposed” fringing reefs supporting high average biomass of ~1,000 kg/ha, while “lagoon‐exposed fringing” reefs and “inner seas patch complex” reefs yielded substantially less at ~500kg/ha. Further, the results indicate the influence of benthic communities on fish assemblages is scale dependent. Such insights will be pivotal for managers seeking to balance long‐term sustainability of artisanal reef fisheries with conservation of coral reef systems.

Marine robots have the potential to enhance WIO marine research to improve regional adaptation to the challenges presented by climate change by providing enhanced research capacity that bypasses the requirement for expensive infrastructure, such as large research vessels. This paper tests this potential and assesses the readiness of WIO communities to adopt autonomous technologies to meet its marine research priorities. We apply a range of analyses to a marine robots case study undertaken in waters around the island of Pemba, part of the Zanzibar archipelago, in Tanzania in 2019. The campaign formed part of a multinational project focused on increasing WIO capacity to meet food security and ocean sustainability challenges. A community engagement programme with six Tanzanian coastal communities resulted in positive changes in attitudes towards marine robots with reported increases in understanding and acceptance of such technologies. Suspicion of the robots was reduced and a lower risk of removing operational equipment was recorded following the provision of educational material. Cost, risk and benefit analysis shows that marine robots are perceived to provide high level benefits, but come at a high cost that is difficult to achieve using national or regional funding. An assessment of the capacity of WIO marine institutes to adopt such technologies shows that prior to this work, few skills or infrastructure related to marine robots were available to researchers and further confirmed that funding opportunities were perceived to be largely unavailable at institutional, national, regional or international levels. Responses from regional partners following completion of the case study however, revealed an uplift in perceived capacity, particularly related to access to infrastructure and expertise as well as support and opportunities for funding at each level. The presented case study is shown to have been a valuable demonstrator of the benefits of using marine robots to meet WIO coastal ocean research requirements and regional capacity was shown to be substantially increased within the broad range of marine institutes surveyed throughout the case study period. This study demonstrates that taking early steps towards adopting marine autonomous robots has increased WIO regional marine research capacity and increased the confidence and willingness of local researchers to seek alternative solutions to ongoing marine research challenges. Recommendations for future action that will continue to increase the capacity and readiness for regional adoption of marine robots include investment at local, national and regional levels to provide accessible training opportunities and to facilitate regional and international collaborations; investment in a regional hub, or centre of excellence for marine robotic technology; early adoption of newly emerging smaller, cheaper autonomous technologies; investment in local skills and support facilities to aid local buy-in and acceptance while supporting regional capacity.

Understanding how Marine Protected Areas (MPAs) improve conservation outcomes across anthropogenic pressures can improve the benefits derived from them. Effects of protection for coral reefs in the western and central Indian Ocean were assessed using size-spectra analysis of fish and the relationships of trophic group biomass with human population density. Length-spectra relationships quantifying the relative abundance of small and large fish (slope) and overall productivity of the system (intercept) showed inconsistent patterns with MPA protection. The results suggest that both the slopes and intercepts were significantly higher in highly and well-protected MPAs. This indicates that effective MPAs are more productive and support higher abundances of smaller fish, relative to moderately protected MPAs. Trophic group biomass spanning piscivores and herbivores, decreased with increasing human density implying restoration of fish functional structure is needed. This would require addressing fisher needs and supporting effective MPA management to secure ecosystem benefits for coastal communities.

For the countries bordering the tropical Western Indian Ocean (TWIO), living marine resources are vital for food security. However, this region has largely escaped the attention of studies investigating potential impacts of future climate change on the marine environment. Understanding how marine ecosystems in coastal East Africa may respond to various climatic stressors is vital for the development of conservation and other ocean management policies that can help to adapt to climate change impacts on natural and associated human systems. Here, we use a high-resolution (1/4°) ocean model, run under a high emission scenario (RCP 8.5) until the end of the 21st century, to identify key regionally important climate change stressors over the East African Coastal Current (EACC) that flows along the coasts of Kenya and Tanzania. We also discuss these stressors in the context of projections from lower resolution CMIP5 models. Our results indicate that the main drivers of dynamics and the associated ecosystem response in the TWIO are different between the two monsoon seasons. Our high resolution model projects weakening of the Northeast monsoon (December–February) winds and slight strengthening of the Southeast monsoon (May–September) winds throughout the course of the 21st century, consistent with CMIP5 models. The projected shallower mixed layers and weaker upwelling during the Northeast Monsoon considerably reduce the availability of surface nutrients and primary production. Meanwhile, primary production during the Southeast monsoon is projected to be relatively stable until the end of the century. In parallel, a widespread warming of up to 5 °C is projected year-round with extreme events such as marine heatwaves becoming more intense and prolonged, with the first year-long event projected to occur as early as the 2030s. This extreme warming will have significant consequences for both marine ecosystems and the coastal populations dependent on these marine resources. These region-specific stressors highlight the importance of dynamic ocean features such as the upwelling systems associated with key ocean currents. This indicates the need to develop and implement a regional system that monitors the anomalous behaviour of such regionally important features. Additionally, this study draws attention to the importance of investment in decadal prediction methods, including high resolution modelling, that can provide information at time and space scales that are more directly relevant to regional management and policy making.

Under the impact of natural and anthropogenic climate variability, upwelling systems are known to change their properties leading to associated regime shifts in marine ecosystems. These often impact commercial fisheries and societies dependent on them. In a region where in situ hydrographic and biological marine data are scarce, this study uses a combination of remote sensing and ocean modelling to show how a stable seasonal upwelling off the Kenyan coast shifted into the territorial waters of neighboring Tanzania under the influence of the unique 1997/ 98 El Niño and positive Indian Ocean Dipole event. The formation of an anticyclonic gyre adjacent to the Kenyan/ Tanzanian coast led to a reorganization of the surface currents and caused the southward migration of the Somali–Zanzibar confluence zone and is attributed to anomalous wind stress curl over the central Indian Ocean. This caused the lowest observed chlorophyll-a over the North Kenya banks (Kenya), while it reached its historical maximum off Dar Es Salaam (Tanzanian waters). We demonstrate that this situation is specific to the 1997/ 98 El Niño when compared with other the super El-Niño events of 1972,73, 1982–83 and 2015–16. Despite the lack of available fishery data in the region, the local ecosystem changes that the shift of this upwelling may have caused are discussed based on the literature. The likely negative impacts on local fish stocks in Kenya, affecting fishers’ livelihoods and food security, and the temporary increase in pelagic fishery species’ productivity in Tanzania are highlighted. Finally, we discuss how satellite observations may assist fisheries management bodies to anticipate low productivity periods, and mitigate their potentially negative economic impacts.

Information on the spatial distribution of habitats and vulnerable species is important for conservation planning. In particular, detailed knowledge on connectivity of marine ecosystems in relation to depth and seafloor characteristics is crucial for any proposed conservation and management actions. Yet, the bulk of the seafloor remains under-sampled, unstudied and unmapped, thereby limiting our understanding of connections between shallow and deep-water communities. Recent studies on mesophotic coral ecosystems (MCEs) have highlighted the Western Indian Ocean as a particularly understudied marine region. Kenya’s small scale coral reef fisheries are extensively studied yet a practical understanding of the resilience and status of the main target species remains largely elusive to the manager. We combined a range of fishery and fish population descriptors to analyse Kenya’s coral reef fish and fisheries over a 20 year period from the 1980s, to determine the sustainability of current fishing levels and provide recommendations for management. Fishers reported over 13 different artisanal fishing gears of which there are data for only the five widely used gears. Average catch rates declined 4-fold from the mid 1980s (13.7 ± 1.6 kg/fisher/trip) to the 1990s (3.2 ± 0.1 kg/fisher/trip) and then stabilized. Species richness in catches of these historically multi-species fisheries declined dramatically and by 2007 only 2–3 species appeared in the top bracket (65–75% by number) with Siganus sutor (African whitespotted rabbitfish) and Leptoscarus vaigiensis (marbled parrotfish) consistently being in this bracket in beach seine, gill net and basket trap catches, contributing up to a maximum of 45% and 47% of the catch, respectively. Lethrinus borbonicus dominated handline catches (50%). Relatively stable catch rates are reported from the 1990s to the mid 2000s, likely maintained by shifting proportions of species in the catches. Patterns in fish population densities over time show National Parks have helped increase densities of Lethrinidae and Haemulidae and reduced the decline in densities of Scaridae and Acanthuridae, but that National Reserves have had no positive effect. We suggest that the National Parks, which are No Take Zones (NTZs), and the fisheries regulations inside and outside of Reserves are inadequate for maintaining or restoring reef fishery target families under current levels of fishery exploitation. We propose that recruitment overfishing of several species and insufficient areas under full protection, all exacerbated by climate change, are contributing to driving Kenya’s artisanal coral reef fisheries to a tipping point. We recommend species–specific management options, changes in and enforcement of gear regulations and many more effective NTZs are needed urgently if these fisheries are to continue to provide livelihoods and food security on the Kenyan coast.

Fishing has had a profound impact on global reef shark populations, and the absence or presence of sharks is strongly correlated with national socio-economic conditions and reef governance. Decades of overexploitation have devastated shark populations, leaving considerable doubt as to their ecological status(1,2). Yet much of what is known about sharks has been inferred from catch records in industrial fisheries, whereas far less information is available about sharks that live in coastal habitats(3). Here we address this knowledge gap using data from more than 15,000 standardized baited remote underwater video stations that were deployed on 371 reefs in 58 nations to estimate the conservation status of reef sharks globally. Our results reveal the profound impact that fishing has had on reef shark populations: we observed no sharks on almost 20% of the surveyed reefs. Reef sharks were almost completely absent from reefs in several nations, and shark depletion was strongly related to socio-economic conditions such as the size and proximity of the nearest market, poor governance and the density of the human population. However, opportunities for the conservation of reef sharks remain: shark sanctuaries, closed areas, catch limits and an absence of gillnets and longlines were associated with a substantially higher relative abundance of reef sharks. These results reveal several policy pathways for the restoration and management of reef shark populations, from direct top-down management of fishing to indirect improvement of governance conditions. Reef shark populations will only have a high chance of recovery by engaging key socio-economic aspects of tropical fisheries.

Coral reefs are exceptionally biodiverse and human dependence on their ecosystem services is high. Reefs experience significant direct and indirect anthropogenic pressures, and provide a sensitive indicator of coastal ocean health, climate change, and ocean acidification, with associated implications for society. Monitoring coral reef status and trends is essential to better inform science, management and policy, but the projected collapse of reef systems within a few decades makes the provision of accurate and actionable monitoring data urgent. The Global Coral Reef Monitoring Network has been the foundation for global reporting on coral reefs for two decades, and is entering into a new phase with improved operational and data standards incorporating the Essential Ocean Variables (EOVs) (www.goosocean.org/eov) and Framework for Ocean Observing developed by the Global Ocean Observing System. Three EOVs provide a robust description of reef health: hard coral cover and composition, macro-algal canopy cover, and fish diversity and abundance. A data quality model based on comprehensive metadata has been designed to facilitate maximum global coverage of coral reef data, and tangible steps to track capacity building. Improved monitoring of events such as mass bleaching and disease outbreaks, citizen science, and socio-economic monitoring have the potential to greatly improve the relevance of monitoring to managers and stakeholders, and to address the complex and multi-dimensional interactions between reefs and people. A new generation of autonomous vehicles (underwater, surface, and aerial) and satellites are set to revolutionize and vastly expand our understanding of coral reefs. Promising approaches include Structure from Motion image processing, and acoustic techniques. Across all systems, curation of data in linked and open online databases, with an open data culture to maximize benefits from data integration, and empowering users to take action, are priorities. Action in the next decade will be essential to mitigate the impacts on coral reefs from warming temperatures, through local management and informing national and international obligations, particularly in the context of the Sustainable Development Goals, climate action, and the role of coral reefs as a global indicator. Mobilizing data to help drive the needed behavior change is a top priority for coral reef observing systems. There is limited documentation on the status and dynamics of fished marine shelled mollusc species in many countries. Some of the challenges are due to obscure documentation of species, extensive unregulated and unrecorded fishing and unawareness of drivers behind declining stocks. The lack of understanding makes it difficult to formulate effective management plans. Here, we assess the fishers’ perceptions on changes in abundance of targeted marine shelled mollusc species and status of associated fished habitats. We interviewed 132 marine shelled mollusc gleaners (fishing by walking) at five sites in coastal Kenya. We established that a multispecies marine shelled mollusc fishery is present in Kenya and that this fishery is conducted by both women and men. We distinguished 158 different shelled mollusc species being targeted. The gleaners perceived a temporal decline of gleaned species. The main causes for the decline were perceived to be overfishing of shells, elevated sea-surface temperature and habitat destruction. The more experienced gleaners perceived a greater decline indicating a baseline shift in perceptions. Our findings suggest that local ecological knowledge is useful to understand historic changes in fisheries lacking long-term scientific data. Furthermore, it highlights the potential benefits of a collaboration between ecologists and gleaners to improve our understanding of the status and dynamics of fishing of marine shelled molluscs as well as other types of fishing.

This study applied the social&ndash, ecological systems framework (SESF) to six fishing communities in northern Mozambique where marine resource management is being implemented through the Our Sea Our Life project. Data on 11 variables and 27 indicators were organised using the SESF to represent the key system dimensions (Governance system, Actors, Resource units and Resource system). Variables within each dimension were weighed to a cumulative score of one. High scores (&gt, 0.50) for Governance system occurred where communities had fisheries management rules and good knowledge of fishing gear regulations. High scores for Actors were evident in communities with few migrant fishers and high participation in village savings and loans associations. Elevated scores of the Resource units occurred where fishers targeted a variety of fish taxa. A healthy Resource system was found in communities neighbouring highly productive and resilient reefs, characterised by high fish biomass and diversity. The status of social and ecological conditions coupled with initial levels of project support and quality of technical support were linked with project achievements. Application of the SESF is therefore valuable in understanding interdependent linkages between social and environmental conditions to inform the design of localised management interventions for social&ndash, ecological sustainability.

The Northern Mozambique Channel is a treasure of unique oceanography, rich coral reefs, migrating tuna, and whales, bounded by the Comoros, France, Madagascar, Mozambique, Seychelles, and Tanzania. Its living resources are relatively intact and of great importance for food and livelihood security and the developing economies of its surrounding countries. It holds newly discovered natural gas fields of global importance that could fuel unprecedented development pressure, and its 10 million coastal population could grow an order of magnitude by the turn of the century. With these immense pressures against the backdrop of rapid climate change, effective governance across different sectors and among countries will be essential to maintain the region's natural capital and deliver on the promise of sustainable development and “blue economy” subscribed by the surrounding countries. This chapter outlines some of the novel ocean management and governance approaches that may provide the best chance to deliver on a prosperous future.

Benthic habitat composition is a key factor that structures assemblages of coral reef fishes. However, natural and anthropogenic induced disturbances impact this relationship. This study investigates the link between benthic habitat composition and fish functional groups in four countries in the Western Indian Ocean (WIO). Benthic composition of 32 sites was quantified visually from percentage cover of hard and soft corals, rubble, turf, fleshy and crustose coralline algae. At each site, abundance of 12 coral-associated fish functional groups in 50 × 5 m transects was determined. Cluster analysis characterized reefs based on benthic cover and revealed five habitat types (A, B, C, D and E) typified by decreasing cover of hard corals, increasing cover of turf and/or fleshy algae and differences in benthic diversity. Habitat type A was present in all four countries. Other habitats types showed geographic affiliations: notably Comoros sites clustered in either habitats B or E, northern Madagascar had B, C and D type habitats, whereas sites in central Tanzania and northern Mozambique had habitats D and E. Fish functional groups showed significant linkages with some habitat types. The abundances of corallivores, invertivores, detritivores and grazers were higher in habitat B, whereas planktivores and small excavators showed lower abundances in the same habitat. These linkages between benthic habitat types and fish functional groups are important in informing priority reefs that require conservation and management planning.

This article examines how selected socioeconomic characteristics of fishers and traders shape market prices at five coastal communities in Kenya. Focus groups elicited perceived factors affecting market prices, which were then tested using quantitative analysis. Ownership of fishing gear by fishers negatively influenced the prices taken. Fish traders who bought larger quantities paid a higher price. There was no significant relation between the choice of fish market by traders and fish price due to the diffused nature of the fish market. Although fish traders had relatively high income than fishers, the link between individual characteristics, market prices, and the outcomes of such interactions is more complicated than commonly perceived. The complexity is enhanced by the heterogeneity in different fisheries and of the prices at different markets and underlines the importance of continued documentation and exploration of the relationships between social and economic status and market prices for fishers a...

Conservation planning of coastal ecosystems is improved by quantitative data on human activities and marine habitats, though is challenging in artisanal fisheries due to their characteristics of multiple species, gears and landing sites. Small-scale coastal fisheries in northern Mozambique were quantified using a multi-faceted approach, to inform area-based conservation and fisheries management. Fishers captured 153 taxa using eleven different fishing gears with a high proportion of gleaning. The most prevalent gear was the mosquito net (27%), largely used by women, followed by gleaning, handline and spear (12–15%), but with high inter-fishing ground variability. Median (interquatile range) catch rates ranged from 7.0 (3.4, 15.1) kg fisher−1 trip−1 (handlines) to 2.3 (1.6, 4.5) kg fisher−1 trip−1 (mosquito nets), which represent relatively high catch rates for eastern Africa. Knowledge of the complex spatial variability in these fisheries can contribute to conservation planning by minimizing opportunity costs while maximizing conservation benefits.

The mission of ICRS is to promote the acquisition and dissemination of scientific knowledge to secure the future of coral reefs, including via relevant policy frameworks and decision-making processes. This document seeks to highlight the urgency of taking action to conserve and restore reefs through protection and management measures, to provide a summary of the most relevant and recent natural and social science that provides guidance on these tasks, and to highlight implications of these findings for the numerous discussions and negotiations taking place at the global level.
