Abstract

We use four years of Kepler photometry to study the non-eclipsing spectroscopic binary KIC 10080943. We find both components to be $\gamma$ Doradus/$\delta$ Scuti hybrids, which pulsate in both p and g modes. We present an analysis of the g modes, which is complicated by the fact that the two sets of $\ell=1$ modes partially overlap in the frequency spectrum. Nevertheless, it is possible to disentangle them by identifying rotationally split doublets from one component and triplets from the other. The identification is helped by the presence of additive combination frequencies in the spectrum that involve the doublets but not the triplets. The rotational splittings of the multiplets imply core rotation periods of about 11 d and 7 d in the two stars. Abstract

Gamma Doradus and delta Scuti pulsators cover the transition region between low mass and massive main-sequence stars, and as such, are critical for testing stellar models. When they reside in binary systems, we can combine two independent methods to derive critical information, such as precise fundamental parameters to aid asteroseismic modelling. In the Kepler light curve of KIC10080943, clear signatures of gravity- and pressure-mode pulsations have been found. Ground-based spectroscopy revealed this target to be a double-lined binary system. We present the analysis of four years of Kepler photometry and high-resolution spectroscopy to derive observational constraints with which to evaluate theoretical predictions of the stellar structure and evolution for intermediate-mass stars. We used the method of spectral disentangling to determine atmospheric parameters for both components and derive the orbital elements. With PHOEBE, we modelled the ellipsoidal variation and reflection signal of the binary in the light curve and used classical Fourier techniques to analyse the pulsation modes. We show that the eccentric binary system KIC10080943 contains two hybrid pulsators with masses $M_1=2.0\pm0.1~M_\odot$ and $M_2=1.9\pm0.1~M_\odot$, with radii $R_1=2.9\pm0.1~R_\odot$ and $R_2=2.1\pm0.2~R_\odot$. We detect rotational splitting in the g modes and p modes for both stars and use them to determine a first rough estimate of the core-to-surface rotation rates for the two components, which will be improved by future detailed seismic modelling., Comment: 22 pages including 9 pages of appendix, 10 figures, 6 tables, accepted for publication in A&A

The feasibility of a next generation neutrino observatory in Europe is being considered within the LAGUNA design study. To accommodate giant neutrino detectors and shield them from cosmic rays, a new very large underground infrastructure is required. Seven potential candidate sites in different parts of Europe and at several distances from CERN are being studied: Boulby (UK), Canfranc (Spain), Fr\'ejus (France/Italy), Pyh\"asalmi (Finland), Polkowice-Sieroszowice (Poland), Slanic (Romania) and Umbria (Italy). Abstract

This discussion paper explores how area-based approaches (ABAs) can contribute to national adaptation and responsiveness to disasters in Solomon Islands. People centred, geographically targeted, and multi-sectorial, ABAs provide a developmental approach to disaster response. Framed around the principles of ABAs (Figure 1), the project draws on international experience through the review of desktop literature relevant to Solomon Islands and exploratory stakeholder interviews to consider the suitability of ABAs to disaster response in Solomon Islands.Recognising the need for increased collaboration and coordination across sectors, agencies and levels of government, this discussion paper has been drafted to initiate a conversation with Pacific Island people, including government representatives at all levels, local civil society organisations (CSOs) and the wider community involved with and impacted by disaster management and response. It is also an invitation to international non-government organisations (INGOs) working in the Pacific to consider and contribute to an alternative approach to humanitarian disaster response.

Abstract

Fiji has played a leading role globally in highlighting the significant impacts of climate change on the world and, in particular, on the Pacific island region. In a recent workshop on Climate Induced Security in November 2020, Fijis Roving Ambassador noted that: “The fight against climate change cannot be won by government’s alone — we need to work with business and industries, cities and states, civil society representatives, academic institutions, and other actors”. This multi-stakeholder, ‘whole of nation’ approach to combatting climate change becomes of existential importance following the most recent findings of the International Panel of Climate Change report that carbon dioxide emissions are still climbing and in the Pacific region extreme climatic events are likely to get more severe unless drastic action is taken globally.Across the region, Pacific Island leaders have made strong calls to action including the Pacific Island Forum Boe Declaration on Regional Security1 (2018) and the Kainaki II Declaration for Urgent Climate Action Now2 (2019). In Fiji, the National Adaptation Plan Framework provides a strong foundation for action. It acknowledges the importance of implementing “location and context-specific” responses to climate pressures, and that success relies on community participation and ownership, and on leadership at the sub-national level.Recognising the value of location and context, this project explores how area-based approaches (ABAs) can contribute to national adaptation and responsiveness which is tailored to place and specifically addresses 10 key principles 3). The project draws on international experience to frame inquiry, reviews desktop academic literature and reports, and finally conducts exploratory interviews with stakeholders representing government, international non-governmental organisations (NGOs), and local and community NGOs operating in Fiji. For this initial study we focused on the greater urban environment of Suva.

15. Putting People First; Area based approaches for better disaster recovery in the Pacific. Fiji, Vanuatu and Solomon Islands Regional Synthesis

Abstract

Pacific Island Countries (PICs) are at threat of increased frequency and severity of tropical cyclones and floods, fuelled by climate change. At the same time, PICs are rapidly urbanising. This brings many benefits, but also presents new challenges concerning disaster preparedness, protecting often flood prone densely populated settlements, and making critical infrastructure more resilient.Recent successful urban post-disaster recovery experiences globally have highlighted the need for approaches that are locally focused, multisectoral, people-centred and highly participatory. Area-based approaches (ABAs) championed in particular by the Global Shelter Cluster in other parts of the world, embody these criteria, and are quickly gaining traction among humanitarian actors as an effective means of working within urban complexity.This synthesis report presents findings from research undertaken in Fiji, Solomon Islands and Vanuatu concerning each country’s urban response to naturally-triggered disasters, and the degree to which key elements of ABAs are in place and are utilised. These elements are: locally focused, people centred response; adaptive processes; multi-sector collaboration and assessment; and reflective practice (Figure 1). The research comprised 40 key informant interviews across the three countries, as well as a review of existing reports and literature. While the focus was on urban areas, the lessons were drawn from nationwide experience.

Abstract

This paper is a draft chapter of a forthcoming book on the taxation of international business profit by the authors of this paper, to be published by Oxford University Press. The group has been meeting regularly for five years, to identify and discuss the key problems of the existing international tax system, and to develop potential options for reform. The book will study two proposals for reform in depth. One is the destination based cash flow tax – a draft chapter on this proposal has already been released. The second proposal – for a form of residual profit allocation - is presented here. We refer to the proposal set out in this paper as a Residual Profit Allocation by Income, or RPA-I. The RPA-I allocates the right to tax routine profit to the country where functions and activities take place. It allocates the right to tax residual profit to the market, or destination, country where sales are made to third parties. We argue that the RPA-I has attractive properties – while it is far from perfect, it matches well the criteria by which we aim to evaluate proposals for tax reform: economic efficiency, fairness, robustness to avoidance, ease of implementation, and incentive compatibility.

Abstract

OBJECTIVE: Sirukumab (CNTO 136) is a human mAb with high affinity and specificity for binding to interleukin-6. This Phase 1 study evaluated the pharmacokinetics, immunogenicity, safety, and tolerability of sirukumab following a single subcutaneous (s.c.) administration in healthy male Japanese and Caucasian subjects. METHODS: Japanese and Caucasian subjects were randomized to placebo or 25, 50, or 100 mg sirukumab. Blood samples were collected to measure serum sirukumab concentration and antibodies to sirukumab. Noncompartmental analysis and population pharmacokinetic modeling were conducted to characterize sirukumab pharmacokinetics. Adverse events were monitored at each visit. RESULTS: 25 Japanese and 24 Caucasian subjects received sirukumab and were included in the pharmacokinetic evaluation. Mean Cmax and AUC0-∞of sirukumab increased in an approximately dose-proportional manner in both Japanese and Caucasian subjects. Median tmax was 3 -5 days after s.c. administration of sirukumab. Mean t1/2 was 15 -16 days in Japanese and 15 -18 days in Caucasian subjects. A one-compartment population pharmacokinetic model adequately described sirukumab pharmacokinetics following s.c. administration. The estimated population means for CL/F, V/F, and Ka were 0.54 ±0.03 l/day, 12.2 ±0.55 l, and 0.77 ±0.07 day-1, respectively. Race was not a significant covariate on CL/F or V/F. No subject was positive for antibodies to sirukumab. Adverse events were generally mild and did not appear to be dose-related or lead to study discontinuation. CONCLUSIONS: Sirukumab pharmacokinetics following subcutaneous administration was linear at doses ranging 25 -100 mg and was comparable between Japanese and Caucasian subjects. A single subcutaneous administration of 25, 50, or 100 mg sirukumab appeared to be well tolerated by both Japanese and Caucasian healthy male subjects.
