The Durham County Community Health Assessment of 2020 identified affordable housing as the top health priority for the county (Mortiboy et al., 2021). Among Durham County (County) residents, 31% are cost-burdened by housing, meaning 30% or more of household income is spent on housing (Glossary of Terms to Affordable Housing, 2011). This phenomenon is particularly noticeable among Black residents who are more likely to be low-income and have an increased risk of being cost-burdened by housing (Mortiboy et al., 2021). An unintended consequence of being cost-burdened by housing is limited income for food. Insecure food resources decrease nutritional intake and increase food insecurity and malnutrition. Durham’s Inclusive Neighborhoods (Durham IN) with Heart Smarts programmatic policy alleviates the affordable housing crisis, particularly for low-income Black residents. The Durham IN policy proposal aims to increase the supply of permanent, affordable housing while Heart Smarts expands nutritional education in the County. Focusing on the period 1870-1920, my dissertation offers a social history of colonization and exclusion that integrates the experiences of Chinese migrants, indigenous Hawaiians, and white colonial and territorial officials. Drawing from government records and reports, newspaper articles, and family histories, I recover the aspirations of Chinese migrants who arrived in the islands as plantation laborers, but staked claims to alternative futures through independent, collective, creolized, and occasionally illicit economic networks, frequently capitalizing on their intimate contact with Native Hawaiians. I argue that although the management of Asian contract labor was critical to the expansion of American empire in the Pacific, migrants also undermined Americanization by pursuing autonomous endeavors. While migrant mobility and enterprise frustrated both American imperial plans for Hawai‘i as a white settler society and local elites’ development of a plantation colony, migrants cooperated as well as competed with indigenous investments in the islands. I treat American annexation and the extension of Chinese exclusion laws as a crucial hinge that profoundly changed the conditions and possibilities of Chinese settlement in Hawai‘i, incentivizing migrants’ accommodation to American empire and mobilizing the politics of Asian settler colonialism. The dissertation is divided into four chapters. The first interrogates opium regulation in the Hawaiian kingdom as a racializing colonialist discourse that patronized Native Hawaiians and criminalized migrant Chinese, laying the ideological groundwork for both annexation and exclusion. The second chapter considers the rise and fall of Chinese rice culture, and examines immigration exclusion laws as economic policies designed to constrict non-white migrant enterprise. The third chapter investigates Chinese success in commercial food production, specifically fishpond and poi factory operation, as the result of collective financial networks, cultural appropriation, and interracial economic intimacies. My final chapter explores Chinese diplomatic and grassroots resistance to exclusion laws and the culture of racial violence that these laws fostered. I argue that legal, economic, and political insecurity around annexation freighted organized responses to everyday transgressions against Chinese subjects, overlaying concerns about the treatment of marginalized migrants with the weight of exclusion. Ultimately, I contend that Hawai‘i Chinese mobilized settler colonial politics in response to American imperial takeover and exclusion, which curtailed the possibility of grounding migrant rights in transnational frameworks of belonging, and reduced diasporic Chinese to aliens unable to make political claims on the territory from outside the category of citizenship. As American imperial policies threatened the security of Chinese futures in the islands, migrants couched their claims to belonging in a discourse of racial and economic exceptionalism premised on their alleged superiority to Native Hawaiians.

The theory of dyadic morality proposes that moral scenarios consist of an agent, a capable doer who performs an action, and a patient, a vulnerable feeler who receives the action. Once one is typecast into one of these roles, it is difficult to consider their capacity for the opposite role. In healthcare, physicians are acting to improve the health of others, causing them to be cast as agents and medical patients as patients. Doctors are consequently perceived as having little patiency, causing neglect to their self-care and wellbeing. Study 1 asked participants to rate the perceived mind of several targets and found that physicians are perceived as significantly more agentic than the others. In Study 2, I found that, based on cultural stereotypes, doctors are perceived as significantly more agentic than patients, and patients are perceived as having significantly more patiency than physicians. In Study 3, participants rated the minds of people based on their hobbies and interests, and rated them again after learning they are physicians or medical patients. This study found that people are perceived as significantly more agentic if they are physicians, and significantly less agentic if they are medical patients. Lastly, Study 4 compared traits and abilities of doctors and restaurant managers, and found that doctors are perceived as more agentic than restaurant managers, despite facing similar career challenges. This research allows us to better understand perceptions of physicians and medical patients, and the resulting expectations and implications for people in these roles.

Given the wealth of the United States, the country fails at providing affordable, equitable care. The high prevalence of chronic disease demonstrates the healthcare system’s focus on patient-centered, treatment-based care and its lack of community-centered, preventive care. Fostered by the 2010 Patient Protection and Affordable Care Act, hospitals and clinics are currently working to achieve the Triple Aim: affordable care, quality care, and population health. To improve population health, innovative practices and grants are being established. These new initiatives focus on health equity, social determinants of health, preventive health, multi-sector collaborations, and community-engagement. At the same time that these projects are emerging, the connection between urban planning and public health is strengthening. By joining forces, planning and public health practitioners as well as public and private organizations can change the built environment and other social determinants to improve health behavior. This is an exciting time to understand and develop techniques that change community conditions to improve community health, and this paper focuses on one new model that does just that: the Community-Centered Health Home (CCHH).

In the spirit of offering ATOL as a platform for representing art therapy as it is practised and developed internationally, we are pleased to offer this fourth issue of the journal. The richness and diversity of this issue lies in the themes which are addressed from a wide range of clinical and theoretical perspectives derived from working in different contexts. In the context of the large, busy conference, the small group seemed to provide an intimate and safe space in which participants were able to catch their breath, process their myriad conference experiences and make links to their professional practice. In the beginning, save for two members, we were all strangers to each other.
