Currently the Arctic is a territory with great geo-strategic and geo-economic significance both for the relatively few Arctic countries and other non-Arctic countries that are actively assert their interests in the region. The economy of Arctic coastal areas characterizes fully the level of development and differentiation of maritime economic complex. The most successful characteristic of their economic value can be the concept of marine economic potential of the coastal area. A comprehensive assessment of marine economic potential of coastal areas is possible to consider as a Marine Spatial Planning (MSP) tool, which will give the opportunity to identify the strengths and weaknesses, set goals, ways and perspectives of development of Arctic coastal areas. Based on the indicator methodology, authors have made the comparative assessment of the socio-economic condition of the Arctic coastal regions of the Russian Federation on 01.01.2006 and 01.01.2011. By the calculations and analysis on the values of indicators and integral value, it is possible to formulate the basic principles of decision-making processes in sphere of environmental and natural resources management, marine spatial planning and sustainable development of coastal areas in Arctic. In addition, based on the methodology it is possible to make predictions of the natural-ecological and socioeconomic status of each unique coastal region and area of the Arctic of Russian Federation, as a response to the existing or planned management decisions and implementation of nature management projects in the Arctic. We compiled data base containing the particulate matter (PM) measurements for St.- Petersburg megacity air within last 40 years (1973 - 2013). Its design allows replenishing with new data for subsequent years. This data base can be used in decision support systems, modeling and validation. In paper we described used methods and means of PM measurements, spatial and temporal statistical characteristics of PM. For the first time, we made the statistical processing of PM data from the dynamical systems theory positions. For the first time, we assessed the contents of black carbon in the air of St. Petersburg area on the base of PM data. We compared our assessments with the similar results of studies in the world and found considerable overlap. We draw the strategy for development of basic clean technologies that have to be used within national black carbon management system in the Russian Arctic. Black carbon is the significant short-lived climate forcer and it has to be under global control. The main black carbon sources (transport, energy, industry, biomass burning, wildfires) are outside the Arctic. Migration of black carbon to the Arctic from the emission areas is due to the general atmospheric circulation. Therefore, the management system of black carbon content in the Arctic must be global. Today such a system is missing. In the current geopolitical conditions, such a system should consist of national systems for national responsibility areas of the Arctic countries (Russia, Canada, USA, Denmark and Norway). These national systems should be aimed at the control of emissions of black carbon, on the operational measurements of its concentration in the atmosphere, the definition of patterns and scenarios of its penetration into the Arctic, and also on decision making support in the field of regulation at the national level. Another task is the coordination of national systems for ensuring the effective functioning of the global control system for black carbon in whole. Development and introduction in practice of these basic technologies will have a stimulating effect on the market of environmental goods and services. Scientific investigation of essential patterns and scenarios of water exchange between the Pacific and deep water part of the Subarctic Bering Sea were done. In the research our compiled sub database "DB ARGO Bering" was used. It contains data of all the ARGO buoys have ever found in the Bering Sea including entered through Aleutian Straits from the Pacific. The research illustrates the ARGO buoys resources for the Arctic Ocean investigations and innovative ocean technologies based on geoinformation system as the part of intellectual decision support system. 16. ON ATLANTIC WATER INFLOW TO ARCTIC OCEAN: UNIQUE ARGO BUOY TRIP ACROSS ATLANTIC AND BARENTS SEA.

There is a case study of ARGO buoys possibilities for Arctic Ocean scientific investigations with innovative ocean technologies on the base of geospatial measurement and information systems that are part of decision support systems. The compiled data base of some ARGO buoys (DB ARGO) penetrated into arctic and subarctic waters from Atlantic (DB ARGO ATL) developed. It is intended to research the patterns of Atlantic Waters penetration into the Arctic Ocean. One of these buoys had unique long Odyssey from warm waters near southern coast of Nova Scotia to high latitude arctic area near northern cap of Novaya Zemlya. This trip began 2008 summer and lasted near five years. Over 180 vertical profiles of temperature and salinity provided with 10 days interval and transferred to ARGO Data Center. Over year this buoy moved inside depth of Barents Sea dragged by Atlantic Waters. It crossed area of Stockman gas-oil field in 2012 and then came to northern cap of Novaya Zemlya where ended functioning at 2013 early spring. Till now it is the only ARGO buoy trip in the Barents Sea. The measurement results obtained during this drift indicated a significant inflow of atypically warm Atlantic Waters into high latitude area between Franz Josef Land and Novaya Zemlya. It was accompanied by later dates of ice appearance in this area. This case study clearly demonstrates the ARGO buoys resources for Arctic Ocean scientific investigations including patterns and scenarios of climate change for Arctic with Atlantic Waters engagements. Fieldwork was conducted in two stages: 23-27.06.2013 and 17-22.07.2013, in the Eastern Gulf of Finland by sailing-motor catamaran «Centaurus II» in the framework of the TopCons Project. Main scientific direction of the summer oceanographic surveys was conduction of experimental research for environmental monitoring of marine ecosystem in the Eastern Gulf of Finland. Full complex of hydrological and hydrochemical observations has included measurement of salinity and water temperature, flow parameters in the bottom layer at four stations within the specified polygon, sampling and their quantitative chemical analysis. Authors present the main analysis results of hydrophysical and hydrochemical fields for the period of observations. The fieldwork is done in the framework of the SOUTH-EAST FINLAND - RUSSIA ENPI CBC PROGRAMME 2007-2013 Project "TOPCONS - Transboundary tool for spatial planning and conservation of the Gulf of Finland", Grant Contract 2011-022-SE511. Insufficient information on the Arctic environmental systems and underestimation of human activities in the Arctic region can lead to environmental degradation and undermine of industries development. The creation of a network of the environmental monitoring observations in that coastal zone and environmental impact assessment, in addition with significantly growing economic activity, will contribute to improving nature conservation and sustainable development in the Russian Arctic taking into account regional specifics. The main threats, possible risks and hazards to environment, human activity and industry in the Arctic coastal regions are presented. The general concept of environmental monitoring in the Russian Arctic coastal regions is considered on the base of national Strategy of the Russian Arctic development and international cooperation. Development of the "Cloud" technology in application to the Arctic monitoring will promote to better assessment of the environmental conditions in the region. Until now Integrated Water Resources Management (IWRM) does not exist in Russia as legislative practice. We made research how to ease implementation of this approach in Russia using Arctic and Subarctic as focal area. Besides analyzing real water use system we took into account climate change scenarios, flood management problems and possibilities of decision support systems using. We show that essential changes have to be maid in higher education for rapid correction of a situation with IWRM in Russia. We consider deterministic and probabilistic obstacles on this way and present instruments for overcome them. In project planning, primary attention should be given to managing political risk and adequately assess geopolitical risks. This volume contains the main results of the EC FP7 “The Ocean of Tomorrow” Project CoCoNet, divided in two sections: 1) a set of guidelines to design networks of Marine Protected Areas in the Mediterranean and the Black Seas; 2) a smart wind chart that will allow evaluating the possibility of installing Offshore Wind Farms in both seas. The concept of Cells of Ecosystem Functioning, based on connectivity, is introduced to define natural units of management and conservation. The definition of Good Environmental Status, as defined in the Marine Strategy Framework Directive, is fully embraced to set the objectives of the project, by adopting a holistic approach that integrates a full set of disciplines, ranging from physics to bio-ecology, economics, engineering and many sub-disciplines. The CoCoNet Consortium involved scientists from 22 states, based in Africa, Asia, and Europe, contributing to build a coherent scientific community.
