As information and communication technologies (ICTs) have diffused throughout the customary forms of works and services, various models, theories and approaches have emerged and been developed to measure how and to what extent people accept technologically transformed products and services in the e-government domain. Despite the existence of applicable models regarding the acceptance and diffusion of e-government and e-participation, the current literature has failed to fully cover citizens' expectations due to factors affecting complex and organic bonds between states and citizens (i.e.Trust). This study aims to discuss whether and how trust serves as an intermediary function with regard to technology acceptance models on e-government in general but e-participation in particular. This review finds (1) that it is necessary to develop a comprehensive approach for a trust-building environment regarding e-participation and (2) that trust in e-participation can be consolidated through interrelation among and within parties. © 2020 ACM.

Public sector innovation presents an understudied field when compared to innovation in elsewhere. This void unprecedentedly grows when information and communication technologies (ICTs) are at stake. Though the presence of developments and studies are growing in recent years, there is still a continuing need to explore the notion of public values (PVs) in public administration in its possible extent. When taking ICTs as intermediary mechanisms, it is arguable that there is a void regarding the effects of public sector innovation through ICTs on PVs to be delivered. This paper addresses this vacuity by presenting a meta-analysis on this very subject by framing a particular positioning in the field through papers systematically defined according to some criteria. We found that ICT-related innovation can promote PVs mainly through transforming the relationship between government and citizens, improving democratic outcomes such as transparency and public participation, assisting in meeting collective expectations of the public, and enabling knowledge exchange and collaboration across different organizations. © 2018 is held by the owner/author(s).

Hükümet programları, başta seçmenler olmak üzere, vatandaşlara taahhüt edilen söylemlerin, eyleme dönüşmesi bağlamında resmi metinlerdir. Hükümet programları, özellikle yasama ve yürütme erklerinin gündemlerini belirleyici yönüyle öne çıkmaktadır. Hükümet programları bağlamında yapılacak söylem, doküman veya içerik analizleri, hükümetlerin izleyeceği muhtemel kavramsal değişikliklerin ortaya konmasında işlevseldir. Bu çerçevede, çalışma, literatürden belirlediği on değer üzerinden, Türk kamu yönetimi sistemindeki son dönem (2002-2015) değişim çabalarına odaklanmaktadır. Çalışma, bu değerlerin, ilgili dönemde içerisinde hükümet programlarına ne oranda ve hangi bağlamda yansıdığını irdelemeye çalışmaktadır. Çalışma, belirlenen değerlerin, hükümet programlarında son derece değişen oranlarda karşılık bulduğunu; en öne çıkan değerlerin ise, “etkinlik” ve “verimlilik” olduğunu göstermektedir.

Social uprisings clearly show that social media tools, especially Twitter, help news spread more than the press does recently. In some cases Twitter substitutes traditional media if censorship is enlarged to such a level that the mainstream media channels prefer not to reflect the actual volume of the protests. Twitter is also utilized by politicians during such events to reinforce "us vs.Them" division, and to gain support and legitimization for their own actions. Using critical discourse analysis, this paper aims to investigate the recurring speech patterns in the tweets of top-level politicians during the Gezi Park protests that started in Istanbul Turkey in June 2013 and spread the country rapidly. We study the tweets to draw conclusions on whether the politicians' statements represent marginalization and polarization efforts during the Gezi Park protests. In this paper, we consider social uprising as a communal expression of both political and apolitical opposition to the party in power. Our analysis reveals that the politicians' tweets are mainly characterized by a discourse that guides the public into some conscious direction that may reproduce marginalization and polarization among the public at large.

The unpredictable pace of the Internet continues to transform the relationship between the government and the citizen into a novel type of interaction. In this type of interaction government agencies are supposed to drive the interaction level up to more participative services. Web 2.0 tools may serve for such a purpose, also serving for the enlargement of e-service provision with public participation. So, Web 2.0 tools may be regarded as a catalyst for citizens to get informed and provide input for public policy making. This paper deploys an empirical study for presence and functionality of Web 2.0 tools via Turkish government websites as a mechanism for citizen participation in a fast developing country case. The methodology of study covers a visual analysis of Web 2.0 contents in government websites. The analysis shows that since government websites are internally driven, they lack most of Web 2.0 tools. Besides, government websites are far from presenting a convenient context where citizens could participate in public policy formation by having opportunities offered by Web 2.0 tools.

Günümüzde kaliteli sağlık hizmetleri sunumunun bir zorunluluk olarak görülmesinin yanında, hizmet alan hastaların memnuniyet düzeyi sağlıkta kaliteli hizmetin belirleyicisi olarak önem kazanmaya başlamıştır. Hasta memnuniyet düzeyinin ölçülmesi, sağlık hizmetlerinin sunumunda eksik yönlerin belirlenmesi ve buna yönelik politikalar oluşturulması açısından gereklidir. Türkiye'de siyasal iktidarların yanlış politika izlemelerinden dolayı işlevsizleşen sağlık ocakları uygulaması günün şartlarına cevap veremez hale gelmiştir. Mevcut durumda, ilk basamak sağlık hizmetleri sorununun çözülmesi amacıyla yeni bir hizmet modeli olarak aile hekimliği uygulamasına geçiş planlanmış, bu çerçevede oluşması mümkün aksaklıkların önüne geçilmesi hedeflenmiştir.Bu çalışmada, Denizli ilinde uygulanmakta olan aile hekimliği modelinden yola çıkılarak; hizmet alan kişilerin memnuniyet düzeyi ölçülmeye çalışılmış ve memnuniyete etki eden faktörler tespit edilerek uygulanabilir çözüm önerileri üretilmesi hedeflenmiştir.Çalışmanın birinci bölümünde, sağlık ve sağlık hizmetleri, aile hekimliği disiplini, ülkemizde aile hekimliğinin gelişimi, aile hekimliğine geçilme nedenlerinin yanında aile hekimliğini uygulayan ülkelere örnekler verilmiştir. Ayrıca, sağlıktaki sorunların çözümüne ilişkin Sağlık Bakanlığı tarafından ortaya konulan aile hekimliği uygulama modeli üzerinde durulmuştur.İkinci bölümde, kalite kavramı, sağlık hizmetlerinde kalite, hasta/müşteri memnuniyeti, hasta memnuniyetinin önemi, hasta memnuniyetini etkileyen faktörler, hasta memnuniyeti ölçme ve değerlendirme yöntemleri olmak üzere 6 ana başlık etrafında kavramlar ele alınmıştır.Üçüncü bölümde, Denizli ilinde sağlık hizmeti alan kişilere yönelik 750 kişinin katılımının sağlandığı, demografik bilgiler, aile hekimliği uygulaması hakkında bilgi düzeyi, hizmet sunulan sağlık kurumunun mekânının değerlendirilmesi, kayıt öncesi ve sonrası hizmeti, aile hekimi ile aile sağlığı elemanının davranışı ve aile hekimliği hizmetlerinden memnuniyet başlıkları altında 30 sorudan oluşan bir anket çalışması yürütülmüştür. Veriler, SPSS 16.0 programına girilerek analizleri yapılmış ve sonuçlar değerlendirilmiştir. Together with the fact that the provision of health services at good quality is seen as an absolute necessity, the satisfaction level of the patients taking care is getting more and more importance as a determinative for the quality in the health services at the present time.That the measurement of the level of patient satisfaction is required in order to define the deficiencies in the provision of health services and those policies designed for them. It is a fact that the health centers are dysfunctional due to false policies produced by political parties in power. A transition period is planned in the primary health services towards family medicine model for the solution to the present problems. By that transition, it is aimed to prevent the probable defects to be seen in the primary services.In this study, the satisfaction level of the patients is measured by moving from the family medicine application model in Denizli. After all, applicable policy proposals are to be produced.In the first chapter of the study, such subjects as health and health services, discipline of family medicine, the development of family medicine, the reasons for the transition to family medicine and the sample countries are paid attention. The family medicine model proposed by Turkish Ministry of Health (MoH) is at the core of the chapter.In the second chapter, such issues as the notion of quality, patient/customer satisfaction, the factors that affect the user satisfaction, the methods of measurement and evaluation of the patient satisfaction are comprised of the chapter.In the final chapter, an area research is conducted by the participation of 750 people that take health care in Denizli. In the research, the main tool was a questionnaire form consisted of 30 questions ranging from demographical questions to satisfaction from general practitioner. The data collected were analyzed in SPSS 16.0 program and the results are evaluated. 199

Kamu Hizmeti Motivasyonu (KHM), bireylerin topluma faydalı işler yapmak için kamu sektöründe çalışmak istediğini ve özel sektör çalışanlarına kıyasla içsel motive edici faktörlerle güdülenme düzeylerinin daha yüksek olduğunu ileri süren motivasyon yaklaşımıdır. Literatürde, eğitim düzeyi, cinsiyet, sosyal çevre, kültürel yapı, örgüt kültürü gibi faktörlerin KHM seviyesini etkilediği yönünde çalışmalar mevcuttur. Bu tez çalışmasının amacı ise KHM düzeylerinin şekillenmesinde iş özelliklerinin etkisini kalkınma ajansları örneğinde ortaya koymaktır. Çalışmanın örneklemini 26 kalkınma ajansında çalışan 202 kişi oluşturmaktadır. Araştırmanın verileri Perry (1996) tarafından geliştirilen ve Kim (2009) tarafından revize edilen KHM ölçeği ile Hackman ve Oldham (1980) tarafından geliştirilen iş özellikleri modeline ilişkin ölçek uyarlanarak oluşturulan çevrimiçi anket ile derlenmiştir. Çalışmada görevin önemi, görev bütünlüğü, özerklik, beceri çeşitliliği ve geri bildirim olmak üzere 5 iş özelliğinin kamu hizmeti motivasyonu ile arasındaki ilişki analiz edilmiştir. Araştırmanın bulguları; çalışanların görevlerini yerine getirirken farklı becerilerle meşgul olduklarını ifade eden beceri çeşitliliği ile işin yöntemine ve zamanlamasına karar vermede kendi kendini yönetmesi olarak tanımlanabilecek özerkliğin KHM ile yüksek düzeyde ilişki içerisinde olduğunu ortaya koymuştur. Sayısal analizler görev bütünlüğü, görevin önemi ve geri bildirim değişkenleri ile KHM arasında pozitif bir ilişki tespit etmese de, bu değişkenlerin KHM üzerindeki etkisi reddedilmemiştir. Çalışma kamu hizmeti motivasyonunu ülkemizde ele alan birkaç doktora tezinden birisi olup, iş özellikleri ve kamu hizmeti motivasyonu ilişkisi bakımından ilk çalışma niteliğindedir. Public Service Motivation (PSM) is a motivational approach that asserts that individuals seek to work in the public sector to do useful work for society and that their motivation levels are higher with internal motivating factors compared to private sector employees. In the literature, it has been determined that factors such as education level, gender, social environment, cultural background, and organizational culture affect the level of PSM. This thesis study aims to reveal the effect of the job characteristics on the shaping of the PSM levels of the employees in the regional development agencies in our country. The sample of the study consists of 202 people working in 26 development agencies. The data of the research were compiled with the PSM scale developed by Perry (1996) and revised by Kim (2009) and the online questionnaire created by adapting the scale related to the job characteristics model developed by Hackman and Oldham (1980). The study analyzed the relationship between the civil service motivation of 5 job characteristics: task importance, task identity, autonomy, task diversity, and feedback. It has been revealed that the diversity of tasks, which indicates that the employees are busy with different skills while fulfilling their duties, and the autonomy that can be defined as self-management in deciding the method and timing of the work is in a high-level relationship with the PSM. Although the numerical data do not detect a positive and high-level relationship between the task integrity, task importance, and feedback variables, and the PSM, the effect of these variables on PSM is not denied as a result of the interviews. The study is one of the few doctoral theses that deal with public service motivation, and it is the first study on the relationship between job characteristics and public service motivation.

Davranışsal kamu yönetimi son yıllarda kamu yönetiminin içinden türemiş yeni bir yaklaşım biçimidir. Kendi alt alanını oluşturma aşamasındadır.Davranışsal kamu yönetimin en çok ilgilendiği konulardan bir tanesi ise performans bilgisi olmuştur.Performans hareketleri son yüzyılda her zaman var olmuş olsalar da en çok Yeni Kamu İşletmeciliği’nin etkisiyle kamu yönetimin bütün alanlarına belki de kalıcı bir şekilde yayılmıştır. Hesap verebilirliğin çağdaş toplumun yaralarına merhem olacağı savunulmuştur.Bazı ülkelerde hesap verebilirlik fazlası varken büyük bir çoğunlukta hesap verebilirlik açığı mevcuttur. Bu durum ağbağ yönetişiminin gelişimi ile daha da derinleşmiştir. Çoğu durumda kamu yöneticileri, inisiyatifi ellerine alarak performans bilgilerini öz beyan şekilde deklare etmektedirler.Öz beyan performans bilgisinin hizmet kullanıcıları üzerindeki etkisini anlamak için bir anket deneyi yapılmıştır. Deneysel işlem olarak tarihsel karşılaştırma ve sosyal karşılaştırma referans noktaları kullanılmıştır. Sonuçlara göre öz beyan performans bilgisinin algılanan yansızlık aracılığıyla algılanan güvenilmeye değerlik üzerinde dolaylı etkisi tespit edilmiştir. Ancak bu dolaylı etki tarihsel karşılaştırmalarda dijital bölünme, sosyal karşılaştırmalarda da ön tutum tarafından modere edilmiştir.Sonuç olarak bütün modellerde öz beyan performans bilgisinin doğrudan etkisine rastlanırken, bir de bu etkinin tersi yönünde modere edilmiş algılanan yansızlık aracığı ile dolaylı bir etkiye rastlanmıştır. Performans bilgisinin hizmet kullanıcılarının deneyimlerinin çok tersinde olmadığı büyük bir zarara yol açmayacağına yönelik bir sonuç bulunmuştur. Behavioral public administration is a new approach for the field of public administration. It is progressing towards being one of the main subfields.Behavioral public administration has been widely concerned with practical topics like the effects of performance information, which is the main concern of this paper.Even though performance movements are as old as public administration,new public management was the most effective at infusing performance movements into every branch of public administration, by arguing that accountability was the real cure for the problems of contemporary society.It is often reported that some countries have accountability deficits, while others suffer from extreme accountability practices. Also, it has been observed that the chasm has deepened with the practices of network governance. Thus, public managers are often forced to resorting self-proclaimed performance information to meet the accountability divide.To illuminate the effects of self-proclaimed performance information on the perceptions of service users, a survey experiment has been conducted. As an experimental treatment, social and historical references points have been utilized.According to the results, self-proclaimed performance information has an indirect effect on the perceived trustworthiness through the perceived unbiasedness.However, that indirect effect is conditional upon digital divide in historical comparisons while it is conditional upon predisposition in social comparisons.Ultimately, all models suggest a direct and a moderated indirect effect through the perceived unbiasedness of self-proclaimed performance information. It has been reluctantly concluded that as long as the self-proclaimed performance information is not entirely at odds with the direct experiences of the service users,it could increase the perceived trustworthiness.

Açık hükümet stratejileri ve girişimleri yerel yönetimlerin sosyal medya hesaplarına kamu değerlerinden katılım, işbirliği ve şeffaflığın yansıtılmasına dayanmaktadır. Bu değerlerin yerel yönetimlerin sosyal medya hesaplarına yansıtılma düzeyinin ölçülmesi önemlidir. Ancak, literatür incelendiğinde, çalışmaların sosyal medya kullanımının yerel yönetimlere sağladığı katkı ve karşılaşılan sorunlar üzerinde odaklanıldığı görülmüştür. Bu çalışmada, büyükşehir belediyelerinin Twitter hesaplarında kamu değerlerinin yansıtılmasına ve ölçülmesine odaklanmaktadır. İlk olarak, katılım, işbirliği ve şeffaflık değerleri ana kriterler olarak alınmış ve bu üç değere ilişkin beşer alt kriterden oluşan bir form oluşturulmuştur. Bu form, doktora derecesine sahip yedi kamu yönetimi uzmanına gönderilerek, büyükşehir belediyelerinin Twitter hesaplarında bu kriterleri Analitik Hiyerarşi Süreci (AHS) yaklaşımına göre puanlandırmaları istenmiştir. Bu puanlandırma sonucunda katılım en yüksek değeri alırken bunları sırasıyla, şeffaflık ve işbirliği değerleri izlemiştir. İkinci olarak, bu kriterler çerçevesinde Türkiye’deki otuz büyükşehir belediyesinin Twitter hesaplarını yüksek lisans derecesine sahip iki kamu yönetimi uzmanı içerik analizi yapmıştır. Belediyelerin ağırlıklarının hesaplanmasında AHS’de elde edilen ana kriter katsayıları ile her bir belediyenin içerik analizinde elde edilen katsayılarıyla çarpılarak ve aralarında toplanarak ağırlıkları bulunmuştur. Analiz sonuçlarında, büyükşehir belediyelerinin katılım, şeffaflık ve işbirliği değerlerini tam olarak anlayamadıkları ve bunu sosyal medya hesaplarına yansıtamadıkları görülmüştür. Büyükşehir belediyelerinin vatandaşlardan gelen tüm sorulara cevap vermeye çalışsa da çift yönlü iletişimin tek yönlü iletişime dönüştüğü de tespit edilmiştir. Büyükşehir belediyelerinin kişisel verilerin gizliliğini ihlal edici kullanımda bulunduğu da gözlemlenmiştir. Open government strategies and initiatives at local levels could be monitored through some indicators, including the reflection of public values (PVs) through institutional social media tools. We argue that measurement of how these PVs are reflected over local social media accounts is of great importance. There are many studies in the relevant literature on this issue but mainly focusing on the benefits of social media presence, drivers, or barriers before social media presence or attitudes and expectations on social media presence. We, in this study, focus on the evaluation of whether and how selected PVs are reflected through social media accounts of metropolitan municipalities in Turkey. By determining participation, collaboration, and transparency as the main criteria, we formed an evaluation metric composed of five sub-criteria for each determinant. After that, we have sent out this metric to seven public administration experts holding a Ph.D. degree to form an expert graded scheme employing the analytic hierarchy process (AHP). Thereafter two people holding an MSc. degree have employed a content analysis over Twitter accounts of 30 Turkish metropolitan municipalities using this expert graded scheme. Employing weighted scores, we have found that Turkish metropolitan municipalities found not to grasp the valuation of these PVs and failed to reflect them over their social media accounts. Moreover, we have observed a one-way communication prevailed over a two-way interaction in communication with the stakeholders, including citizens. After all, many Turkish metropolitan municipalities seem to have violated privacy and personal data while present on social media tools.

Hizmet tasarımcıları ve sağlayıcıları olarak hükümetler, hizmet talep eden ve tüketicileri olarak vatandaşlar, bilişim ve iletişim teknolojilerinde yaşanan gelişmelerin yol açtığı dönüşüm nedeniyle değişim içindedir. Bu dönüşüm, açıklık, şeffaflık, katılım, cevap verebilirlik ve çeviklik gibi değerleri sağlamaktadır. Kamu örgütlerinin dönüşüm sırasında karşılaşabilecekleri zorlukları ve sorunları aşmak için uygulanabilir ve makul çözümler bulmaları gerekmektedir. Kamu sektöründe inovasyon ve ortaklaşa değer yaratımı anlayışının bu ihtiyaca hizmet ettiği/edeceği düşünülmektedir. Günümüzde kamuda değer üreten inovasyon çözümlerini geliştirirken, Bilişim ve İletişim Teknolojilerinin (BİT) tetikleyici ve kolaylaştırıcı bir rolü olduğu görülmektedir. Bu çalışma, kamu yönetiminde BİT tabanlı inovasyonu tetikleyen faktörlerden hareket ederek; kamu değeri üreten inovasyon sürecini analiz etmektedir. BİT tabanlı inovasyon ve kamu değeri arasındaki bağlamsal ilişkinin sürdürülebilir bir sistem yönetimine dönüşebilmesi için “Kamu Değeri Üreten İnovasyon Modeli” önerisi yapılmaktadır. Çalışmada sistematik literatür analizi, gözlem, katılım, örnek olay incelemesi ve uzman görüşü alımı tekniklerini içeren çok aşamalı veri toplama yöntemi kullanılmaktadır. Verilerin analizi, Romme ve Meijer (2020) tarafından geliştirilen “Tasarım Bilimi Yaklaşımına” (TBY) dayanarak yapılmaktadır. Çalışmanın örneklemini İstanbul Başakşehir Living Lab ekosisteminde geliştirilen projeler oluşturmakta; “AtıkNakit” ve “SmartLabs” girişimleri TBY analizi kapsamında değerlendirilmektedir. Çalışmanın sonucunda, kamu örgütlerinin BİT tabanlı uygulamaları kamu değeri üretmede nasıl kullanacağına dair öneriler sunulmaktadır. Özellikle gelişmekte olan ülkeler kapsamında, kavramlar arası bağlamsal ilişkinin bütünleşik bir model ekseninde tartışılması bakımından literatürde boşluk bulunmaktadır. Araştırma çıktılarının BİT-tabanlı inovasyonu belirleyen parametreleri netleştirerek, ilkesel, yönetimsel ve tatbiki olarak dijital dönüşüm içinde olan ülkelere kamu değeri üretimi bağlamında rehberlik edeceği düşünülmektedir. Governments as service designers and providers, citizens as service demanders and consumers, have been in a state of flux due to transformation induced by advancement in information technologies. This transformation provides values such as openness, transparency, participation, responsiveness and agility. Public organizations should find feasible and reasonable solutions to overcome difficulties and challenges they may encounter during transformation. The notion of innovation and value co-creation in the public sector can/will serve this need. Today, Information and Communication Technologies (ICT) has a triggering and facilitating role while developing innovation solutions that create value in the public sector. This study analyzes the innovation process that generates public value based on the factors enabling ICT-based innovation in public administration. In order to transform the contextual relationship between ICT-based innovation and public value into a sustainable system management, the study proposes a “Public Value-Creating Innovation Model”. In the study, a multi-stage data collection method, which includes systematic literature analysis, observation, participation, case study and expert consultation, is used. Data analysis is based on the “Design Science Approach” (DSA) developed by Romme and Meijer (2020). The research sample consists of the projects developed in the Istanbul Başakşehir Living Lab ecosystem and “AtıkNakit” and “SmartLabs” initiatives are evaluated within the scope of DSA analysis. In conclusion, the study presents suggestions on how public organizations can use ICT-based applications in generating public value. Especially within the scope of developing countries, there is a gap in the literature in terms of discussing the contextual relationship between concepts on the axis of an integrated model. This study aims to clarify the parameters determining the ICT-based innovation and guide the countries that are in digital transformation in principle, administration and implementation in the context of public value generation.

Türkiye'de kamu personel sistemi; idari, akademik, askeri ve adli alanlarda çalışan personel biçiminde sınıflandırılabilir. Bu sınıflardaki personeller için, haklarının ve ödevlerinin düzenlendiği ayrı mevzuatlar bulunmaktadır. Ancak sınıflandırmadan ayrı kurumlar arasında da farklı kazanımlar sözkonusudur. Eşitlik ilkeleri gereği günümüzde kamu personel sisteminin ?insan kaynakları yönetimine? ilişkin düzenlenmesi konusunda çalışmalar yürütülmektedir. Bunun yanında özellikle iki sınıf personelin çalıştığı kurumlarda, kurum doğası gereği çatışma ortamı doğabilmektedir. Bu noktada Üniversitelerde çalışan idari personel, kurumda yaşadığı meslek sorunları çerçevesinde konuya ilişkin kapsamlı bir örnek olarak değerlendirilebilir.Bu çalışmada, üniversitelerde çalışan idari personelin, mesleklerinde yaşadığı sıkıntılar belirlenmeye çalışılarak, sorunlara yönelik uygulanabilir çözüm önerileri üretilmesi hedeflenmektedir.Çalışmanın birinci bölümünde, kamuda insan kaynakları politikasının yönetim bilimindeki evrensel gelişmelerden etkilendiği varsayılarak, yönetim biliminde insan kaynakları uygulamaları noktasına gelene kadarki tarihsel süreç ele alınmıştır. Bununla birlikte kamu personel yönetimi ve Türkiye'deki tarihsel sürece ilişkin kamu personel rejimi ve kamu görevlisi olarak idari personel incelenmeye çalışılmıştır.İkinci bölümde, üniversitelerde çalışan idari personelin mesleklerinde yaşayabileceği sorunlar; çalışma ortamı ve iş memnuniyetinden kaynaklanan sorunlar, yönetim ve örgütlenmeden kaynaklanan sorunlar, özlük haklar ve mali koşullarla ilgili sorunlar olmak üzere üç ana başlık altında incelenmiştir.Üçüncü bölümde, Pamukkale Üniversitesi idari personeline yönelik 248 kişinin katılımının sağlandığı, demografik bilgiler, çalışma ortamı ve iş memnuniyeti, yönetim ve örgütlenme, özlük haklar ve mali koşullar, fiziksel ve sosyal olanaklar, kendini geliştirme ve hizmet içi eğitim olanakları başlıkları altında 90 sorudan oluşan bir anket çalışması yürütülmüştür. Veriler, SPSS 11.5 programına girilerek analizleri yapılmış ve sonuçlar değerlendirilmiştir.Anahtar Kelimeler: Kamu Personel Yönetimi, İdari Personel, Meslek Sorunları Public personnel system in Turkey can be divided into four major groups as administrative, military, academic and judicial personnel. For each of these groups, there are differentiated legislation in which their responsibilities and rights are arranged other than that of public personnel in general. There are different acquisitions due to not only the categorization but also the institutional differences. Some efforts have been made for the public personnel system change towards the human resources system regarding the equality principle. Nevertheless, it is a highly possible situation that a conflict emerges at any time in those public institutions where there are personnel from two different categories work. In this case, administrative personnel in the universities are chosen as a good example of that type of conflict regarding their professional/institutional problems.In this study, those professional problems been faced with administrative personnel in universities are tried to be put forth in order to produce some applicable proposals for solution related to the problems faced with.In the first chapter of the study, the historical process up to the human resources approach has been dealt with by assuming that those developments in public personnel administration had been affected from the developments of theories in administrative sciences. Besides, public personnel regime, historical process and administrative personnel as public official unique to Turkey has formed the main parts of that chapter.In the second chapter, the professional problems that administrative personnel face with in the universities have been questioned as a triple type of problems such as problems deriving from work place and work satisfaction, problems deriving from administration and organizational environment and as final problems deriving from matters pertaining to the personnel and financial conditions.In the final chapter, an area research has been conducted comprising 248 personnel from various parts of Pamukkale University. In this research, a questionnaire form has been used comprising 90 questions related to demographical questions, work environment and organizational questions, matters pertaining to personnel and financial questions, physical and social questions. the data collected has been analyzed by means of SPSS11.5 statistical package program.Keywords: Public Personnel Administration, Administrative Personnel, Professional Problems 185
