We developed exploratory scenarios for the future state of the Baltic herring and salmon fisheries in 2040. The main focus was on fisheries management and their contributions to food security and safety objectives. We compiled four alternative storylines for the future states based on how identified societal (social, technological, environmental, economic, political, and value-based) drivers, and related pressures, states, impacts and responses behave under different combinations of selected key uncertainties, which were 1) integrated vs. fragmented governance, and 2) extend of human impact. The aim of this paper is to combine the exploratory scenarios and Bayesian belief network (BBN) to structure and examine quantitatively the implications of changes in the societal driving forces to the social-ecological system (SES) and ultimately to the fisheries management objectives. For this purpose, we created a BBN scenario synthesis model, which covers all possible combinations of the states of the scenario-forming factors and visualizes the assumed causalities between them. In this model, co-occurrence of certain states are more likely than some other combinations, and the model – when populated with probabilities – weighs the scenarios based on their realization probabilities. The results unravel synergies and trade-offs between the management objectives under multiple alternative scenarios given certain societal conditions in 2040. We conclude that combining exploratory scenarios and BBN can provide useful information for the long-term sustainable management of environmental resources by improving understanding of the SES dynamics and especially of the societal drivers that could potentially bring about change.

Kolmivuotisessa pääosin EU-rahoitteisessa IMPERIA-hankkeessa (EU LIFE11 ENV/FI/905) pyrittiin vastaamaan ympäristövaikutusten arviointien kehittämishaasteisiin tunnistamalla hyviä käytäntöjä sekä kehittämällä järjestelmällisiä menetelmiä ja työkaluja arviointien tukemiseen. Hankkeessa pohdittiin, kuinka erityyppisiä ja eri suunnitteluparadigmoista lähtöisin olevia lähestymistapoja voitaisiin soveltaa toisiaan täydentäen tai yhdistäen. Kehitystyö tapahtui tiiviissä vuoropuhelussa asiantuntijoiden ja viranomaisten kanssa, jotta hankkeen tulokset palvelisivat mahdollisimman hyvin käytännön tarpeita. Menetelmien hyödyntämismahdollisuuksia havainnollistettiin kahdeksassa pilottihankkeessa, jotka olivat pääosin YVA (ympäristövaikutusten arviointi)-hankkeita. IMPERIA-hankkeen tulokset ovat sovellettavissa lisäksi myös SOVA-prosessiin (suunnitelmien ja ohjelmien ympäristövaikutusten arviointi) ja muihin ympäristövaikutusten arviointeihin. Hankkeen keskeisiä tuloksia ovat: 1) Toimintamallit tehokkaampaan kansalaisten ja sidosryhmien osallistumiseen 2) Menetelmät suunnittelutilanteiden hahmottamiseen ja jäsentämiseen 3) ARVI-lähestymistapa ja työkalu vaikutusten merkittävyyden arviointiin 4) Monitavoitearvioinnin soveltamismahdollisuuksien havainnollistaminen vuorovaikutteisessa ympäristösuunnittelussa ja vaihtoehtojen vertailussa

The problem of illegal logging forced EU, which is one of the major consumers of wood in the world, to develop legislation aimed at termination of supplies of illegally harvested wood and wood-based products into EU. EU Timber Regulation №995 is applicable for any company placing wood or wood-based products on the EU market. Russia ranks first in illegally harvested timber export into EU markets, therefore EU Timber Regulation should influence substantially on Russian companies. Possible influence of the EU Timber Regulation on Russian companies was analyzed based on a questionnaire sent to Russian companies exporting wood and wood-based products. Analyses were supplemented by a literature review and expert’s opinion. Results from the questionnaire show that Russian companies are not going to stop export of wood and wood-based products into EU because of the EU Timber Regulation. They plan to revise their suppliers and internal company documentation and documentation from suppliers. Exporting companies plan to stop business with some of the suppliers and replacing by new suppliers is not obligatory. This means that export of wood and wood-based products may decrease.

The World Trade Organization (WTO) regulates the world trade through establishing tariffs and elimination of non-tariff barriers and trade of its member countries covers 95% of the global trade. It sets up a common frame for commerce in goods, services and intellectual property extending its influence also to the forest sector through a number of mechanisms, one of which being the Dispute Settlement Body of the WTO. The aim of this paper is to shed light on possibilities of the Dispute Settlement Body to settle conflicts in trade of wood-based products and underline its importance as a negotiation platform for regulating international disputes. Analysis of the disputes in trade of forest products submitted for consideration of the Dispute Settlement Body reveals that such conflicts mostly relate to anti-dumping measures, safeguard actions and standards for exported wood and are often resolved by means of consultations between parties. However, failing to settle at this stage some cases have proceeded with a panel formation and been resolved by an ultimate panel ruling. Moreover, some of the cases have been solved by negotiation process instead of a panel process.

Key Message: Baltic salmon (Salmo salar L.) is one of the keystone migratory species in the Baltic Sea.In the pastsalmon played a centralrole in the economyand culture of the region. However, salmon population collapsed becauseoflogging, dams for hydropower production, pollution and overfishing. Todaysalmon is still of great cultural importanceasshownfor exampleby estimates of public spending forhabitat restorationandWTP by angler.Estimates suggest that the cultural services of salmon are greater than the economic value of commercial salmon landingswith a net present value rangingfrom 6 million EUR to 25 million EUR (ie 0.9-3.6 million EUR / year) in Denmark, Finland, Poland and Sweden for2009-2015. Baltic salmon plays also an important role in reducing sedimentation, regulating food webs and maintaining the general ecological balance of ecosystems Maintaining and restoring the salmon population requires concerted efforts for habitat restoration and conservation in rivers and the sea.

The construction of hydropower plants in Finland’s Kemijoki and Iijoki rivers was a death blow to salmon migration in both stretches of water. Fishing migratory fish was an important source of livelihood to people living along and near the Kemijoki and Iijoki and one of the main reasons that once drew permanent settlement to the riversides. In this article we examine the meanings of migratory fish from the perspective of local people. We ask how local people have experienced the loss of salmon and how they have adapted to their new home environment that has radically changed due to alteration of the river. Besides the nutritional meaning, we have found many other aspects of migratory fish. Migratory fish and their annual rhythm belonged to the rivers’ landscapes; they had aesthetic importance as well as a strong social aspect. Losing salmon has been a catastrophe that local people still, after 60 years, find hard to accept.

Kansainvälisten lohenkalastuksen säätelynäkymien ja kotimaisen lohikeskustelun perusteella on tarve kehittää lohikantojen arviointi- ja säätelykäytäntöjä. Kehittämistarve koskee sekä tutkimusta että päätöksentekoa. Maa- ja metsätalousministeriö asetti tutkimuslaitokselle vuodelle 2012 tulostavoitteen, jonka mukaan ”Tuotetaan tietoa lohikantojen hoitoon ja hyödyntämiseen liittyvien konfliktien hallinnoimiseksi”. Tulostavoitteen toteuttamiseksi tässä raportissa esitellään aihepiirin tutkimustietoa ja ulkomailla joko voimassa tai suunnitteilla olevia lohenkalastuksen säätelyjärjestelmiä sekä niiden toteutusta. Mahdollisina kehittämisalueina käsitellään lohikantojen hoidon ja hyödyntämisen strategioiden laatimista, strategioiden toimeenpanoa, kanta-arvioinnin ja päätöksenteon strukturointia sekä lohiresurssin yhteishallintoa.

Iijoki oli yksi Suomen tärkeimmistä lohijoista. Iijoen alajuoksulle vuosina 1961–71 rakennetut voimalaitokset estävät vaelluskalojen nousun poikastuotantoalueille, joita on arvioitu olevan 600–800 hehtaaria. Jokivarren asukkaat ovat toivoneet vaelluskalojen palauttamista ja myös vesienhoitotyössä tämä on asetettu tavoitteeksi. Palauttamisen kiireellisyyttä on perusteltu sillä, että Iijoella on mahdollisuus palauttaa viljelyssä säilyneet vaelluskalakannat (lohi, meritaimen ja vaellussiika) takaisin luonnonkiertoon ja luonnonvalinnan kohteeksi. Tämä raportti on valmistunut osana Vaelluskalat palaavat Iijokeen -hanketta (2008–2010), jonka päätavoitteena oli vaelluskalojen luonnonvaraisen lisääntymisen ja vesivoimatalouden harjoittamisen yhteensovittaminen. Raportissa kuvatussa monitavoitearviointityössä selvitettiin vaihtoehtoja vaelluskalakantojen palauttamiseksi sekä arvioitiin järjestelmällisesti ja läpinäkyvästi niiden hyötyjä, haittoja, kustannuksia ja toteutettavuutta. Lisäksi selvitettiin tietokoneavusteisten haastatteluiden (25 kpl) avulla eri sidosryhmien suhtautumista kolmeen erilaiseen vaihtoehtoon ja niiden vaikutuksia koskeviin asiantuntija-arvioihin. Vaihtoehtoina olivat lohikalojen siirto patojen yläpuolelle ja kaksi kalatievaihtoehtoa. Monitavoitearvioinnissa haastateltavat näkivät parhaimmaksi vaihtoehdon, jossa rakennetaan kalatiet ja toteutetaan muita kalakantojen kotiuttamistoimia laajamittaisina. Ylisiirtovaihtoehto on kustannuksiltaan edullisin ja taloudellisesti kannattavin jos aluetaloudellisia hyötyjä ei oteta tarkastelulussa huomioon. Kalatievaihtoehdot ovat kustannuksiltaan kalleimpia kalateiden rakentamisen vuoksi, mutta myös hyödyt ovat suurimmat; aluetaloushyödyt mukaan lukien laaja kalatievaihtoehto on taloudellisesti kannattavin. Kalateiden rakentamista puoltavat ennen kaikkea vaelluskalojen elinkierron palautuminen, vesienhoidon tavoitteiden saavuttaminen sekä vaikutukset paikallisidentiteettiin, kalastusmatkailuun ja alueen vetovoimaisuuteen. Vaelluskalojen palauttamisen suurimmat epävarmuudet liittyvät Itämeren tilan kehitykseen ja kalastuksen sääntelyyn. Iijoen monitavoitearvioinnissa oli kyse keskeisten sidosryhmien osallistumis- ja oppimisprosessista, ja saadun palautteen perusteella tässä onnistuttiin hyvin. Arvioinnin avulla tunnistettiin keskeiset näkemyserot ja niiden syyt. Lopputuloksena on suunnittelutilanteen ja eri osapuolten tavoitteiden parempi ymmärtäminen. Tämä auttaa hyväksyttävien ratkaisujen löytämisessa Iijoen lisäksi muillakin rakennetuilla joilla.
