Mapping smallholder irrigated agriculture in sub-Saharan Africa using remote sensing techniques is challenging due to its small and scattered areas and heterogenous cropping practices. A study was conducted to examine the impact of sample size and composition on the accuracy of classifying irrigated agriculture in Mozambique’s Manica and Gaza provinces using three algorithms: random forest (RF), support vector machine (SVM), and artificial neural network (ANN). Four scenarios were considered, and the results showed that smaller datasets can achieve high and sufficient accuracies, regardless of their composition. However, the user and producer accuracies of irrigated agriculture do increase when the algorithms are trained with larger datasets. The study also found that the composition of the training data is important, with too few or too many samples of the “irrigated agriculture” class decreasing overall accuracy. The algorithms’ robustness depends on the training data’s composition, with RF and SVM showing less decrease and spread in accuracies than ANN. The study concludes that the training data size and composition are more important for classification than the algorithms used. RF and SVM are more suitable for the task as they are more robust or less sensitive to outliers than the ANN. Overall, the study provides valuable insights into mapping smallholder irrigated agriculture in sub-Saharan Africa using remote sensing techniques.

Irrigation is commonly viewed as an activity fixed in time and place requiring permanent infrastructure. However, smallholder farmers in Sub-Saharan Africa engage in irrigation in diverse locations under different organizational modalities. This research analyses a flexible and dynamic form of irrigation driven by unique partnerships between migrants and local actors who derive benefits from land and water resources along a sand river. The case study of the ephemeral Olkeriai sand river in Kajiado, Kenya, was based on a baseline survey of 107 farm plots and 23 in-depth interviews with farmers. We found that 75% of the farm plots were managed under transient farming partnerships between migrant farmers and capital providers, locally known as tajiris, who leased land from local landowners to grow high-value market crops. These partnerships are based on flexible agreements between the actors and the frequent need to review and re-build them creates a fertile ground for new entrepreneurial players from within and outside the area, playing a key role in accelerating irrigation intensification and expansion. However, these irrigation ventures are not always successful. Unreliable partners, unstable market channels and increasing costs of irrigation inputs frequently result in farm losses and breaking up of partnership ventures. Furthermore, the lack of collective action among various resource users at the catchment level raises questions on how to sustainably manage the natural resources in sand rivers., Water Resources

The growing competition for finite land and water resources and the need to feed an ever-growing population require new techniques to monitor the performance of irrigation schemes and improve land and water productivity. Datasets from FAO's portal to monitor Water Productivity through Open access Remotely sensed derived data (WaPOR) are increasingly applied as a cost-effective means to support irrigation performance assessment and identify possible pathways for improvement. This study presents a framework that applies WaPOR data to assess irrigation performance indicators, including uniformity, equity, adequacy, and land and water productivity differentiated by irrigation method (furrow, sprinkler, and centre pivot) at the Xinavane sugarcane estate, Mozambique. The WaPOR data on water, land, and climate are in near-real time and spatially distributed, with the finest spatial resolution in the area of 100gm. The WaPOR data were first validated agronomically by examining the biomass response to water, and then the data were used to systematically analyse seasonal indicators for the period 2015 to 2018 on g1/48000gha. The WaPOR-based yield estimates were found to be comparable to the estate-measured yields with ±20g% difference, a root mean square error of 19±2.5gtgha-1 and a mean absolute error of 15±1.6gtgha-1. A climate normalization factor that enables the spatial and temporal comparison of performance indicators are applied. The assessment highlights that in Xinavane no single irrigation method performs the best across all performance indicators. Centre pivot compared to sprinkler and furrow irrigation shows higher adequacy, equity, and land productivity but lower water productivity. The three irrigation methods have excellent uniformity (g1/494g%) in the four seasons and acceptable adequacy for most periods of the season except in 2016, when a drought was observed. A widely promoted approach to tackle food insecurity and water shortage challenges simultaneously is to enhance crop water productivity (WP). Therefore, multiple international organizations have featured WP improvements as their major policy goal, and substantial public and private investments have been made in this domain. Advances in remote sensing allow accurate, rapid, and cost-effective WP analysis for agricultural monitoring. However, translating the data to actionable information seems fraught with difficulties, as it only provides spatial and temporal variability in WP and no information on the causes of the variability. This paper introduces a standard approach using open-source remote sensing data for diagnosing reasons behind WP variations, comparing high performing fields (bright spots) with low performing fields (hotspots). The framework is applied to a case study on the Bekaa Valley in Lebanon considering wheat, potato and table grapes. Six factors (crop water stress, irrigation uniformity, soil salinity, nitrogen application, crop rotation and soil type) were analysed to identify their influence on WP and yield. This paper reveals that the growth of wheat and potatoes is negatively affected by water stress in the critical crop growth stages, non-uniform irrigation and nitrogen stress. Also, it was found that potatoes grown on clay-loam soil has better WP and yield than potatoes grown loam soil. Such information with regard to WP factors assists practitioners to identify priority areas and actions aiming at cropfield level WP improvement. While acknowledging errors, uncertainties and caveats inherent to the use of remote sensing data, this paper shows the feasibility and practical usefulness of the diagnostic framework.

Increase in irrigated area, driven by demand for more food production, in the semi-arid regions of Asia and Africa is putting pressure on the already strained available water resources. To cope and manage this situation, monitoring spatial and temporal dynamics of the irrigated area land use at basin level is needed to ensure proper allocation of water. Publicly available satellite data at high spatial resolution and advances in remote sensing techniques offer a viable opportunity. In this study, we developed a new approach using time series of Landsat 8 (L8) data and Random Forest (RF) machine learning algorithm by introducing a hierarchical post-processing scheme to extract key Land Use Land Cover (LULC) types. We implemented this approach for Mashhad basin in Iran to develop a LULC map at 15 m spatial resolution with nine classes for the crop year 2015/2016. In addition, five irrigated land use types were extracted for three crop years-2013/2014, 2014/2015, and 2015/2016-using the RF models. The total irrigated area was estimated at 1796.16 kmc, 1581.7 km 2 and 1578.26 km 2 for the cropping years 2013/2014, 2014/2015 and 2015/2016, respectively. The overall accuracy of the final LULC map was 87.2% with a kappa coefficient of 0.85. The methodology was implemented using open data and open source libraries. The ability of the RF models to extract key LULC types at basin level shows the usability of such approaches for operational near real time monitoring.

The area to be cropped in irrigation districts needs to be planned according to the available water resources to avoid agricultural production loss. However, the period of record of local hydro-meteorological data may be short, leading to an incomplete understanding of climate variability and consequent uncertainty in estimating surface water availability for irrigation area planning. In this study we assess the benefit of using global precipitation datasets to improve surface water availability estimates. A reference area that can be irrigated is established using a complete record of 30 years of observed river discharge data. Areas are then determined using simulated river discharges from six local hydrological models forced with in situ and global precipitation datasets (CHIRPS and MSWEP), each calibrated independently with a sample of 5 years extracted from the full 30-year record. The utility of establishing the irrigated area based on simulated river discharge simulations is compared against the reference area through a pooled relative utility value (PRUV). Results show that for all river discharge simulations the benefit of choosing the irrigated area based on the 30 years of simulated data is higher compared to using only 5 years of observed discharge data, as the statistical spread of PRUV using 30 years is smaller. Hence, it is more beneficial to calibrate a hydrological model using 5 years of observed river discharge and then to extend it with global precipitation data of 30 years as this weighs up against the model uncertainty of the model calibration.

Remote sensing techniques have been shown, in several studies, to be an extremely effective tool for assessing the performance of irrigated areas at various scales and diverse climatic regions across the world. Open access, ready-made, global ET products were utilized in this first-ever-countrywide irrigation performance assessment study. The study aimed at identifying 'bright spots', the highest performing sugarcane growers, and 'hot spots', or low performing sugarcane growers. Four remote sensing-derived irrigation performance indicators were applied to over 302 sugarcane growers; equity, adequacy, reliability and crop water productivity. The growers were segmented according to: (i) land holding size or grower scale (ii) management regime, (iii) location of the irrigation schemes and (iv) irrigation method. Five growing seasons, from June 2005 to October 2009, were investigated. The results show while the equity of water distribution is high across all management regimes and locations, adequacy and reliability of water needs improvement in several locations. Given the fact that, in general, water supply was not constrained during the study period, the observed issues with adequacy and reliability of irrigation in some of the schemes were mostly due to poor scheme and farm level water management practices. Sugarcane crop water productivity showed the highest variation among all the indicators, with Estate managed schemes having the highest CWP at 1.57 kg/m3 and the individual growers recording the lowest CWP at 1.14 kg/m3, nearly 30% less. Similarly center pivot systems showed to have the highest CWP at 1.63 kg/m3, which was 30% higher than the CWP in furrow systems. This study showcases the applicability of publicly available global remote sensing products for assessing performance of the irrigated crops at the local level in several aspects.

Crop water productivity (CWP) has become a recognised indicator in assessing the state of Sustainable Development Goals (SDG) 6.4—to substantially increase water use efficiency. This indicator, while useful at a global scale, is not comprehensive at a local scale. To fill this gap, this research proposes a CWP framework, that takes advantage of the spatio-temporal availability of remote sensing, that identifies CWP goals and sub-indicators specific to the needs of the targeted domain. Three sub-indicators are considered; (i) a global water productivity score (GWPS), (ii) a local water productivity score (LWPS) and (iii) a land and water use productivity score (YWPS). The GWPS places local CWP in the global context and focuses on maximised CWP. The LWPS differentiates yield zones, normalising for potential product, and focuses on minimising water consumption. The YWPS focuses simultaneously on improving land and water productivity equally. The CWP framework was applied to potato in the West Bank, Palestine. Three management practices were compared under each sub-indicator. The case study showed that fields with high and low performance were different under each sub-indicator. The performance associated with different management practices was also different under each sub-indicator. For example, a winter rotation had a higher performance under the YWPS, the fall rotation had a higher performance under the LWPS and under the GWPS there was little difference. The results showed, that depending on the basin goal, not only do the sub-indicators required change, but also the management practices or approach required to reach those basin goals. This highlights the importance of providing a CWP framework with multiple sub-indicators, suitable to basin needs, to ensure that meeting the SDG 6.4 goal does not jeopardise local objectives., Water Resources
