We examine foreign policy preference convergence and cohesion among EU states, as revealed in the annual United Nations General Debate (UNGD). Of interest is whether the institutional adaptations following the Lisbon Treaty led to convergence towards the official EU position and more cohesion in speeches delivered by EU states. We argue that the UNGD is a distinct context where EU states feel compelled to differentiate themselves compared to other areas where EU coordination efforts are extensive. We explore EU convergence and cohesion based on all EUGD UNGD speeches between 1990 and 2019. We primarily apply text-as-data techniques to extract states’ positions on well-established foreign policy dimensions. We use wordscores and text similarity measures, comparing our analysis to ideal point estimates based on UNGA voting and co-sponsorship data. We find that EU states use the UNGD as a venue to articulate their own, differentiated positions as individual UN member states. [ABSTRACT FROM AUTHOR]

Activist groups debate the complex connection between climate change and migration but generally agree on the normative value of describing those migrants as "environmental refugees." They argue that using such a term, even though unrecognized under international law, might increase the urgency of this issue in the eyes of the public. Does the term do the normative work that has been assumed? To our knowledge, the idea has not been subject to empirical confirmation. In this research note, we present data from two experimental surveys conducted in the UK and the Netherlands (N = 2261) directly addressing that question. The findings significantly undermine the assumption that "environmental refugee" is normatively persuasive outside activists and academic circles. We demonstrate that using "environmental refugees" frames compared to "environmental migrants" does not increase the urgency of the climate migration problem in the eyes of the public, and as our results show, such frames may slightly lower perceptions of urgency. We examine the contribution of institutional reforms to economic growth. To this end, we distinguish between several classes of institutional reform in the approach to economic liberalisation. Based on a sample of 24 current and former transition economies for the period 1980–2016, we estimate the counterfactual scenarios related to each distinctive institutional approach to the economic liberalisation by making use of the synthetic control method. Our evidence uncovers notable contrasts in the long‐term effectiveness of designated policy approaches in recovering from the transitional recession. A variety of synthetic control estimates suggests that a sustained big bang approach (rapid reforms) appears to be the most effective approach, while an abortive and gradualist approach tends to produce a permanent breakdown of the growth trajectories relative to the estimated counterfactuals. The point estimates survive an extensive battery of placebo tests. By employing the same methodological tool kit, future research could examine the impact of transition reforms on other socio‐economic variables, such as the poverty rates, income inequalities, health and environmental outcomes. Democratic and rule of law backsliding are observed worldwide, but in Europe these tendencies are particularly salient as they endanger the entire European Union's cohesion. Poland, along with Hungary, has for years been perceived as a member state where the rule of law was in alarming decline. We attempt to understand what enabled this backsliding and to what extent differences in public perception of the rule of law can shed light on this issue. Specifically, we ask whether in Poland, as compared to Germany, the public values the rule of law less and whether it has a different understanding of what the rule of law is. Differences in appreciation of the rule of law could explain why it has been under threat in Poland, which otherwise successfully transitioned to a market economy. Interestingly, our quota representative conjoint survey experiments suggest that Germans and Poles value and define the rule of law very similarly. We show that the rule of law is valued much less by respondents who support populist parties and those who are less educated and more religious. Differences in valuation of the rule of law are determined by personal characteristics, rather than general differences between the two countries. [ABSTRACT FROM AUTHOR]

The European Parliament (EP) has seen a gradual increase in its powers since the introduction of direct elections in 1979. Scholars have focused on both individual-level and aggregate factors to explain turnout rates in EP elections over time, including increased levels of EU politicization and the rise in support for Eurosceptic parties. However, one strand of analysis seems to partially have been overlooked: Some earlier research on EP election turnout claimed that absolute turnout rates across the EU should be used with care, as a number of 'structural factors' influences these shares and with this, affects estimates of actual voter turnout. Are such structural variables still relevant in a time where European politics are becoming increasingly salient among the wider public, pro- and anti-EU sentiments may increase citizens' inclination to vote and trust in EU institutions may be getting increasingly important? Based on various estimates, we find that structural factors can still be characterized as determinants in EP elections, but that the power of structural factors to explain turnout at the EU level, compared to non-structural factors, has decreased. Nonetheless, EU-wide (average) EP turnout rates, as widely reported, are not likely to be good reflections of actual trends in EP turnout over time. [ABSTRACT FROM AUTHOR]

This study analyzes supplier codes of conduct of multinational firms, with two main research objectives: (1) providing a description of supplier codes' content provisions, specifically focusing on the labor standards provisions included in these self‐regulatory policies, and (2) comparing code content across regions and sectors. To this end, the study uses hand‐coding and novel text‐as‐data techniques for content analysis of a large sample of 880 codes of conduct. Results show that a standardized list of labor rights is included in up to 90% of the aforementioned codes, regardless of the location or sector of the drafting company. Codes are drafted with a clear influence from internationally recognized standards, even though a minority of codes directly refer to international texts. However, the similarity of codes is limited as they differ in length and extent to which they elaborate certain topics. This latter aspect is correlated with the firms' location and the sector they operate in. The research demonstrates that European companies refer to the legal framework and international standards extensively, while American companies more often develop their corporate ethical values or focus on governance and their relationship with suppliers. It also empirically shows that companies evolving in reputation‐sensitive sectors are developing more specific codes including more detailed labor provisions. [ABSTRACT FROM AUTHOR]

Strategic litigation has become an important tactic used by social movements around the world. We define this concept as an advocacy tactic which aims to advance public interest considerations via litigation in socially relevant cases. Strategic litigation here does not aim for direct benefits or legal remedies to the plaintiff; instead, it aims to use the legal system to influence public policy. NGOs and other interest groups increasingly use strategic litigation in the climate policy sphere. Despite the increase in use, the impact of strategic climate litigation is debated and understudied. Its direct effects could not always be observed, and a narrowly defined goal – official legal reform – is not the only, and not always the primary objective of mobilizing law and employing strategic litigation. Instead, it is complementary to and intertwined with the aim of influencing social perspectives and behaviors. In addition, studies of the impact of strategic litigation so far focused on individual case studies. The literature has yet to provide an empirical examination of the relationship between a court’s decision and public opinion, of whether this advocacy tool itself can affect wider public attitudes, and through what mechanisms. To fill this gap, we run a vignette experiment investigating the effects of strategic litigation on people’s attitudes. We argue that strategic litigation provides a “legal cue”, akin to an “elite cue” that is often found to work in studies of elite influence on people’s policy attitudes. We perform a partially incentivized randomized survey experiment in the United Kingdom, administered through Prolific Academic. In this study, we examine how the two facets of the fear of terrorism—the affective and behavioural fears—shift over time. To this end, we use a unique longitudinal data set of a representative sample of 755 Dutch respondents, recruited from the Longitudinal Internet Studies for the Social Sciences panel, in the time period between November 2017 and May 2020. We find that the reported affective fear of terrorism is significantly lower during the COVID‐19 crisis in 2020 than it was in 2017. Yet a divergent trend for behavioural fear of terrorism occurred. In spite of decreased affective fear of terrorism threats, respondents in 2020 reported increased protective and avoidance behaviours, similar to behaviours promoted to stop the spread of COVID‐19. Terrorism only poses a small risk to people but tends to be a major source of public fear. Through fear, terrorism has far-reaching implications for public governance. In this paper we look at trust in government as a potential mitigating factor of fear of terrorism. We discern between calculative trust, based on analytical assessment of previous and expected future actions, and relational trust, based on emotions and perceived value similarity with government. We find that relational trust decreases fear of terrorism. A similar but less robust negative relationship exists between calculative trust and fear. However, our regression analyses suggest that relational trust, in fact, may mediate the relationship between calculative trust and fear of terrorism. In other words, the more citizens think government is able to prevent terrorist attacks and feel that authorities are doing enough, the more they, in turn, feel that their government shares their values, and the less fearful they are of future terrorist attacks.
