A survey of DROLS users indicates that nearly all classified users would be unhappy about a change to a completely unclassified system, although the real benefits of the classified system are small, considering recent and impending improvements to the unclassified system. In addition, an unclassified system would be less expensive to operate for DTIC, the DoD and the users. The question of the value of information is partially addressed in this report, but a definitive answer is not found. The attitude of classified users is that the information they receive is well worth its present costs. After a brief review of the evolution of existing national programs for air traffic controller training, an estimate is prepared of the number of individuals who will require developmental and supplementary training. The present controller selection and training programs are then examined, leading to an investigation of the methods available to measure performance and to establish competence on the job. The role of standardization and quality control is then addressed. The capabilities and limitations of existing simulation devices for air traffic control training are considered. Alternative ways of meeting the training needs of developmentals are identified and compared on a cost basis. Finally, attention is given to (a) simulators and centralized and noncentralized training, (b) the training budget, (c) future requirements of training, (d) R and D for training, (e) hiring practices, (f) standardization, and (g) the training load at the FAA Academy.

A need has arisen for radomes suitable for use in areas where wind velocities of 150 mph are likely to be encountered. It was decided that a wind tunnel program would be the optimum method of obtaining tower loading and other data required for design purposes. It was decided that the following parameters would be investigated: wind speed, internal inflation pressure, angle of attack and Reynolds' number.

The summary includes a discussion of general transportation problems in Category III cities, specific needs and requirements as reported by the cities, and the relevance of the present five-city effort, sponsored by UMTA. In general, the nature and the magnitude of the transportation problems in Category III cities set them apart from other cities in the program.

Three primary factors are considered applicable to the evaluation of transportation system safety--accident rate, injury rate and death rate. Costs are also applicable but commensurable cost data do not seem to be available. Data are presented for some of these measures for three urban transportation modes--the automobile, the bus and the subway. (Author)
