The article deals with a set of economic, social and psychological factors that result in decrease of birth-rate and render the market incentives in overcoming depopulation of Russia inefficient. Doubts about the appropriateness of Western models, which are being continuously and ineffectively adapted to Russian reality by researchers from Russia and the Commonwealth of Independent States, call for attempts at finding solution within the framework of social constructivism. Analytical sessions and a sociological research into circumstances and considerations, which are perceived as those impeding the realization of the reproductive potential of Russian women, helped to lay down the conceptual statements on the formation of new strategies aimed at inclusion of reproductive labor in the process of social production. Ascertained were the specific social-psychological and medical factors that influence reproductive processes and can bring about considerable demographic changes.

Our paper analyses the issues of sustainability of economic systems and business enterprise at micro and meso levels. Dynamics are analysed in a global bio-geophysical subsystem linked to the macroeconomic system, the environment and the human economy. The paper proposes a conceptual framework that looks into the compromise between economic growth and sustainability and concludes that both can be achieved if relevant efforts are spent and funds are allocated. Moreover, it analyses the risks and assesses economic and financial stability using the Altman and Altman-Sabato models. In addition, the research addresses the role of the macroeconomic system, the environment and the human economy in the sustainable development of ecosystem functions and its impacts on business enterprises. Our results might become the guidelines for the governments seeking to combine the development of their economic systems with the principles of sustainable development.

This article aims at showcasing and displaying how the agricultural policies might become the key factor in causing environmental instability. Using various examples from different regions and countries we show that as the demand for food is growing with the increasing population and the reduction of arable land, governments around the world are intensifying their agricultural policies. We argue that as some of these policies might be irresponsible and short-sighted, this approach often leads to the massive adverse effects such as massive agricultural pollution, droughts, famines, and degradation. In addition, we show that novel technologies (especially information and communication technologies (ICTs)) need to be used in agriculture in order to help combating global warming and climate change as well as tackling other environmental problems. All of these might help the relevant stakeholders and policy-makers to shape up the principles and blueprints for the sustainable agriculture that would correspond the principles and provisions of the sustainable development and would follow the Sustainable Development Goals (SDG).

Ther paper studies the impacts of geopolitics and polycultural environment that constitute the key determinants for the personnel securuity. We focus on a specific case study of Russian Federation where the geopolitical factors and multiculturalism have a significant reprecussion on human resources (similar to other former Communist countries). Factors such as the mobility and quality of human resources, internal and international migration, or even a brain drain involving highly skilled professionals are associated with profound institutional changes that are taking place in Russian Federation. Moreover, the safety of personnel is closely linked to national security, which makes it extremely important. Nowadays, modern conflicts and waged with information and knowledge rather than with weapons and highly-skilled human resources become the most important element of protecting national interests and polical dominance within the entangled web of the world's complex geopolitics. The paper is devoted to assessing the specifics of personnel security and safety in Russia in the context of globalization and the country's geopolitical plans and ambitions. We identify the factors affecting personnel security in the country and provide recommendations for improving it. In addition, we discuss a number of relevant and valuable recommendations regarding the justification of the directions of personnel policy and human resource management within the framework of the national security in the globalized multi-tier world. Our paper focuses on the management research of human potential and youth social entrepreneurship in peripheral regions. We identify the criteria that determine the effectiveness of using this human potential and increasing its efficiency for all parties involved. Moreover, we consider the role of social entrepreneurship in managing and strengthening the human potential of depressed peripheral regions of Russian Federation. We propose some managerial tools and mechanisms aimed at enhancing the development of youth social entrepreneurship using the case study of the North Caucasus Federal District in the Russian Federation. Our paper focuses on the use of modern technologies in public governance in public sector management. We apply the multidisciplinary cross-country comparison of the three countries represented by Estonia, India and the United Kingdom and analyse the depth of use and the functionality of ICT in public sector (voting, biometric identification and personal IDs). Our results show that if properly implemented and managed, novel information and communication technologies (ICTs) might represent a breakthrough in traditional state and municipal management. However, the governments interested in implementing these technologies should also ensure the personal data protection of its citizens as well as to be ready to face security attacks from hacker groups and hostile regimes. Our results might be relevant for policy-makers and stakeholders in the countries considering the implementation of similar schemes in their public administration management. Our findings might help to channel the consideration which ICT e-government scheme might be better to implement and to use and what to expect from its usage and implementation. The article deals with the notion "budget revenue potential" of region. Potential of local budgets in the regions of the RF is analyzed and transfer-dependent model of economic behavior of municipal regions is determined -- for revenues from own production and financial and commercial activities of municipal entities are very low, and budget revenues are too centralized. The significance of financial stability of municipal entities for provision of socio-economic development of region is emphasized. It is shown that financial state of municipalities is determined by the mechanisms of leveling of budget provision on the basis of inter-budget transfers, their perfection and objectivity. The main problem of local administration is determined -- chronic deficit of financial assets for current needs and development of municipal entity, which is peculiar for most countries. For the purpose of complex characteristics of budget of the subject of the Russian Federation and its economic potential, it is offered to calculate such indicators as the level of tax provision, independence, and transfer dependence of budget. Direct dependence of effectiveness of territorial budgets on the level of decentralization of the budget process is shown. The conclusion is made on significance of fiscal decentralization in the system of management of state and municipal finances. Experience of Stavropol Krai in regulation of budget relations and increase of effectiveness of budget expenditures is provided. [ABSTRACT FROM AUTHOR]
