There is growing interest – and need – among researchers and research organizations to contribute societally relevant work as well as to demonstrate the policy impact of their research. Diverse science-policy interfaces (SPIs) aim for scientifically informed policymaking by connecting scientists with policymakers. Effective SPIs need to be grounded in credibility, relevance and legitimacy; at the same time, however, they become part of the complex, politicised web of public policymaking. In this article we examine how forest researchers who participate in diverse SPIs in the context of the Global South navigate this complexity. We apply the concepts of credibility, relevance and legitimacy to explore the tensions researchers experience, as well as the strategies that researchers apply when responding to them. The research is based on in-depth interviews with 23 forest researchers and highlights (i) the tensions related to ensuring both policy and political relevance particularly in the context of research led SPIs; and (ii) tensions arising from the need to maintain credibility in the face of contestation and pressure to omit research critical of existing policies and practice and also the legitimacy of ‘experts’ operating within the SPI. Ensuring SPI effectiveness (research impact) also emerged as an additional source of tension. While multiple response strategies were identified, including knowledge co-production and strategic engagement with key policy actors, some of the tensions led to compromises, which we discuss. Agenda 2030 and sustainable development goals (SDG) are key formulations of sustainability policies, consisting of 17 general-level goals and 169 more detailed targets. The target setting is based on tedious international policy negotiations and compromises addressing myriad of different and sometimes incompatible interests. Identification of key trade-offs and synergies between the targets can help the efficient implementation of SDGs by improving the opportunities to focus policy attention and actions on the most relevant issues. This article focuses on trade-offs and synergies of nationally relevant targets in the context of an industrialised and affluent nation state. Results from a cross-matrix examination of targets in Finland show that most of the selected targets are characterised by synergistic interactions with other nationally relevant targets. However, policies aimed at advancing economic growth and the use of renewable energy risk a number of serious trade-offs. Methodological advances are required to make the assessment of interactions more transparent and reliable, manageable within the limited resources and capable of producing results relevant to decision-making. A recommendation for the use of cross-matrix examination as a tool of collaborative ex ante sustainability assessment is put forward, also acknowledging the risk of “paralysis by analysis” related to the wide-ranging SDG framework.

The expectations for rapid transformations have not materialized, and hence a strategy combining both incremental and more radical changes is needed. Such strategies have been discussed in other fields, but they have been largely unaddressed in relation to sustainable development. This article seeks to increase understanding of how changes of various sizes interact in sustainable development policy. Here, we utilize the concept of small wins as concrete, implemented and often incremental changes that can create momentum for larger-scale changes. By analyzing key government documents and reports, interviews, questionnaires and workshop material, we study Finland's sustainable development policy. We focus on changes in the realms of the 4Is, meaning institutions, interests, information and ideas. Based on the research, Finland has been particularly successful in building multi-sectoral institutions and mainstreaming the idea of sustainable development. There is a vast information base available. In practice, however, various conflicts of interest remain unsolved. We conclude that while a sustainable development policy based solely on small wins can be too slow and incremental to meet the major sustainability challenges of our time, it would pave the way for more transformative reforms. These include, for example, the current Government Programme based on the idea of sustainable development and challenging the status quo on various fronts.

Purpose The purpose of this study is to explore the learning outcomes of the project-based learning in a Master Class programme on sustainability carried out in collaboration by the University of Helsinki and a private company operating in global mining technology. The following two questions were addressed: Q1. What kind of sustainability competences do participants acquire in the Master Class? Q2. What is the role of PBL in the learning outcomes? Design/methodology/approach The study is based on an ex ante open-ended survey and post-ante interviews addressed to the participants. The data were analysed using the qualitative content analysis. Findings The findings show that the Master Class contributed to most of the competences under study. However, unlike in previous studies, systemic thinking is highlighted as a fundamental rather than a parallel core competence. Furthermore, the results also emphasise the role of emotions, which is insufficiently acknowledged and accounted for in sustainability education. Research limitations/implications The study focussed only on the learning outcomes of the participants (students) and not the other parties (such as company and researchers). Practical implications Future research should focus on affective dimension as a stepping stone to the transformational learning. In addition, the role of the systemic understanding in sustainability education should be highlighted as a core competence. Social implications The study revealed the overall positive impacts of the co-creation in university – business collaboration to the participants’ sustainability competences. Originality/value The study presents an empirical case study where the various competence frameworks were applied with a result of confirming the validity of the existing key competences, in particular the systemic understanding and showing the role of the affective dimension in the transactional learning.

Governance of food systems is a poorly understood determinant of food security. Much scholarship on food systems governance is non-empirical, while existing empirical research is often case study-based and theoretically and methodologically incommensurable. This complicates aggregation of evidence and generalization. This paper presents a review of literature to identify a core set of methodological indicators to study food systems governance in future research. Indicators were identified from literature gathered through a structured consultation and sampling from recent systematic reviews and were classified according to governance levels and the food system activity domain they investigate. We found a concentration of indicators in food production at local to national levels and with less literature investigating how food governance affects food distribution and consumption. Many indicators of institutional structure were found, while indicators capturing social agency and indicators of cross-scale dynamics were moderately represented but critical perspectives on governance were lacking. These gaps present an opportunity for future empirical research to investigate more comprehensively the diverse components of food systems and how governance arrangements at different scales affect them.

Universities worldwide are experiencing a growing trend to respond to the need for sustainability. Sustainability centres are one key aspect in the sustainability transitions of universities. Until currently, these centres have been relatively neglected by research. This exploratory study makes a solid contribution to the scholarship and understanding of the various means by which universities are responding to the societal challenge of sustainability by analysing a sample of 44 sustainability centres across the world to increase understanding of the characteristics and roles of these centres in contributing to sustainability. Furthermore, the study identifies four types of centres differing in their goals, objects, scope and scale of research, knowledge production and outreach activities. The typology of the centres can be applied for example when new centres are established or when centres identify or redefine their profiles. The authors suggest further research concerning sustainability centres, given their central role as nodes of sustainability research, education and co-creation in sustainability transformation. The food systems upon which humanity depends face multiple interdependent environmental, social and economic threats in the 21st Century. Yet, the governance of these systems, which determines to a large extent the ability to adapt and transform in response to these challenges, is underresearched. This perspective piece synthesises the findings of two recent reviews of food systems governance and transformations and proposes a comprehensive research agenda for the coming years. These reviews highlight the influence of governance on food systems, methodological obstacles to explaining the effectiveness of governance in realising food sustainability, and conditions that have historically supported food system transformations. We argue that the following steps are key to improving our knowledge of the role of governance in food systems: (1) developing more comparable research designs for building generalisable explanations of the governance elements that are most effective in realising food systems goals; (2) using the lens of polycentricity to help disentangle complex governance networks; (3) giving greater attention to the conditions and pre-conditions associated with historical food system transformations; (4) identifying adaptations that strengthen or weaken path dependency; and, (5) focusing research on how transformations can be supported by institutions that facilitate collective action and stakeholder agency.

Universities, such as the University of Helsinki, are facing a growing trend to redefine their strategies and organisations along the lines of sustainability. However, the process of building the structures for sustainability research and education requires the breaking down of existing disciplinary silos. In this chapter, we analyse the new initiatives in research, education and governance, and management operations to which the University committed during 2015–2018 through the lens of Sustainable Development Goals (SDGs). We also explore the factors that enable or hinder sustainability transition at a university. The results of the SDG mapping show that SDG 4 (Quality Education) is an overarching goal represented in all new initiatives within research, education and university management. SDG 17 (Partnerships) and SDG 3 (Health and Wellbeing) are also equally strongly emphasised. However, SDGs 1 (No Poverty), SDG 6 (Clean Water and Sanitation) and SDG 5 (Gender Equality) are not considered, or if so, given little emphasis. Our analysis revealed that small niche innovations, tactical and operational activities at the grassroots level like networks, science activism and student awareness pushed for regime-level changes. However, the financial incentives and policy changes initiated on the regime level enabled the niche-level innovations to develop and led to strategic decisions providing a window of opportunity to initiate structural changes.

Reducing Emissions from Deforestation and forest Degradation (REDD+) has emerged as a promising climate change mitigation mechanism in developing countries. In order to identify the enabling conditions for achieving progress in the implementation of an effective, efficient and equitable REDD+, this paper examines national policy settings in a comparative analysis across 13 countries with a focus on both institutional context and the actual setting of the policy arena. The evaluation of REDD+ revealed that countries across Africa, Asia and Latin America are showing some progress, but some face backlashes in realizing the necessary transformational change to tackle deforestation and forest degradation. A Qualitative Comparative Analysis (QCA) undertaken as part of the research project showed two enabling institutional configurations facilitating progress: (1) the presence of already initiated policy change; and (2) scarcity of forest resources combined with an absence of any effective forestry framework and policies. When these were analysed alongside policy arena conditions, the paper finds that the presence of powerful transformational coalitions combined with strong ownership and leadership, and performance-based funding, can both work as a strong incentive for achieving REDD+ goals. Key policy insights The positive push of already existing policy change, or the negative stress of resource scarcity together with lack of effective policies, represents institutional conditions that can support REDD+ progress. Progress also requires the presence of powerful transformational coalitions and strong ownership and leadership. In the absence of these internal drivers, performance-based funding can work as a strong incentive. When comparing three assessments (2012, 2014, 2016) of REDD+ enabling conditions, some progress in establishing processes of change can be observed over time; however, the overall fluctuation in progress of most countries reveals the difficulty in changing the deforestation trajectory away from business as usual.

Ever since a global mitigation mechanism that aims to reduce emissions by avoiding deforestation and forest degradation (REDD+) was introduced in climate change negotiations, governance challenges in implementing this concept in tropical forest countries have received considerable attention. In particular, multilevel governance has been identified as a key challenge, as REDD+ aims to tackle local deforestation activities through a global results-based financial scheme. This paper will present an analysis from seven REDD+ countries (Brazil, Cameroon, Indonesia, Nepal, Papua New Guinea, Tanzania and Vietnam) where 293 qualitative interviews were conducted with national-level REDD+ actors. We examined what kind of multilevel coordination problems emerge, particularly in relation to horizontal, cross-sectoral coordination, and analysed these problems through the concepts of functional alignment, institutional complexity and accountability. Deforestation in Burkina Faso is estimated to be between 0.91–1.03% per annum and displacement by croplands or rangeland expansion is identified as its main drivers. The climate and geography of the country causes its north and central regions to be exposed to drought and desertification, which act as stimuli for rural migration to southern Burkina Faso which lies in the South-Sudanian climatic zone. This zone has better conditions to support rain-fed agricultural production, wood energy supply and fodder for livestock but it also experiences the highest rate of deforestation in the country. This study analyses the drivers of deforestation in Ziro province of Southern Burkina Faso. For data collection and analysis, the area of forest cleared annually was used as the dependent variable, whereas household characteristics and local institutions (tenure and property rights) were considered independent variables. Data were collected through focus group discussions (FGD), participant observation, interviews with key informants and from 200 farm households. Tobit regression results reveal that land tenure insecurity and low agricultural production expressed in the sizes (areas) and ages of farms led to increased deforestation. In addition, the significance of tenure insecurity as a driver of deforestation indicated that migrants contributed more to deforestation than the indigenous groups. Greater rights and improved legal status might reduce the rights to limited use granted to migrants. Furthermore, supports from government to increase local community's capacity to monitor protected forests are likely to reduce field expansion.

Equity is frequently cited as one of the key design aspects of environmental governance regimes. In the context of Reduced Emissions from Deforestation and Forest Degradation (REDD+), a forest-based climate change mitigation instrument, the manner in which ‘equity’ is understood will be of critical importance for the impacts and acceptance of REDD + policies and initiatives. Whereas the concept has been extensively studied in the academic literature, references to equity in REDD + policy debates and documents are often vague, leaving room for various interpretations and modes of implementation. In our case study of the Tanzanian national REDD + policy domain, we provide a conceptual framework based on an institutional logics approach for analysing the various underlying rationalities in the ‘equity in REDD+’ debate. We apply it to demonstrate how the involved policy actors draw from heterogeneous equity logics in their support for and opposition to different governance models, highlighting the importance of precise contextualization and operationalization of broad international principles in national REDD + initiatives. Reducing emissions from deforestation and forest degradation (REDD+) has emerged as a promising climate change mitigation mechanism in developing countries. This article examines the national political context in 13 REDD+ countries in order to identify the enabling conditions for achieving progress with the implementation of countries' REDD+ policies and measures. The analysis builds on a qualitative comparative analysis of various countries' progress with REDD+ conducted in 12 REDD+ countries in 2012, which highlighted the importance of factors such as already initiated policy change, and the presence of coalitions calling for broader policy change. A follow-up survey in 2014 was considered timely because the REDD+ policy arena, at the international and country levels, is highly dynamic and undergoes constant evolution, which affects progress with REDD+ policy-making and implementation. Furthermore, we will now examine whether the 'promise' of performance-based funds has played a role in enabling the establishment of REDD+. The results show a set of enabling conditions and characteristics of the policy process under which REDD+ policies can be established. The study finds that the existence of broader policy change, and availability of performance-based funding in combination with strong national ownership of the REDD+ policy process, may help guide other countries seeking to formulate REDD+ policies that are likely to deliver efficient, effective and equitable outcomes.Policy relevance Tropical forest countries struggle with the design and implementation of coherent policies and measures to reduce emissions from deforestation and forest degradation. Evidence on which factors and configurations are crucial to make progress towards these challenging policy objectives will be helpful for decision makers and practitioners at all levels involved in REDD+. Key findings highlight the importance of already initiated policy change, and the availability of performance-based funding in combination with strong national ownership of the REDD+ process. These findings provide guidance to REDD+ countries as to which enabling conditions need to be strengthened to facilitate effective, efficient and equitable REDD+ policy formulation and implementation.

Reducing emissions from deforestation and forest degradation (REDD+) has emerged as an important carbon governance mechanism. However, forest governance is weak in most REDD+ countries, which undermines efforts to establish REDD+. This study analyses the factors that enable national REDD+ processes in the context of weak governance using a two-step ‘qualitative comparative analysis’ (QCA) of 12 REDD+ countries. Assuming that actor-related factors can be effective only if certain institutional preconditions are met, six factors were divided into two categories that were analysed separately: institutional setting (pressure from forest-resource shortage; forest legislation, policy, and governance; already initiated policy change) and the policy arena (national ownership; transformational coalitions; inclusiveness of the policy process). Conservation can have both positive and negative effects on human well-being by causing changes in ecosystem service flows and reallocation of the distribution of benefits. This can lead to different, sometimes contradictory, outcomes of conservation. We studied local perceptions of ecosystem service flows in the Ranomafana National Park area of Madagascar to examine the local outcomes of conservation. The Ranomafana forest area provides a variety of benefits that contribute considerably to local inhabitants' livelihoods and well-being. Changes in ecosystem service flows alter the provision of many important ecosystem services at the local level, which is likely to affect local livelihoods negatively and increase local vulnerability and inequality. The findings indicate the presence of trade-offs between types of ecosystem services and between different societal goals, namely conservation and development. Benefit trade-offs also occur within and between beneficiary groups and across spatial and temporal scales. Although conservation might prove beneficial for local people in the long run, its immediate local costs are high. The findings reveal the importance of integrating local perceptions of ecosystem services into conservation planning. In addition, there is a need for further negotiations of the trade-offs between ecosystem services, conservation and development in Ranomafana.

We examine recent evolution in corporate responsibility in the forest industry, an important natural-resource-based industry which is under rapid internationalisation and structural change under challenging financial pressures. We address two recent trends in corporate communication: corporate disclosure, that is the adoption of consistent external reporting standards [namely the Global Reporting Initiative (GRI) ], and the growing awareness of engagement with and impact on local communities through philanthropy, generation of prosperity, communication and the social impact of core activities. This study uses a comparative qualitative case approach to forest industry multinational enterprises (MNEs) based on a combination of secondary (reporting, company newsletters and other documentation) and interview data. Three large-scale multinational forest industry firms, all pursuing different strategies in terms of internationalisation and geographical and product diversification, were chosen for the study: Stora Enso, SCA and Sappi Ltd. Our results show that the overall quality of sustainability reporting has improved in these companies from 2005 to 2009 with the adoption of GRI. However, based on our fourfold categorisation of social impact, the core social impact indicator in GRI (SO1) has been interpreted very differently in these MNEs, and the adoption of GRI has not actually much improved the comparability of the reports or transparency of practices.

This working paper gives an overview of Qualitative Comparative Analysis (QCA), a method that enables systematic cross-case comparison of an intermediate number of case studies. It presents an overview of QCA and detailed descriptions of different versions of the method. Based on the experience applying QCA to CIFOR's Global Comparative Study on REDD+, the paper shows how QCA can help produce parsimonious and stringent research results from a multitude of in-depth case studies developed by numerous researchers. QCA can be used as a structuring tool that allows researchers to share understanding and produce coherent data, as well as a tool for making

Growing population and increased demand for food, inefficient resource use and food distribution, environmental impacts, and high rates of food wasted at all stages of the food system are all calling for transition towards more sustainable practices. In this article we apply the concept of circular economy to the case of a sustainable food system. Furthermore, we explore the transition towards a circular food system through the lens of socio-technical transition theory towards sustainability. We discuss challenges and potential solutions for the production stage (focusing on nutrient flow), the consumption stage (focusing on meat consumption), and food waste and surplus management and prevention.

"REDD+ is a multilevel endeavour. Global demands, national and subnational structures and local peoples needs and aspirations must all be linked in efforts to reduce emissions from deforestation and forest degradation. We use Brockhaus and Angelsens (2012) framework of Institutions, Interests, Information and Ideas (4Is) to analyse the multilevel governance of REDD+ through one of its core elements: measurement, reporting and verification. We present the multilevel dimensions of REDD+ and the risks if they are disregarded. We analyse the flow and interplay of information, institutions and interests across levels in REDD+ measurement, reporting and verification and examine which multilevel governance mechanisms enable this flow. To support our analysis, we provide anecdotal evidence of challenges and opportunities from three countries: Brazil, Vietnam and Indonesia. Our analysis shows that it is essential to enhance and harmonize information flows between local and national levels for measurement, reporting and verification to be accountable. Furthermore, sound information flows between levels can increase the negotiation power of disadvantaged groups and ensure a more effective, efficient and equitable REDD+. To reduce the risk of conflict, REDD+ multilevel governance systems should match incentives and interests with transparent institutions. Effective multilevel governance mechanisms, such as novel cross-scale institutional arrangements, uniform regulations on the rights, responsibilities and procedures for monitoring information flows, and participation across levels, will provide tools for both information flow and greater matching of different interests across levels."
