We propose a model for interpreting highly variable ion composition ratios in solar energetic particles (SEP) events recently observed by Parker Solar Probe (PSP) at $0.3 - 0.45$ astronomical unit. We use numerical simulations to calculate SEP propagation in a turbulent interplanetary magnetic field with a Kolmogorov power spectrum from large scale down to the gyration scale of energetic particles. We show that when the source regions of different species are offset by a distance comparable to the size of the source regions, the observed energetic particle composition He/H can be strongly variable over more than two orders of magnitude, even if the source ratio is at the nominal value. Assuming a $^3$He/$^4$He source ratio of $10 \%$ in impulsive $^3$He-rich events and the same spatial offset of the source regions, the $^3$He/$^4$He ratio at observation sites also vary considerably. The variability of the ion composition ratios depends on the radial distance, which can be tested by observations made at different radial locations. We report on four large filament eruptions (FEs) from solar cycles 23 and 24 that were associated with large solar energetic particle (SEP) events and interplanetary type II radio bursts. The post-eruption arcades corresponded to mostly C-class soft X-ray enhancements, but an M1.0 flare was associated with one event. However, the associated coronal mass ejections (CMEs) were fast (speeds about 1000 km/s) and appeared as halo CMEs in the coronagraph field of view. The interplanetary type II radio bursts occurred over a wide wavelength range indicating the existence of strong shocks throughout the inner heliosphere. No metric type II bursts were present in three events, indicating that the shocks formed beyond 2 to 3 Rs. In one case, there was a metric type II burst with low starting frequency indicating a shock formation height of about 2 Rs. The FE-associated SEP events did have softer spectra (spectral index greater than 4) in the 10 to 100 MeV range, but there were other low-intensity SEP events with spectral indices >/=4. Some of these events are likely FE-SEP events, but were not classified so in the literature because they occurred close to active regions. Some were definitely associated with large active region flares, but the shock formation height was large. We definitely find a diminished role for flares and complex type III burst durations in these large SEP events. Major solar eruptive events (SEEs), consisting of both a large flare and a near simultaneous large fast coronal mass ejection (CME), are the most powerful explosions and also the most powerful and energetic particle accelerators in the solar system, producing solar energetic particles (SEPs) up to tens of GeV for ions and hundreds of MeV for electrons. The intense fluxes of escaping SEPs are a major hazard for humans in space and for spacecraft. Furthermore, the solar plasma ejected at high speed in the fast CME completely restructures the interplanetary medium (IPM) - major SEEs therefore produce the most extreme space weather in geospace, the interplanetary medium, and at other planets. Thus, understanding the flare/CME energy release process(es) and the related particle acceleration processes are major goals in Heliophysics. To make the next major breakthroughs, we propose a new mission concept, SEE 2020, a single spacecraft with a complement of advanced new instruments that focus directly on the coronal energy release and particle acceleration sites, and provide the detailed diagnostics of the magnetic fields, plasmas, mass motions, and energetic particles required to understand the fundamental physical processes involved., Comment: White Paper submitted to the Heliophysics Decadal Survey. Understanding the physical processes responsible for accelerating the solar wind requires detailed measurements of the collisionless plasma in the extended solar corona. Some key clues about these processes have come from instruments that combine the power of an ultraviolet (UV) spectrometer with an occulted telescope. This combination enables measurements of ion emission lines far from the bright solar disk, where most of the solar wind acceleration occurs. Although the UVCS instrument on SOHO made several key discoveries, many questions remain unanswered because its capabilities were limited. Isolated electrostatic structures are observed throughout much of the 4 Re by 19.6 Re Cluster orbit. These structures are observed in the Wideband plasma wave instrument's waveform data as bipolar and tripolar pulses. These structures are observed at all of the boundary layers, in the solar wind and magnetosheath, and along auroral field lines at 4.5-6.5 Re. Using the Wideband waveform data from the various Cluster spacecraft we have carried out a survey of the amplitudes and time durations of these structures and how these quantities vary with the local magnetic field strength. Such a survey has not been carried out before, and it reveals certain characteristics of solitary structures in a finite magnetic field, a topic still inadequately addressed by theories. We find that there is a broad range of electric field amplitudes at any specific magnetic field strength, and there is a general trend for the electric field amplitudes to increase as the strength of the magnetic field increases over a range of 5 to 500 nT. We provide a possible explanation for this trend that releates to the structures being Bernstein-Greene-Kruskal mode solitary waves. There is no corresponding dependence of the duration of the structures on the magnetic field strength, although a plot of these two quantities reveals the unexpected result that with the exception of the magnetosheath, all of the time durations for all of the other regions are comparable, wheras the magnetosheath time durations clearly are in a different category of much smaller time duration. The onset times and peak intensities of solar energetic particle (SEP) events at Earth have long been thought to be influenced by the open magnetic fields of coronal holes (CHs). The original idea was that a CH lying between the solar SEP source region and the magnetic footpoint of the 1 AU observer would result in a delay in onset and/or a decrease in the peak intensity of that SEP event. Recently, Gopalswamy et al. showed that CHs near coronal mass ejection (CME) source regions can deflect fast CMEs from their expected trajectories in space, explaining the appearance of driverless shocks at 1 AU from CMEs ejected near solar central meridian (CM). This suggests that SEP events originating in CME-driven shocks may show variations attributable to CH deflections of the CME trajectories. Here, we use a CH magnetic force parameter to examine possible effects of CHs on the timing and intensities of 41 observed gradual E approx 20 MeV SEP events with CME source regions within 20 deg. of CM. We find no systematic CH effects on SEP event intensity profiles. Furthermore, we find no correlation between the CME leading-edge measured position angles and SEP event properties, suggesting that the widths of CME-driven shock sources of the SEPs are much larger than the CMEs. Independently of the SEP event properties, we do find evidence for significant CME deflections by CH fields in these events

About one quarter of the observed interplanetary coronal mass ejections (ICMEs) are characterized by enhanced magnetic fields that smoothly rotate in direction over timescales of about 10-50 hr. These ICMEs have the appearance of magnetic flux ropes and are known as "magnetic clouds" (MCs). The total lengths of MC field lines can be determined using solar energetic particles of known speeds when the solar release times and the I AU onset times of the particles are known. A recent examination of about 30 near-relativistic (NR) electron events in and near 8 MCs showed no obvious indication that the field-line lengths were longest near the MC boundaries and shortest at the MC axes or outside the MCs, contrary to the expectations for a flux rope. Here we use the impulsive beamed NR electron events observed with the Electron Proton and Alpha Monitor instrument on the Advanced Composition Explorer spacecraft and type III radio bursts observed on the Wind spacecraft to determine the field-line lengths inside ICMEs included in the catalog of Richardson & Cane. In particular, we extend this technique to ICMEs that are not MCs and compare the field-line lengths inside MCs and non-MC ICMEs with those in the ambient solar wind outside the ICMEs. No significant differences of field-line lengths are found among MCs, ICMEs, and the ambient solar wind. The estimated number of ICME field-line turns is generally smaller than those deduced for flux-rope model fits to MCs. We also find cases in which the electron injections occur in solar active regions CARs) distant from the source ARs of the ICMEs, supporting CME models that require extensive coronal magnetic reconnection with surrounding fields. The field-line lengths are found to be statistically longer for the NR electron events classified as ramps and interpreted as shock injections somewhat delayed from the type III bursts. The path lengths of the remaining spike and pulse electron events are compared with model calculations of solar wind field-line lengths resulting from turbulence and found to be in good agreement.

Most magnetic clouds encountered by spacecraft at 1 AU display a mix of unidirectional suprathermal electrons signaling open field lines and counterstreaming electrons signaling loops connected to the Sun at both ends. Assuming the open fields were originally loops that underwent interchange reconnection with open fields at the Sun, we determine the sense of connectedness of the open fields found in 72 of 97 magnetic clouds identified by the Wind spacecraft in order to obtain information on the location and sense of the reconnection and resulting flux transport at the Sun. The true polarity of the open fields in each magnetic cloud was determined from the direction of the suprathermal electron flow relative to the magnetic field direction. Results indicate that the polarity of all open fields within a given magnetic cloud is the same 89% of the time, implying that interchange reconnection at the Sun most often occurs in only one leg of a flux rope loop, thus transporting open flux in a single direction, from a coronal hole near that leg to the foot point of the opposite leg. This pattern is consistent with the view that interchange reconnection in coronal mass ejections systematically transports an amount of open flux sufficient to reverse the polarity of the heliospheric field through the course of the solar cycle. Using the same electron data, we also find that the fields encountered in magnetic clouds are only a third as likely to be locally inverted as not. While one might expect inversions to be equally as common as not in flux rope coils, consideration of the geometry of spacecraft trajectories relative to the modeled magnetic cloud axes leads us to conclude that the result is reasonable.

The density of interplanetary dust increases sunward to reach its maximum in the F corona, where its scattered white-light emission dominates that of the electron K corona above about 3 Solar Radius. The dust will interact with both the particles and fields of antisunward propagating coronal mass ejections (CMEs). To understand the effects of the CME/dust interactions we consider the dominant forces, with and without CMEs. acting on the dust in the 3-5 Solar Radius region. Dust grain orbits are then computed to compare the drift rates from 5 to 3 Solar Radius. for periods of minimum and maximum solar activity, where a simple CME model is adopted to distinguish between the two periods. The ion-drag force, even in the quiet solar wind, reduces the drift time by a significant factor from its value estimated with the Poynting-Robertson drag force alone. The ion-drag effects of CMEs result in even shorter drift times of the large (greater than or approx. 3 microns) dust grains. hence faster depletion rates and lower dust-pain densities, at solar maxima. If dominated by thermal emission, the near-infrared brightness will thus display solar cycle variations close to the dust plane of symmetry. While trapping the smallest of the grains, the CME magnetic fields also scatter the grains of intermediate size (0.1-3 microns) in latitude. If light scattering by small grains close to the Sun dominates the optical brightness. the scattering by the CME magnetic fields will result in a solar cycle variation of the optical brightness distribution not exceeding 100% at high latitudes, with a higher isotropy reached at solar maxima. A good degree of latitudinal isotropy is already reached at low solar activity since the magnetic fields of the quiet solar wind so close to the Sun are able to scatter the small (less than or approx. 3 microns) grains up to the polar regions in only a few days or less, producing strong perturbations of their trajectories in less than half their orbital periods. Finally, we consider possible observable consequences of individual CME/dust interactions. We show that the dust grains very likely have no observable effect on the dynamics of CMEs. The effect of an individual CME on the dust grains, however, might serve as a forecasting tool for the directions and amplitudes of the magnetic fields within the CME.
