The IO3 activities were developed around consensual work and grounded on common practices for syllabus development. Using the syllabus template framework an instance for each of the three knowledge areas was developed. An overarching course development pipeline was proposed.

The University of Eastern Finland was the responsible partner of IO1: European eHealth Education: Policy and Practice Review. The aim of this intellectual output was to customize and validate the already existing international health informatics recom-mendations. Based on that the aim was also to describe the priorities of core compe-tencies and learning outcomes particularly in the fields addressed by this project. The methods used were a scoping review and focus group interviews. The aim of the scoping review was to explore how education in health informatics (HI) has been taught by evaluating the existing international frameworks and reported ed-ucations in HI. The scoping review was conducted based on the instructions of Joanna Briggs Institute to find English language publications published between 2016 and 2020. All publications found in the bibliographical database MEDLINE via PubMed, Scopus and Web of Sciences were included. The results indicated that education in HI is essential to everyone, and everyone needs skills and knowledge in both technical and non-technical skills in HI. Education in HI should be introduced already in the first year of the education and with time increase the knowledge to a more advanced level. The teaching methods can vary between lectures in class to a more hybrid method. The aim of the online focus group interview was to investigate the needs of HI compe-tencies in health care. To achieve the answers, two main questions were used as a base of the interview. The first question focused on how knowledge and competencies in health informatics could contribute to improving health care. The second question focused on which HI competencies are seen as important to learn and how to achieve them. Online focus group interviews were conducted in each of the three countries. The interviews were done the own languages (German, Portuguese, and Finnish) and later summarized and translated to English. The focus group interviews concluded that there are challenges and possibilities in health informatics. It also highlighted the com-petencies seen as important to have in daily working life. For example, skills in appli-cations in patient care, knowledge in IT-background and IT related management are considered important.

This report summarizes and discusses the development, main achievements and overall progress of The Interprofessional European eHealth Programme in Higher Education (eHealth4all@EU) project. The project evolved through a strong partnership between members of the consortium, grounding its activities on previous initiatives like TIGER and taking them one step further while looking into the digital health competencies required by graduate students working in health and care and providing teaching approaches and other initiatives to extend further a set of core competencies: Health Information Systems Interoperability, Data Security and Privacy and Data Analytics. Although the project activities underwent during the pandemic period, a condition that forced reorganization and adaptation of the workplan, the main initiatives like the identification of significant areas of interest for digital health competencies and related relevant teaching methods that foster active learning paved the way for the construction of learning content structured around a syllabus aimed at distance learning and faceto- face learning moments developed with the intent for reuse and fostering the development of these set of competences in future Health Professionals. To this purpose, we are convinced that grounding steps have been taken with these eHealth4All@EU activities and initiatives.

IO6 is a report of the evaluation of the online courses and Summer School. The project plan of eHealth4all@EU guides the evaluation. The aim of the evaluation is to present the strengths and developing parts of the project. The main evaluation themes are eHealth, inter-professional education, and problem-based learning. For the funder’s perspective, evaluation focusing themes of digital support, lifelong learning, an active citizen, and the future. Evaluation of the project assign around all these themes and will find out students’ and teachers’ feelings of satisfaction, efficiency, and quality of the learning experience.

Sosiaali- ja terveydenhuollon päätehtävänä on edistää kansalaisten hyvinvointia ja terveyttä sekä hoitaa sairauksia mahdollisimman hyvin. Tämä tavoitetaan oikea-aikaisilla ja oikeilla päätöksillä, hyvällä hoidolla sekä diagnostiikalla. Tiedonhallintaan tarkoitetuilla asiakas- ja potilastietojärjestelmillä on merkittävä rooli edellä mainittujen päätehtävien toteutumisessa ja toiminnan mahdollistamisessa. Sosiaali- ja terveydenhuollon tietojärjestelmien tulisi tukea ammattilaisten työprosesseja ja työnkulkuja. Alan monimuotoisuuden vuoksi loppukäyttäjien rooli kehitystyössä näyttäytyy eri tavalla, kuin monella muulla alalla. Tietojärjestelmien kehittämistarpeita määriteltäessä tulisi ottaa mukaan laaja sosiaali- ja terveydenhuollon ammattilaisista koostuva käyttäjäkunta. Ammattilaiset ovat halukkaita osallistumaan kehittämiseen mutta he kokevat, ettei loppukäyttäjien kokemuksia oteta huomioon riittävällä tavalla. Asiakas- ja potilastietojärjestelmissä havaitut ongelmat ja teknologian aiheuttamat virheet ovat johtaneet myös potilasturvallisuuden vaarantumiseen. Tämän tutkimuksen tarkoituksena oli tutkia sosiaali- ja terveydenhuollon tietojärjestelmiä kehittävien ohjelmistokehittäjien kokemuksia ja näkemyksiä käyttäjien osallistumisesta kehittämiseen. Osallistumiseen liittyviä tekijöitä tarkasteltiin ja tunnistettiin sosioteknisen mallin valittujen ulottuvuuksien kautta. Tutkimus toteutettiin kyselytutkimuksena, jonka tuloksia analysoitiin kvantitatiivisesti. Aineistonkeruu tapahtui sähköisellä kyselylomakkeella, joka toteutettiin suomeksi ja englanniksi ja se välitettiin Valviran tietojärjestelmärekisterissä (päivitetty 9/2019) oleville A-luokan tietojärjestelmätoimittajille. Kyselylomakkeen linkkiä jaettiin myös sosiaalisen median kautta. Aineisto koostuu 87 vastauksesta. Tutkimustulosten mukaan sosiaali- ja terveydenhuollon tietojärjestelmien kehittäjät haluavat työskennellä aktiivisesti yhteistyössä loppukäyttäjien kanssa ja he kokevat hyötyvänsä käyttäjien antamasta palautteesta. Vakiintuneet menetelmät sekä tarvittavat resurssit yhteistyön mahdollistamiseksi kuitenkin puuttuvat. Kehittäjä- ja käyttäjäorganisaatioiden tuleekin ohjata enemmän resursseja yhteistyön mahdollistamiseksi. Käyttäjiltä saatavan tiedon merkitys kehitystyössä toimii edellytyksenä onnistuneen sosiaali- ja terveydenhuollon tietojärjestelmän kehityksessä., The main task of social welfare and health care is to promote the wellbeing and health of citizens and to treat diseases as well as possible. This is achieved through correct timing and decisions, good care and proper diagnosis. Information systems intended for the management of patient and client information play an important role in the implementation of the above-mentioned main tasks and in enabling activities. Social and health care information systems should support professional work processes and workflows, and the role of end-users in the development of information systems appears differently due to the diversity of the sector than in many other areas. When defining the development needs of information systems, a large group of social and health care professionals should be included. Health care professionals are willing to participate in the development, but they feel that the experiences of end-users are not adequately considered. Problems and technological errors detected in client and patient information systems have also led to a risk to patient safety. The purpose of this study was to find out the experiences and views of software developers developing social and health care information systems on user participation in the development. Factors related to participation were examined and identified through the selected dimensions of the sociotechnical model. The study was carried out as a questionnaire, the results of which were analysed quantitatively. The data collection was done with an electronic questionnaire in Finnish and in English and forwarded to the information system suppliers in the Valvira’s (National Supervisory Authority for Welfare and Health in Finland) information system register (updated 9/2019). A link to the questionnaire was also shared on social media. The research material consists of 87 responses. According to the research findings, software developers developing social and health care information systems want to work actively with end-users and feel that they will benefit from user feedback. However, there is a lack of established methods and the necessary resources to enable cooperation. Developer and user organisations should therefore direct more resources to enable cooperation. The importance of information from users in development work and based on interaction between people and information technology is a prerequisite for the development of a successful social and health care information system.

Sairaanhoitajien kokemuksia potilas- ja asiakastietojärjestelmistä kartoitettiin nyt toiseen kertaan valtakunnallisella kyselytutkimuksella. Tutkimuksen tavoitteena on tuottaa tietoa kansallisessa Tieto hyvinvoinnin ja uudistuvien palvelujen tukena – Sote-tieto hyötykäyttöön 2020 -strategiassa asetettujen tavoitteiden saavuttamisesta yhden osa-alueen (Kyvykkäille käyttäjille fiksut järjestelmät) osalta sairaanhoitajien näkökulmasta. Näitä strategian osatavoitteita mukailevat tutkimuskysymykset ovat: Miten asiakas- ja potilastietojärjestelmät tukevat hoitajien työtehtäviä, yhteistyötä ja tiedonkulkua? Minkälaiseksi hoitajat arvioivat nykyisen käyttökokemuksensa, koulutuksensa, perehdyttämisen toimintatapojen muutokseen sekä lisäkoulutustarpeensa? Miten hyödylliseksi hoitajat arvioivat asiakas- ja potilastietojärjestelmät työssään? Tutkimusaineisto kerättiin sähköisellä kyselyllä hyödyntäen Sairaanhoitajaliiton, Tehyn sekä Akavan sairaanhoitajat ja Taja ry:n (TAJA) jäsenrekistereitä keväällä 2020. Kyselyyn vastasi hyväksyttävästi 3 610 sairaanhoitajaa, kätilöä tai terveydenhoitajaa, jotka toimivat julkisessa terveydenhuollossa, sosiaalihuollossa tai yksityisellä sektorilla. Vastaajat olivat kokeneita asiakas- ja potilastietojärjestelmien käyttäjiä. Valtaosa heistä kirjautui vähintään yhteen järjestelmään päivittäin, osa jopa viiteen tai sitä useampaan järjestelmään. Tulosten mukaan vastaajat eivät olleet tyytyväisiä järjestelmien tukeen niiden käytön vaatiman pitkän perehdytyksen vuoksi. Tiedonkulkuun hoitajien välillä omassa organisaatiossa oltiin tyytyväisiä, mutta tiedonkulussa eri organisaatioissa toimivien hoitajien välillä sekä hoitajien ja potilaiden välillä koettiin puutteita. Enemmistö vastaajista koki tietotekniset perustaitonsa, taitonsa tehdä kirjaukset asiakas- tai potilastietojärjestelmään, taitonsa tehdä potilaan hoidon kirjaus hoitotyön prosessin mukaisesti sekä tietosuojan ja tietoturvan periaatteiden hyödyntämisensä päivittäisessä työssä hyviksi tai erinomaisiksi kaikissa toimintaympäristöissä. Yli puolet vastaajista ei ilmoittanut lisäkoulutustarpeita. Kuitenkin hoitajat toivoivat työnantajiltaan enemmän täydennyskoulutusta. Vastaajat kokivat ongelmalliseksi järjestelmien kyvyn tai toiminnallisuuden koostaa yhteenvetonäkymiä. Yhteenvetona voidaan todeta sairaanhoitajilla olevan hyvät tai erinomaiset taidot käyttää asiakas- ja potilastietojärjestelmiä, mutta perehdytystä tarvitaan tukemaan digitaalisten palvelujen tuottamissa työprosesseissa. Hoidon jatkuvuus, laatu ja potilasturvallisuus ovat erityisesti hyötyjä, joita tietojärjestelmien käytöllä jo saavutetaan., A nationwide survey of nurses’ experiences on the use of patient and client information systems was surveyed for the second time. The aim of the study was to gather information for the status of the objectives of the Finnish eHealth and eSocial 2020 Strategy theme ‘Smart Systems for Capable Users’. The following study questions were set: How do health and social care information systems support nurses’ daily work, co-operation and information flow; how do nurses assess their present user experience, education, in-service training in operating methods and need for further education; and how useful do nurses regard patient and client information systems in their work or practice? A modified electronic questionnaire, based on previous data collection from 2017, was sent by the Finnish Nurses Association, Tehy and AKAVA Nursing Professionals to their members in spring 2020. A total of 3,610 nurses, midwifes and public health nurses responded to the questionnaire. They worked in the public health and social sector as well in the private sector. Respondents were proficient users in patient and client information systems. The majority of them logged into the system daily at minimum, some even five times or more. Respondents were not satisfied with the support systems provided due to the long in-service training required. The information flow inside their own organisation was satisfactory, but the information exchange between nurses in other organisations as well as between nurses and patients caused dissatisfaction. The majority of respondents felt their basic knowledge and skills in information technology, their competencies in recording to systems, in the documentation of patient care in accordance with the nursing process, and their use of data protection and security principles were good or excellent in each work sector. More than half of the respondents did not express further education needs. However, they would like to have more in service-training at the outset of their employment. Each respondent felt that information systems support them to guarantee care continuity, improve care quality, and quicken care-related decision-making in each work sector. Respondents expressed doubt about the functionalities of the systems to compile summary views. As a conclusion, nurses have good or excellent competencies to use patient and client information systems, but in-service training is needed to support the changes in work processes related to digital services. Continuity of care, care quality and patient safety are key areas of advantages that information systems already provide.

Asiakas- ja potilastietojärjestelmät ovat sairaanhoitajien työssä keskeisiä työvälineitä. Artikkelissa selvitettiin, missä määrin eri asiakas- ja potilastietojärjestelmät tukevat sairaanhoitajien työtä eri toimintaympäristöissä. Tavoitteena oli tuottaa tietoa kansallisen tiedonhallinnan strategian täyttymisestä ja sairaanhoitajien käyttäjäkokemuksista palautteeksi tietojärjestelmätoimittajille. Tiedonkeruu sairaanhoitajien tietojärjestelmäkokemuksista toteutettiin keväällä 2020 kyselynä. Kyselyyn vastasi 3912 sairaanhoitajaa, joista pääosa työskenteli julkisessa sairaalassa, terveyskeskuksessa, sosiaalialalla tai yksityissektorilla. Yleisimmin käytettyjä asiakas- ja potilasjärjestelmiä olivat yleisyysjärjestyksessä Lifecare asiakas- ja potilastietojärjestelmä (Lifecare), Uranus, Pegasos, Apotti (tuotemerkki: Epic), Effica terveydenhuolto (Effica), Mediatri, Esko, DynamicHealth ja DomaCare. Kyselyn väittämistä raportoitiin teemoja, jotka koskevat tietojärjestelmien kykyä tukea vuorovaikutusta (4), hyötyjä (4), käytettävyyttä (2), teknistä toimivuutta (3) sekä paperin ja faksin käyttöä (1), tietojärjestelmille annettavia kouluarvosanoja (1) ja järjestelmätoimittajille suoraan annettavaa palautetta (30). Kysely tehtiin sairaanhoitajille toista kertaa, ja pohdinnassa tarkasteltiin muutoksia vuoteen 2017 nähden. Tulosten mukaan tietojärjestelmien tuki sairaanhoitajien työlle parantui tai pysyi ennallaan monien muuttujien osalta. Tulokset vaihtelivat asiakas- ja potilastietojärjestelmien tuotemerkkien ja toimintaympäristöjen välillä ja myös samojen tuotemerkkien välillä eri toimintaympäristöissä. Sairaanhoitajat olivat tyytyväisiä etenkin tietojärjestelmien kykyyn tukea yhteistyötä ja tiedonkulkua sairaanhoitajien kesken organisaation sisällä sekä sairaanhoitajien ja lääkärien välillä. He myös kokivat, että tietojärjestelmät tuottavat hyötyjä asiakkaiden ja potilaiden hoitoprosessille. Toisaalta organisaatioiden välisessä tiedonkulussa turvauduttiin edelleen paperiin ja faksiin. Lisäksi vastaajat tunnistivat asiakas- ja potilastietojärjestelmissä enemmän työtä hankaloittavia kuin hyvin toimivia ominaisuuksia. Vaikka tietojärjestelmien kehityssuunta vaikutti positiiviselta, eivät ne kaikilta osin edelleenkään tukeneet sairaanhoitajien työtä riittävällä tasolla ja näin ollen tietojärjestelmien systemaattista seurantaa on syytä jatkaa., Information systems are key tools for nursing care. The article examines the extent to which different client information systems and electronic health records support the work of nurses in specific work environments. The aim is to provide information on the achievement of the national strategy for information management and on nurses’ user experiences of individual systems as feedback to the system suppliers. The data collection was carried out as a survey on nurses' system experiences in the spring of 2020. The survey was answered by 3,912 nurses. Most of the respondents worked in public hospitals, community health centers, social services or private sector. The most commonly used client information systems and electronic health records were in order of frequency: Lifecare, Uranus, Pegasos, Apotti (system brand: Epic), Effica Healthcare, Mediatri, Esko, DynamicHealth and DomaCare. The questions that were reported in the study were related to information systems’ ability to support interaction (4), benefits (4), usability (2), and technical functionality (3) and the use of paper and fax (1), information systems’ evaluation on a numeric scale (1) and direct feedback to system suppliers (30). The survey for nurses was conducted for the second time, so it was possible to examine the changes since 2017. According to the results, it appeared that the information systems’ ability to support work improved or remained unchanged for the most part. The results varied by information system brands and between the work environments as well as between the same brands in different work environments. Nurses appeared to be particularly satisfied with the information systems' ability to support collaboration and information flow between nurses within their own organization and between nurses and physicians. They also felt that the information systems provided benefits to the care process of clients and patients. On the other hand, the information flow between organizations was still dependent on paper and fax. The respondents also identified more problems than well-functioning features in the information systems. Thus, although the development trend of the information systems appeared to be positive, the information systems did not fully support the work of nurses in all respects. Therefore the systematic monitoring of the information systems is worth continuing.

Physical activity is a vital part of cardiac rehabilitation (CR). However, heart-healthy physical activity levels in people with cardiovascular disease drop significantly after CR. This exploratory study employs qualitative and survey methods within a co-creation approach. The aim is to understand the mechanisms of healthy behavior and habit formation in order to create a novel evidence-based (post-)rehabilitation approach that employs digital means to sustain long-term physical activity levels in people with cardiovascular disease.

Finland is a world leader in the use of public electronic services. Continuous improvement to competencies is a prerequisite for the success of digitalisation in the service development sector. The increasing use of information technology in health and social care needs to be taken into account in the education of the health and social care sector work force. The mandate of the national SotePeda 24/7 project is to identify and define the informatics competencies required for multidisciplinary education of this sector in Finland. The project has adapted international recommendations for use in the national context. The national recommendation covers 12 areas of competency and related content. In addition to defining competencies, the project has produced a toolbox of materials for use by educators of these topics in universities that cover applied sciences and lifelong learning. The results of the project are expected to significantly improve the preparedness of graduating health and social care and related engineering and business sector students to make full use information technology, all of which benefits the national health and social welfare system. publishedVersion
