Modern bir yönetim biçimi olarak ulus-devlet, kendisinden önceki devlet modellerinden egemenlik ve meşruiyet kaynağı açısından önemli farklılıklar gösterir. Politik-teolojik bir zemine dayanan bu farklılık, din ve dinî unsurların dönüşümünde/değişiminde, `seküler kutsallık`ların oluşumunda etkin rol oynamıştır. Bir ulus-devlet olarak kurulan Türkiye Cumhuriyeti de egemenlik ve meşruiyet anlayışındaki değişim ve dönüşümle var olmuştur. Bu çalışmada, Türkiye Cumhuriyeti'nin kurucu ideolojisinde egemenlik, meşruiyet, ulus inşası gibi konulardaki politik-teolojik yaklaşımlar ele alınmıştır As a modern form of government, the nation-state manifests differences in terms of its bases of legitimacy and sovereignty from earlier state models. This difference, based on a political-theological foundation, has played an active role in the formation of a `secular sanctity` in the conversion/transformation of religion and religious elements. Indeed, established as a nation-state, The Turkish Republic came into being with change and transformation forming its concept of sovereignty and legitimacy. This study discusses issues within political-theological approaches such as legitimacy, sovereignty and nation-building in the founding ideology of the Turkish Republic. 274

Meşruiyetini dayandırdığı halk egemenliği bağlamında toplum sözleşmesi kuramına dayanan modern devlet anlayışı, klasik siyaset felsefesinden farklı olarak bireyi siyasal özne olarak görmektedir. Osmanlı düşüncesinde de bilhassa Meşrutiyet anlayışı ile birlikte dillendirilen toplum sözleşmesi kuramı ve dönüşen “halk” kavramı ulus-devlete giden süreçte meşruiyetin dayanağı olarak karşımıza çıkmaktadır. Makalede toplum sözleşmesi bağlamında egemenliğin meşruiyet kaynağı olarak beliren halk ve halkçılık anlayışının Osmanlı düşünürlerinden başlayarak Cumhuriyet dönemindeki algılanışı ve etkileri ele alınmaktadır. Meşrutiyet’le birlikte halka nispet edilen aşkın niteliklerin Millî Mücadele sonrasında irşada muhtaç niteliklere dönüşümü egemenlik bağlamında değerlendirilmektedir., The concept of the modern state, based on the social contract theory in thecontext of popular sovereignty on which it is based, regards the individual asa political subject, unlike classical political philosophy. In Ottoman thought,the concept of the social contract and the transformed notion of the people,especially when mentioned alongside the Constitutional Monarchy, are thebasis of legitimacy in the process leading to the nation-state. This article dealswith the perception and the effects of the concept of the people and populism,starting with Ottoman thinkers, which emerged as the source of legitimacy ofsovereignty in the context of the social contract. This paper evaluates how thepeople who were granted transcendental attributes in the SecondConstitutional Monarchy, were transformed, right after theNationalStruggle, to having to be trained to the true path in the context ofsovereignty.

ÖZETOSMANLI SİYASÎ DÜŞÜNCESİNDE YENİ ÜSLÛP ARAYIŞLARIMÎZAN GAZETESİ ÖRNEĞİOsmanlı düşüncesinde‚ dönüm noktası olarak kabul edilen Tanzimat’la beraber‚ siyasî ve askeri değişimlerin‚ kendisini ifade etme sorununa bulunan çözümler‚ dildeki değişimi şekillendirmiştir. Bu şekillenmenin Osmanlı siyasî, hukuki ve düşünsel dünyasında zaten var olan kavramların‚ yeni anlamlar yüklenerek bir anlamda muhtevasının değişmesi şeklinde kendisini ortaya koyduğunu görüyoruz. Çalışmada, bu değişime, süreli bir yayın olması itibari ile en iyi örnek oluşturabileceğini düşündüğümüz Mîzan Gazetesi ele alındı. Mîzan Gazetesi’nde ele alınan, muhafazakârlık, devlet, saltanat/hilafet, mukavele, müsâvat, Avrupa/Batı, medeniyet kavramları dönemin tarihi ve siyasî algısını bize verebileceği için seçildi. Kavramlar incelenirken gazetenin yayın seyrine göre bir kronoloji ve bu kronolojiye uygun değişim göz önünde bulunduruldu. Bu çalışma ile mutlak bir değişimden daha ziyade yeni düşünce akımlarının zaten var olan kavramlar üzerinden bina edildiği ortaya konmaya çalışılmıştır. ABSTRACTSEARCH OF NEW STYLES IN OTTOMAN POLITICAL THOUGHTTHE CASE OF MÎZAN GAZETESIWith the Tanzimat, which is regarded as a milestone in Ottoman Thought, the recipes found for the expression of political and military changes shaped the language forming. It seems that this new forming took place by the change of contents of already existing concepts in Ottoman political, juristic and intellectual world. In the present study, the periodical Mîzan Gazetesi is considered to be the best example of such a change for investigation. The concepts of “conservatism, state, sultanate/caliphate, contract, Europe/West, and civilization” in Mîzan Gazetesi are chosen; for, it is thought that these concepts might help us understand the historical and political milieu of the period. While examining the concepts, chronological course of the journal is followed. With this study, it is attempted to show that rather than being an absolute change, new intellectual movements were established on already existing concepts.

19. yüzyılda Batı karşısında zayıf düşen Osmanlı İmparatorluğu devletin kurtuluşu için İslâmcılık ve Batıcılık akımlarına sarılmış ancak bu akımlar devleti yeniden ihya etme girişimleri için bir sonuç vermemiştir. 1789 yılında Fransız İhtilali ile önce Avrupa’ya sonra da dünyanın dört bir yanına yayılan milliyetçilik akımı Osmanlı İmparatorluğu’nu da etkisi altına almıştır. İslâmcılık ve Batıcılık akımları kurtuluş için çare olamayınca Osmanlı aydınları milliyetçilik akımına yönelmiştir. Şemseddin Günaltay da bir Osmanlı aydını olarak her ne kadar İslâmcı dergilerde yazdığı yazılardan dolayı İslâmcı olarak anılsa da Millî Mücadele sonrasında kurulan yeni ulus-devletin toplumu ulus yapabilmek adına tarih yazımını bir araç olarak kullanmasında başrol oynayan önemli bir şahıs olarak dikkat çekmektedir. Bu bağlamda milliyetçi bir çizgide gelişen Türk Tarih Tezi’ne bir tarihçi olarak büyük katkılar veren Günaltay’ın tarihçi yönü onun aynı zamanda milliyetçilik anlayışını anlamamızda yardımcı olur. Bu çalışmada Şemseddin Günaltay’a giden süreçte Türk milliyetçiliğinin geçirdiği evreler ve Türk Tarih Tezi bağlamında Şemseddin Günaltay’ın milliyetçilik anlayışı ele alınmıştır. Çalışmanın temel sorusu inşa edilen ulusta, tarih biliminin yerinin ne olduğu ve milliyetçilik ideolojisi tarafından işlevsel yönü dikkate alınarak yeniden kurgulanan tarihin Günaltay’ın tarih yazımını ne doğrultuda etkilediği üzerinedir. Tezin temel önermesi Günaltay’ın Türk Tarih Tezi bağlamında kaleme aldığı eserlerin romantik, milliyetçi bir söylemle yazıldığını dile getirmesi ve Günaltay’ın tarihçiliğinin milliyetçilik akımının etkisinde olduğunu belirtmesidir. In the 19th century, The Ottoman Empire who was weakened against the West, sought to save itself by turning to movements of an-Islamism and Westernism. However, these attempts of revival were not successful. Following The French Revolution of 1789, the movement of nationalism spread to Europe and then to the whole world, affecting The Ottoman Empire as well. After the failure of pan-Islamism and Westernism to save the empire, Ottoman intellectuals turned to nationalism. Şemseddin Günaltay, although referred to as an Islamist due to his writings in pan-Islamist journals, was an important figure to the creation of the Turkish nation-state following the Turkish War of Independence, by using historiography as a tool. In this context, Günaltay made major contributions to The Turkish History Thesis which was developed under the influence of nationalism. Understanding the historian side of Günaltay helps us to understand his perception of nationalism. In this study, the stages of nationalism up to Günaltay and his understanding of nationalism were investigated. The main questions of this study are what is the place of history as a science in the process of nation building, and how this functional history reshaped by nationalism affected Günaltay’s historiography. The main statement of this thesis is that, the works of Günaltay were written with a romantic and nationalist rhetoric and his historiography was influenced by nationalism.
