Potential for regional climate engineering is gaining interest as a means of solving regional environmental problems like water scarcity and high temperatures. In the hyper-arid United Arab Emirates (UAE), water scarcity is reaching a crisis point due to high consumption and over-extraction and is being exacerbated by climate change. To counteract this problem, the UAE has conducted cloud-seeding operations and intensive desalination for many years but is now considering other means of increasing water resources. Very large “artificial black surfaces” (ABSs), made of black mesh, black-painted, or solar photovoltaic (PV) panels have been proposed as a means of enhancing convective precipitation via surface heating and amplification of vertical motion. Under the influence of the daily UAE sea breeze, this can lead to convection initiation under the right conditions. Currently it is not known how strong this rainfall enhancement would be or what scale of black surface would need to be employed. This study simulates the impacts at different ABS scales using the WRF-Noah-MP model chain and investigates impacts on precipitation quantities and underlying convective processes. Simulations of five square ABSs of 10, 20, 30, 40, and 50 km sizes were made on four 1 d cases, each for a period of 24 h. These were compared with a Control model run, with no land use change, to quantify impacts. The ABSs themselves were simulated by altering land cover static data and prescribing a unique set of land surface parameters like albedo and roughness length. On all 4 d, rainfall is enhanced by low-albedo surfaces of 20 km or larger, primarily through a reduction of convection inhibition and production of convergence lines and buoyant updrafts. The 10 km square ABS had very little impact. From 20 km upwards there is a strong scale dependency, with ABS size influencing the strength of convective processes and volume of rainfall. In terms of rainfall increases, 20 km produces a mean rainfall increase over the Control simulation of 571 616 m3 d−1, with the other sizes as follows: 30 km (∼ 1 million m3 d−1), 40 km (∼ 1.5 million m3 d−1), and 50 km (∼ 2.3 million m3 d−1). If we assume that such rainfall events happen only on 10 d in a year, this would equate to respective annual water supplies for > 31 000, > 50 000, > 79 000, and > 125 000 extra people yr−1 at UAE per capita consumption rates. Thus, artificial heat islands made from black panels or solar PV offer a means of enhancing rainfall in arid regions like the UAE and should be made a high priority for further research.

The summer of 2018 was an extraordinary season in climatological terms for northern and central Europe, bringing simultaneous, widespread, and concurrent heat and drought extremes in large parts of the continent with extensive impacts on agriculture, forests, water supply, and the socio-economic sector. Here, we present a comprehensive, multi-faceted analysis of the 2018 extreme summer in terms of heat and drought in central and northern Europe, with a particular focus on Germany. The heatwave first affected Scandinavia in mid-July and shifted towards central Europe in late July, while Iberia was primarily affected in early August. The atmospheric circulation was characterized by strongly positive blocking anomalies over Europe, in combination with a positive summer North Atlantic Oscillation and a double jet stream configuration before the initiation of the heatwave. In terms of possible precursors common to previous European heatwaves, the Eurasian double-jet structure and a tripolar sea surface temperature anomaly over the North Atlantic were already identified in spring. While in the early stages over Scandinavia the air masses at mid and upper levels were often of a remote, maritime origin, at later stages over Iberia the air masses primarily had a local-to-regional origin. The drought affected Germany the most, starting with warmer than average conditions in spring, associated with enhanced latent heat release that initiated a severe depletion of soil moisture. During summer, a continued precipitation deficit exacerbated the problem, leading to hydrological and agricultural drought. A probabilistic attribution assessment of the heatwave in Germany showed that such events of prolonged heat have become more likely due to anthropogenic global warming. Regarding future projections, an extreme summer such as that of 2018 is expected to occur every 2 out of 3 years in Europe in a +1.5 ∘C warmer world and virtually every single year in a +2 ∘C warmer world. With such large-scale and impactful extreme events becoming more frequent and intense under anthropogenic climate change, comprehensive and multi-faceted studies like the one presented here quantify the multitude of their effects and provide valuable information as a basis for adaptation and mitigation strategies.

The quantification of land–atmosphere coupling strength is still challenging, particularly in the atmospheric segment of the local coupling process chain. This is in part caused by a lack of spatially comprehensive observations of atmospheric temperature and specific humidity which form the verification basis for the common process-based coupling metrics. In this study, we aim at investigating where uncertainty in the atmospheric temperature and moisture affects the land–atmosphere coupling strength over Europe, and how changes in the mean temperature and moisture, as well as their vertical gradients, influence the coupling. For this purpose, we implemented systematic a posteriori modifications to the temperature and moisture fields from a regional climate simulation to create a spread in the atmospheric conditions. Afterwards, the process-based coupling metric convective triggering potential – low-level humidity index framework was applied to each modification case. Comparing all modification cases to the unmodified control case revealed that a strong coupling hotspot region in northeastern Europe was insensitive to temperature and moisture changes, although the number of potential coupling days varied by up to 20 d per summer season. The predominance of positive feedbacks remained unchanged in the northern part of the hotspot, and none of the modifications changed the frequent inhibition of feedbacks due to dry conditions in the atmosphere over the Mediterranean and the Iberian Peninsula. However, in the southern hotspot region in the north of the Black Sea, the dominant coupling class frequently switched between wet soil advantage and transition zone. Thus, both the coupling strength and the predominant sign of feedbacks were sensitive to changes in temperature and moisture in this region. This implies not only uncertainty in the quantification of land–atmosphere coupling strength but also the potential that climate-change-induced temperature and moisture changes considerably impact the climate there, because they also change the predominant atmospheric response to land surface wetness.

Air pollution is one of the major challenges in urban areas. It can have a major impact on human health and society and is currently a subject of several litigations in European courts. Information on the level of air pollution is based on near-surface measurements, which are often irregularly distributed along the main traffic roads and provide almost no information about the residential areas and office districts in the cities. To further enhance the process understanding and give scientific support to decision makers, we developed a prototype for an air quality forecasting system (AQFS) within the EU demonstration project “Open Forecast”. For AQFS, the Weather Research and Forecasting model together with its coupled chemistry component (WRF-Chem) is applied for the Stuttgart metropolitan area in Germany. Three model domains from 1.25 km down to a turbulence-permitting resolution of 50 m were used, and a single-layer urban canopy model was active in all domains. As a demonstration case study, 21 January 2019 was selected, which was a heavily polluted day with observed PM10 concentrations exceeding 50 µg m−3. Our results show that the model is able to reasonably simulate the diurnal cycle of surface fluxes and 2 m temperatures as well as evolution of the stable and shallow boundary layer typically occurring in wintertime in Stuttgart. The simulated fields of particulates with a diameter of less than 10 µm (PM10) and nitrogen dioxide (NO2) allow a clear statement about the most heavily polluted areas apart from the irregularly distributed measurement sites. Together with information about the vertical distribution of PM10 and NO2 from the model, AQFS will serve as a valuable tool for air quality forecasting and has the potential of being applied to other cities around the world.

The added value of global simulations on the convection-permitting (CP) scale is a subject of extensive research in the earth system science community. An increase in predictive skill can be expected due to advanced representations of feedbacks and teleconnections in the ocean–land–atmosphere system. However, the proof of this hypothesis by corresponding simulations is computationally and scientifically extremely demanding. We present a novel latitude-belt simulation from 57∘ S to 65∘ N using the Weather Research and Forecasting (WRF)-Noah-MP model system with a grid increment of 0.03∘ over a period of 5 months forced by sea surface temperature observations. In comparison to a latitude-belt simulation with 45 km resolution, at CP resolution the representation of the spatial-temporal scales and the organization of tropical convection are improved considerably. The teleconnection pattern is very close to that of the operational European Centre for Medium Range Weather Forecasting (ECMWF) analyses. The CP simulation is associated with an improvement of the precipitation forecast over South America, Africa, and the Indian Ocean and considerably improves the representation of cloud coverage along the tropics. Our results demonstrate a significant added value of future simulations on the CP scale up to the seasonal forecast range.

The Land Use and Climate Across Scales Flagship Pilot Study (LUCAS FPS) is a coordinated community effort to improve the integration of land use change (LUC) in regional climate models (RCMs) and to quantify the biogeophysical effects of LUC on local to regional climate in Europe. In the first phase of LUCAS, nine RCMs are used to explore the biogeophysical impacts of re-/afforestation over Europe: two idealized experiments representing respectively a non-forested and a maximally forested Europe are compared in order to quantify spatial and temporal variations in the regional climate sensitivity to forestation. We find some robust features in the simulated response to forestation. In particular, all models indicate a year-round decrease in surface albedo, which is most pronounced in winter and spring at high latitudes. This results in a winter warming effect, with values ranging from +0.2 to +1 K on average over Scandinavia depending on models. However, there are also a number of strongly diverging responses. For instance, there is no agreement on the sign of temperature changes in summer with some RCMs predicting a widespread cooling from forestation (well below −2 K in most regions), a widespread warming (around +2 K or above in most regions) or a mixed response. A large part of the inter-model spread is attributed to the representation of land processes. In particular, differences in the partitioning of sensible and latent heat are identified as a key source of uncertainty in summer. Atmospheric processes, such as changes in incoming radiation due to cloud cover feedbacks, also influence the simulated response in most seasons. In conclusion, the multi-model approach we use here has the potential to deliver more robust and reliable information to stakeholders involved in land use planning, as compared to results based on single models. However, given the contradictory responses identified, our results also show that there are still fundamental uncertainties that need to be tackled to better anticipate the possible intended or unintended consequences of LUC on regional climates.

In the German regional climate modeling project ReKliEs-De the existing EURO-CORDEX simulations have been systematically complemented by new simulations to derive more robust ranges of possible future climate change. The focus of the project lay on user tailored results, which are required for the planning of measures to adapt to the changing climate. Changes in temperature and precipitation indices are calculated from a multi model ensemble for the end of the 21st century. The results for the mitigation scenario RCP2.6 are compared to the results of the “business as usual” scenario RCP8.5. Averaged over Germany the increase of mean annual temperature and of the number of summer days will be around 3 times higher for RCP8.5 than for RCP2.6. In summer, the increase of dry days could be twice as high in RCP8.5 compared to RCP2.6.

Land surface and hydrologic models (LSMs/HMs) are used at diverse spatial resolutions ranging from catchment-scale (1–10 km) to global-scale (over 50 km) applications. Applying the same model structure at different spatial scales requires that the model estimates similar fluxes independent of the chosen resolution, i.e., fulfills a flux-matching condition across scales. An analysis of state-of-the-art LSMs and HMs reveals that most do not have consistent hydrologic parameter fields. Multiple experiments with the mHM, Noah-MP, PCR-GLOBWB, and WaterGAP models demonstrate the pitfalls of deficient parameterization practices currently used in most operational models, which are insufficient to satisfy the flux-matching condition. These examples demonstrate that J. Dooge's 1982 statement on the unsolved problem of parameterization in these models remains true. Based on a review of existing parameter regionalization techniques, we postulate that the multiscale parameter regionalization (MPR) technique offers a practical and robust method that provides consistent (seamless) parameter and flux fields across scales. Herein, we develop a general model protocol to describe how MPR can be applied to a particular model and present an example application using the PCR-GLOBWB model. Finally, we discuss potential advantages and limitations of MPR in obtaining the seamless prediction of hydrological fluxes and states across spatial scales.

Communication between providers and users of climate model simulation results still needs to be improved. In the German regional climate modeling project ReKliEs-De a midterm user workshop was conducted to allow the intended users of the project results to assess the preliminary results and to streamline the final project results to their needs. The user feedback highlighted, in particular, the still considerable gap between climate research output and user-tailored input for climate impact research. Two major requests from the user community addressed the selection of sub-ensembles and some condensed, easy to understand information on the strengths and weaknesses of the climate models involved in the project.

Increasing computational resources and the demands of impact modelers, stake holders, and society envision seasonal and climate simulations with the convection-permitting resolution. So far such a resolution is only achieved with a limited-area model whose results are impacted by zonal and meridional boundaries. Here, we present the setup of a latitude-belt domain that reduces disturbances originating from the western and eastern boundaries and therefore allows for studying the impact of model resolution and physical parameterization. The Weather Research and Forecasting (WRF) model coupled to the NOAH land–surface model was operated during July and August 2013 at two different horizontal resolutions, namely 0.03 (HIRES) and 0.12° (LOWRES). Both simulations were forced by the European Centre for Medium-Range Weather Forecasts (ECMWF) operational analysis data at the northern and southern domain boundaries, and the high-resolution Operational Sea Surface Temperature and Sea Ice Analysis (OSTIA) data at the sea surface.The simulations are compared to the operational ECMWF analysis for the representation of large-scale features. To analyze the simulated precipitation, the operational ECMWF forecast, the CPC MORPHing (CMORPH), and the ENSEMBLES gridded observation precipitation data set (E-OBS) were used as references.Analyzing pressure, geopotential height, wind, and temperature fields as well as precipitation revealed (1) a benefit from the higher resolution concerning the reduction of monthly biases, root mean square error, and an improved Pearson skill score, and (2) deficiencies in the physical parameterizations leading to notable biases in distinct regions like the polar Atlantic for the LOWRES simulation, the North Pacific, and Inner Mongolia for both resolutions.In summary, the application of a latitude belt on a convection-permitting resolution shows promising results that are beneficial for future seasonal forecasting.

EURO-CORDEX is an international climate downscaling initiative that aims to provide high-resolution climate scenarios for Europe. Here an evaluation of the ERA-Interim-driven EURO-CORDEX regional climate model (RCM) ensemble is presented. The study documents the performance of the individual models in representing the basic spatiotemporal patterns of the European climate for the period 1989–2008. Model evaluation focuses on near-surface air temperature and precipitation, and uses the E-OBS data set as observational reference. The ensemble consists of 17 simulations carried out by seven different models at grid resolutions of 12 km (nine experiments) and 50 km (eight experiments). Several performance metrics computed from monthly and seasonal mean values are used to assess model performance over eight subdomains of the European continent. Results are compared to those for the ERA40-driven ENSEMBLES simulations. The analysis confirms the ability of RCMs to capture the basic features of the European climate, including its variability in space and time. But it also identifies nonnegligible deficiencies of the simulations for selected metrics, regions and seasons. Seasonally and regionally averaged temperature biases are mostly smaller than 1.5 °C, while precipitation biases are typically located in the ±40% range. Some bias characteristics, such as a predominant cold and wet bias in most seasons and over most parts of Europe and a warm and dry summer bias over southern and southeastern Europe reflect common model biases. For seasonal mean quantities averaged over large European subdomains, no clear benefit of an increased spatial resolution (12 vs. 50 km) can be identified. The bias ranges of the EURO-CORDEX ensemble mostly correspond to those of the ENSEMBLES simulations, but some improvements in model performance can be identified (e.g., a less pronounced southern European warm summer bias). The temperature bias spread across different configurations of one individual model can be of a similar magnitude as the spread across different models, demonstrating a strong influence of the specific choices in physical parameterizations and experimental setup on model performance. Based on a number of simply reproducible metrics, the present study quantifies the currently achievable accuracy of RCMs used for regional climate simulations over Europe and provides a quality standard for future model developments.

A 10 × 10 km irrigated biomass plantation was simulated in an arid region of Israel to simulate diurnal energy balances during the summer of 2012 (JJA). The goal is to examine daytime horizontal flux gradients between plantation and desert. Simulations were carried out within the coupled WRF-NOAH atmosphere/land surface model. MODIS land surface data was adjusted by prescribing tailored land surface and soil/plant parameters, and by adding a controllable sub-surface irrigation scheme to NOAH. Two model cases studies were compared – Impact and Control. Impact simulates the irrigated plantation. Control simulates the existing land surface, where the predominant land surface is bare desert soil. Central to the study is parameter validation against land surface observations from a desert site and from a 400 ha Simmondsia chinensis (jojoba) plantation. Control was validated with desert observations, and Impact with Jojoba observations. Model evapotranspiration was validated with two Penman–Monteith estimates based on the observations. Control simulates daytime desert conditions with a maximum deviation for surface 2 m air temperatures (T2) of 0.2 °C, vapour pressure deficit (VPD) of 0.25 hPa, wind speed (U) of 0.5 m s−1, surface radiation (Rn) of 25 W m−2, soil heat flux (G) of 30 W m−2 and 5 cm soil temperatures (ST5) of 1.5 °C. Impact simulates irrigated vegetation conditions with a maximum deviation for T2 of 1–1.5 °C, VPD of 0.5 hPa, U of 0.5 m s−1, Rn of 50 W m−5, G of 40 W m−2 and ST5 of 2 °C. Latent heat curves in Impact correspond closely with Penman–Monteith estimates, and magnitudes of 160 W m−2 over the plantation are usual. Sensible heat fluxes, are around 450 W m−2 and are at least 100–110 W m−2 higher than the surrounding desert. This surplus is driven by reduced albedo and high surface resistance, and demonstrates that high evaporation rates may not occur over Jojoba if irrigation is optimized. Furthermore, increased daytime T2 over plantations highlight the need for hourly as well as daily mean statistics. Daily mean statistics alone may imply an overall cooling effect due to surplus nocturnal cooling, when in fact a daytime warming effect is observed.

Despite considerable progress in recent years, output of both global and regional circulation models is still afflicted with biases to a degree that precludes its direct use, especially in climate change impact studies. This is well known, and to overcome this problem, bias correction (BC; i.e. the correction of model output towards observations in a post-processing step) has now become a standard procedure in climate change impact studies. In this paper we argue that BC is currently often used in an invalid way: it is added to the GCM/RCM model chain without sufficient proof that the consistency of the latter (i.e. the agreement between model dynamics/model output and our judgement) as well as the generality of its applicability increases. BC methods often impair the advantages of circulation models by altering spatiotemporal field consistency, relations among variables and by violating conservation principles. Currently used BC methods largely neglect feedback mechanisms, and it is unclear whether they are time-invariant under climate change conditions. Applying BC increases agreement of climate model output with observations in hindcasts and hence narrows the uncertainty range of simulations and predictions without, however, providing a satisfactory physical justification. This is in most cases not transparent to the end user. We argue that this hides rather than reduces uncertainty, which may lead to avoidable forejudging of end users and decision makers. We present here a brief overview of state-of-the-art bias correction methods, discuss the related assumptions and implications, draw conclusions on the validity of bias correction and propose ways to cope with biased output of circulation models in the short term and how to reduce the bias in the long term. The most promising strategy for improved future global and regional circulation model simulations is the increase in model resolution to the convection-permitting scale in combination with ensemble predictions based on sophisticated approaches for ensemble perturbation. With this article, we advocate communicating the entire uncertainty range associated with climate change predictions openly and hope to stimulate a lively discussion on bias correction among the atmospheric and hydrological community and end users of climate change impact studies.

Streamflow depends on the soil moisture of a river catchment and can be measured with relatively high accuracy. The soil moisture in the root zone influences the latent heat flux and, hence, the quantity and spatial distribution of atmospheric water vapour and precipitation. As numerical weather forecast and climate models require a proper soil moisture initialization for their land surface models, we enhanced an Ensemble Kalman Filter to assimilate streamflow time series into the multi-layer land surface model TERRA-ML of the regional weather forecast model COSMO. The impact of streamflow assimilation was studied by an observing system simulation experiment in the Enz River catchment (located at the downwind side of the northern Black Forest in Germany). The results demonstrate a clear improvement of the soil moisture field in the catchment. We illustrate the potential of streamflow data assimilation for weather forecasting and discuss its spatial and temporal requirements for a corresponding, automated river gauging network.
