The publication highlights the issues of improving the organisation of the work of community police officers and district police inspectors in preventing and combating crime in the territory of service. The importance of implementing security audits of territories and buildings into the activities of community police officers and district police inspectors is proved. Security audits are the main tool that community police officers or district police inspectors can use to identify local security problems specific to a particular area or facilities, identify ways to address relevant risks and threats, and engage all stakeholders in working together to improve their own and others’ safety. The essence of the concept of “Crime Prevention through Environmental Design (CPTED)” and its impact on the formation of a proper state of the security environment at the local level of the community is revealed. It is emphasised that the CPTED principles are universal and can be applied to improve the security of any territory or facility. At the same time, their effectiveness largely depends on the completeness of the identification of security risks and threats. The article suggests the following areas for improvement of the regulatory and legal support for the activities of community police officers: 1) adoption of a separate regulatory legal act on the activities of district police officers, taking into account the peculiarities of police work in the city; 2) approval of instructions on the procedure for carrying out control and supervision activities in the service area. This regulatory act should provide for the forms of such files, the procedure for their completion, registration, verification and control; 3) inclusion of individual cases on security audits of the territory or individual buildings or facilities in the official records of a community police officer. Relevant security audit forms should be officially approved; 4) adoption of methodological recommendations for organising security audits and applying the principles of CPTED (Crime Prevention through Environmental Design) in professional activities.

The publication explores a new method of assessing the security environment based on indicators developed and approved by the Ministry of Internal Affairs of Ukraine. A SWOT analysis of the current state of the MIA system was conducted, on the basis of which its strengths and weaknesses have been identified, as well as possible external opportunities for development and the threats that accompany them. It has been emphasized that the activity of the Ministry of Internal Affairs of Ukraine in the direction of the formation and development of the security environment is limited only to the definition and description of the indicators of this environment. At the same time, it has been concluded that such an assessment should lead to the adoption of appropriate regulatory and organizational measures, which, taking into account the challenges caused by the aggression of the occupying country, should be implemented in all bodies and units of the system of the Ministry of Internal Affairs of Ukraine. It has been noted that in modern conditions it is necessary to pay attention to the strategic directions of the development of the MIA system and the introduction of the best foreign practices of law enforcement into its activities, as well as directions related to military affairs and issues of civil protection of the population. It is also appropriate to work out the issue of defining key criteria and performance indicators of the Ministry of Internal Affairs system regarding the formation and development of the internal security environment. On the basis of the conducted scientific analysis of existing security threats, taking into account the latest changes in the current legislation of Ukraine, key directions for improving the conceptual foundations of the Ministry of Internal Affairs of Ukraine as a subject of the formation and development of the internal security environment of the state have been developed.

A comprehensive analysis of the bodies and units of the National Police of Ukraine activities in the de-occupied territories and in the territories close to the combat zone is carried out. It is emphasised that the exercise of police powers in such territories is characterised by very rapid dynamics due to the constant change of the operational situation, increased physical and psychological stress. It is stressed that the concept of forming and further ensuring the stability and sustainability of the country’s unified security environment is fully implemented by the police not only in the areas where no hostilities are taking place, but also primarily where the state of ensuring the rights and freedoms of citizens requires special attention, i.e. in the de-occupied territories or in settlements close to the combat zone. The author analyses the content and procedure for the implementation of the main stabilisation measures: provision of humanitarian services to the population (evacuation, delivery of humanitarian goods, escort of civilian transport, opening and maintenance of the points of invincibility, psychological support); identification of social and security problems in the de-occupied territories, as well as persons in need of assistance; humanitarian demining; exposure of collaborators and accomplices of the occupation regime; investigation of war crimes; searching for persons who went missing as a result of hostilities; identifying places of mass graves and illegal detention of citizens; ensuring the implementation of martial law measures; creating emergency response systems for emergencies and offences; ensuring public order and security, preventive activities, combating crimes and other offences. The number of conceptual provisions on improving the regulatory and methodological support for the application of stabilisation measures by police personnel in the de-occupied territories of Ukraine has been formulated.

The publication outlines the current state of the criminogenic situation in the field of illicit trafficking in firearms, ammunition and explosives. The content of legislative initiatives to expand the scope of criminal law prohibition by establishing liability for theft, misappropriation, extortion, carrying, storage, acquisition, transfer or sale of firearms components, as well as to increase liability for illegal acquisition, transfer or sale of firearms, ammunition, explosives or explosive devices in martial law or a state of emergency is analysed. Proposals have been developed to improve regulations on the circulation of firearms, ammunition and explosives. In particular, it is stated that the current criminal legislation and normative legal acts of the Ministry of Internal Affairs of Ukraine need significant improvement in terms of: 1) defining the concept of “component part of a firearm” or “constructive part of a firearm” and establishing responsibility for their illegal circulation; 2) bringing to a unified interpretation and understanding of the terms “explosive devices”, “explosive substances”, “explosive materials”, delineating the normative grounds for their application and demarcation; 3) development of a unified approach to subject classification and understanding of the legal regime of hand grenades, mines, ammunition for grenade launchers; 4) establishment of the legal regime of trophy weapons, which is relevant in the conditions of martial law and the conduct of hostilities on the territory of our state; 5) determination of the following qualifying signs of committing criminal offenses in the field of illegal arms trafficking: committing a crime under the conditions of the legal regime of martial law, committing a crime by an organized criminal group, etc.

The publication provides a scientific analysis of the “stabilisation measures” concept which has recently been used to determine the specifics of public authorities and law enforcement agencies' activities on the de-occupied territories of our country. It has been proved that the concept of “stabilisation measures” arose in the course of NATO peacekeeping operations in the Balkans and is primarily associated with law enforcement activities of specially authorised military units capable of performing police functions. According to NATO’s Joint Doctrine (AJP-3.22), stabilisation measures are defined as special activities aimed at strengthening or providing temporary replacement for local police forces to help restore and/or maintain public order and security, the rule of law and the protection of human rights. It is emphasised that the understanding of the content of stabilisation measures in national and foreign practice is different. Foreign researchers mainly associate stabilisation measures with law enforcement actions: ensuring public order and security, combating crime, protecting civilians, etc. In our country, a broader interpretation of the term has been formed, which, in addition to purely police measures, includes social, humanitarian, informational, and economic measures that cover the comprehensive restoration and development of the de-occupied territories. It is proposed to divide stabilisation measures into general and special ones. The first type is related to the restoration of state power on the de-occupied territory, as well as to ensuring the vital activity of its civilian population. Special stabilisation measures are carried out to prevent sabotage and reconnaissance groups and illegal armed groups from entering the de-occupied territory and committing terrorist acts on infrastructure and communications facilities, ensuring public safety and order, preventing and suppressing crimes and other offences, eliminating the consequences of emergencies, and searching for persons who have committed crimes against the foundations of national security, war crimes and other offences during the occupation of the territory. The number of conceptual provisions on the interpretation of the definition, purpose, principles, types and peculiarities of application of stabilisation measures in Ukraine have been formulated.

The work embodies the author’s view on how interstate integration and globalisation also affect public administration in a particular State, in particular, they introduce a passive role into the very understanding of the State, form a multiple range of actors, both external and internal, especially in the field of civil society, which take over the functions previously performed by the State direct certain areas of public authorities' activities to address global issues (transnational crime, the consequences of global environmental disasters, etc.), set trends at the level of public administration towards greater decentralisation of the competence of public authorities and, at the same time, towards globalisation of management of certain areas related to global climate change and other global problems. It is emphasised that in the newest understanding of the paradigm of relations between the modern State and civil society, there is a socially oriented vector of the State, which is diverse and closely related to the needs of the population. The state acts as a kind of “bridge” between society and the potential opportunities for its development and satisfaction of the widest possible range of needs, establishing the so-called “public relations” direction. The authors propose their own interpretation of public administration as the functioning of a public entity system established by the State, whose activities are aimed at ensuring sustainable development of the State in the process of providing administrative services, implementing laws and by-laws, and interacting with civil society in the national and international dimensions. The promising directions of interaction between the modern State and civil society, which are divided into separate forms, include interaction of the State with members of diasporas through various institutions and practices, interaction of the State with civil society institutions formed by higher education students, interaction of the State with civil society in the field of environmental security of the State.

The authors have studied the legal and organisational framework for the activities of higher education institutions of the Ministry of Internal Affairs of Ukraine which provide police training. It has been determined that the state of war caused by Russia’s aggression against Ukraine imposes new requirements on the quality of staffing of all security and defence sector entities, in particular, the National Police of Ukraine. Today, police units take part in hostilities, are involved in stabilization and filtration measures, mine countermeasures, evacuation of the civilian population from the combat zone and adjacent territories. Policemen are also involved in providing assistance to the population in the liberated territories, delivering food and essential items to people who have survived the occupation in extremely difficult conditions. It has been proven that institutions of higher education with specific learning conditions, which train police officers, must quickly adapt to changes in the tasks and powers of the National Police, so that the skills and abilities of students of higher education meet not only the standards of higher education in the relevant specialties, but also the state of internal security environment of the state and new areas of activity of state law enforcement agencies in a special period. On the basis of the work carried out, conceptual directions for further improvement of the activities of these institutions of higher education have been formulated, taking into account the requirements of the martial law. The main areas that need appropriate optimization and transformation are as follows: the regulatory and legal support of the educational process and scientific activity, legal regulation of the work of the psychological service, as well as material and technical support of the service by those seeking higher education; the need to change industry standards of higher education and typical curricula and educational programmes for police training; the improving the content of special educational disciplines, and changing approaches to the formation of personnel.

The article investigates the essence of the “security environment” concept, which has recently been used to define the goals and areas of the security and defence sector of Ukraine, and also identifies its structural elements. The term “security environment” is a combination of two concepts – “security” and “environment”. “Security” means the state of protection of vital interests of an individual, society and the state from external and internal threats, and “environment” means a set of certain conditions in which an individual, society or state exists. The concept of “security environment” in Ukrainian legislation and in the national scientific literature is mainly used in the field of military security and defence review. The concept of “security environment” (in the context of the existence of a state or a set of states) should be applied when referring to the set of conditions and factors of its existence that provide such a state with protection from internal and external threats. Based on the analysis of the Ukrainian researchers’ publications, as well as the works of foreign scholars, the author identifies the main types of security environments depending on the characteristics of threats to such environments: external and internal. The external security environment is associated with the elimination of external threats and mostly concerns the military and foreign policy spheres. The internal security environment is formed by minimising internal threats, some of which fall within the direct responsibility of the Ministry of Internal Affairs of Ukraine. The correlation of the term “security environment” with related categories, in particular, “national security”, “state security”, “internal security” has been determined. The concept of “national security” actually describes the desired overall state of the security environment of a particular country, which affects the regional or global security environment. The state of national security is actually a characteristic of the overall security environment of the state. It has been proved that the MIA of Ukraine is a subject of formation and development of the internal security environment of Ukraine. The security environment in the context of the MIA of Ukraine is a set of internal spheres of the country’s socio-political life in which the Ministry of Internal Affairs forms the State policy and exercises its powers as a security and defence sector entity with the aim of ensuring sustainable development of the State and protecting vital interests of a person and society.

The regulatory and organizational principles of reforming legal education at the current stage of the state’s development have been studied. The final content of the Concept of the Development of Legal Education, approved by the Committee of the Verkhovna Rada of Ukraine on Education, Science and Innovation, and the new editions of the standards of higher education in specialty 081 “Law” have been analyzed. Conceptual directions for the development of higher legal education have been formulated, taking into account the interests of the Ministry of Internal Affairs of Ukraine, and arguments have been also given regarding the preservation of relevant specialists training at higher education institutions of the Ministry of Internal Affairs of Ukraine. It was emphasized that the Concept of reforming higher education, which was approved on April 14, 2021, requires further improvement and, accordingly, a new edition, because it contradicts the provisions of the legislation on higher education and does not take into account the interests of higher education institutions of the Ministry of Internal Affairs of Ukraine. The Concept of the Development of Legal Education should provide for the obligation of state bodies to make a target order for the training of lawyers at civil higher education institutions, to monitor the quality of training and then mandatory provide them with the first workplace with the conclusion of a contract regarding the need to work in state bodies for at least three years after graduating from an educational institution. Otherwise, the funds of the state order will be spent in vain. The existing model of the Unified State Qualification Examination does not take into account the specifics of studying, specialization of training and interests of the customer (employer) in training specialists in specific specialties and professions, especially the sphere of activity of the Ministry of Internal Affairs of Ukraine. The standards of higher education approved on July 20, 2022 in the specialty 081 “Law” at the first (bachelor’s) and second (master’s) levels require a new edition, because, firstly, they are discriminatory, and secondly, they were adopted with violation of legislation and procedural requirements.

The paper examines the regulations governing the circulation of pyrotechnic articles in Ukraine. The content of the Technical Regulation of Pyrotechnics, which came into force in January 2022, is revealed. These regulations determine the classes of pyrotechnic articles, the legal regime of their free circulation, the responsibilities of economic entities and their identification, labeling of pyrotechnic articles, the procedure for establishing the conformity of pyrotechnic articles, technical requirements for the safety of pyrotechnic articles. It is emphasized that the Technical Regulations establish age restrictions on the sale or transfer of pyrotechnic articles to persons under the age of: 12 years (class F1), 16 years (class F2), 18 years (class F3). The peculiarities of transportation of pyrotechnic articles in accordance with the Law of Ukraine “On Transportation of Dangerous Goods” and orders of the Ministry of Internal Affairs of Ukraine governing the issuance and issuance of certificates of admission of vehicles for transportation of dangerous goods. The bases of administrative responsibility for violation of rules of trade and use of pyrotechnic products are defined. It is emphasized that it is characterized by insufficient clarity and gaps. In 2017, the order of the Ministry of Internal Affairs of Ukraine “On approval of the Provisional Rules of Circulation of Household Pyrotechnic Products in Ukraine” was revoked, as a result of which the normative grounds for bringing to administrative responsibility those who violated the rules of trade, storage and use of pyrotechnic products disappeared. It is proved that due to insufficient legal regulation, as well as low legal training of employees of the National Police and judges of general courts, during 2019–2021 many individuals were brought to administrative responsibility under Article 195-6 of the Code of Administrative Offenses of Ukraine without proper legal grounds. In addition, it was found that the lack of proper legal regulation and regulations of the Ministry of Internal Affairs of Ukraine on the legal regime of household pyrotechnic articles leads to the fact that the judiciary closes cases of administrative offenses under Article 195-6 of the Code of Administrative Offenses. The ways to improve the current legislation of Ukraine on the circulation of pyrotechnic articles in Ukraine, as well as to establish clear grounds for administrative liability for violations of the rules of manufacture, transportation, storage, trade, use of pyrotechnic articles and their sale to minors are highlighted in the article.

The paper examines the legal nature of sanctions imposed by the UN Security Council and individual states to combat violations of international law. The UN Security Council sanctions have been identified as mainly economic restrictions and other coercive measures imposed for violations of major international human rights conventions and instruments. A comparative legal analysis of the sanctions policy of the United States of America and the European Union was carried out, on the basis of which it was concluded that the sanctions policy implemented by the European Union and the United States of America is fundamentally different. In the EU, it is implemented in accordance with the institutional documents on the establishment of the European Union, which allow the introduction of restrictive measures against individuals or legal entities and groups or non-governmental organizations. At the same time, US sanctions are imposed on any entity that poses a threat to the US economy, even when its actions are lawful under national law. The US experience with the introduction of “secondary sanctions” is interesting, when a natural or legal person cooperating with sanctioned organizations or individuals may be subject to US economic sanctions. The content of the Law of Ukraine “On Sanctions” and the practice of its implementation through the decisions of the National Security and Defense Council of Ukraine, which are enacted by Decrees of the President of Ukraine. Based on the above, proposals and recommendations for improving its content are formulated: 1) to determine that sanctions against citizens of Ukraine are an exceptional measure and are applied in case of impossibility of full pre-trial investigation due to their stay outside the jurisdiction of Ukraine; 2) to expand the list of legal grounds for the application of sanctions to citizens of Ukraine by including, in addition to terrorist activities, the commission of crimes against the foundations of national security of Ukraine; 3) to determine an exhaustive list of sanctions to enshrine in it the possibility of restricting access to Internet resources; 4) to establish a mechanism of legal liability for non-compliance with the requirements imposed by sanctions.

The author of the article studies the current state of legal regulation of civilian firearms turnover in Ukraine. The content of the bills that had been submitted to the Verkhovna Rada of Ukraine at the end of 2020 was analyzed: «On the circulation of civil firearms and ammunition for them» (No. 4335), «On civilian weapons and ammunition» (No. 4335-1), «On the introduction amendments to the Code of Ukraine on Administrative Offenses and the Criminal Code of Ukraine to implement the provisions of the Law of Ukraine "On the circulation of civil firearms and ammunition for them"» (No. 4336), «On Amending the Code of Ukraine on Administrative Offenses and the Criminal Code of Ukraine to implement the provisions Of the Law of Ukraine "On civilian weapons and ammunition"» (No. 4336-1). The author has formulated his own scientific position in regard to granting citizens the right to carry and use short-barreled firearms. The publication defines the directions for improving the draft laws under consideration in terms of: definitions of the terms of «sporting weapon», «thermal imaging sight», «signal weapon», «night vision sight», «training-split weapon - neutralized weapon», «right to carrying weapon», «right to own weapon»; introduction of the terms of «law enforcement agency», «intelligence agency», «law enforcement agency of special purpose», «state agency of special purpose with law enforcement functions» into the conceptual apparatus of the law, since some authors use them to define the regime of special circulation of civil firearms; establishment of restrictions on the number of civilian firearms and ammunition for them, which can be acquired by an individual; creating legislative prerequisites for the approval of a by-law, which will clearly provide the procedure for transferring seized weapons to the National Police for further storage; securing the obligation of security personnel to provide emergency medical care to persons to whom they use weapons; introduction of norms that will establish the obligation of applicants for the acquisition, possession and use of weapons to take the appropriate courses within first aid; preservation of the wording of the Articles 190-195 of the Code of Ukraine on Administrative Offenses until the relevant law on the legal regime of sidearm is adopted.

The article highlights the problem of the need to strengthen the legal protection of employees of the National Police of Ukraine, who are subjected to illegal encroachments on their honor and dignity while performing their official duties. It is proved that there are acts concerning insults of police officers and insults or slanders committed against ordinary people in the normative legal acts of the countries of Europe and the former CIS. As a rule, insulting or slandering a law enforcement officer is a crime, while other actions are administrative offenses. Such actions have a qualified composition, which is manifested in the public dissemination of such insults or slander. It is argued that punishment for insulting a police officer is applied only in cases related to the performance of their official duties. Otherwise, the case will be considered in the usual way; the corpus delicti of such a crime may be recognized as qualified if such slander or insult is disseminated through the media or through the Internet. The current state of legal regulation of legal liability for insult and defamation of police officers in the Republic of Belarus, Kazakhstan, Poland, Germany, France and Spain is analyzed. Based on the study, the propositions to the Law of Ukraine «On the National Police» are formulated that are aimed at regulating the professional guarantees of police activities. It is emphasized that interfering in the activities of a police officer, failure to comply with his legal requirements, obstruction of the exercise of his respective powers, insult or slander against a police officer related to his official activities, insult to the police, as well as any other illegal actions they must be held legally liable for the police officer. The position that the profile law should enshrine in law the state protection of life, health, honor, dignity of a police officer, his professional reputation, members of his family, as well as property belonging to him and his family members from illegal encroachments in connection with the performance of official duties.

The author has studied the current state of the regulatory base on the activities of police commissions, including the provisions of the Law of Ukraine "On the National Police", the Procedure for organizing the selection (competition) and promotion of police officers, as well as the Model procedure for holding a competition for police service and/or occupying a vacant positions. It is proved that the basis for the formation of the general structure of police commissions should be the functional and territorial principle for building a police system. It is offered to create police commissions in territorial police units at the level of both the Main Police Directorate in the region and police departments. The emphasis was placed on the need to amend the Law of Ukraine on the National Police in terms of the fact that police commissions may not include MPs of Ukraine, their assistants; Mps of Verkhovna Rada of the Autonomous Republic of Crimea, oblast, district, city councils in cities, their assistants; chairmen of oblast, district councils in cities, their assistants and advisers; city, village, settlement mayors, their deputies, assistants and advisers. Based on the analysis of the basic law regulating the activities of the National Police of Ukraine, as well as the regulatory acts of the Ministry of Internal Affairs of Ukraine, propositions were formulated aimed at improving the procedure for the activities of police commissions, in particular regarding: optimization of the system of police commissions, determining the procedure and grounds for creating several commissions in territorial police agencies; improving the procedure for nominating candidates to police commissions from the Minister of Internal Affairs, the Head of the National Police and the Commissioner for Human Rights of Verkhovna Rada of Ukraine; depoliticizing the staff of police commissions; establishing a clear algorithm for the activities of police commissions to determine the priorities of police activities; improving the procedure for conducting interviews with candidates for positions and the procedure for assessing such interviews; establishing administrative responsibility for interfering with the work of police commissions.

The author has studied the current state of the regulatory base on the prevention of the occurrence and spread of the COVID-19coronavirus disease in Ukraine and the practice of its application by authorized entities for the implementation of state policy in the field of health care and the protection of the rights and freedoms of citizens. The system of public administration in the field of ensuring the sanitary and epidemiological well-being of the population has been analyzed. The features of the distribution of powers of state agencies in this area after the liquidation of the State Sanitary and Epidemiological Service of Ukraine have been researched. The author concludes that the existing system of state agencies that carry out sanitary and epidemiological control in Ukraine requires further improvement by adopting a decree of the Government of Ukraine on the functioning of the State Sanitary and Epidemiological Service. The author of the article has also identified gaps in the current legislation of Ukraine on administrative offenses, which regulates the procedure for holding accountable for violation of sanitary and anti-epidemic rules. These shortcomings primarily relate to the content of the Code of Ukraine on Administrative Offenses, which contains the names of non-existent state agencies or their officials, the provisions of repealed laws or other by-laws. Based on the analysis of the laws of Ukraine and government decrees on the implementation of sanitary and anti-epidemiological measures, the author has formulated propositions aimed at regulating the legal status of the State Sanitary and Epidemiological Service; improvement of administrative proceedings in the field of health care and violation of quarantine rules; amending the list of agencies and officials authorized to consider cases of administrative offenses for the violation of sanitary rules; optimization of the mechanism of prosecution for failure to comply with legal orders of entities implementing the state sanitary and anti-epidemiological policy; expanding the list of powers of the National Police for the implementation of administrative detention, verification of documents and police custody within the sequestration.

The author has studied the main shortcomings of regulatory provision and organization of the activity of the National Police of Ukraine according to certain areas. On the basis of the analysis of the current legislation of Ukraine, by-laws and orders of the Ministry of Internal Affairs of Ukraine and the National Police of Ukraine, the author has formulated propositions aimed at regulating the legal status of the National Police, adoption of basic provisions on its certain types; improvement of the planning procedure within the National Police system, application of modern methods of strategic analysis and goal-setting in its activity; optimization of legal and organizational provision of the activities of police commissions. In particular, the author has offered to include the National Police of Ukraine as the central executive authority in the content of the basic law “On Central Executive Agencies”, to adopt provisions on certain types of police, to improve the content of the departmental order of the National Police on the organization of planning, and to develop appropriate methodological recommendations for police officers on this issue, to harmonize the content of regulatory documents on the activities of police commissions on setting the priorities of police activity and highlighting the results of their work on the official website of the National Police. The obtained results are an integral part of the author’s scientific research into the organization and implementation of public administration within the agencies of the National Police of Ukraine and can be used to carry out other fundamental and applied scientific studies in the field of law enforcement agencies.

The author of the article has studied general theoretical approaches to the content of the term of «method of activity». Based on the research of scientific works on the theory of state governance, administrative law, administrative management, public management, the author has formulated own definition of the concept of «methods of public management within the agencies of the National Police of Ukraine», which are methods and approaches of authoritative and management influence management applied by authorized entities within their competence aimed at streamlining the organizational structure of the system of the National Police of Ukraine, planning, preparation, development, execution and implementation of management decisions, organization of the work of the management apparatus, implementation of documentary, informational, personnel, psychological provision of the activities of the agencies and units of the National Police. The classification of methods of public management within the National Police has been carried out and the features of their application in the management activities of police agencies and units have been highlighted. Thus, the methods of public management within the National Police should be divided into 2 types: organizational and regulatory, organizational and administrative. Among organizational and administrative methods of public management, it is advisable to distinguish active and passive methods. In turn, organizational and regulatory methods should be divided into regulation and norming, which can be methodical and imperative by the nature of its implementation. The methods of preparation, acceptance and execution of management decisions in the system of the National Police have been separately considered. These include: general scientific methods (analysis, synthesis), methods of sociological research, heuristic methods, methods of direct and indirect observation, methods of planning and forecasting, methods for modeling the situation and developing scenarios, statistical methods.

The author of the paper has analyzed the general theoretical approaches to determining the content and characteristics of the organizational structures of state agencies; has formulated the key principles for the formation of organizational structures. Based on the research of scientific works on the theory of public administration, administrative law, management, public management, the author has formulated own definition of the concept of “organizational structure of the National Police of Ukraine”. The author has offered to understand it as a set of interrelated positions, structural and separate units of the National Police, which constitutes a single system of units and levels of management, and is formed in order to accomplish the assigned tasks for the provision of police services and implementation of assigned powers. It is established by regulatory acts adopted by the authorized agencies (individuals) within their own competence in compliance with a specific procedure. The routine activities of the National Police of Ukraine are carried out in strict order determined by the regulatory acts, are characterized by a high formality of management procedures, constant organizational relations, and therefore its organizational structure belongs to rigid (bureaucratic) type structures according to its characteristics. If we consider the system of the National Police of Ukraine on the national scale, its organizational structure refers to the divisional type, since it contains relatively separate territorial and interterritorial units that have certain autonomy in exercising their activities and management decisions. If we consider organizational structures of the central apparatus, territorial and interterritorial agencies, then their structures belong to the linear and functional type. The results obtained by the author are an integral part of the author’s research on the topic “Public management within the National Police of Ukraine” and can be used in carrying out similar fundamental and applied research in the field of optimization of management activities of state and law enforcement agencies.
