The impact of the COVID-19 pandemic on custodial institutions has been the subject of intense scrutiny. During the pandemic, many international jurisdictions failed to develop clear and child-focussed plans for the management of children in custody, instead relying on strategies developed for adult populations. Presenting the findings from the United Kingdom's (England Wales) first empirical in-depth exploration of the impacts of COVID-19 on children at each stage of the Youth Justice System, this article discusses the devastating effect on incarcerated children. The pandemic exacerbated existing failures in the children's secure estate, eradicated children's rights and exposed children to increased vulnerabilities. In the 19th century, French youth detention was a necropolitical enterprise aimed at controlling precarious social classes. Built in the 1840s in Normandy, Ferme Neuve is a rare example of the first generation of public youth penal colonies in France. First an annex to the prison of Gaillon, from 1862 to 1868, it then formed the core of the youth penal colony of Les Douaires. This paper reconstructs the history so-far disregarded of Ferme Neuve, demolished in the 1960s, and produces a 3D digital reconstruction of what its built environment might have looked like. It then goes on to discuss the high mortality at Ferme Neuve, emphasizing the responsibility of the French state in this surplus of deaths and arguing that this system prefigured contemporary processes of othering poor and racialized youth in France. Despite the worsening health disparities among youth in detention during the COVID-19 pandemic, there has been minimal exploration into the pandemic experiences of detained youth and opportunities for pandemic mitigation. This paper analyzes the perspectives of youth in detention on the pandemic, including the effect of the pandemic on their detention experience and their perceptions about COVID-19 vaccination. The study used purposive sampling to recruit 16 participants (aged 14–17 years) from two juvenile detention centers in the urban Midwest. We conducted semi-structured interviews and analyzed verbatim transcripts using a hybrid deductive-inductive approach and thematic analysis. Four themes emerged: 1) personal experience influenced youth perceptions of pandemic severity and risk; 2) distrust and misconceptions contributed to youth vaccine hesitancy or refusal; 3) desired opportunities and parental opinion motivated youth to get the COVID-19 vaccine; and 4) pandemic mitigation strategies negatively impacted youths' detention center experience. Study findings identify opportunities for detention centers to minimize the negative impacts of pandemic mitigation strategies on youth in detention, expand vaccination knowledge and uptake, and build trust to positively impact the health and wellbeing of detained youth currently and during future pandemics. Youth involved in the child welfare system are more likely to be involved in the juvenile justice system, and juvenile justice involvement is linked to increased likelihood of subsequent incarceration. For these reasons, overrepresentation of Black youth in the child welfare system contributes to racial disparities in incarceration rates. It is, therefore, important to study youth transitioning out of foster care to examine how their young adult outcomes differ by race. Employing the National Youth in Transition Database (NYTD), this study compared the incarceration experiences of non-Hispanic White and Black males aging out of foster care. Specifically, this study examined the impact of juvenile detention on the likelihood of incarceration ages 19 to 21and factors that mediated this relationship. Notably, 33.5% of White males and 30.7% of Black males in the sample experienced juvenile detention. Findings indicate that juvenile detention disproportionately impacts Black males who age out of foster care compared to their White counterparts. The direct effect of juvenile detention on reported incarceration between age 19–21 for Black males in the sample was OR = 2.31 compared to OR = 1.91 for White males. Reported incarceration between age 17–19 significantly mediated the relationship between juvenile confinement and incarceration age 19–21 for both Black and White males in the sample, although this effect was substantially stronger for Black males. The continued existence of racial and ethnic disparities in the juvenile justice system is of critical importance. The purpose of this systematic literature review is to determine how effectively systems-level interventions have reduced disproportionate minority contact in the juvenile justice system. Eleven identified studies assessed the effectiveness of systems-level interventions and met the inclusion criteria for this review. Implementing a risk assessment tool was the most common strategy in the literature. Although several articles described strategies that decreased juvenile detention and other negative outcomes overall, few strategies were associated with reducing disproportionate minority contact. Local attempts to influence how decisions are made seem to work, but jurisdictions must focus these efforts specifically on disproportionality to combat the intractable issue of disparities in juvenile justice system outcomes. This study aimed to explore suicide prevention in juvenile detention centers by conducting a case study of one state. Qualitative data from semistructured interviews were synthesized from 10 juvenile detention centers. Analytical techniques included thematic and content analysis and the integration of quantitative information and qualitative themes to illustrate key differences in suicide prevention practices and center characteristics among facilities with varying frequencies of crisis stabilization calls and critical incidents. Although the use of many suicide prevention practices was reported across the sample, the quality with which those practices were implemented was highly variable. The analysis suggests that facilities with higher-quality implementation of suicide prevention practices may have had leaders who acknowledged that their facility plays a role in suicide prevention. Moreover, preliminary evidence suggests that the quality of suicide prevention implementation may be associated with the number of crisis stabilization calls and critical incidents (i.e., variables related to suicidality) a facility experiences. Clear conceptualization of a juvenile detention center's role in suicide prevention may lead to better outcomes in suicide prevention implementation. The Borstal system evolved through the Gladstone Committee Report (1895), England, which propagated differential correctional philosophy for adolescent offenders. The philosophy focused on rehabilitation and corrections through training in industrial trades followed by an intensive aftercare programme. The success of Borstal schools was credited to the synergy between legislature, institution and aftercare mechanisms. Borstal schools in India were influenced and modelled in this line. This article studies and compares the existing Borstal Acts in India. National Crime Record Bureau data (2020 and 2021) suggest that Borstals were functional in only 8 out of 29 states, and its occupancy rate was not optimal. This article raises concerns over the decline in the number and use of Borstal schools and tries to understand the reasons for the same. It advocates for the need to revive Borstal schools in the spirit of corrections for young adults against the backdrop of changes in adult and juvenile justice legislation. [ABSTRACT FROM AUTHOR]

Socio-education is an educational and (re)socialization proposal for young people having troubles with the law, a law which also includes the right to health care guaranteed by the Unified Health System (SUS). This study aims to investigate the relationship between health services and socio-educational units in Paraná state, from the perspective of service workers and managers. The qualitative and exploratory research consisted of sixteen semi-structured interviews in five municipalities in the state, with subsequent categorization of the narratives based on hermeneutic analysis. As a result, there was considerable weakness in the coordination between the network's facilities to promote overall health care, specifically the mental health of young people. Security issues have a strong influence on the regulation of actions, even health actions, in socio-education. The current policy of comprehensive health care in socio-education, implemented in Brazil in 2014, is, however, an important counterpoint for the reordering and nudging policies in this area. Deprivation of liberty of minors is a recognized concern at the national and international level, solutions being sought in order to fulfill the purpose of custodial sanctions, namely the reintegration and prevention of criminal acts committed by minors. In this context, at the European and international level, solutions have been proposed, through which the states may develop an efficient and coherent system that ensures the fulfillment of this goal. Whether they are mandatory or recommendatory, these instruments were taken into account in the creation of the current system for the execution of custodial educative measures in Romania. This paper presents an analysis of the national legislation on custodial educative measures, compared to the standard required by the relevant international instruments, as well as the means that the state involved in the process of reintegration of the juvenile offender have, with a focus on involvement of family, of the minor's legal representatives and state representatives.

Introduction: Self-harming behavior in prisoners is a prevalent phenomenon, with international studies estimating a 4% prevalence rate. However, studies on self-injurious behavior in the German prison system are currently lacking. Therefore, our study aims to conduct an initial assessment. Methods: The Criminological Service for the Berlin Prison System distributed questionnaires on incidents of self-harm to all Berlin prisons, except for juvenile detention centers. The questionnaires were supplemented with medical data, such as psychiatric diagnoses and medication. Results: 62 questionnaires were returned, which could be attributed to 52 inmates. Compared to the average population in the Berlin prison system, the study sample exhibited variations in age, gender distribution and nationality. 94% of the inmates received a psychiatric diagnosis. Two-thirds of the male inmates had substance use disorders, while 83% of the female inmates had emotionally unstable personality resp. borderline disorders. Prior to self-harm, 87% of the inmates were administered psychiatric medication. Discussion: Our study found similarities between the study population and international studies in the distribution of certain characteristics. We assume that many of the postulated risk factors can also apply to Berlin prisoners. However, the study is limited by the small number of cases and the absence of a control group. According to the literature, religious commitment could be a protective factor against dangerous behaviors, such as criminal offending, unsafe sex, and substance use. Our study aims to investigate the influence of Family Religiosity and climate on anger dysregulation and deviance propensity in a sample of 214 justiceinvolved boys from Italian Youth Detention Centers (range 14–25). The sample was divided into religious (n = 102) and non-religious (n = 112) justice-involved juveniles. Participants filled in the following questionnaires: Deviant Behavior Questionnaire, Aggression Questionnaire, Family Communication Scale, Moral Disengagement Scale, and the Multidimensional Scale of Perceived Social Support. We used a partial least square structural equation modeling (PLS_SEM) method to build our model and we found that Family Religiosity was positively associated with Family Climate which was negatively associated with Anger Dysregulation and Deviance Propensity, and Anger Dysregulation was positively related to Deviance Propensity. The multigroup analysis confirmed that for justice-involved juveniles who interiorized religious discipline and beliefs, Family Religiosity showed a positive association with Family Climate, which had a negative relationship with Anger Dysregulation, which strongly predicted Deviance Propensity. This result could be useful to promote new development goals and preventive activities and interventions based on positive religiosity values in juveniles’ behavior. [ABSTRACT FROM AUTHOR]

Background/Aims: Youth with prenatal alcohol exposure (PAE) are under‐recognised in the justice system, warranting improved identification. This study aimed to compare neuropsychological profiles of adolescents, with and without PAE and identify neuropsychological tasks predictive of PAE‐group membership. It was hypothesised that participants with PAE would score significantly lower on neuropsychological tests. Methods: Participants included 85 young people sentenced to detention (mean 15.7 years, 78 males), 46 with PAE. A one‐way‐multivariate analysis of variance tested differences in neuropsychological functioning between PAE/No‐PAE groups, while logistic regression determined tests predictive of PAE. Results: No statistically significant difference in test scores emerged between groups, and regression was not indicative of any models predictive of PAE‐group membership. Neuropsychological profiles were characterised by both strengths and weaknesses, with lower verbal and mathematical skills. Conclusion(s): While no statistically significant differences were found between the groups, the results provided a unique insight into the neurocognitive profile of Australian youth in detention. Prior research has suggested that juvenile justice staff's support for rehabilitation is important for the success of their juvenile clients. The purpose of this article was to assess how rehabilitation and punishment orientations impacted burnout, secondary trauma, job stress, and job satisfaction among juvenile probation and detention officers. Results indicated that having more of a rehabilitation orientation did not demonstrate direct effects on the workplace outcomes included in this study. However, staff who indicated more of a punishment orientation were less likely to report emotional exhaustion and personal accomplishment, as well as less job stress, but were more likely to report feelings of depersonalization. Using diverse archival sources and oral history interviews, this essay examines how volunteer activist women in the 1970s galvanized support to pass major legislative reforms that made Pennsylvania a model for how to implement the federal Juvenile Justice and Delinquency Prevention Act (JJDPA) of 1974 at the state level. Horrified by conditions they witnessed on a tour of a nearby juvenile detention center, three Philadelphia area women created a broad-based coalition—centered in the Juvenile Justice Center (JJC) of Pennsylvania—to improve local conditions of confinement and spearhead novel policies to transform juvenile justice statewide. Focusing on Barbara Fruchter, JJC cofounder and de facto leader of the state's deinstitutionalization campaign, this essay probes how a now well-accepted idea in juvenile justice—treating the great majority of delinquent youth in small community-based rather than large institutional programs—was first envisioned and introduced into American juvenile justice a half-century ago. This article offers counterstories from a Caribbean youth detention centre in support of an agenda to decolonise youth justice and rethink childhood. It contrasts the youth's own 'ethics of illegality' centred on structural violence and inequality with institutional interventions revolving around individual remedies and risk factors as well as culturally specific but peculiarly Western conceptions of parenthood and childhood. Concerned about the exclusive ways of regulating and defining parenthood, childhood and safety that stem from a globalisation of youth crime control, the article calls for a vernacularisation that takes seriously the complexity and context-dependency of young people's lives. This narrative inquiry explores the experiences of youth in a school within a juvenile detention facility, who participated in a hip hop and podcasting small-group counseling intervention. Specifically, youth wrote and recorded a podcast consisting of a hip hop song, interviews with their peers, and staff reflections on the youth's experience. Ongoing concerns have been expressed about the poor rehabilitative climate of youth detention centers, with a number of government inquiries examining the nature of the centers and how to improve their rehabilitative culture. Emerging research points to staff training and support as mechanisms to improve institutional climate. This study examines the impact on institutional climate of training and coaching staff in effective practice skills. Staff and young people, across three Australian detention centers, were administered a validated social climate measure prior to and 3 to 6 months following training and coaching. The social climate improved at a statistically significant level for staff. For young people the social climate improved but the improvement was not statistically significant. The measure was also administered at two control sites for staff where minimal changes in social climate were seen, suggesting that the staff improvements flowed from the training and coaching rather than from other organizational factors. It is concluded that training and coaching improved detention center social climate for staff although the study does not provide evidence that it improved significantly for young people. After the Islamic State (IS) collapsed in 2019, tens of thousands of IS fighters, IS affiliates, and their wives and children were captured and kept in detention centers throughout northeastern Syria. Today, these camps remain full of young children, growing up in unsanitary living conditions, vulnerable to recruitment from IS supporters, and lacking the ability to leave the camps, obtain a formal education, and otherwise enjoy a safe, stable childhood. While operating in less dire circumstances, orphanages throughout northeastern Syria and Iraq are also housing the children of IS fighters. These children face similar issues, including social stigmas and isolation, limited resources, and an uncertain future. So far, efforts to conduct large-scale repatriations, rehabilitations, or prosecutions of the detainees have failed. This Note advocates for private adoptions as a limited solution to this problem. Expedited intercountry adoptions would move children out of these detention camps and orphanages, limiting the burden on regional authorities and allowing the children to have a chance to grow up in a stable environment enjoying the rights and privileges they are entitled to under international law. Background: For individuals with severe mental illness, involuntary assessment and/or treatment (hereafter detention) can be a necessary intervention to support recovery and may even be lifesaving. Despite this, little is known about how often these interventions are used for children and adolescents. Methods: This global scoping review set out to: (1) map the current evidence around mental health detentions of children and adolescents (< 18 years); (2) identify the clinical, sociodemographic, and behavioural factors associated with detention; and (3) document the views of professionals and young people on the implementation of mental health legislation. Results: After searching databases of peer-reviewed literature and citation chaining, 42 articles from 15 jurisdictions were included. About one fifth of psychiatric admissions in national register data were detentions, however trends were only available for a few high-income Western countries. The circumstances justifying detention and the criteria authorising detention varied between studies, with a mix of clinical factors and observed behaviours reported as the reason(s) warranting/precipitating a detention. Particular groups were more likely to experience detention, such as children and adolescents from minority ethnic communities and those with a documented history of abuse. There was a notable absence of qualitative research exploring the views of professionals or children and adolescents on detention. Conclusion: Further research is needed to explore the impact of detention on those aged < 18 years, including national register-based studies and qualitative studies. The following is a lightly edited transcript of comments provided at the Journal of Health Care Law & Policy's Spring Symposium entitled "Uneasy Alignments: The Mental Health Turn in The American Legal System." This event was hosted on March 16, 2023, by University of Maryland Francis King Carey School of Law in collaboration with the University of Maryland School of Social Work's Daniel Thursz Social Justice Lecture Series. The Symposium examined how legal systems, like child welfare and juvenile law institutions, use coercion to force engagement or compliance with often unproven therapeutic interventions. The presentation took on the question of how the negative impacts of this turn manifest in the home. The lecture centers on the use of digital surveillance technologies, like electronic ankle monitors, by juvenile courts as presumed rehabilitative tools and alternatives to incarceration. It argues that not only is electronic monitoring ineffective as a therapeutic intervention toward adequate adolescent development, but also it leads to a marginalization that severs youth from the community ties necessary for growth. The lecture concludes that a critical race and technology approach is useful for understanding how this practice feeds an expanding data economy that exploits poor families of color under the premise of contributing to public health and public safety. This study examines whether group threats in the surrounding social context positively moderate disproportionate minority contact at preadjudication detention in the juvenile justice system. To do so, the study utilizes a multijurisdictional sample of 96,619 juvenile court referrals across 139 counties (within four states) to examine a series of group threats—racial, ethnic, economic, and age threat. Due to the nested structure of the data, multilevel models are employed. To test the hypotheses, cross-level interactions between group threats and defendant race and ethnicity are estimated following current best practices for measuring interactions with nonlinear dependent variables. Findings indicate mixed and mostly limited support for the group threat hypotheses, consistent with prior mixed findings. Implications for research and policy are discussed. [ABSTRACT FROM AUTHOR]

The issue of educational work with trauma in juvenile detention centres (JDC) is a less explored area in the Czech Republic, even though the literature points to a higher incidence of trauma among children at risk in this target group. The aim of our research was to determine the extent of adverse childhood experiences among young people in detention centres in the Czech Republic. A quantitative research strategy was applied in the research. The results show that more than 90% of the surveyed adolescents living in JDC had more than one adverse childhood experience (captured in the ACE-Q). In light of the findings, it seems important to pay attention to traumatic experience of youth in JDC and to design comprehensive holistic interventions based on the individual needs of the at-risk youth with traumatic experiences. This paper focuses on elaborating and analyzing the state of criminality from the phenomenological dimension and the reaction to juvenile crime in Kosovo in the 2017-2019 research period. In the paper, after the conceptual definition of juvenile delinquency, we will analyze the statistical data of juvenile delinquency registered in the prosecutor's office, their dynamics, such as the imposition of diversity measures, educational measures and punishments in the three-year research period. The purpose of the research is mainly focused on the registered criminal offenses committed by minors and the imposition of diversity measures, educational measures and punishments against minors for committing criminal offenses in Kosovo. The approach to dealing with this topic lies in the recent concerns about the increase in the percentage of juvenile delinquency in Kosovo, especially the increase in the percentage in the Gjilan Region. The method that is used to analyze the phenomenological dimension and criminality is the deskresearch method. Given the topicality of the topic, the scientific approach, we estimate that the results of this research-scientific paper will serve the competent bodies and institutions for the prevention and fight against this negative phenomenon in Kosovo. This document is a collection of abstracts and summaries from a symposium on delinquency and incarceration. It explores various topics such as the relationship between disadvantage and delinquency, the impact of incarceration on overall health, the overrepresentation of indigenous Australians in prison, and prevention efforts for delinquent juveniles and adults. The document also includes research on factors influencing antisocial behaviors, the implementation of restorative justice for children in Indonesia, the effects of childhood abuse on drug use and self-harming behavior in prisoners, and the competencies required to provide psychological support for crime victims in Japan. One specific study focuses on the experiences of incarcerated adolescents in a juvenile detention facility in Guam. The study found that many of these youth had experienced adverse childhood experiences and trauma, which contributed to their delinquency. However, the study also found that intensive care and support at a children's self-reliance support facility can lead to significant improvements in their academic abilities, psychological well-being, and overall recovery. In early 2021, half of the youth detention centres in Ontario, Canada, were abruptly closed. We ask how this development can be understood in relation to broader explanations of youth detention closures in Canada, which cite the success of the Youth Criminal Justice Act (YCJA) and the best interests of youth, and the broader international context. Using a process tracing methodology to analyse existing data, we demonstrate that these closures had less to do with the interests of youth, and were primarily a cost‐effective calculation. We demonstrate this by pointing to three key developments: (i) the transference of institutionalised carceral logics onto community service providers; (ii) an undermining of the principle of 'relationship custody'; and (iii) a focus on high‐capacity and high‐security detention centres, over smaller, locally situated open detention centres. Background and Objectives: High rates of psychiatric disorders and comorbidities have been reported in juvenile detainees, which have been associated with repeat offenses. However, research into this topic has been limited to Asian countries. This study aimed to examine the prevalence of psychiatric disorders and sexual differences among juvenile detainees in a detention center in South Korea. Materials and Methods: The participants comprised 54 males and 46 females, with a minimum intelligence score of 80. Psychiatric diagnosis was determined using the Mini-International Neuropsychiatric Interview for Children and Adolescents (MINI-KID). The Massachusetts Youth Screening Instrument-Version 2 (MAYSI-2) was used to investigate gender differences. Results: Using the MINI-KID, the most frequent diseases were conduct disorder (CD), alcohol dependence, suicidal tendency, and attention-deficit/hyperactivity disorder (ADHD), with statistically significant differences between men and women. Only alcohol abuse was higher in males, while the rest were higher in females. The items with a statistically significant gender difference in MAYSI-2 were alcohol/drug use, feeling depressed/anxious, somatic complaints, suicidal ideation, and traumatic experiences. All items for which gender difference was statistically significant were higher in the proportion of women. Conclusions: Juvenile detainees exhibit high rates of psychiatric disorders and comorbidities. CDs, alcohol dependence, and ADHD are the most common psychiatric disorders among juvenile detainees in South Korea. Assessment of and intervention in psychiatric disorders may help prevent further offenses. Separating children from families has deleterious effects on childrens mental health and well-being, which is highly relevant for youth in juvenile detention and other out-of-home residential placements. Despite growth in the evidence of family-based interventions in mitigating adverse behavioral health outcomes for justice involved adolescents (JIA), gaps remain in intervention dissemination for JIA; this particularly true for those leveraging digital health technologies, a need that has intensified with the COVID-19 pandemic. Use of digital health technologies for JIAs is pressing to address structural barriers in maintaining JIA-family connections, but also to improve treatment access for detained JIAs. Court systems capacity to support use of digital health tools, such as telehealth, appear promising. Data on the use of tele-conferencing in U.S. juvenile and family courts were collected from 456 juvenile justice professionals as part of a larger study on judicial decision making. Results suggest overwhelming adoption of video-conferencing for court hearings with only 40% of respondents reporting family court use prior to the onset of COVID-19, but majority (91%) now reporting its routine use. Youth participate from a range of settings, including detention, other residential placement, community-based behavioral health and in-home settings. The COVID-19 pandemic has created a shift in the uptake of video-conferencing platforms that could hold promise for future larger scale use across the juvenile justice system. Findings underscore feasibility and acceptability of technology requirements in key settings that should be leveraged for broad scale implementation of empirically supported family-based interventions to advance behavioral health equity for JIA.

Abstract Background There are ongoing efforts to eliminate juvenile detention in King County, WA. An essential element of this work is effectively addressing the health needs of youth who are currently detained to improve their wellbeing and reduce further contact with the criminal legal system. This formative study sought to inform adaptation and piloting of an evidence-based systems engineering strategy – the Systems Analysis and Improvement Approach (SAIA) – in a King County juvenile detention center clinic to improve quality and continuity of healthcare services. Our aims were to describe the priority health needs of young people who are involved in Washington’s criminal legal system and the current system of healthcare for young people who are detained. Methods We conducted nine individual interviews with providers serving youth. We also obtained de-identified quantitative summary reports of quality improvement discussions held between clinic staff and 13 young people who were detained at the time of data collection. Interview transcripts were analyzed using deductive and inductive coding and quantitative data were used to triangulate emergent themes. Results Providers identified three priority healthcare cascades for detention-based health services—mental health, substance use, and primary healthcare—and reported that care for these concerns is often introduced for the first time in detention. Interviewees classified incarceration itself as a health hazard, highlighting the paradox of resourcing healthcare quality improvement interventions in an inherently harmful setting. Fractured communication and collaboration across detention- and community-based entities drives systems-level inefficiencies, obstructs access to health and social services for marginalized youth, and fragments the continuum of care for young people establishing care plans while detained in King County. 31% of youth self-reported receiving episodic healthcare prior to detention, 15% reported never having medical care prior to entering detention, and 46% had concerns about finding healthcare services upon release to the community. Conclusions Systems engineering interventions such as the SAIA may be appropriate and feasible approaches to build systems thinking across and between services, remedy systemic challenges, and ensure necessary information sharing for care continuity. However, more information is needed directly from youth to draw conclusions about effective pathways for healthcare quality improvement.

Juvenile delinquency is a negative social phenomenon and a socio-legal problem that has always existed in all societies of the world. In our country, the social response to juvenile crime has evolved over time. Initially, juveniles were treated as adults, and the primary purpose of punishment was repression. However, with the adoption of the Law on Juvenile Offenders and Criminal Protection of Juveniles in 2005, significant changes occurred. The new system of punishment primarily focuses on the protection, correction, and rehabilitation of juveniles. For this purpose, corrective orders are issued first. However, when the dimensions of juvenile crime surpass the possibilities offered by the application of corrective orders, criminal sanctions are imposed. Juvenile imprisonment is the only punishment recognized by our juvenile criminal legislation. It is applied as an “ultima ratio” for older juveniles, only when the legal requirements are met. The subject of the paper is precisely the analysis of the content of the sentence of juvenile imprisonment, the legal conditions for imposing it and the manner of its execution. The aim is to review the fundamental positive legal decisions in the Republic of Serbia related to the sentence of juvenile imprisonment and the criminal legal status of juveniles.

Researchers have developed various intervention programs to prevent children from committing crimes and from recidivism; however, few intervention programs have been implemented in juvenile detention centers in Turkey. The aim of this study was to examine the effectiveness of a psychoeducation program to improve the social skills of juvenile offenders. The participants consisted of 38 male adolescents aged 13 to 18 years (M = 17.02, SD = 1.14) randomly assigned to intervention (n = 19) and comparison (n = 19) groups. The results demonstrated that the interaction effects between the group and time were significant for communication and empathy skills. The intervention program prevented declines in empathy skills among program participants, while empathy skills decreased in the comparison group. The participants also improved their communication skills, while comparison group members' communication skills declined over time. Considering the limited number of intervention programs discussed in the literature, this study provides preliminary support for the literature on intervention programs. [ABSTRACT FROM AUTHOR]

The article deals with the developmental progress of young female offenders in juvenile detention in Hesse. It is noted that most young women show positive development during their incarceration and that their progress is higher than that of male offenders. This is attributed to the intensive care and treatment work in female juvenile detention. It is also pointed out that girls commit less serious offenses than boys and have a lower recidivism rate. Female juvenile detention in Hesse offers fewer opportunities for typical youth activities, and female juvenile prisoners have specific problems and challenges compared to adult women. An investigation shows that most female juvenile prisoners had no previous convictions and that about half of the girls consumed drugs. The results show that the girls have experienced overall positive changes, but also lower progress in some areas such as education and aggression processing. Some girls also showed negative developments in substance abuse. Of the individuals examined, 21.7% were re-incarcerated, with only 8.7% being convicted of new offenses. The results suggest that juvenile detention is successful in promoting young female offenders in some areas, but there is also room for improvement. [Extracted from the article]

The article describes the innovations in the recording of treatment measures in juvenile detention in North Rhine-Westphalia. New categories and objectives for treatment measures have been defined, and the data collection instrument has been expanded to include additional structural characteristics. This has created a harmonization with the evaluation in adult criminal detention without sacrificing comparability with the cross-state evaluation of juvenile detention. The article describes the situation of juvenile prisoners from the 2017 release year in various German states. Special attention is given to origin-related characteristics. It is shown that juvenile prisoners who were born in Germany but do not have German citizenship have lower school completion rates compared to the reference group, commit violent and drug-related offenses more frequently, and are less likely to be released on probation. Juvenile prisoners who were born abroad and do not have German citizenship have the lowest school completion rates, serve fewer juvenile sentences for fraud and embezzlement offenses, and are also more frequently removed from juvenile detention and less likely to be released on probation. The article emphasizes the need for specific treatment for these groups. It also points out the increase in the proportion of juvenile prisoners with a migration background in recent years. The results are based on individual case data from correctional facilities and show differences in origin groups between states. Socio-demographic and criminological characteristics of juvenile prisoners are also analyzed, with violent offenses being the most common category. The average duration of imprisonment is about 16 months, with juvenile prisoners without German citizenship tending to serve shorter sentences. The challenges in the care and release of non-German juvenile prisoners are discussed, including difficulties due to deportation procedures and the lack of residence permits or work permits. It is emphasized that intercultural sensitivity and competence development are of great importance in juvenile detention. The necessity of delinquent behavior correction programs is determined by the prevention of wrongdoing and by the correction of behavior if a crime has been committed. The article aims to generalize the conceptual basis and principles of delinquent behavior correction program creation for youth detention center pupils. To achieve the set aims of the research, methods of scientific literature analysis method, interviewing, and mathematical statistics methods were used. Empiric research results on the effectiveness of various delinquent behavior correction program effectiveness, principles for the creation of effective programs, indicators, which can be used to evaluate the disposition of youth for delinquent behavior, and motives behind crimes were analyzed. Aggression level indicators and delinquent behavior disposition amongst pupils of the Kremenchuk youth detention center. This article uses the history of Brooklyn's Truant School from its inception in 1857 to its demise in 1924 to highlight the interconnected rationales for public education and juvenile incarceration in nineteenth and early twentieth century urban America. Drawing on newspaper accounts and Board of Education records, I seek to historicize current understandings of the so-called school-to-prison pipeline by examining how the nation's modern penal and school systems were developed together during the antebellum and Progressive eras, not in tension, but as two sides of the same coin. Abstract Background and method Pretrial detention makes up 75% of juvenile detention admissions and contributes to the disproportionate contact of minoritized youth in the juvenile carceral system. Given that prior evidence largely examines differences between Black and white youth, this study expands research on disproportionate contact in the pretrial detention setting to Hispanic/Latinx, Indigenous, and Asian youth. With a sample of over 44,000 juvenile cases in a northwest state, we used a generalized linear mixed model to estimate the effect of individual level characteristics while accounting for the random effect of differences at the county level. Additionally, we utilized Critical Race Theory (CRT) in formulating our theoretical model and predictions and apply CRT in our analysis and discussion of our results. In doing so we hope to build upon its application in public health discourse for naming and deconstructing processes that lead to unjust social and health stratification. Results After factoring in gender, age, crime severity, previous offenses, and variation between counties, our analyses show that Black, Hispanic/Latinx, and American Indian/Alaskan Native youth are more likely to experience pretrial detention than white youth. The likelihood of pretrial detention for Asian youth and for youth identified as “Other” or “Unknown” was not significantly different from white youth. Conclusions As the iatrogenic effects of detention are disproportionately imposed upon youth of color—particularly Black, Indigenous, and Hispanic/Latinx youth—the disparities present in our study reveal further evidence of institutional racism. In this way, we can see how this carceral process operates as a mechanism of racialized social stratification as put forth by CRT. Considering implications for policy or further research, persistent disparity highlights an enduring need for building or strengthening diversion programs and alternatives to the carceral system, with emphasis on those that are culturally responsive.

Background: There are ongoing efforts to eliminate juvenile detention in King County, WA. An essential element of this work is effectively addressing the health needs of youth who are currently detained to improve their wellbeing and reduce further contact with the criminal legal system. This formative study sought to inform adaptation and piloting of an evidence-based systems engineering strategy – the Systems Analysis and Improvement Approach (SAIA) – in a King County juvenile detention center clinic to improve quality and continuity of healthcare services. Our aims were to describe the priority health needs of young people who are involved in Washington's criminal legal system and the current system of healthcare for young people who are detained. Methods: We conducted nine individual interviews with providers serving youth. We also obtained de-identified quantitative summary reports of quality improvement discussions held between clinic staff and 13 young people who were detained at the time of data collection. Interview transcripts were analyzed using deductive and inductive coding and quantitative data were used to triangulate emergent themes. Behavioral health challenges are more prevalent in incarcerated youth than in the general youth population. Questions remain regarding whether physical activity programs can reduce behavioral health challenges in incarcerated youth. Data were available for 1,285 youths incarcerated between January 2017 and December 2018. The structured exercise program was implemented in January 2018. Primary outcomes were numbers of use of force (UoF) and of program modifications (PMs) indicative of delinquent behavior in pre-and post-exercise implementation periods. Rates per 1,000 person-days for UoF (10.0 in 2017 vs. 7.4 in 2018) and for PMs (36.7 vs. 22.9) were statistically different. For youths incarcerated both years, rates per 1,000 person-days for UoF (12.3 vs. 7.9), and for PMs (43.3 vs. 23.5) were statistically different. There was a reduction in behavior modifications in incarcerated youths after implementing the exercise program, but further studies are needed to confirm these results. [ABSTRACT FROM AUTHOR]

Unique challenges associated with dual involvement in the child welfare and juvenile justice systems are well documented. However, there is a paucity of research focusing on the out-of-home placement experiences of youth involved in the justice system and implications for relevant outcomes. The current study examined out-of-home placement experiences and placement instability of justice-involved youth and how these experiences relate to relevant outcomes for youth involved with multiple service systems: attitudes toward seeking help, intolerance of uncertainty, and perceived containment. Participants included youth detained at two juvenile detention centers (n = 225; 71.1% male; Mage = 15.50). Self-report measures were read by research assistants who recorded the youths' responses. Results revealed that over 50% of detained youth had been removed from their parents' custody, and of these youth, nearly 60% reported experiencing three or more placement changes. Attitudes toward seeking help and intolerance of uncertainty in youth who experienced out-of-home placement were not significantly different than in youth who did not. However, youth who had experienced out-of-home placement exhibited significantly lower perceived containment scores. These findings suggest that placement instability is common among detained youth and may be meaningfully related to youth's feelings about the ability of authorities to control them. The United States hosts more immigrants than any country in the world and has been referred to as a nation of immigrants. While there has been a persistent focus on immigration in America, the focal point has typically been on the criminality of those who have migrated to the US. Overtime, negative rhetoric in the media and politics has stereotyped immigrants as criminals. Despite these negative perceptions, there is a dearth of literature on how immigrants are processed in the criminal justice system. Most research thus far assessing this relationship is limited to adult defendants, while paying little to no attention to how immigration status impacts juvenile justice outcomes. To add to the limited body of knowledge on immigrant status and court processing, this study uses a limited sample of adjudicated youth from the Pathways to Desistance study (N = 414) to explore how immigration status impacts dispositional outcomes in juvenile court. In comparison to non-immigrant youth, we find that first-generation immigrant status is positively associated with receiving an incarcerative sanction (i.e., detention). Despite an increased focus on trauma-informed care within the juvenile justice system, we still know very little about the impact of trauma on juvenile justice professionals or their perceptions of trauma-informed interventions. To fill this gap, this study used an organizational assessment to examine perceptions of trauma-informed care among juvenile professionals in a juvenile detention setting. Participants included 204 staff members in two secure juvenile detention facilities. Staff who reported greater availability of trauma-informed practices were more likely to perceive that youth and families felt safe and those who reported that the facility was taking steps to address secondary trauma were more likely to report a sense of staff safety. Regarding individual factors, only age and gender were related to perceptions of youth and family safety. Frontline staff were more likely than supervisory staff to feel they had received adequate training in trauma and had the skills necessary to deescalate youth. These findings suggest that staff are open to trauma-informed practices in juvenile detention, but a greater focus on supervisory staff is needed. Shifting from individual-level strategies to facility-level improvements could have a greater impact on enhancing staff members' perceptions of safety, which improves their ability to care for youth. Recent research on systems of social control demonstrates how young men experience surveillance and the harmful effects of these types of practices. However, missing from this discourse is the understanding of how girls experience these practices and the gendered challenges associated with surveillance. In this article, we discuss the experiences of 12 Latina girls who were interviewed inside a juvenile detention center in California. Drawing from semi-structured interviews with them and extensive ethnographic fieldnotes, we examine the perceptions of surveillance experienced by this group of girls. Our findings suggest that girls struggled with the lack of privacy and felt that surveillance practices were degrading. We also discuss how the criminalization of girls through constant surveillance influenced their behavior negatively. [ABSTRACT FROM AUTHOR]
