Autonomous platforms already make observations over a wide range of temporal and spatial scales, measuring salinity, temperature, nitrate, pressure, oxygen, biomass; and many other parameters. However, the observations are not comprehensive. Future autonomous systems need to be more affordable, more modular, more capable and easier to operate. Creative new types of platforms and new compact, low power, calibrated and stable sensors are under development to expand autonomous observations. Communications and recharging need bandwidth and power which can be supplied by standardized docking stations. In situ power generation will also extend endurance for many types of autonomous platforms, particularly autonomous surface vehicles. Standardized communications will improve ease of use, interoperability, and enable coordinated behaviors. Improved autonomy and communications will enable adaptive networks of autonomous platforms. Improvements in autonomy will have three aspects: hardware, control, and operations. As sensors and platforms have more onboard processing capability and energy capacity, more measurements become possible. Control systems and software will have the capability to address more complex states and sophisticated reactions to sensor inputs, which allows the platform to handle a wider variety of circumstances without direct operator control. Operational autonomy is increased by reducing operating costs. To maximize the potential of autonomous observations new standards and best practices are needed. In some applications, focus on common platforms and volume purchases could lead to significant cost reductions. Cost reductions could enable order-of-magnitude increases in platform operations and increase sampling resolution for a given level of investment. Energy harvesting technologies should be integral to the system design, for sensors, platforms, vehicles, and docking stations. Connections are needed between the marine energy and ocean observing communities to coordinate among funding sources, researchers, and end users. Regional teams should work with global organizations such as IOC/GOOS in governance development. International networks such as EGO for the emerging glider operations should also provide a forum for addressing governance. Networks of multiple vehicles can improve operational efficiencies and transform operational patterns. There is a need to develop operational architectures at regional and global scales to provide a backbone for active networking of autonomous platforms.

Long-range Marine Autonomous Systems (MAS), operating beyond the visual line-of-sight of a human pilot or research ship, are creating unprecedented opportunities for oceanographic data collection. Able to operate for up to months at a time, periodically communicating with a remote pilot via satellite, long-range MAS vehicles significantly reduce the need for an expensive research ship presence within the operating area. Heterogeneous fleets of MAS vehicles, operating simultaneously in an area for an extended period of time, are becoming increasingly popular due to their ability to provide an improved composite picture of the marine environment. However, at present, the expansion of the size and complexity of these multi-vehicle operations is limited by a number of factors: (1) custom control-interfaces require pilots to be trained in the use of each individual vehicle, with limited cross-platform standardization; (2) the data produced by each vehicle are typically in a custom vehicle-specific format, making the automated ingestion of observational data for near-real-time analysis and assimilation into operational ocean models very difficult; (3) the majority of MAS vehicles do not provide machine-to-machine interfaces, limiting the development and usage of common piloting tools, multi-vehicle operating strategies, autonomous control algorithms and automated data delivery. In this paper, we describe a novel piloting and data management system (C2) which provides a unified web-based infrastructure for the operation of long-range MAS vehicles within the UK's National Marine Equipment Pool. The system automates the archiving, standardization and delivery of near-real-time science data and associated metadata from the vehicles to end-users and Global Data Assembly Centers mid-mission. Through the use and promotion of standard data formats and machine interfaces throughout the C2 system, we seek to enable future opportunities to collaborate with both the marine science and robotics communities to maximize the delivery of high-quality oceanographic data for world-leading science.

Ocean data are expensive to collect. Data reuse saves time and accelerates the pace of scientific discovery. For data to be re-usable the FAIR principles reassert the need for rich metadata and documentation that meet relevant community standards and provide information about provenance.Approaches on sensor observations, are often inadequate at meeting FAIR; prescriptive with a limited set of attributes, while providing little or no provision for really important metadata about sensor observations later in the data lifecycle.As part of the EU ENVRIplus project, our work aimed at capturing the delayed mode, data curation process taking place at the National Oceanography Centre’s British Oceanography Data Centre (BODC). Our solution uses Unique URIs, OGC SWE standards and controlled vocabularies, commencing from the submitted originators input and ending by the archived and published dataset. The BODC delayed mode process is an example of a physical system that is composed of several components like sensors and other computations processes such as an algorithm to compute salinity or absolute winds. All components are described in sensorML identified by unique URIs and associated with the relevant datastreams, which in turn are exposed on the web via ERDDAP using unique URIs.In this paper we intend to share our experience in using OGC standards and ERDDAP to model the above mentioned process and publish the associated datasets in a unified way. The benefits attained, allow greater automation of data transferring, easy access to large volumes of data from a chosen sensor, more precise capturing of data provenance, standardization, and pave the way towards greater FAIRness of the sensor data and metadata, focusing on the delayed mode processing.

NSF EarthCube Workshop for Shipboard Ocean Time Series Data, C-MORE Hale Center, Honolulu, HI, September 13-15, 2019

The oceans play a key role in global issues such as climate change, food security, and human health. Given their vast dimensions and internal complexity, efficient monitoring and predicting of the planet’s ocean must be a collaborative effort of both regional and global scale. A first and foremost requirement for such collaborative ocean observing is the need to follow well-defined and reproducible methods across activities: from strategies for structuring observing systems, sensor deployment and usage, and the generation of data and information products, to ethical and governance aspects when executing ocean observing. To meet the urgent, planet-wide challenges we face, methods across all aspects of ocean observing should be broadly adopted by the ocean community and, where appropriate, should evolve into “Ocean Best Practices.” While many groups have created best practices, they are scattered across the Web or buried in local repositories and many have yet to be digitized. To reduce this fragmentation, we introduce a new open access, permanent, digital repository of best practices documentation (oceanbestpractices.org) that is part of the Ocean Best Practices System (OBPS). The new OBPS provides an opportunity space for the centralized and coordinated improvement of ocean observing methods. The OBPS repository employs user-friendly software to significantly improve discovery and access to methods. The software includes advanced semantic technologies for search capabilities to enhance repository operations. In addition to the repository, the OBPS also includes a peer reviewed journal research topic, a forum for community discussion and a training activity for use of best practices. Together, these components serve to realize a core objective of the OBPS, which is to enable the ocean community to create superior methods for every activity in ocean observing from research to operations to applications that are agreed upon and broadly adopted across communities. Using selected ocean observing examples, we show how the OBPS supports this objective. This paper lays out a future vision of ocean best practices and how OBPS will contribute to improving ocean observing in the decade to come.

In the next decade the pressures on ocean systems and the communities that rely on them will increase along with impacts from the multiple stressors of climate change and human activities. Our ability to manage and sustain our oceans will depend on the data we collect and the information and knowledge derived from it. Much of the uptake of this knowledge will be outside the ocean domain, for example by policy makers, local Governments, custodians, and other organizations, so it is imperative that we democratize or open the access and use of ocean data. This paper looks at how technologies, scoped by standards, best practice and communities of practice, can be deployed to change the way that ocean data is accessed, utilized, augmented and transformed into information and knowledge. The current portal-download model which requires the user to know what data exists, where it is stored, in what format and with what processing, limits the uptake and use of ocean data. Using examples from a range of disciplines, a web services model of data and information flows is presented. A framework is described, including the systems, processes and human components, which delivers a radical rethink about the delivery of knowledge from ocean data. A series of statements describe parts of the future vision along with recommendations about how this may be achieved. The paper recommends the development of virtual test-beds for end-to-end development of new data workflows and knowledge pathways. This supports the continued development, rationalization and uptake of standards, creates a platform around which a community of practice can be developed, promotes cross discipline engagement from ocean science through to ocean policy, allows for the commercial sector, including the informatics sector, to partner in delivering outcomes and provides a focus to leverage long term sustained funding. The next 10 years will be “make or break” for many ocean systems. The decadal challenge is to develop the governance and cooperative mechanisms to harness emerging information technology to deliver on the goal of generating the information and knowledge required to sustain oceans into the future.

In this chapter the authors look at technological issues within and the influence of technological developments outside oceanography on two very different, but interrelated, facets of ocean data: the labelling of parameters and the autonomous collection of oceanographic data. In particular, consideration is given to the influence of standards developed within computer science, such as Sensor Web Enablement (SWE), Resource Description Framework (RDF) and the Simple Knowledge Organisation System (SKOS). It is shown that the development of autonomy in oceanographic data collection is highly dependent on semantically sound data and metadata with presentation of related issues such as unambiguous data citation, resolution of systematic biases and integration of data from complementary but independently governed oceanographic observation programmes.

Estimates of diurnal warming at the ocean surface from modified Argo floats providing unpumped measurements of temperature up to the surface are compared against collocated satellite-derived values from the Spinning Enhanced Visible and Infrared Imager (SEVIRI) flying on the METEOSAT-9 Second Generation (MSG) geostationary satellite. The amplitude of diurnal warming is computed from the difference between subskin and foundation temperature estimates derived independently from the Argo and SEVIRI data. The results demonstrate remarkable consistency between the observations, lending support for both products and the associated methodologies, particularly for the estimation of the foundation temperature. Individual subskin values agree to within an absolute mean difference of ≤ 0.1 K and standard deviations of the differences are < 0.4 K. Statistics for comparison of the foundation temperatures are similar. Differences between the corresponding derived estimates of diurnal warming have negligible bias and standard deviations < 0.25 K. The strong agreement of the diurnal warming estimates exists even when excluding nearly isothermal profiles, suggesting the differences are robust to small spatial offsets and point-to-pixel differences. The results particularly support the ability of the modified Argo floats to provide reliable, and highly valuable, measurements of the near-surface temperature, helping to argue for more modified floats. Moreover, the results suggest that the unpumped Argo data has the potential to provide an independent estimate of the foundation temperature for validation of SST analyses. The method for estimating the foundation temperature from SEVIRI represents a good compromise between data coverage and influences of cloud contamination and nighttime cooling.

The cavities beneath Antarctic ice shelves are among the least studied regions of the World Ocean, yet they are sites of globally important water mass transformations. Here we report results from a mission beneath Fimbul Ice Shelf of an autonomous underwater vehicle. The data reveal a spatially complex oceanographic environment, an ice base with widely varying roughness, and a cavity periodically exposed to water with a temperature significantly above the surface freezing point. The results of this, the briefest of glimpses of conditions in this extraordinary environment, are already reforming our view of the topographic and oceanographic conditions beneath ice shelves, holding out great promises for future missions from similar platforms.

The Agulhas Current with its retroflection and attendant eddy-shedding is the cause of some of the greatest mesoscale variability in the ocean. This paper considers the area to the south and east of Madagascar, which provides some of the source waters of the Agulhas Current, and examines the propagating sea surface height signals in altimetry and output from a numerical model, OCCAM. Both show bands of variability along the axis of the East Madagascar Current (EMC) and along a zonal band near 25°S. Sequences of images plus associated temperature data suggest that a number of westward-propagating eddies are present in this zonal band. The paper then focuses on the region to the south of the island, where ocean colour and infra-red imagery are evocative of an East Madagascar Retroflection. The synthesis of data analysed in this paper, however, show that remotely observed features in this area can be explained by anticyclonic eddies moving westward through the region, and this explanation is consistent with numerical model output and the trajectories of drifting buoys.

A strong but variable western boundary current flows south along the east coast of Madagascar, and at the island's southern end it interacts with eddies propagating zonally from the east. These two routes of variability are compared using altimetric sea–surface–height data and dynamic height from a high–resolution numerical model. The effects on biological productivity are also discussed.

[1] The existence of waves in oceanic plankton populations has been conjectured on theoretical grounds. We report the first open ocean observations of a possible plankton wave in the Indian Ocean, seen in satellite ocean colour data. The chlorophyll feature travels from west to east, in the opposite direction to the mean flow and the Rossby wave and eddy propagation direction. For the strongest observed event, in February to April 1999, the wave propagates in the latitude band ∼22–30°S away from Madagascar and dies out at ∼75°E.
