The research and development (RD (2) Under the framework of super-conflict equilibrium of GPTs, an incentive mechanism is designed to promote the R&D of GPTs from the perspective of cost sharing, and its incentive effect is stable and sustainable. In addition, taking “Suzhou Institute of Nano-Tech and Nano-Bionics (SINANO) of Jiangsu in China” as a case, this paper provides some interesting management suggestions through numerical simulation analysis, which are more suitable for developing countries with similar R&D situation in China's GPTs.

With the significant economic shift, water pollution treatment has gradually become a key problem which needs to be deeply investigated for the sustainable development of China. In the face of specific water pollution incidents, multiple alternatives are often required to work together in order to achieve better results. However, due to the limitation of resources, alternatives must be ranked to realize the effective allocation of resources, which means the more highly ranked ones should possess more disposable resources. Furthermore, the water pollution treatment process is a multi-stage and multi-objective process. In each stage, decision-makers may have different emphasis and thus have different preferences for the treatment alternatives. How to effectively aggregate decision-makers' preferences in different stages into an overall preference so as to form a ranking of treatment alternatives under global constraints has turned into a problem worthy of discussion. Under such background, this paper proposes a multi-stage gray group decision-making method, where decision-makers use Group-G1 to rank and weight the criteria, and in this way, the weights of decision-makers and criteria in each stage could be determined. Considering the difference and deficiency of the cognitive level of decision-makers, this paper adopts the form of hesitant fuzzy linguistic term sets (HFITS) to express the evaluation information of decision-makers. And then, gray incidence analysis is selected to rank the alternatives. After ranking the alternatives in each stage, the multi-stage rankings will be aggregated into an overall ranking and the resource allocation is made according to the priorities of the alternatives. Finally, an example of water pollution treatment alternatives ranking based on a cyanobacterial bloom in Taihu Lake, China, is given to illustrate the proposed approach.

Green technology innovation is an important means to break out of the constraints of resources and the environment, enhance the competitiveness of enterprises, and achieve the upgrading of industrial structures, and promote high-quality economic growth. In order to realize the overall improvement of the green technology innovation capability of Chinese enterprises, it is necessary to measure the efficiency of industrial enterprises&rsquo, green technology innovation and explore their regional differences. In this paper, from the perspective of a two-stage innovation value chain, by introducing the industrial carbon emissions per unit of Gross Domestic Product (GDP) and the &ldquo, three wastes&rdquo, pollutants into the research framework of green technology innovation efficiency, we established a novel green innovation efficiency evaluation indicator system for industrial enterprises. Furthermore, we used a two-stage network DEA with shared input to measure the efficiency of regional enterprises&rsquo, green technology innovation and explored the regional differences in industrial enterprises&rsquo, green technology R&amp, D and the efficiency of green technology achievement transformation. Finally, we provide some suggestions for improving China&rsquo, s industrial enterprises&rsquo, green innovation efficiency, so that they can ameliorate the significant regional imbalances and differences and realize high-quality economic growth.

Air pollution has caused huge losses of life and property. So, how to choose a practically effective scheme to m.itigate air pollution is of great significance. However, such a selection problem of treatment schemes represents really a group negotiation process of many decision makers (DMs), involving a variety of fuzzy information and preferences. To successfully address this selection problem, this paper proposes a novel group negotiation decision model by jointly employing various approaches, such as hesitant fuzzy set, grey target, grey incidence analysis, and graph model for conflict resolution (GMCR). Then, this model is used to determine the equilibrium schemes for treating air pollution. It is expected that this work provides a method for Chinese government to introduce programs to target air pollution control.

Three series of novel 3-methyl-2-alkylthio benzothiazolyl ionic liquids (ILs) were synthesized for the first time. After structural identification, their melting point, solubility, and thermostability together with antibiotic activity were determined successively. As a result, 3-methyl-2-alkylthio benzothiazolyl p-toluene sulfonate was found to have the highest antibacterial activity among the three series of ILs. Meanwhile, it has a good solubility in water as well. On the basis of comprehensive comparison with similar compounds, the effect of cations and anions of these benzothiazolium ILs on typical physical properties together with antibiotic performance was explored and discussed, which is very beneficial to take the greatest advantage of their structural designability for various purposes. Furthermore, the experiment data preliminarily discovered the relationships of the structure-properties/activities of the above three kinds ILs to a certain extent, which can provide useful references for future research and for the potential application of these new ILs as surfactant antiseptics or agricultural chemicals.

Nucleus-independent chemical shift (NICS) is used to evaluate the security of hazardous materials for the first time. A new descriptor, NICS0 × Etotal, is provided to predict the impact sensitivity (H50) for 37 explosives with an aromatic ring, where NICS0 represents the calculated NICS data at the centre of the aromatic ring and Etotal is the calculated molecular total energy by density functional theory. The logarithm of H50 and NICS0 × Etotal meets a simple linear relationship as y = 4.6–0.3x, where y is log(NICS0 × Etotal) and x is log(H50). The correlation coefficient R2 ( ≈ 0.92) is very close to 1, which testifies that the above relation is reliable. The new descriptor can also be used to evaluate the security of other hazardous explosives with the typical aromatic molecular structures, such as tetrazine, tetrazole and so on.

Using an agricultural waste rapeseed meal (RM) as adsorbent, the adsorption of methylene blue (MB) and malachite green (MG) from aqueous solution has been studied. For this purpose, the adsorption of MB and MG onto the RM with aspects of kinetics, equilibrium and the effect of pH were investigated. The equilibrium experimental data of MB and MG is in well accordance with isotherm equations of Langmuir and Freundlich. And the maximum uptake capacities (qm) of MB and MG were 122 and 78 mg.g-1respectively. It was observed that the adsorption rate of MB and MG onto the RM were very rapid and the adsorption process followed the pseudo-second-order equation. The RM appears as a very prospective adsorbent for the removal of cationic dyes from industrial effluent due to its high uptake, rapid adsorption rate and low cost.
