Sea level rise (SLR) is among the most pressing challenges for urban coastal areas. While geocentric (eustatic) SLR receives widespread attention in politics and media, relative SLR at the coast, mainly caused by land subsidence, is still comparatively under-researched despite much higher rates. This paper introduces a combined natural and social science study to bring subsidence more to the forefront of coastal hazard research. We use data from radar altimetry, GNSS controlled tide gauge stations, and InSAR mapping to characterize regional and relative SLR at Jakarta and Semarang Bay, and focus-group discussions and a standardized household survey to analyze risk perceptions and adaptation. Our analysis of InSAR, radar altimetry, and corrected tide gauges clearly identifies subsidence as the major coastal threat in our study areas. The InSAR analysis for Semarang shows stable trends of subsidence up to ~100 mm/a. For Jakarta, our analysis reveals more complex spatial and temporal patterns with rates around 60 mm/a; revealing significant changes to previous studies. Our analysis of radar altimetry data since 1993 shows a moderate regional SLR of 2.1 mm/a off Semarang and 3.2 mm/a off Jakarta. The InSAR data are integrated into our statistical analysis of household responses towards subsidence. We found, that in contrast to fast-onset events, constantly proceeding subsidence becomes normalized in peoples’ perceptions and responses are integrated into day-to-day habits. Thus, risk perception is a far lesser determinant of responses towards subsidence than it is for fast-onset events. Hence, our results relativize former assumptions that risk perception and not actual exposure lead to action. Moreover, we found that local people are not willing to vacate highly exposed areas. Their views need to be included in municipal disaster risk reduction, the urgency of which clearly lies on mitigating subsidence effects rather than on building protection against regionally rising sea levels.

The regional research network Water in Central Asia (CAWa) funded by the German Federal Foreign Office consists of 18 remotely operated multi-parameter stations (ROMPSs) in Central Asia. These stations were installed by the German Research Centre for Geosciences (GFZ) in Potsdam, Germany, in close cooperation with the Central-Asian Institute for Applied Geosciences (CAIAG) in Bishkek, Kyrgyzstan; the national hydrometeorological services in Tajikistan and Uzbekistan; the Ulugh Beg Astronomical Institute in Tashkent, Uzbekistan; and the Kabul Polytechnic University, Afghanistan. The primary objective of these stations is to support the establishment of a reliable data basis of meteorological and hydrological data especially in remote areas with extreme climate conditions for applications in climate and water monitoring in Central Asia. Up to now, 10 years of data have been provided for an area of scarce station distribution and with limited open-access data which can be used for a wide range of scientific or engineering applications. The absolute and relative accuracy of sea surface heights derived from six altimeter missions (Jason-1/2/3, Envisat, Saral, Sentinel-3A) is evaluated at five GNSS-controlled tide gauge stations in the German Bight (SE North Sea). The precision of the total water level envelope (TWLE) is assessed for the period 2000 to 2019 based on RMS errors and explained variances. The comparison is based on TWLE instead of dealiased sea level data since the tidal and barotropic dynamic is not known with sufficient accuracy in this area. The tide gauges are partly located at the open sea, partly at the coast close to mudflats. The tide gauge data is available every minute, the 20 Hz level 2 altimetry data is interpolated to virtual stations at distances between 2 and 15 km to the tide gauges. The altimeter data is based on standard retrackers, the correction models are adjusted to coastal applications and exclude the corrections for ocean tides and dynamic atmosphere to allow a direct comparison to the tide gauge data. To account for slight differences of the tidal dynamics between gauge and altimetry an optimal time shift and scale between each pair of locations is estimated and applied. This tidal correction improves the RMS errors by 15-75%. The explained variances are excellent at all stations (> 96%). The resultant RMS errors are mainly between 2-5 cm depending on location and mission. We surveyed the elevation and age (14C) of paleo sea-level indicators in five islands of the Spermonde Archipelago. We describe 24 new sea-level index points from fossil microatolls, and we compare our dataset with both previously published proxies and sea-level predictions from a set of 54 Glacial Isostatic Adjustment (GIA) models, using different assumptions on both ice melting histories and mantle structure and viscosity. We then investigate the implications of our data and models in terms of vertical land movements in the study area, with two main results.First, data from the heavily populated island of Barrang Lompo are significantly lower (ca. 80 cm) than those at all the other islands. In absence of instrumental data (e.g., GPS or tide gauges) in any of the islands, we advance the hypothesis that this difference may be due to groundwater extraction and loading of buildings on Barrang Lompo, that would cause this island to subside at rates in the order of ~3-11 mm/a.Second, Common Era data (0-400 a BP) seem to indicate that the islands in the archipelago may be affected by tectonically-driven vertical land motions in the order of -0.88±0.61 mm/a (1-sigma), albeit slight uplift cannot be excluded. Different assumptions on vertical land motions affect, in turn, the assessment of which GIA model shows the best match with Late Holocene (ca. 4-5 ka) sea level data. Water is a scarce resource in many regions of the world. In all Central Asian countries, the society depends on the availability of water either for hydro-power generation or irrigation. Since the collapse of the Soviet Union and the separation into independent countries, water resources management became a critical and political issue. Public information on water resources is now unavailable for many lakes and reservoirs and the data exchange about in- and outflows or actual storage volumes is limited. While the initial purpose of radar altimetry has been to measure sea surface topography and sea level changes, it proved to be a suitable tool for inland water body monitoring and to partially provide data about lake and reservoir level changes. Using this technology, the water levels of the Toktogul, Kairakum and Shardara Reservoirs and Lake Aydarkol have been extracted from 1995 onward. Using external information the derived water levels have been converted into water volume changes. This study shows that since 2011 the available water volume decreased and the water from the Toktogul and Shardara Reservoirs are overused. In 2015 the stored water volume of the Toktogul Reservoir was almost at its lowest possible amount. Merely the Kairakum Reservoir with a smaller storage capacity is replenished every year. Likewise, a decrease of water level and volume of Lake Aydarkol is clearly visible for the past years.

Coastal tide gauges do not only play a central role in the study of climate-related sea level changes but also in tsunami warning systems. Over the past five years, ten GPS-controlled tide gauge systems have been installed by the German Research Centre for Geosciences (GFZ) in Indonesia to assist the development of the Indonesian Tsunami Early Warning System (InaTEWS). These stations are mainly installed at the Indonesian coastline facing the Indian Ocean. The tide gauge systems deliver information about the instantaneous sea level, vertical control information through GPS, and meteorological observations. A tidal analysis at the station's computer allows the detection of rapid changes in the local sea level ("sea level events"/SLE), thus indicating, for example, the arrival time of tsunamis. The technical implementation, communication issues, the operation and the sea level event detection algorithm, and some results from recent earthquakes and tsunamis are described in this paper.

After the tsunami in 2004, Badan Informasi Geospasial (BIG), Indonesia, and its international partners established a large network of coastal tide gauge stations for the Indonesian Tsunami Early Warning System (InaTEWS). In the frame of the German Indonesian Tsunami Early Warning System (GITEWS), Germany donated ten tide gauge stations equipped with geodetic GNSS receivers and recently three more stations for subsidence monitoring. This network establishes a backbone for dedicated sea level research projects, for tsunami warnings, for subsidence monitoring and for the unification of the national height reference system. The radar sensors of the tide gauges establish long-term control points to connect the tide gauge zero to the leveling benchmarks and thus to the local height system. This paper evaluates the individual station offsets of the radar gauge zero, which is essential to connect the measured sea level to the vertical control network (VCN).

Long-term monitoring of water resources and climate parameters at the scale of river basins requires networks of continuously operated in-situ stations. Since 2009, GFZ and CAIAG, in cooperation with the National Hydrometeorological Services (NHMS) of Central Asia, are establishing such a regional monitoring network in Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, and lately Afghanistan to collect observations of meteorological and hydrological parameters and to deliver them to the end-users for operational tasks and scientific studies. The newly developed and installed remotely operated multi-parameter stations (ROMPS) do not only monitor standard meteorological and hydrological parameters, but also deliver Global Navigation Satellite System (GNSS) data for atmospheric sounding as well as tectonic studies. Additionally, three stations integrate seismic sensors for earthquake monitoring. The observational data from the ROMPS is transmitted nominally in near-real time, but at least once a day to a centralized geo-database infrastructure for long-term storage and data redistribution. Users can access the data manually using a web-interface or automatically using SOS requests; in addition, data is planed to be distributed to the NHMS through standard communication and data exchange channels.

We investigate the sea level rise in Indonesia during the period 1993–2011 using satellite altimetry and tide gauge data. Satellite altimetry indicates a positive sea level rise with mean of 4 mm/yr, which is higher than the global averaged mean sea level rise. At four tide-gauge stations the difference of the sea level trends from tide gauge and co-located satellite altimetry is greater than 3 mm/yr. Land subsidence is found in Jakarta, Surabaya and Benoa. At Enggano and Tanjung Lesung the vertical rates correspond with GPS-derived rates between 2007 and 2009, indicating land subsidence at the first station.

On Boxing Day 2004, a severe tsunami was generated by a strong earthquake in Northern Sumatra causing a large number of casualties. At this time, neither an offshore buoy network was in place to measure tsunami waves, nor a system to disseminate tsunami warnings to local governmental entities. Since then, buoys have been developed by Indonesia and Germany, complemented by NOAA's Deep-ocean Assessment and Reporting of Tsunamis (DART) buoys, and have been moored offshore Sumatra and Java. The suite of sensors for offshore tsunami detection in Indonesia has been advanced by adding GPS technology for water level measurements. The usage of GPS buoys in tsunami warning systems is a relatively new approach. The concept of the German Indonesian Tsunami Early Warning System (GITEWS) (Rudloff et al., 2009) combines GPS technology and ocean bottom pressure (OBP) measurements. Especially for near-field installations where the seismic noise may deteriorate the OBP data, GPS-derived sea level heights provide additional information. The GPS buoy technology is precise enough to detect medium to large tsunamis of amplitudes larger than 10 cm. The analysis presented here suggests that for about 68% of the time, tsunamis larger than 5 cm may be detectable.
