Despite the critical need for urban planners to address climate change, there is a limited understanding of planning professionals’ perceptions of their climate change competency. This paper reports results from a survey of Australian urban planning professionals, identifying their perceived climate change knowledge, skills, competencies, and everyday practice. The urban planning professionals surveyed had high levels of perceived climate change knowledge, but only a small number incorporate climate change impacts into their professional work. They had limited access to information and tools needed for climate change planning in their practice. Areas for further competency development through continuing education are identified.

As transitions researchers consider the research needs and priorities for the next decade, environmental challenges are deepening to create complex sustainability issues. Climate change and biodiversity conservation in particular are framed as intersecting emergencies. While transitions research can make significant contributions towards analysing and addressing these intersecting emergencies, an increased focus on transdisciplinarity and knowledge co-production, particularly through foregrounding Indigenous Peoples’ participation, is required to effectively encompass complex systems approaches, and to embed deep knowledge, experience, and stewardship in research design and application.

The governing of nature has been an essential part of the story of urbanization. Whether through the conversion of rivers for transportation, the creation of urban drainage systems for wastewater removal or the installation of parks for their recreational and aesthetic value (Gandy, 2004; Gleeson and Low, 2000; Rydin, 1998), nature has played a critical role in urban development. Yet, conservationist thinking, which has dominated environmental governance and policy, has tended to equate the environment as belonging to either “rural” or “wilderness” places that needed to be protected from the encroachment of (urban) society (Owens, 1992). As a result, much of the governance of biodiversity at the urban scale during the twentieth century was focused on the designation and enforcement of protected areas (Vaccaro et al., 2013).

Australia is experiencing mounting pressures related to processes of urbanisation, biodiversity loss and climate change felt at large in cities. At the same time, it is cities that can take the leading role in pioneering approaches and solutions to respond to those coupling emergencies. In this perspective piece we respond to the following question: What are the required transformations for prioritising, valuing, maintaining and embracing nature in cities in Australia? We adopt the mission framework as an organising framework to present proposed pathways to transform Australian cities as nature-positive places of the future. We propose three interconnected pathways as starting actions to steer urban planning, policy and governance in Australian cities: First, cities need to establish evidence-based planning for nature in cities and mainstream new planning tools that safeguard and foreground urban nature. Second, collaborative planning needs to become a standard practice in cities and inclusive governance for nature in cities needs to prioritise Aboriginal knowledge systems and practices as well as look beyond what local governments can do. Third, for progressing to nature-positive cities, it is paramount to empower communities to innovate with nature across Australian cities. Whilst we focus on Australian cities, the lessons and pathways are broadly applicably globally and can inspire science-policy debates for the post COP15 biodiversity and COP26 climate change implementation processes.

Nature-based solutions (NBS) are heralded as tools to address and tackle a variety of socio-ecological challenges. NBS are increasingly discussed as a response to shocks and stresses such as loss of biodiversity, air pollution, heat waves, flooding, droughts; and issues around residents' health and wellbeing. In recognition of these multiple functions and potential co-benefits, cities are increasingly developing NBS strategies through urban forests, green walls and facades. There has recently been a vibrant debate about extending, linking or merging successful NBS - often framed as 'scaling-up'. Despite the increasing popularity, little is known about the mechanisms and conditions for scaling-up of NBS and how this plays out in practice. How is scaling-up understood and is there an optimal scale for NBS? Previous work has addressed that the misinterpretation of scale can produce suboptimal outcomes for the resilience and sustainability of human-environmental systems. Particularly challenging is the introduction of new and adjusting established institutional arrangements to drive and coordinate socio-ecological change. Using the strategy 'Living Melbourne – Our metropolitan urban forest' as a case study, this paper explores and analyses how NBS and scaling-up are addressed and implemented in a metropolitan-wide greening strategy. The study shows that scaling-up of NBS is complex and needs inter- and transdisciplinary expertise to cope with a range of ecological, institutional and socio-cultural challenges. Intermediaries are needed to provide platforms of ongoing exchange between the heterogenous stakeholders from public and private sectors, academia and society.

As urban areas increase in size, density and population, green spaces become increasingly important for sustainability and liveability. Yet urbanisation processes, compounded in many cases by climate change impacts, are placing increasing pressure on retention of urban vegetation. This paper aims to analyse the role of local government policies in provision of urban green spaces. The research focuses on policies of three neighbouring local governments in Melbourne Australia, representing inner, middle and outer urban contexts. The paper applies Transition Management’s four spheres, strategic, tactical, operational and reflexive, to structure the analysis. The research identified key policy success factors and related these to the four spheres of analysis. The research found that a key limitation to a consistent or unified approach to green space provision is the ‘splintered’ or competing narratives that are applied to the functions, benefits and characteristics of urban green spaces. This fragmentation slows transition to nature-based cities.

PurposeTo identify barriers to climate change adaptation in the Australian property industry.Design/methodology/approachSemi-structured interviews with twenty-four stakeholders from a diverse cross-section of the Australian property industry were undertaken in 2018 and 2019.FindingsA range of barriers to action on climate change were identified. These barriers centre around (1) information: lack of clear, reliable, and trusted sources of climate change information; (2) cost: competing economic demands, and the perceived threat that investing in climate change action poses to competitiveness; and (3) regulation: the inaction of governments thus failing to provide a regulatory environment to address climate change.Research limitations/implicationsThe qualitative research provides perspectives from actors in different sectors of the Australian property industry. While it provides an in-depth understanding of the barriers to addressing climate change adaptation, it is not necessarily a nationally representative sample.Practical implicationsThe study identifies barriers to climate change adaptation, and establishes practical ways in which the Australian property industry can address these barriers and the role that government regulation could have in generating industry-wide change.Social implicationsClimate change poses significant challenges to society. Built environments are significant contributors to climate change, and thus the property industry is well-placed to make positive contributions to this global challenge.Originality/valueLimited research has examined barriers to climate change action in the property industry. This research provides novel insights from the perspective of key actors across a diverse range of property industry sectors. This new knowledge fills an important gap in understanding how to address climate change in Australia and broader contexts.

As Australian cities face challenges of increased size, density and a range of environmental issues, compounded by climate change impacts, integration of greening is receiving increased attention. Greening, in the form of parks, gardens, waterways, water-sensitive designs and green roofs, contributes to liveability, sustainability and resilience, and habitat for non-human species. Local governments are responsible for the day-to-day management of much of Australia’s urban public spaces and are developing strategies for these areas. However, local-scale planning risks piecemeal, uncoordinated and ineffective approaches, particularly for biophysical systems that have little relationship with municipal boundaries. How can a metropolitan-scale approach be applied to green space planning and governance? This paper presents a case study of Living Melbourne metropolitan urban forest strategy, developed by Nature Conservancy and Resilient Melbourne. Resilient Melbourne brings together Melbourne’s 32 local governments to plan and advocate at the metropolitan scale. While the Living Melbourne strategy provides a metropolitan-scale approach, questions of governance, including how the strategy will be implemented and how local context is understood, are highlighted. Further, in developing a metropolitan-scale approach, how are the voices of local communities included? The paper analyses who is governing Melbourne’s urban greening, and the benefits and risks of a metropolitan-scale approach.

It is imperative that mitigation and adaptation actions to limit climate change impacts are integrated into current development and investment strategies. Actions that respond to climate change risk within the property sector are now evident, though the level of response is uneven across the sector. Twenty-four in-depth interviews were conducted with stakeholders from a cross section of organisations in the Australian property sector. Through these interviews climate change risk preparedness was assessed using Moser and Luers (2008) awareness, analytical capacity and actions framework. From this a new climate change preparedness framework was generated with themes and categories applicable to the property sector. These were then used to inform the characterisation of climate change ‘frontrunners’ in the property sector. The research identified that frontrunner characteristics in relation to Awareness include: sourcing reliable information, communicating this within their organisation, engaging in industry working groups and committees, and sharing information across firms. The Analytical capacity of the frontrunners comprised: a dedicated team who are able to interpret implications for the business, ability to garner attention to the issue from across the organisation and develop specific climate change models. Finally, the Actions of the frontrunners included both adaptation and mitigation actions; utilisation of rating tools, net zero carbon emission objectives; developing processes and policies to embed climate change into decision making; and conducting impact assessment across timescales and issues (physical, and workplace). In the absence of strong regulatory frameworks, the identification of frontrunners, their key characteristics and their strategies to tackle climate change risk provides a pathway for others in the sector to follow.

Cities globally are greening their urban fabric, but to contribute positively to the biodiversity extinction crisis, local governments must explicitly target actions for biodiversity. We apply the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) framework — nature for nature, society and culture — to elevate local governments’ efforts in the lead up to the 2021 UN Biodiversity Conference. The UN’s Vision of Living in Harmony with Nature can only be realised if cities are recognised and resourced for their roles in biodiversity protection — for nature, for society and for culture.

Many urban development processes, supported by land-use planning, negatively impact urban trees. Urban forest strategies are one approach local governments take to protect and increase urban trees. We evaluate connections between urban forest strategies and land-use planning to achieve tree cover on private property, through a review of 18 Australian local government strategies. We highlight the importance of state-level policies for local land-use planning, and conclude that if state-level land-use planning is to aid the protection and enhancement of urban trees, more active engagement with and explicit links to urban forest strategies at both local and state levels is needed.

As the frequency and intensity of heatwaves are growing, strategies to improve our resilience are becoming more vital. Policies to increase heat stress resilience are mostly isolated across different disciplines and government departments. A holistic approach would be necessary that mitigates the numerous negative impacts of heatwaves on public health, urban infrastructure and services through adaptation to heatwaves in the realm of public health, building and construction industry, and urban planning and infrastructure. This paper reviews the research on heat stress adaptation measures, before presenting recommendations for a range of integrated policy measures to increase the heat stress resilience of urban populations in Australian cities. The recommended policy measures include information dissemination, incentives and disincentives, promotion, demonstration and regulations. The paper concludes by identifying directions for further research and reinforcing the multiple benefits that can result from the implementation of heat stress resilience policies and strategies. Cities must transform in order to address the challenge of climate change and to achieve societal ambitions such as the sustainable development goals. However, a key impediment to achieving transformation is underdeveloped understandings of how key actors and sectors within the built environment work together to achieve goals. This paper addresses these gaps by developing and visually presenting a process map to describe: the key processes involved in producing the built environment across its life stages; key sectors of the built environment, their key actors, and the activities coordinated between them. The process map was peer reviewed by an expert reference group of built environment professionals active in Australia and the UK. The motivation for developing this process map is to facilitate future research to identify and expedite opportunities for coordinated action to address significant societal challenges such as climate change action, and the sustainable development goals – which require transformative action in cities.

As cities increasingly turn to nature-based solutions to address key urban socio-ecological challenges, approaches to their governance, planning and implementation are increasingly important for ensuring their effectiveness. Nature-based solutions are multifunctional, and so their planning and implementation are by necessity interdisciplinary. As such, to support urban transitions with nature-based solutions, the role of intermediary actors deserves research attention. Intermediaries play key roles in linking between sectors, across different levels of government and between disciplines and policy domains. We identified three key points for research and planning nature-based solutions through intermediaries as key agents for change: intermediaries are creators of enabling institutional spaces needed for mainstreaming nature-based solutions in cities; intermediaries as actor configurations are dynamic over time and in context, and intermediation has to be understood as a fundamental governance activity in cities that want to scale up their climate adaptation planning with nature-based solutions. Using a case study of the development and initial implementation of the metropolitan urban forest strategy in Melbourne Australia, we analyze the multi-actor landscape that emerged, through the lens of intermediation. We systematically investigated which actors, partnerships and platforms acted as intermediaries in the transformative agenda of the Urban Forest strategy, how these actors interacted over the course of the strategy’s development and how their roles and functions shifted during the early implementation stages of the strategy. We found that an ‘ecology of intermediaries’ adopted a range of roles to support key functions including building collaboration, informing and disseminating policy learning, and strengthening political support. While intermediaries’ roles and functions shifted across the strategy’s development, their contributions were critical in the complex metropolitan governance context. Collaborative planning and governance for nature-based solutions in cities require intermediaries to remain topical, focused and inclusive/open to new ideas and lessons from innovations both emerging and driven.

Creating and shaping urban green spaces involves a diversity of voices and encompasses a range of priorities and approaches. This chapter presents a case study of a collaborative design process for a small, yet treasured parkland located within a community and transport hub area in Melbourne. The design process centred on a multidisciplinary Placemaking Sandbox Studio, with 18 students from architecture, landscape architecture, and urban planning disciplines working in small multidisciplinary teams to develop design options for the park. Students worked with local traders, artists, and community members to research and develop placemaking design interventions. The Sandbox Studio focused on developing students’ placemaking skills in a local design context. We found that communication and in particular listening are key design skills in placemaking approaches.

Green space in cities is valuable in improving the quality of life of urban residents. This occurs through the provision of ecosystem services within areas of open space. Biodiversity plays an important role in enhancing the resilience of urban ecosystems, ensuring the continued supply of ecosystem services.

Cities face increasing environmental, social and economic challenges that together threaten the resilience of urban areas and the residents who live and work there. These challenges include chronic stresses and acute shocks, amplified by climate change impacts. Nature-based solutions have emerged as a concept for integrating ecosystem-based approaches to address a range of societal challenges. Nature-based solutions directly address and contribute to increased urban resilience. However, implementing nature-based solutions is inherently complex, given the range of ecosystem services, their multi-functionality and the trade-offs between functions, and across temporal and spatial scales. Urban planning can play a substantial role to support the implementation of nature-based solutions and to manage trade-offs and conflicts, as well as how social equity dimensions are considered. This paper presents a framework that guides the application of urban planning to nature-based solutions’ implementation, by addressing key trade-offs across temporal, spatial, functional and social equity aspects. The framework highlights the key questions, and the supporting information required to address these questions, to underpin the inclusion of nature-based solutions for urban resilience. We find that while urban planning can contribute substantially, there are continuing gaps in how the inherently anthropocentric urban planning processes can give voice to non-human nature.

In creating and sustaining place, nature may be both a passive element but also an active participant of place. Nature forms the biological building blocks for the landscape elements of place. But nature is much more than the supporting cast for the buildings, more than simply the landscaping elements introduced to green the edges of built form. Nature is fundamental to life, to health and well-being of humans and non-human biodiversity. Nature contributes to social cohesion and to thriving people, neighbourhoods and communities. Nature, therefore, is essential for placemaking. Embedding nature in placemaking can contribute to the stewardship of our biosphere, through connecting people with nature. This chapter explores concepts of social-ecological systems, sense of place and stewardship to inform approaches to embedding nature in placemaking. Indigenous perspectives to place are also discussed to deepen the understandings of connections with place and custodianship of Country. Following this, we demonstrate how placemaking processes and elements can be redirected to integrate nature. Nature placemaking approaches create a more holistic identity and character of a place and underpin the emotional and cultural connections and human relationships with place.

Australian cities have been slow to implement green roofs. This is because there are many potential barriers to their widely acceptance as a nature based solution that can make cities more liveable and help them adapt to, and mitigate, climate change. Due to significant differences in rainfall, temperature, available substrates and suitable vegetation relying on northern hemisphere research and experience is problematic as many of the environmental and economic benefits of green roofs are location specific. This paper aims to 1. Synthesise a decade of Australian green roof research that has sought to overcome these barriers, 2. Assess the current status of the Australian green roof industry and remaining knowledge gaps, and 3. Provide a roadmap for future progress developed in multidisciplinary industry workshops. Many of these insights will be applicable to areas with similar seasonally hot and dry climates or emerging green roof markets. We identified that significant progress has been made in addressing the barriers to green roofs in Australia. Research has focused on developing green roofs for local conditions and quantifying their benefits. Substrate research has investigated the suitability of locally available materials with a focus on how water retention additives and organic waste materials can increase plant available water and therefore survival. By taking a plant physiology approach Australian researchers have gained a strong functional understanding of suitable green roof plants and the benefits they provide, considerably expanding the available palette beyond the succulents commonly used internationally. Research has quantified green roofs’ stormwater retention and building insulation and energy benefits and provided evidence that they benefit well-being and performance, important for employee productivity.

Most studies of urban forest management look at vegetation on public land. Yet, to meet ambitious urban forest targets, cities must attempt to maintain or increase trees and canopy cover on private urban land too. In this study, we review and evaluate international approaches to protecting and retaining trees on private urban land. Our study combines a systematic academic literature review, two empirical social science studies on the views of urban forest professionals, and a global case study review of innovative regulations and incentives aimed at protecting and retaining trees on private urban land. Case studies were evaluated for the extent they exceeded minimum standards or went beyond ?business-as-usual?. We found that the most innovative mechanisms combine many regulations, instead of relying on a single regulation, and use financial incentives to retain or plant trees in newly developed or re-developed sites, as well as private residences. We did not find any cases where appropriate monitoring was in place to determine the efficacy and efficiency of these mechanisms. We also found no single simple solution that could effectively and efficiently protect and retain trees on private land. Only by combining policies, planning schemes, local laws, and financial incentives with community engagement and stewardship will cities protect and retain trees on private land. Useful and innovative ways to protecting and retaining trees on private land involves providing solutions at multiple governments levels, embedding trees in existing strategic policy and management solutions, incentivising positive behavior, creating regulations that require payment up front, and engaging the broader community in private tree stewardship.

Sustainability literacy should be embedded in built environment higher education. We explored the contribution of interdisciplinary studios to students’ sustainability literacy. We ran a studio with Urban Planning and Landscape Architecture students, focused on a coastal brownfield renewal in Victoria, Australia. Studio activities and assessments were designed based on constructivist and experiential learning principles. Students’ learning experiences were evaluated through surveys and focus group interviews, and analyzed against an integrated framework. Results show that simulating real-world situations, game-based and role-playing activities, and applying sustainability principles to a complex site encourage creativity, shared control, and negotiation, which foster experiential sustainability learning.

Nature-Based Solutions (NBS) have recently gained traction as integrated approaches that can address societal challenges by simultaneously providing human well-being and biodiversity benefits. Among the benefits of NBS, their capacity to address urban water challenges – such as inland and coastal flooding –while providing ecological benefits has been a recent area of focus globally. While interventions that are labelled ‘Nature-Based Solutions’ have been widely integrated into policy and practice in Europe, the term has not been extensively adopted in Australian policy and praxis. This research examines how Australian water professionals from research and practice understand, conceptualise and use the concept, ‘Nature-Based Solutions’ (NBS) in addressing urban water challenges. We interviewed 27 water professionals in research and practice with diverse disciplinary backgrounds across four Australian states and asked them to provide their definition of NBS. The results show that alternative terminologies such as Green Infrastructure and Water Sensitive Urban Design are predominantly used. We present the participants’ perspectives on the adoption of this term in Australia, and discuss the value and contributions of NBS as an umbrella concept. We conclude by providing insights on the potentials and limitations of the term, and propose ways to move beyond a focus on terminology and definitions towards facilitating the uptake and implementation of NBS in our cities.

Climate emergency declarations are amongst the strongest statement from governments in the face of global warming. At least 1217 local governments have so far declared a climate emergency; however, on a national government level, only seven such declarations have been made, most of which were in 2019. The exponential rise of local governments declaring a climate emergency is significant, and developing an understanding of how these responses are operationalised is critical. Previous studies indicate that local government practitioners conceptualise climate change as a complex emergency but tend to suggest ‘business as usual’ responses, unfit to deal with this complexity. Since these governments around the world have declared climate emergencies, it is unknown if the newly released climate emergency plans still tend to suggest such ‘business as usual’ response approaches or if we are now seeing the making of a more complex response to the complex threat of climate change. In this paper, we review two local governments' climate emergency plans: Auckland (New Zealand) and the City of Darebin (Melbourne, Australia). Our research develops a conceptual understanding of climate emergency mode (10 critical key attributes are articulated) and we reveal through the review of our two cases that this understanding is embedded in policy documents to varying degrees but give little explicit attention to processes of prioritisation or economic mobilisation. This research contributes to an initial understanding of a climate emergency mode in governance systems and provides a way forward from business as normal to a complex emergency response for climate change.

This chapter summarises the key lessons and tools presented by the chapters of the book, and discusses how we need to shift from identifying the problem to recognising the potential in our identification and resolutions of the eco-city. Using the scenario of the restoration of an urban waterway and its ecosystem services, the chapter explores how each tool and approach can help to contribute to the transition to thriving eco-cities.

Urban green space provides multiple benefits to city dwellers—both human and non-human. These ‘nature-based solutions’ include mitigating urban heat and stormwater runoff, providing biodiversity habitat and contributing to human health and wellbeing, and social and cultural processes, which are key elements in creating ecological cities. In the transition to eco-cities, public policies for urban green space provision can make substantial contributions. However, in the transition from existing mono-functional, mechanistic policy approaches, there are challenges in creating a vision for urban green space that navigates beyond the splintered narratives of single-function priorities. This chapter investigates how urban green space policies in Melbourne, Australia address these challenges, and the roles that communication, engagement and narrative play.

How can eco-cities underpin urban thriving? Starting from the legacy of urban development to date, the chapter critiques current approaches to urban sustainable development. It reviews various definitions of eco-cities and outlines how these could contribute to a shift to ideas of thriving and abundance. Cities are places of potential with the bulk of humanity and its wealth within their boundaries. Cities need to develop in ways that harness this potential, through understanding how innovation, creativity, policy, planning and practice can create irresistible narratives of the future. Capturing people’s hearts and minds will be key to transitioning to a more ecologically responsible and socially just future. This chapter introduces each of the book’s chapters and how they contribute to the ability to achieve this shift.

Cities are striving to become more resilient, adaptive and sustainable; this requires new ways of governing and developing the city. This book features chapters by researchers using regenerative development and transitions theories to envisage how Eco-Cities could be planned, designed and created, and concludes with practical tools and an outline of how this evolution could be facilitated. It examines two major questions: How can we use understandings of Eco-Cities to address the legacy of urban built form and existing practices which often make it difficult to create the systemic changes needed? And what are the elements of complex urban places and spaces that will enable the planning, creation and evolution of thriving cities? The book will appeal to planners, city makers, urban researchers, students and practitioners, including planners, designers, architects and sustainability managers, and all those seeking to envisage the steps along the path to thriving cities of the future.

Theories of sustainability transitions aim to explain the processes, pathways and actors that are involved in transformations in technologies and practices. Whilst there is a growing body of research developing theoretical understandings, there has been less documented on how theories are utilised and applied by practitioners themselves. This chapter reports on a case study that investigated whether provision of targeted information on theories of sustainability transitions could strengthen organisational strategic planning. If planning is informed by transition theories, would this assist and strengthen organisational visioning, ambition and confidence? The research focuses on Moreland Energy Foundation Limited (MEFL), a community-based not-for-profit organisation working on sustainable energy and climate change action in Melbourne, Australia. During 2014–2015, MEFL developed a new strategic plan. As part of this process, theories of sustainability transitions were presented to the organisation’s Board and staff, to support the strategic planning and to investigate the theories’ roles in the planning process. It was found that inclusion of the sustainability transitions theoretical framework led to the organisation explicitly defining its shared ‘model of change’, reinforcing the organisation’s conceptualisation of its role as an ‘intermediary’ between grassroots and governments. The process demonstrated the potential impact of research-practice partnerships in strategic planning. However the findings also highlighted the continuing challenges of connecting research and practice.

The restoration of Melbourne's Merri Creek demonstrates the potential for achieving environmental improvements through a process that integrates the technical, ecological and social aspects.

This study of 104 lesbians found that for the 46 respondents who reported abusive relationships, there were significant associations between experiences of abuse in their families of origin and the women's subsequent abusive lesbian relationships. Because shelters for abused women are unresponsive to the needs of lesbians, the women rarely used them. Therefore, one compelling implication of the study is that abused lesbians have a great need for safe environments with culturally sensitive workers, who could help them and their batterers confront and resolve their problems.

Findings are reported from a survey examining the frequency with which women in currently aggressive same-sex relationships also report aggressive past relationships involving female partners, male partners, or members of their family of origin. Particular attention is paid to victims who also used aggression and their perceptions of whether their aggressive behavior was self-defensive or mutually aggressive. Results indicate that about one-fourth of participants had been victims of aggression in current relationships, roughly two-thirds had been victimized by a previous male partner, and almost three-fourths had experienced aggression by a previous female partner. Among those reporting having been both victims and users of aggression, about one-fifth had used aggression in their current relationship, almost one-third used aggression with a previous male partner, and nearly two-thirds had used aggression with a previous female partner. A majority of victims who had also used aggression with a previous male partner characterized this use as self-defense, as compared to only 30% of those who had used aggression with a female partner.
