This study looks at the application of delayed action Passive InfraRed (PIR) sensors in the control of water use for urinal flushing. In this we briefly review the literature on urinal controls before reviewing four different approaches to PIR urinal controls. Existing literature discusses some of the pros and cons of different types of urinal control. However, the literature doesn’t consider the marked differences that can occur within individual approaches, based on the way controls operate. This study was initiated at the University of Surrey during 2019 following a water saving audit, in an attempt to bring down what had been identified as one of the largest users of water. This paper therefore aims to identify the most effective way to reduce water consumption of urinal systems, through retro-fitting PIR control systems within the variety of settings found across university campuses. This paper also reviews the different reductions achieved over periods of different levels of use, linked to term time, holidays, Covid-19 related lockdowns, and the ‘new normal’. It found that grouped delayed action flushing was the most effective form of urinal control for reducing water use. The delayed action, grouped PIR sensors, achieved between, a 59-64% adjusted reduction against the control group during non-Covid19 periods, and a 35% reduction against the control group during lockdowns.

Hydrologic data collection is an important aspect of multi-jurisdictional river basin management. The Murray-Darling Basin Commission in Australia, and the Mekong River Commission in southeast Asia, are structured similarly and have established similarly structured monitoring networks. The efficiency and effectiveness of these two networks differ however. The reasons for the differences are examined, and it is concluded that contrasting socio-economic development provides only part of the explanation. The technical capacity of each organisations member states, the extent each organisation depends on its own databases and the developmental stage of each organisation itself are also critically important.

Community involvement is fundamental to the management of multijurisdictional river basins but, in practice, is very difficult to achieve. The Murray-Darling basin, in Australia, and the Mekong River basin in Southeast Asia are both cooperatively managed multijurisdictional river basins where the management authorities have expressed an aim of community involvement. In the Murray-Darling basin vigorous efforts have promoted a culture of community consultation throughout each of the state jurisdictions involved, although true participation has not necessarily been achieved. In the Mekong basin the community is much more diverse and the successes so far have been largely at the local level, involving action in subsections of the basin. These case studies suggest that community involvement in the form of community consultation across large multijurisdictional river basins is achievable, but more comprehensive participation is not necessarily possible.
