México es el centro de origen, domesticación y diversificación del maíz. Sin embargo, los cambios en la vida social y productiva han disminuido su consumo y producción. El objetivo de esta investigación fue analizar los modelos de negocio innovadores en maíz nativo por medio de estudios de caso para identificar los factores que determinan su creación y permanencia. Se analizaron cuatro casos con el enfoque de RCOV. Se encontró que los factores que influyen en la creación y permanencia de estos modelos de negocio son los recursos, las competencias del líder, la participación de los complementadores, una propuesta de valor innovadora, diferenciada, que muestre el valor cultural y las externalidades positivas. Se concluye que la creación de estos modelos de negocio responde a la necesidad de comercializar el maíz con nuevos productos, con un fuerte componente de arraigo y valoración cultural y con un marcado liderazgo.

Food systems need to focus more on health, prosperity, and environmental sustainability. This requires changes in what, where, how and by whom food is produced, marketed, and consumed. Interdisciplinary research and trans-disciplinary collaboration are needed.Stakeholders need to agree on their respective roles, values, responsibilities and modus operandi so that research better responds to real-world challenges and opportunities. In this Viewpoint we argue that this is especially the case in the Global South post Covid-19. Without these changes, there will continue to be unrealistic expectations of impact from agricultural research, and disappointment when these are not realized.

Digital technologies range from ‘low-tech’ tools such as mobile phones and computers to more ‘high-tech’ solutions such as blockchain, Internet of Things (IoT), and artificial intelligence. Digital technologies can help smallholder farmers increase their yields and incomes if they are effectively targeted to facilitate agriculture as a ‘pathway out of poverty’. For digital agriculture to deliver on its promise, it is critical not only to design digital agriculture interventions that consider the target populations’ needs, constraints, and appropriateness, but also to ensure that digital technologies do not exacerbate social and economic inequalities. Cognizance of these risks is essential if practitioners are to ensure that digital agriculture fulfils its potential and makes significant contributions to the Sustainable Development Goals (SDG). We use the example of a digital agriculture decision support tool, Rice Crop Manager (RCM), to illustrate the challenges of designing, targeting, and scaling digital tools to support rural development.

The severity of the climate challenge requires a change in the climate response, from an incremental to a more far-reaching and radical transformative one. There is also a need to avoid maladaptation whereby responses to climate risk inadvertently reinforce vulnerability, exposure and risk for some sections of society. Innovative technological interventions are critical but enabling social, institutional and governance factors are the actual drivers of the transformative process. Bringing about this transformation requires inter- and transdisciplinary approaches, and the embracing of social equity. In this Perspective, we unpack what this means for agricultural research and, based on our collective experience, we map out a research agenda that weaves different research components into a holistic and transformative one. We do not offer best practice, but rather reflections on how agricultural research can more readily contribute to transformative adaptation, along with the personal and practical challenges of designing and implementing such an agenda.

Food security is a major challenge in Guatemala, one of the poorest countries in the world. Food insecurity is concentrated in the Western Highlands of Guatemala (WHG) where indigenous communities have been the main victims of social, political and economic marginalization. In this study we characterize the diversity of farming households in the WHG, identify the main sources of food for different types of farm households and assess their food security status through a simple, yet robust, potential food availability indicator. Based on a large and rich dataset of nearly 5000 farm households, our results show the diversity of farming systems in the region, dominated by maize and coffee production, as well as the large differences in their potential food availability. In our model, 52% of farm households in the WHG did not have the means to attain sufficient energy from their agricultural activities. In general, diversified maize-based, coffee-based and specialized coffee farm households had larger proportions of potentially food secure households with 60%, 83% and 74% food secure households, respectively. This contrasted with farm households specialized in maize production and resource-constrained households where there were a greater proportion of households were food insecure. The analytical framework presented here, combining a typology of farm households and their livelihoods with the analysis of their food security status, provides a useful approach for better targeting development interventions towards combating hunger, poverty and malnutrition.

Motivation Fair distribution of benefits from index insurance matters. Lack of attention to social equity can reinforce inequalities and undermine the potential index insurance holds as a tool for climate risk management that is also pro-poor. Purpose The aims are to: (i) examine social equity concerns raised by index insurance in the context of climate risk management; (ii) consider how greater attention can be given to social equity in index insurance initiatives; and (iii) reflect on the policy challenges raised by seeking to take social equity into account as a mechanism for climate risk reduction. Approach and methods The article draws on learning from the CGIAR’s Research Program on Climate Change, Agriculture and Food Security (CCAFS) and presents the cases of the Index Based Livelihoods Insurance (IBLI) and Agriculture and Climate Risk Enterprise Ltd. (ACRE) in East Africa. It proposes a framework for unpacking social equity related to equitable access, procedures, representation and distribution within index insurance schemes Findings Systematically addressing social equity raises hard policy choices for index insurance initiatives without straightforward solutions. Attention to how benefits and burdens of index insurance are distributed raises the unpalateable truth for development policy that the poorest members of rural society can be excluded. Nevertheless, a focus on social equity may open up opportunities to ensure index insurance is linked to more socially just climate risk management. At the very least, it may prevent index insurance from generating greater inequality. Taking social equity into account thus, shifts the focus from agricultural systems in transition per se to systems with potential to incorporate societal transformation through distributive justice. Policy implications A framework is presented for unpacking different dimensions of social equity in index insurance schemes. It is intended to facilitate identification of opportunities for building outcomes that are more equitable, with greater potential for inclusion and fairer distribution.

In Mexico, maize forms of production range from industrial scale with hybrid maize, to smallholder farmers who mainly grow local varieties, contributing significantly to the national provision for human consumption. The objective of this study was to describe the local value chains of native maize in a peri-urban community in the east of the Valley of Mexico, exploring its contribution to the livelihoods of the families living within 50 km of Mexico City. Through a mixed quantitative (320 surveys) and qualitative (53 interviews) analysis, we found that more than 60% (250 tons) of the annual production of native maize in San Juan is locally consumed as tortillas: firstly, manually transformed by the women of the village for auto-consumption and local sale, and secondly, mixed by tortillerias with hybrid maize from other regions. More than 400 families in this locality (approximately one third) are directly involved in the production-transformation-consumption chain of native maize. Of the maize producing families, half consume their own product. There are 70 women involved in transformation that thereby obtain 75% more value for the native maize grain. More than a quarter of the tortillas consumed by the population originate in this local production and transformation. Based on this study, in the national current context of food supply and agricultural development, the development of these local markets that are economically equitable is a viable economic model that limits the number of intermediaries and favors diversity of the raw materials, products and actors involved in transformation and distribution.

Farmer adoption of sustainable rice farming technologies and practices is critical for climate change adaptation and mitigation. Often adoption is investigated in isolation focusing on factors influencing farmer decision making and overlooking the effects of technology adoption on farmers’ livelihoods and perceptions of change. Therefore, the present study investigated technology adoption and its effects on farmers with a special focus on additional revenue allocation and perception of social, economic and environmental change. Using a digital survey platform, 153 farmers (21.6% female) were interviewed in three sub-districts of Yogyakarta, Indonesia. On average, farmers adopted two technologies or practices, adopted high-yielding rice varieties, and increased their revenue from US$105 to US$122 per hectare per season. Barriers to adoption included time constraints, unsuitability for field conditions and incompatibility with cropping systems. Farmers invested the extra income in farming business and improved diets. Furthermore, farmers perceived changes in social and human capital and also poverty reduction due to technology adoption. This study highlights the importance of including an analysis of social impact in agricultural research.

Context The COVID-19 pandemic has been affecting health and economies across the world, although the nature of direct and indirect effects on Asian agrifood systems and food security has not yet been well understood. Objectives This paper assesses the initial responses of major farming and food systems to COVID-19 in 25 Asian countries, and considers the implications for resilience, food and nutrition security and recovery policies by the governments. Methods A conceptual systems model was specified including key pathways linking the direct and indirect effects of COVID-19 to the resilience and performance of the four principal Asian farming and food systems, viz, lowland rice based; irrigated wheat based; hill mixed; and dryland mixed systems. Based on this framework, a systematic survey of 2504 key informants (4% policy makers, 6% researchers or University staff, 6% extension workers, 65% farmers, and 19% others) in 20 Asian countries was conducted and the results assessed and analysed. Results and conclusion The principal Asian farming and food systems were moderately resilient to COVID-19, reinforced by government policies in many countries that prioritized food availability and affordability. Rural livelihoods and food security were affected primarily because of disruptions to local labour markets (especially for off-farm work), farm produce markets (notably for perishable foods) and input supply chains (i.e., seeds and fertilisers). The overall effects on system performance were most severe in the irrigated wheat based system and least severe in the hill mixed system, associated in the latter case with greater resilience and diversification and less dependence on external inputs and long market chains. Farming and food systems' resilience and sustainability are critical considerations for recovery policies and programmes, especially in relation to economic performance that initially recovered more slowly than productivity, natural resources status and social capital. Overall, the resilience of Asian farming and food systems was strong because of inherent systems characteristics reinforced by public policies that prioritized staple food production and distribution as well as complementary welfare programmes. With the substantial risks to plant- and animal-sourced food supplies from future zoonoses and the institutional vulnerabilities revealed by COVID-19, efforts to improve resilience should be central to recovery programmes. Significance This study was the first Asia-wide systems assessment of the effects of COVID-19 on agriculture and food systems, differentiating the effects of the pandemic across the four principal regional farming and food systems in the region.

Highlights • NA - Letter on urgent/issues for COVID special issue., Emerging evidence supports the intuitive link between chronic health conditions associated with air pollution and the vulnerability of individuals and communities to COVID-19. Poor air quality already imposes a highly significant public health burden in Northwest India, with pollution levels spiking to hazardous levels in November and early December when rice crop residues are burned. The urgency of curtailing the COVID-19 pandemic and mitigating a potential resurgence later in the year provides even more justification for accelerating efforts to dramatically reduce open agricultural burning in India.

Over the past 15 or so years authors in Enterprise Development and Microfinance (EDM) have written extensively about the design and implementation of microfinance and its use by the poor, whether to respond to shocks and changing contexts, invest in education, or advance livelihood goals (Figure 1 overleaf). Coverage has ranged from the specifics of designing microfinance schemes, access to them by the poorest, and their impact on wellbeing and poverty. While the debate on microfinance is far from over, it is true that discussions have been more concerned with managing, saving, borrowing, and moving money, than about building viable businesses. Business development involving the poor, which in many cases focuses on rural small and medium enterprises (SMEs), requires us to address the demand for a range of services which, taken together, enhance the capacities of rural SMEs. Such services need to be affordable and reliable, and address the productive and business needs of SMEs, from small-scale processors to multi-tiered agricultural cooperatives. The issues are complex with lingering questions about how different types of service providers, from government agencies and NGOs to various private sector agents, can better design their services; and how, through adequate delivery mechanisms, the capacity and willingness of SMEs to employ such services can be strengthened. In this Editorial, we discuss some of the key issues for advancing rural entrepreneurship via improved services and provide an outlook for future discussions.

The food security crisis and international “land grabs” have drawn renewed attention to the role of natural resource competition in the livelihoods of the rural poor. While significant empirical research has focused on diagnosing the links between natural resource competition and (violent) conflict, much less has focused on the dynamics of whether and how resource competition can be transformed to strengthen social-ecological resilience and mitigate conflict. Focusing on this latter theme, this review synthesizes evidence from cases in Africa, Asia, and Latin America. Building on an analytical framework designed to enable such comparative analysis, we present several propositions about the dynamics of conflict and collective action in natural resource management, and a series of recommendations for action. These propositions are: that collective action in natural resource management is influenced by the social-ecological and governance context, that natural resource management institutions affect the incentives for conflict or cooperation, and that the outcomes of these interactions influence future conflict risk, livelihoods, and resource sustainability. Action recommendations concern policies addressing resource tenure, conflict resolution mechanisms, and social inequalities, as well as strategies to strengthen collective action institutions in the natural resource sectors and to enable more equitable engagement by marginalized groups in dialogue and negotiation over resource access and use.

The western highlands of Guatemala lie within the area where maize was first domesticated, and maize remains central to farmers' livelihood security. Over 50% of the population in the region are in poverty, and over 48% suffer from chronic malnutrition. Development efforts have focused on improved land management, crop diversification, and improved access to markets, especially for high-value vegetable crops such as snow peas. As a result of successful initiatives worldwide, more attention is being directed at the extent to which farmers can benefit from market opportunities for indigenous crops by receiving a price premium for providing the environmental service of conserving agricultural biodiversity. Such an approach bridges the gap between poverty alleviation and in situ conservation. We explored this potential development pathway through both qualitative and quantitative research. Focus groups were conducted in 5 communities in the maize-growing highlands of Guatemala, followed by a survey of 989 farm households in 59 locations. Our results show that most farmers in the western highlands of Guatemala are severely maize deficient; on average, farm households produce enough maize for only 6.9 months of consumption a year and are forced to purchase maize to meet basic consumption needs. The results are in sharp contrast to research conducted in highland communities in neighboring Mexico, where many farmers are able to sell their maize in relatively lucrative specialty maize markets. In the context of renewed interest in reducing poverty in Central America, our research suggests that rather than focus on market development for local maize varieties, development efforts should target other types of interventions.

Poor farmers seldom benefit from new agricultural technologies. In response, research and extension approaches based on agricultural innovation systems are popular. Often agricultural research organisations are the network brokers, facilitating the emergence of the innovation system. Based on an analysis of the Sustainable Modernization of Traditional Agriculture (MasAgro) initiative in Mexico, this viewpoint suggests that such organisations are more often suitable network brokers when the objective is the development and scaling out of a technology by itself. When the objectives are multi-faceted and include extension and education, other actors are better placed to be the network broker.

Climate variability is a major source of risk to smallholder farmers and pastoralists, particularly in dryland regions. A growing body of evidence links climate-related risk to the extent and the persistence of rural poverty in these environments. Stochastic shocks erode smallholder farmers' long-term livelihood potential through loss of productive assets. The resulting uncertainty impedes progress out of poverty by acting as a disincentive to investment in agriculture – by farmers, rural financial services, value chain institutions and governments. We assess evidence published in the last ten years that a set of production technologies and institutional options for managing risk can stabilize production and incomes, protect assets in the face of shocks, enhance uptake of improved technologies and practices, improve farmer welfare, and contribute to poverty reduction in risk-prone smallholder agricultural systems. Production technologies and practices such as stress-adapted crop germplasm, conservation agriculture, and diversified production systems stabilize agricultural production and incomes and, hence, reduce the adverse impacts of climate-related risk under some circumstances. Institutional interventions such as index-based insurance and social protection through adaptive safety nets play a complementary role in enabling farmers to manage risk, overcome risk-related barriers to adoption of improved technologies and practices, and protect their assets against the impacts of extreme climatic events. While some research documents improvements in household welfare indicators, there is limited evidence that the risk-reduction benefits of the interventions reviewed have enabled significant numbers of very poor farmers to escape poverty. We discuss the roles that climate-risk management interventions can play in efforts to reduce rural poverty, and the need for further research on identifying and targeting environments and farming populations where improved climate risk management could accelerate efforts to reduce rural poverty.

Rapid expansion of groundwater use for irrigation for dry season rice production in Bangladesh has led to overuse, deterioration of groundwater quality, increased cost of irrigation, and higher greenhouse gas emissions. The divergence between marginal private and social cost of irrigation due to market failures in the presence of these externalities, has resulted in excessive use of groundwater. A combination of policy reforms and improvements in irrigation practices are hence needed to reduce irrigation water use. The paper analyses why an improved irrigation practice, known as “alternate wetting and drying (AWD)” that can potentially reduce irrigation water use substantially, has failed to scale despite widespread testing and promotion in Bangladesh for over a decade. The main reason for this failure to scale is the lack of economic incentives to save water as pricing is based on per unit area irrigated, not on the amount of water used. This paper highlights the dynamics of the water market and pricing in Bangladesh, along with biophysical and social constraints to farmer adoption of AWD. It also proposes changes in policy incentives, new directions for crop and water management research, and institutional reforms for wider adoption of AWD and other water-saving practices.

Climate change will continue to have a largely detrimental impact on the agricultural sector worldwide because of predicted rising temperatures, variable rainfall, and an increase in extreme weather events. Reduced crop yields will lead to higher food prices and increased hardship for low income populations, especially in urban areas. Action on climate change is one of the Sustainable Development Goals (SDG 13) and is linked to the Paris Climate Agreement. The research challenge posed by climate change is so complex that a trans-disciplinary response is required, one that brings together researchers, practitioners, and policy-makers in networks where the lines between “research” and “development” become deliberately blurred. Fostering such networks will require researchers, throughout the world, not only to work across disciplines but also to pursue new South−North and South−South partnerships incorporating policy-makers and practitioners. We use our diverse research experiences to describe the emergence of such networks, such as the Direct Seeded Rice Consortium (DSRC) in South and Southeast Asia, and to identify lessons on how to facilitate and strengthen the development of trans-disciplinary responses to climate change.

A focus of agricultural development is climate smart agricultural technologies and practices (CSA). Development practitioners invest in scaling these to have wider impact. Ineffective targeting stymies CSA’s contribution to poverty reduction by excluding many of the poor and/or including those for whom agriculture is not a pathway out of poverty. We propose the need to recognise differentiated livelihood pathways within smallholder agriculture, linked to farmers’ differential capacity to engage in climate risk management. A farmer and livelihoods typology provides a framework to improved targeting of CSA and to identifying where alternative interventions, such as social protection, are more appropriate.

Climate-adapted agriculture needs to be equitable and inclusive to overcome trade-offs with the Sustainable Development Goals (SDGs). The challenge is to acknowledge power imbalances and socio-economic inequalities and to empower farmers to embrace change in ways that lead to positive agricultural and non-agricultural livelihood transformation.

Conservation agriculture (CA) is promoted worldwide to enhance soil quality, improve farmers’ incomes and increase the resilience of rainfed agro-ecosystems under climate change. A major constraint to the adoption of CA is crop residue management in mixed crop–livestock systems. Farmers have competing uses of crop residues – for soil cover, as fodder or as additional income source – which may explain low CA adoption rates in some countries. This paper describes the social and income trade-offs of different crop residue uses in Mexico at regional, community and household level associated with the introduction of CA. We first spatially analyze the importance of crop residues for fodder supply and identify municipalities with fodder surplus at national and regional level. Second, we assess the likely social trade-offs and implications for farming communities of changing a typical farm households’ residue allocation. Third, we identify the effects of crop residue uses on gross margins of maize and barley and assess the economic optimal crop residue allocation at the farm level with short planning horizons. The paper focuses on maize and barley producers in the central Mexican highlands and combines primary quantitative and qualitative data with secondary data. Analysis shows that at a national level, Mexico has a fodder surplus while the central highlands have a deficit. Crop residues are a major fodder source in Mexico, contributing up to 40% of fodder availability. Crop residues are also an important income source which implies costs for introducing CA in the central highlands. Our analysis indicates that retaining crop residues in-situ influences gross margins and that retention of roughly 45% of residues maximizes gross margins in situations where opportunity costs for the use of crop residues exist. Partial residue retention, sequential introduction and combination of technologies may facilitate CA uptake but CA remains a challenge for resource-poor farmers given their limited liquidity, risky production environment and difficulty to forego current income for future benefits. More interdisciplinary research is needed around economic optimal residue retention levels under different farming and production conditions, to identify the ecological needed minimum cover of crop residues for CA and to develop alternative low-cost sustainable technologies with short-term benefits.

Mexico is the primary center of origin and diversity for maize (Zea mays L.). Farmers grow the crop largely under rain-fed conditions. Mexico is at considerable risk from climate change because of predicted rising temperatures, declining rainfall, and an increase in extreme weather events. Small-scale maize farmers are particularly vulnerable because of their geographical location as well as their limited adaptive capacity. Recommended climate change adaptation strategies include farmers’ increased use of heat and drought stress-tolerant maize. Farmer adoption of improved germplasm has been disappointing because of inefficient seed input chains and farmers’ preference for landraces for culinary, agronomic, and cultural reasons. Scientists have tended to overlook the fact that maize landraces have a critical role to play in climate change adaptation. Landraces may already exist that are appropriate for predicted climates. To protect their maize from pests such as the larger grain borer (Prostephanus truncatus), and from theft, farmers in Africa are abandoning traditional storage structures: they shell their maize earlier and tend to store the grain inside the house in polypropylene bags. However, losses due to insects during storage remain high. Hermetic storage containers, such as metal silos (soldered airtight) and super grain bags (made from high-density polyethylene to reduce gas exchange), may enable farmers to reduce post-harvest losses. To test the different containers' effectiveness to control insect pests, on-station trials were conducted at three sites in Kenya under artificial infestation with maize weevils (Sitophilus zeamais) and larger grain borers (P. truncatus). The experiment consisted of six treatments, using three different types of containers and two different insecticides: i) polypropylene bags without insecticides; ii) polypropylene bags with Actellic Super; iii) super grain bags without insecticide; iv) metal silos without insecticide; v) metal silos with Actellic Super; and vi) metal silos with Phostoxin. Treatments were replicated three times per site. The results demonstrated that metal silos are very effective in controlling maize weevils and the larger grain borer. The use of both Actellic Super and Phostoxin in the metal silos did not lead to a significant increase in insect mortality or reduction in grain weight loss. Super grain bags controlled insect pests well, but insect mortality was not complete and all bags in the trial were perforated, almost certainly by P. truncatus. We conclude that it is technically feasible to control storage insects without insecticides in Africa by using hermetic storage, either metal silos or super bags. The super bags, however, might not be suitable in areas with a high incidence of P. truncatus.

Purpose: Little is known about effective ways to operationalize agricultural innovation processes. We use the MasAgro program in Mexico (which aims to increase maize and wheat productivity, profitability and sustainability), and the experiences of middle level ‘hub managers’, to understand how innovation processes occur in heterogeneous and changing contexts. Design/methodology/approach: We use a comparative case study analysis involving research tools such as documentary review, key informant interviews, focus group discussions, and reflection workshops with key actors. Findings: Our research shows how a program, that initially had a relatively narrow technology focus, evolved towards an innovation system approach. The adaptive management of such a process was in response to context-specific challenges and opportunities. In the heterogeneous context of Mexico this results in diverse ways of operationalization at the hub level, leading to different collaborating partners and technology portfolios. Practical implications: MasAgro experiences merit analysis in the light of national public efforts to transform agricultural advisory services and accommodate pluralistic agricultural extension approaches in Latin America. Such efforts need long-term coherent macro level visions, frameworks and support, while the serendipitous nature of the process requires meso-level implementers to respond and adapt to and move the innovation process forward. Originality/value: This paper contributes to the debate on how to operationalize large programs by showing that the innovation support arrangements enacted in the field should allow for diversity and have a degree of flexibility to accommodate heterogeneous demands from farmers in different contexts as well as continuous changes in the politico- institutional environment.

Purpose: New approaches to extension service delivery are needed that stimulate increased agricultural production, contribute to collective action and which also foster the emergence of agricultural innovation systems. Research in Peru and Mexico explores some of these new approaches. Design/methodology/approach: In both countries, a qualitative value chain mapping methodol- ogy was used to explore the challenges of providing extension provision to resource-poor farmers in ways that stimulate collective action and agricultural innovation systems. Findings: In Peru, collective action and the development of an agriculture innovation system required the network broker activities of initially a non-governmental organization (NGO) and then increasingly trusted local farmers known as Kamayoq. In Mexico, collective action took place in the context of a linear transfer-of-technology approach focused on access to improved maize seed and there was no evidence of the emergence of innovation networks. Practical implications: Different extension modalities can foster collective action but this in itself is not enough to encourage innovation. Extension needs to focus on combining collective action with networking amongst sets of heterogeneous value chain actors. Originality/value: The Peruvian and Mexican case studies demonstrate that the debate about the modalities of pluralistic and diversified extension systems has obscured the reality that the development community still has some way to go to achieve comprehensively the paradigm shift from a linear transfer-of-technology approach to one that supports the emergence of agricultural innovation systems.

Conservation agriculture’s underlying principles—minimal soil disturbance, soil cover and crop rotation—are increasingly recognized as essential for sustainable agriculture. This article summarizes three contrasting cases of adapting conservation agriculture (CA) to smallholder conditions in the (sub)tropics: a) irrigated rice-wheat systems in South Asia; b) rainfed maize/wheat and irrigated wheat systems in Mexico; and c) rainfed maize in Southern Africa. In the South Asia case, farm surveys show rapid and widespread adoption of zero tillage wheat—primarily due to a substantial cost saving (15–16%). In the other cases, uptake so far has been limited—although long-term trials show continuously higher and more stable yields both for maize and wheat. The history of producer organizations in sub-Saharan Africa (SSA) is a mixed one. In the past, producer organizations often failed to provide desired services due to dependence on government support, which led to heavy political interference as well as internal leadership and managerial problems. However, the hasty retreat of the state following adjustment and market liberalization reforms left an institutional void that the private sector has failed to fill. This study reviews the role that producer organizations can play, and the challenges they face in improving access to markets and technologies for enhancing productivity of smallholder agriculture in SSA in the post-adjustment era. The paper critically examines the evidence for improving access to markets, information and technologies, and the conditions that facilitate the success of producer organizations in providing such services. Emphasis is on the characteristics of user groups, institutional arrangements, governance mechanisms, types of products (staples, perishables and other commodities), and the role of the public and private sector service providers. We conclude that while recent experiences are mixed, good governance, more homogeneous and optimal group size, transparency and market orientation can enhance the role of producer organizations in improving access to markets. However, ideally these organizations need to prioritise agribusiness opportunities over social welfare objectives even though this may mean that some households are unable to take advantage of them. Donors and governments have important roles to play in stimulating the emergence and development of economically viable and self-sustaining producer organizations. The private sector is also critical in terms of providing producer organizations with financial and business development services.

Climate change is predicted to have major impacts on small-scale farmers in Mexico whose livelihoods depend on rain-fed maize. We examined the capacity of traditional maize seed systems to provide these farmers with appropriate genetic material under predicted agro-ecological conditions associated with climate change. We studied the structure and spatial scope of seed systems of 20 communities in four transects across an altitudinal gradient from 10–2,980 m above sea level in five states of eastern Mexico. Results indicate that 90% of all of the seed lots are obtained within 10 km of a community and 87% within an altitudinal range of ±50 m but with variation across four agro-climate environments: wet lowland, dry lowland, wet upper midlatitude, and highlands. Climate models suggest a drying and warming trend for the entire study area during the main maize season, leading to substantial shifts in the spatial distribution patterns of agro-climate environments. For all communities except those in the highlands, predicted future maize environments already are represented within the 10-km radial zones, indicating that in the future farmers will have easy access to adapted planting material. Farmers in the highlands are the most vulnerable and probably will need to acquire seed from outside their traditional geographical ranges. This change in seed sources probably will entail important information costs and the development of new seed and associated social networks, including improved linkages between traditional and formal seed systems and more effective and efficient seed-supply chains. The study has implications for analogous areas elsewhere in Mexico and around the world.
